    PRISHTINE, OCT. 28 (ATA) - The charge d'affaires of the U.S. Embassy in Belgrade, Richard Miles, met Monday in the U.S. Office in Prishtine with the delegation of UPSUP (Independent Union of Prishtina University Students), made up of Bujar Dugolli, chairman and Dritan Lajci, deputy chairman.

    Miles presented in the meeting the reasons for the postponement of the visit of the special emissary of President Clinton, Robert Gelbard and was interested in the preparations for the October 29 protest.

    Miles promised that the U.S. government will carefully monitor the protests through U.S. diplomats, who will be in Prishtine. /bj/lp/pas/mt/

    [02] TURKISH FOREIGN MINISTER ARRIVES IN TIRANA

    TIRANA, OCT 28 (ATA) - By Eva Allushi: The Turkish Foreign Minister Ismail Cem arrived on a one-day visit to Tirana on Tuesday.

    He was welcomed in the Rinas airport by the Albanian counterpart Paskal Milo.

    During his visit Cem and his delegation will hold talks with Albanian Foreign Minister, President, Speaker as well as prime minister.

    Both foreign ministers will sign a protocol of cooperation between the ministries and hold a news conference later in the day, a spokesman for the Albanian Foreign Ministry said. ake/ak/

    [03] PRICE OF REIMBURSED MEDICAMENTS CHANGES

    TIRANA, OCT 28 (ATA) - By A. Milo: The imposition of customs tariffs on medicaments and increase of the exchange rate of local currency, Lek, against foreign currencies have brought about some changes in medicaments, which are reimbursed by the health insurance.

    "This is done to protect the interest of patients," a spokesman for the Institute on Health Care Insurance said.

    Since May 15, 1997, this institution reimbursed an average 38 to 99 percent of the price of medicaments of the list.

    He said that the reimbursement for medicaments used for chronic and serious diseases, and age-groups such as pensioners having low incomes, anti hypertension medicaments, blood circulation diseases and other should be high.

    The list also includes medicaments used to treat cancer and tuberculosis, those for children between 0 to one years old, first and second group disabled persons, war disabled and veterans, who are reimbursed to one hundred percent.

    The spokesman said that "though the price of medicaments of the list is increased to 50 percent, the price for the patient has not been increased." pas/ak/

    TIRANA, OCT. 28 (ATA) - Zeri i Popullit entitles its editorial "Court, or shield of crime." "The Albanian justice continues to be one of the nests where crime and anti-law, corruption and banditry continue to collaborate," reports the paper. In the article "Program for the salvation of Albania," the paper covers yesterday plenary session, where Premier Nano informed on the results of the Conference of Rome and Brussels. The paper reports on Parliament proceedings in the article "Work of Government and transparency in informing the deputies greeted." On the second page, in an article entitled "The Albanians are reconciled," it is said "The simple fact that the Albanian people are armed, both in North and South, and despite the false situation, have not accepted to kill one another for the sake of politics, shows that they are the best testimony against the policy of Berisha," reports the paper. With regard to the hunger strike of four DP deputies, the paper carries the articles "A gas oven for the strikers," and "Pollo, spectacle of cowboys." On the ninth page, the paper publishes an interview with academician Rexhep Qosja, under the title "The power of Berisha, power of 'mafiacracy'."

    Rilindja Demokratike carries the editorial entitled "The proper solution," which says that the new presidency of DP, is the strongest message that DP will be a powerful opposition, an opposition of protests, but also of the alternative, of possibilities to topple the ex-communist government and to govern. On the first page the paper publishes the list with the names of the new DP presidency. With regard to the new presidency, the paper carries a statement of DP head Sali Berisha "We will escalate the protests." The paper publishes an article regarding the hunger strike of DP deputies "Nanocrature, a police state power without equivalent." On the second page the paper reports "Nano mines the table of parties." Among the other articles of the paper we quote "Bomb in the Appeal Court," with the subtitle "Order bodies have demanded this even be not published." With regard to the labour market, the paper publishes the article "The Albanian song of this winter: 500 000 unemployed."

    Republika dedicates its editorial to yesterday's proceedings of parliament. "The second error of Parliament," is entitled this editorial, and in the subtitle it is quoted the Republika leader Godo "The Assembly is not an elementary class, where the teacher speaks and the pupils listen." With regard to the hunger strike of four DP deputies, the paper reports that deputy Hajdari has declared "Live or die, we do not accept the government." On the same topic the paper publishes the note "Berisha plays, the party in power keeps silent." "What strikes you most is that the demand to avoid the 'information darkness' is a broader theme and it is not known with what conditions the hunger strikers will interrupt the strike," reports the paper. On the 8th page, the paper publishes the article "The abuses of Vefa come to light." Regarding the forthcoming congress of Republicans, the paper carries the article "Clear and irrevocable stand of the Republican party."

