  • [01] CE HAS NOT YET DECIDED WHETHER CONSTITUTION IN ALBANIA BE APPROVED THROUGH CONSTITUTIONAL ASSEMBLY- Van der Linden

    TIRANA, SEPT. 12 (ATA)- By A. Simoni, The Council of Europe (CE) has not yet decided whether the constitution in Albania should be approved through the Constitutional Assembly or Parliament, the rapporteur on Albania in the CE political Commission told ATA last night.

    Mr. Linden arrived in Tirana yesterday, accompanied by Sole Tura, member of the CE Monitoring Commission, to draft the report for the CE Assembly, which will meet between September 22 and 26.

    "We are here to get the opinions of various parties and then we will hold discussions at the Political Commission and at the Parliamentary Assembly, later. Nothing has yet been decided. We will discuss this issue at the Council of Europe," Van der Linden said.

    Linden met yesterday the CE member states' ambassadors, reporters' associations, as well as the chairmen of the Supreme and Constitutional Courts.

    The CE parliamentarians also met the deputy parliamentary speaker, Namik Dokle. The two CE parliamentarians showed interest in the way of approving the constitution.

    "For us, the quality of the constitution is more important than haste to make it," Linden said.

    "I have the impression the political forces in Albania are not cooperating. They should bear their own responsibility and not confronted one another," Linden added.

    "The process of the constitution will be national reconciliation. We want to cooperate with the opposition," said Dokle. kled/lm

    [02] GREECE WILL SUPPORT EVERY EFFORT OF ALBANIAN GOVERNMENT FOR RECONSTRUCTION - Scandalidis

    By ATA correspondent in Athens Robert Goro TIRANA, SEPT. 12 (ATA)- PASOK Secretary General Scandalidis has guaranteed the Albanian socialists that the Greek government will morally and materially support every effort of the Albanian government for the country's reconstruction and integration into European structures.

    The Albanian Socialist Party Secretary General, Pandeli Majko, met in Athens yesterday with Scandalidis, at the latter request, and raised the problem of the Albanian emigrants in Greece and their legalisation also in the context of last week's decision of the Council of Ministers of Greece.

    The PASOK Secretary General committed himself to encourage the Greek government so that the legalisation of the Albanian emigrants includes a larger number of emigrants and has more favourable conditions for them a.ke/kled/lm/Z

    [03] EU IS OPTIMISTIC OF NANO GOVERNMENT PROGRAMME

    TIRANA, SEPT 11 (ATA)-The European Union is optimistic of the Nano government programme and evaluates the ongoing results and will to pull the country out of the crisis.

    In the course of the European Union Albanian Prime Minister Fatos Nano today met and held formal talks with Luxembourg Prime Minister Jean-Claude Juncker, whose country currently hold the EU presidency, and Foreign Minister Jacques Poos.

    Before the beginning of talks Prime Ministers Nano and Juncker had a private meeting.

    Juncker, the prime minister's spokesman says, evaluated the will of the new government to pull Albania out of the crisis and carry out reforms.

    Speaking on behalf on the European Union, Juncker pointed to all the European support for the Albanian government and its goals.

    Juncker stressed that Luxembourg has already earmarked $ 15 million for Albania. The participants in the meeting agreed that a ministerial delegation visits Tirana in the next months.

    Inter-Balkan relations and Albania's role in them occupied a special place in Nano's talks.

    In Luxembourg Nano also held talks with the leading staff of the European Bank of Investment, (EBI).

    The vice-president of this bank, Genimatis, hailed the programme of Albania's economic recovery and expressed EBI's readiness to resume cooperation with Albania.

    He said that EBI has already 50 million ECU, ready to be released for Albania.

    The projects are ready and they agreed that a team of the bank discusses them next week in Tirana. s.sh/kled/lm/Z

    [04] CHAIRMAN OF PARLIAMENTARY LABOUR COMMISSION WILL BE FROM DP -Dokle

    TIRANA, SEPT 12 (ATA)- By A. Simoni, The Democratic Party (DP) will also have another chairman of parliamentary commission, deputy speaker of parliament Namik Dokle told the CE rapporteur, Vand der Linden.

    "As the chairman of the parliamentary labour and social affairs commission is charged with another task, I hold, and I will also discuss with the chairman of the SP parliamentary group that this seat be taken by the DP," said Dokle in his meeting with Linden in Tirana, yesterday.

    Dokle told Linden that Parliament has 13 commissions, in which six chairman are from SP, three from DP (which also has five deputy-chairman and five secretaries) and from other parties.