    Koha Jone entitles its editorial "The mafia state and the anti- mafia." On the same topic, the paper carries the editorial "The Albanian Mafia conquers Italy." On the third page, the paper carries a note regarding the hunger strike of four DP deputies. On the same page the paper writes "DP with a new cupola," with the subtitle "Berisha excludes former DP head Tritan Shehu from the 18 members of DP presidency," as well as a statement of Shehu: "DP, low level of emancipation." The paper also carries the article "Nano in the trap of Berisha." "On the seventh page, under the headline "The peasants hand over the stolen pesticides," the paper writes that the destroyed warehouse of pesticides in the center of Lushnje will be put under severe protection. Among the economic topics, we cite "The strategy of privatization drafted," published on the eleventh page under the headline "Ministry of Economy, towards drafting a legal platform for selling state assets." On the 15th page, the paper writes that the Greek police have deported on Sunday some 2000 Albanian refugees in the border check point of Kapshtice. "Busses of Greek police appear fearful in South- East," reports the paper.

    In today's editorial "Nano - Milosevic, why?", Albania paper reports that Nano will discuss again with Milosevic in Crete on the education accord, while in Kosova continue the assembled trials against the Albanians, and other demonstrations of students are expected. "Why wins from the Nano - Milosevic meeting?" - asks the paper. Albania reports that the chairman of the National Unity Party has been punished "for visas money" by unidentified persons and not by the former bodyguard of Berisha. On the fourth page, the paper carries the comment "The danger of the one stripe opposition." With regard to the trial of Vefa company in the Constitutional Court, the paper cites the President of this company "It is not me who wins, but the creditors."

    The newspaper Shekulli carries an article entitled "Nano to meet Milosevic," saying that the opening of schools in Kosova will be one of the issues in the agenda. "Italian anti mafia in the prosecutor's office," the paper says referring to the arrival in Tirana of an investigation team from Italy. In the economic column, the paper carries an article saying that the flats and skyscrapers are presented as personal works and do not pay the value added tax to the state. In another article entitled "Energy consumers being damaged but not compensated by KESH," and the headline "'A la Socialist' contract, capitalist penalties." The Albanian television will change its face, the paper reports in the tenth page.

    Rilindja reports that the peaceful protest of students will begin in Kosova on Wednesday. In the first page, the paper says that the trial against 21 Albanians accused of "terrorism" will be held on November 3. Referring to the post elections situation in Montenegro, the newspaper says that new destabilising movements are being noticed there and it seemed that the political temperature in Montenegro is not expected to descend.

    In the first page, the newspaper Dita reports on the parliamentary debate for the approval of a new communist party. "Even Agolli signs pro communists," the paper says. "Nano will meet with Milosevic," the paper reports in the fourth page under the title "Government spokesman: 'no obstacle'; but there are." In the social column, the paper says that Telecom has destroyed 57 million leks, opening unplanned canals in newly asphalted roads. "Tirana roads under "attack of state enterprises," the paper says.

    Gazeta Shqiptare in the article "Scandal with handicapped," says that the social assistance has been misused for a year and the Tirana Mayor has brought a law suit. "DP dismissed Shehu and Meksi," the paper reports on the nomination of a new leadership of the Democratic party. It reports that only 41 Otranto victims have been identified so far. pas/mt/ak/

    [05] ALBANIA TO ESTABLISH SIMILAR STRUCTURES AGAINST CRIME AS ITALY

    TIRANA, OCT. 28 (ATA) - By A Keko: Albania's Interior Minister Neritan Ceka held Tuesday a meeting with the Attorney General of the Italian Anti-Mafia, Piere Luigi Vignia. They talked in the meeting about the establishment soon of similar structures with Italy for the fight against crime.

    Minister Ceka expressed the readiness of the Albanian party for the establishment of these structures. He stressed that the setting up of a concrete platform to enable a real advantage in the fight against crime is of importance for the current conditions of Albania. Ceka asked that cooperation should focus mainly on the assistance in the legal aspect and then in offering experience through training the Albanian experts in Italy.

    Minister Ceka also focused on the necessity of a technical and material aid for the fight against the organized crime. /pas/mt/

    [06] ALBANIAN-TURKISH RELATIONS TO MARK A NEW LEVEL - Milo

    TIRANE, OCT 28 (ATA) - Eva Allushi: Problems of bilateral cooperation such as the army and economy and the questions of security in Balkans were extensively discussed in the meeting held Tuesday in the Foreign Ministry between the Albanian Foreign Minister Paskal Milo and Turkish Foreign Minister Ismail Cem.

    "We inherited very good relations with Turkey and we are ready not only to maintain but also to further strengthen them," said Albanian minister Milo.

    "We demand that the level of the economic relations reach that of political relations," said Milo.

    The Albanian party laid the need for the increase of Turkish investments in Albania, especially in the infrastructure, an idea which found understanding on the part of the Turkish Foreign Minister, Cem.

    The military cooperation was described by both sides as the pride in the relations between Albania and Turkey.

    A special place in the meeting took the discussion of the questions of security and cooperation in the Balkans. Milo highlighted the contribution of Turkey to the support for the Albanian question in general and Kosova in particular. rf/kei/xh/

    [07] CRIMINALS KNOWN, COURT LACKS EVIDENCE

    LAC, OCT.28 (ATA)- By Z. Pergega, Some 50 files of serious crimes against the individual and and state and private property, deposited at the prosecutor's office of Kurbin district, North of Albania, have not been sent to the court for justice procedures.

    The district's newly appointed prosecutor, Arben Tusha, told ATA that all the persons who have committed murders, theft, house breaking or who have blown up state and private buildings, are known but the court lacks evidence, without which legal proceeding cannot be carried out.

    Not only the witnesses but also family members of victims of the March-September period do not want to provide testimony in the prosecutor's office as their life is not guaranteed by the police.

    According to Tusha there have been cases with various citizens announcing denunciations at the prosecutor's office but withdrawing them after being threatened of physical elimination.

    According to police sources, only one person accused of killing has ended in prison, at a time when 50 murders, 33 of which for blood feud, took place during the latest riots. a.ke/kei/lm/k

    [08] ALBANIAN-TURKISH ECONOMIC COOPERATION CAN REACH LEVEL OF POLITICAL TIES - Meidani

    TIRANE, OCT.28 (ATA)- All possibilities exit for economic cooperation between Albania and Turkey to reach the very good level of the political ties, Albanian President Rexhep Meidani told Turkish Foreign Minister Ismail Cem.

    Meidani thanked Cem at a meeting on Tuesday for the support Turkey and its people have offered to the Albanian people.

    Considering the political situation in Kosova very crucial, Meidani stressed that the immediate implementation of the Agreement on Education in Kosova would be a concrete step to encourage the belief of both the Albanians and of the international community that dialogue and realism is the way to solution to ethnic issues in the region."

    Cem shared the same opinion with Meidani that the eighth corridor, besides its economic importance, also carries civilising political values.

    Evaluating the very good tradition of bilateral relations, Cem stressed that "Bilateral and regional cooperation is a fruitful way to resolve many economic, social and ethnic issues". s.sh/kei/lm/k

    [09] VRANITZKY TO COME TO ALBANIA

    TIRANE, OCT 28 (ATA) - By Aurel Simoni: The OSCE special envoy for Albania, Franz Vranitzky will arrive in Tirane on Thursday, sources from the Organization for Security and Cooperation in Europe said on Tuesday.

    During a two-day-visit to Albania, Austrian former Chancellor, Franz Vranitzky will meet with Prime Minister Fatos Nano and the Chairman of the Democratic Party, Sali Berisha to discuss topics of Albanian political and social life.

    "The main aim of the visit," OSCE sources report, "is the inauguration of two regional offices of OSCE, in Shkoder and Gjirokaster."

    Vranitzky will have a telephone talk with the President of Albania, Rexhep Meidani.

    According to OSCE sources, with this visit Mr Vranitzky ends his mandate as OSCE special envoy for Albania.

    Mr Vranitzky started this mandate at the beginning of March this year when popular protests started in Albania demanding the resignation of President Sali Berisha.

    The present President Rexhep Meidani gave to Mr Vranitzky the highest title of Albania, the Order "Scanderbeg" which Premier Nano handed to the former Chancellor in Vienna.