    The democrats have showed dissatisfaction over this division, considering it "does not respect the Rome agreement". kled/lm/Z

    [05] OVER 20 000 DURRES CITIZENS PAY HOMAGE TO MOTHER TERESA

    DURRES, SEPT 12 (ATA)-By S. Gjordeni, Over 20 000 Durres citizens have paid homage to the Albanian Nobel Prize winner, Gonxhe Bojaxhi, Mother Teresa, over the last two days, and their number keeps increasing.

    There are hundreds of evaluations in the book opened on this occasion among which the inscription:"Gonxhe Bojaxhiu, Mother Teresa, is Albanian and we are proud our country gave the world a Great Saint in service of humankind". a.ke/jz/lm/sh/

    [06] HOUSE OF ZAJMI "SEAT" OF MOTHER TERESA'S FAMILY FOR 17 YEARS

    TIRANA, SEPT 12 (ATA) - By Flora Nikolla: A two store building, surrounded by a garden, built next to the Catholic church, has been the "seat" of the mother, sister and brother of the "Saint of Gutters", Mother Teresa for more than 17 years, who died last Friday.

    "They came in our house in 1946 as renters," tells Fatos Zajmi, the son of Ahmet Zajmi, patriot, who came in Tirana from Kosova.

    Drania, the mother of the Saint, known by the relatives as Loke ("mother" in the northern dialect of Albania and the Kosova Albanians), remained widower and connected her life with Age, the oldest daughter.

    While Agia worked as editor in Radio-Tirana and later as translator in the Yugoslav embassy in Tirana, and when she was discharged from work, she was obliged to work as tailor to earn her living. Lazri, her brother, went to Italy for ever.

    "At that time we knew her as Gonxhe," members of the Zajmi family tell. We knew she was a nun and lived in Calcutta. The letters and photos were the only elements of our familiarization with her."

    Zajmi family, known in Kosova for patriotic traditions, though a Muslim family, did not hesitate to lodge a Catholic family. They had to pay the rent for a short period because became a family with the passing of times.

    Mother Teresa did never see her mother and sister. Her mother passed the days of poverty reading the letters Gonxhe sent from different parts of the world.

    Both (mother and sister) were buried near each other in the cemetery of Sharra in the suburb of Tirana, at the presence of a small number of relatives. Mother Teresa came first in Albania, the land of her relatives, in 1989.

    "We did not manage to meet her," Fatos Zajmi said.

    In 1991, when Mother Teresa came again to Albania, the people of the Zajmi family met her and gave many relics of her mother and sister.

    Many people have paid tribute to the house in which the mother and sister of Mother Teresa lived. kei/mt/ak/k

    [07] ALBANIAN PM TO ASK IMF AND WB CONTINUATION OF AID FOR ALBANIA

    TIRANA, SEPT 12 (ATA) - By A Gjata: Albania's Prime Minister Fatos Nano will ask from the senior officials of the International Monetary Fund and the World Bank continuation of aid for the economic development of Albania in the annual meeting of these organizations.

    Nano will head a high ranking delegation of the Albanian Government in this meeting, which will be held in Hong-Kong from 23 down to 25 September, the chief of the Cabinet in the Ministry of Finances, Arben Ahmetaj, told ATA.

    The Albanian Premier will also present the current economic and financial situation of Albania, the measures of the government for the restoration of the state budget and the ways it has defined to pull the country out of the crisis.

    Attending the delegation will also be the Minister of Finances, Arben Malaj, State Minister in government's headquarters, Kastriot Islami, and Gramoz Pashko, counselor in chief of Premier, etc. /kei/mt/k

    [08] SEGMENTS OF VLORE POLICE HAVE HELPED ZANI TO ESCAPE - declares State Secretary in Interior Ministry -

    TIRANA, SEPT 12 (ATA) - By A Hasani: The State Secretary in the Interior Ministry, Ndre Legisi, said on Friday that special segments from police forces of Vlore, incriminated in the activity of the head of the gang, Myrteza Caushi, known as Zani, gave him chances to escape.

    Legisi said that penal process and discharges from work for responsible persons, will soon begin.

    The State Secretary said that particular parts of this police, during the time of turmoil, have collaborated with the armed gangs and they will be brought to account.

    "The Interior Ministry has taken all the measures to penally proceed these policemen and will continue the fight against crime," said Legisi. /a.ke/kei/mt/k

    [09] REFORMISTS CALL ON DP TO RECOGNISE THEIR FRACTION IN PARTY STATUTE

    TIRANA, SEPT 12 (ATA) - By A Simoni: The reformists of the Democratic Party called Friday on the DP presidency to recognise their fraction in the statute of this party.

    In the appeal, "The Movement for DP Reformation" also asks urgent declaration of the day in which the assembly will convene."

    "The Movement" requests from the current leaders of DP to sit down in a round table and discuss different alternatives in the party.

    [10] SIX KILLED IN AN AMBUSH

    TIRANA SEPT 12 (ATA) By Pjllumb Zekthi: Six persons were killed Friday afternoon in an ambush in Elbasan, while turning back by car from a mourning ceremony of their friend.

    The victims are: Ilir Dunda, Bujar Harri, Artan Tafa, Hysen Faslliu, Leonard Arapi dhe Besnik Frakulli, qj tj gjashtj tj moshave 20-30 vjez.

    According to sources from the local police's Commissariat the killing is not connected with the buried person who was shot dead Thursday from his brother after on overdose of achool./kei

    [11] COUNCIL OF EUROPE VOICES WILL TO HELP AND SUPPORT ALBANIA

    TIRANA, SEPT 12 (ATA) - The members of the Council of Europe delegation, headed by Van der Linden, voiced on Friday during a meeting with Albanian PM Fatos Nano the will and readiness of the Council of Europe to help and support the Albanian government in its efforts to normalise and strengthen the democratic processes in Albania.

    Premier Nano talked about the efforts of the government for the all-round institutionalisation of the national reconciliation process in Albania, reconstruction of the country and its integration into Euro-Atlantic structures.

    He said that now the state authorities have under control order throughout the country.

    Along with tranquility, Nano said that macro-economic order is being restored.

    Nano mentioned facts of realisation of the idea of the political coexistence in Albania and explained that the changes in administration are made in the framework of reformation and to increase the responsibility of administration. /a.ke/kei/mt/k

    [12] EU TO UNBLOCK PROGRAMS OF ASSISTANCE FOR ALBANIA

    TIRANA, SEPT 12 (ATA) - By M Spahivogli: The European Union will unblock all programs of assistance for Albania, beginning with the PHARE Program, declared Albania's Premier Fatos Nano on Friday in the Rinas Airport, right after his return from a working tour in the West.

    The implementation of these programs, started since 1991, was interrupted in March of this year due to the unrest, following the collapse of pyramid schemes.

    Another concrete result was also the meeting with the European Bank of Investments (EBI):

    "Some 51 million ECU will be soon disbursed by this institution," said Nano.

    Meanwhile, in an interview for the BBC radio, the deputy President of EBI, Mattas, making comments on the meeting with Nano in Luxembourg, said: "This amount of money is not unblocked yet."

    "We hope, continues Matas, these money be disbursed in infrastructure and creation of new jobs." /kei/mt/k

    [13] LEK TOWARDS STRENGTHENING IN TIRANA

    TIRANA, SEPT 12 (ATA) - By A Gjata: The Albanian currency, lek, has gained points in the Tirana foreign exchange against main currencies.

    The Savings' Bank intervened on Friday in the free market, by buying the U.S. dollar more expensive. The U.S. dollar has been devaluated by 5.5 leks within the last five days.

    The money-changers in the free market bought 1 dollar at 145.5 and sold at 146 lek. By the middle of the week, the average rate was 150 lek.

    While 1 DM was bought at 85 lek and sold at 88 lek, 100 lire were bought at 87 lek and sold at 88.5 lek. On the same day 100 drachmas were bought at 51 lek and sold at 53 lek.

    The Savings' Bank bought 1 dollar at 147 lek and sold at 151 lek. The intervention of the Savings' Bank in the exchange rate between lek and dollar can be considered as an anti-speculative measure. /kei/mt/k

    [14] NO ALBANIAN WOMAN TO ATTEND OBSEQUIES OF MOTHER TERESA

    TIRANA, SEPT 12 (ATA) By Flora Nikolla: There was not any woman taking part in the Albanian government delegation that will attend the obsequies of Mother Teresa in Calcutta.

    Albanian President Rexhep Meidani, the deputy PM Bashkim Fino, the indipendent deputy and publisher Nikollj Lesi, the publisher of the weekly "Klan" Aleksandjr Frangaj, as well as the the DP leader and former president Sali Berisha and Monsignor Rrok Mirdita will attend the ceremony to be held Saturday.

    "Five man will 'bury' a woman", the Minister of Culture Arta Dade said saturday during a visit to the home were the mother and the sister of Mother Teresa lived for 17 years.

    "It would be better if any woman attended the obsequies", Dade said.

    She added that would try to make possible that a women's delegation go and pay homage to the tomb of Mother Teresa./kei