    The Democratic Party Albania has its reserves regarding the Austrian mediator. ssh/kei/xh/k

    [10] FILE FOR "XHAFERRI" RETURNED TO PROSECUTOR'S OFFICE

    TIRANE, OCT 28 (ATA) - By Manjola Hodo: The file for Foundation "People's Democracy Xhaferri" has been brought back to Prosecutor's office for re- investigation because this institution has presented another accusation, that of "alienation of assets" and will bring fresh proofs.

    This has been the reason for the postponement of the planned session for Tuesday.

    Rrapush Xhaferri and his sons, Pellumb Xhaferri, Liman Xhaferri and Asllan Xhaferri are accused of "theft through deceit." The four defendants fled when the prisons were stormed in March this year.

    On Monday the Tirana district Court decided 5 years in jail for one of the company's bosses, Maksude Kadena. kei/xh/k

    [11] COURT EXAMINES VEFA'S REQUEST TO INVALIDATE ARTICLE ON AUDITORS

    TIRANA, OCT.28 (ATA)-By Manjola Hodo, The Constitutional Court on Tuesday considered the request of the VEFA Holding company to invalidate article 7 of the law "On financial control of non-banking juridical persons who have taken loans from the public".

    The invalidation of this article allows the VEFA company not to allow state auditors.

    On behalf of the government the law was defended by Justice Minister Thimio Kondi.

    "The law is not anti-constitutional because it is based on a legal basis as it defends the creditors' interests," he said.

    According to VEFA's lawyer, Shefqet Muca, "article 7 of this law recognises unlimited rights to administrators, a thing which seriously violates the Fundamental Constitutional Provisions on private property and free initiative".

    After the end of the sitting Muca said that whatever the decision of the Constitutional Court, VEFA will obey the Albanian state and its laws.

    "I am pretty sure that the court will decide in our favour as the law is anti-constitutional," Muca said.

    The court's decision will be issued several days later. kei/lm/k

    [12] TURKEY CONSIDERS RELATIONS WITH ALBANIA AS POSITIVE

    TIRANE, OCT 28 (ATA) - By Eva Allushi: Turkish Foreign Minister Ismail Cem in a news conference on Tuesday at the end of his one-day-visit to Albania, considered as "very positive" the relations between Albania and Turkey, especially those in the political and military fields.

    Cem and Albanian Foreign Minister, Paskal Milo said there was still work to be made so that the economic relations reach the level of the political cooperation between the two countries.

    Milo highlighted Turkkey's support for Albania during the crisis, with its participation in the Alba mission and the support for the new government in the conferences of Rome and Brussels.

    Regarding the economic cooperation, the Albanian party laid the need for more Turkish investments in Albania, particularly in infrastructure, something which was approved by the Turkish Foreign Minister, Cem.

    The military cooperation was described by both parties as the pride of the relations between Albania and Turkey.

    Ministers Cem and Milo signed on Tuesday the Protocol of Cooperation between the foreign ministries of the two countries. ssh/kei/xh/k

    [13] DIALOGUE AND COOPERATION IN THE BALKANS - CONDITIONS FOR FURTHER INTEGRATION IN EUROPE

    - Turkish Foreign Minister

    TIRANE, OCT 28 (ATA) - By Eva Allushi: In the context of European architecture of the 21st century, the Balkans will take a special place and will play an important role, said in a news conference on Tuesday in Tirane the Turkish Foreign Minister Ismail Cem, an idea which was also approved by his Albanian counterpart, Paskal Milo. He said that the dialogue and cooperation of the Balkan countries at present is a condition for their further integration in Europe.

    Mr Cem said that Turkey will make everything possible to overcome the economic, political, ethnic and social problems presently existing in the Balkan peninsula.

    Milo said that the Albanian party asked Turkey for support in the national question, especially for the observation of the national rights of the Albanians in Kosova and in the FYROM.

    Milo pointed out that during the talks, the Turkish party expressed its readiness that Albania and Turkey adopt joint stands for mutual interests and broader in the Crete Summit due at the beginning of November.

    The two parties agreed to back up the initiative of Corridor 8 in the Crete Summit.

    "In a possible Albanian-Serbian meeting, we have decided to discuss with Belgrade authorities the question of Kosova and the rights of Albanians there, and with leaders of the Former Yugoslav Republic of Macedonia the status of the Albanians there," said Albanian Foreign Minister Milo.     [14] RIGHT WING OF SHKODER CONSIDERS DP INVITATION INCREDIBLE

    SHKODER, OCT.28 (ATA)-The United Right wing of Shkoder considers "incredible" the invitation of the DP for cooperation.

    "When we created our group, the Right Wing of Shkoder, which unites the Balli Kombetar (National Front) supporters, loyalists, republicans, Christian-democrats, the DP considered us incapable, out-of-date, irresponsible and attacked us in the most shameless way," Mentor Quku, head of this league told a news conference today.

    Quku added that the DP leaders have always lacked realist stands in analysing the events.

    He read out a statement saying that the United Right Wing of Shkoder is not an invention of the politicians, but product of the aspirations of nationalists, the formerly politically persecuted, legitimate owners, ex- kulaks and of the whole right wing electorate of Shkoder.

    "With the birth of political pluralism and creation of the DP, we integrated and cooperated with this party. But, after taking up power through our sincere votes and cooperation, the DP betrayed us," the statement says further on.

    Quku said that the United Right Wing will remain a constructive opposition to the left governmental coalition and at the same time a DP alternative. a.ke/lm/k

    [15] COOPERATION WITH ITALY AGAINST ORGANIZED CRIME IS IMPORTANT - Nano

    TIRANE, OCT 28 (ATA) - In a meeting that Albanian Prime Minister Fatos Nano had Tuesday with Italian Prosecutor of Antimafia, Piero Luigi Vignia, he underlined the importance of the institutionalization of the cooperation among institutions that fight organized crime.

    Nano expressed the need of spreading the experience of Italian Prosecutor's Office, known as "Clean Hands," in the Albanian society in which the experience of corruption has been adopted.

    He also mentioned the need of exchanging operational information about illegal trafficking, crime, drugs, transfer of dubious capital, etc.

    Mr Nano briefed the Italian friend of the reform underway for the creation of an independent Albanian judiciary and the great importance that the Albanian Government is attaching to the fight against organized crime and corruption.

    "The reconstruction of Albania, according to our European image," said Nano, "will be realised through an uncompromising fight against any manifestation of crime and corruption."

    Mr Vingia highlighted the readiness he had found in his Albanian partners to coordinate the acts in the fight against organized crime in both countries. ssh/kei/xh/k

    [16] SCOPE OF ALBANIAN-TURKISH COOPERATION IS WIDE - Nano

    TIRANE, OCT.28 (ATA)-Albania and Turkey are real partners and the scope of bilateral cooperation is very wide, Albanian Prime Minister Fatos Nano told visiting Turkish Foreign Minister Ismail Cen on Tuesday.

    The two stressed that all possibilities exist in the upcoming Crete summit to create a new spirit in the Balkans, to come out with initiatives of cooperation and institutionalise contacts in the interest of inter- Balkan cooperation.

    They pointed to the positive development of bilateral relations during the Albanian crisis and currently, with the Albanian government fully engaged in normalising the situation and realising reforms.

    Cem said that "Ankara is not only committed to supporting the friendly country from the diplomatic point of view but also to drafting joint projects of cooperation and aid, including credits to support the Albanian economy". s.sh/kei/lm/k

    [17] STATE AUDITORS TO WORK WITH VEFA - Government

    TIRANE, OCT. 28 (ATA) - By E Barci: Albanian Government decided on Tuesday that state auditors will work with the loan-taking company, Vefa Holding.

    The government based its special decision on the court files, which prove that this company has interrupted monetary operations with its creditors, and on petitions from people against that company.

    The government spokesman said that after preliminary examination of the VEFA financial documentation it turns out that the company has diverted from finance principles, especially as regards the values of its capitals.

    The Constitutional Court on Tuesday considered the request of the VEFA Holding company to invalidate article 7 of the law "On financial control of non-banking juridical persons who have taken loans from the public", which would allow this company not to accept auditors.

    The VEFA's lawyer, Shefqet Muca, considered the law anti-constitutional.

    "The law is not anti-constitutional because it is based on a legal basis as it defends the creditors' interests," said Justice Minister Thimio Kondi, who defends the law.

    [18] SAVINGS LOST IN COLLAPSED PYRAMID SCHEMES TO BE RECORDED IN LABOUR OFFICES - Government

    TIRANE, OCT. 28 (ATA) - By E Barci: The creditors who have lost their savings in the failed pyramid investment funds will register the figure of their credits and the name of the firms in which they have lost them, in the labour offices near their dwelling places, decided the Albanian Government on Tuesday.

    With the control the Government is realising in the collapsed pyramid funds through its auditors in those firms, the spokesman considers this operation "a confirmation of the accounts." kei/xh/k
