    TIRANA, SEPT. 8 (ATA)-Archbishop of Tirana and of all Albania , Anastassios Iannulatos, offers condolences to the Archbishopric Conference of Albania, Congregation "Missionaries of Beneficence" and Apostolic Nunciature on the death of Mother Teresa.

    "Mother Teresa, with her uniate deed, became an example of love and self-denial.

    Considering any suffering and hungry man a brother of the Christ, without distinction of colour, nation, origin and religious distinction, she became a figure of missionary worldwide, practically transmitting the message of the love of Christ to other countries and continents,"the message says. a.ke/jz/lm/Z

    [02] WE WILL NOT TAKE PART IN ROUND TABLE ON CONSTITUTION - union for democracy

    TIRANA, SEPT 8. (ATA)- By A. Simoni, The Union for Democracy Parties will not take part in the round table on the constitution.

    This decision was taken by leaders of the Democratic Party, Social Democrat Union Party, Christian Democratic Party and Democratic Union Party, at a meeting at the DP headquarters today.

    "We would have taken part in such a table if Sabri Godo had invited us as chairman of the Republican Party and not as co-chairman of the Commission on the Constitution," Sali Berisha, DP leader, said at a news conference today.

    Pandeli Majko, SP Secretary general, said today his party would take part in the round table.

    The republican leader invited last Saturday the parliamentary parties to attend a round table to discuss meeting of the drafting commission and the issue of the constitution in general.

    When parliament took the decision the democrats and other opposition members were not present in the session in protest for Arbnori. a.ke/jz/lm/Z

    [03] TRIAL AGAINST LAST COMMUNIST PRESIDENT HELD

    TIRANA, SEPT 8 (ATA)- By M. Hodo, The Tirana court's jury today held the trial against last communist president Ramiz Alia, accused of "genocide and crimes against humanity" and against two former Interior Ministers, Hekuran Isai and Simon Stefani.

    Alia's defence attorney read a statement, which considered him innocent and requested a change of custody, which was rejected.

    Alia was arrested for the first time on February 2, 1996, while the two former Ministers were sentenced in 1994 on charges of violating citizens' equality and abuse of office.

    The trial against Alia is being held in absentia, as he left prison during riots and is actually out of the state. jz/lm/Z

    [04] DAY OF MOURNING AND RESPECT FOR MOTHER TERESA DECLARED IN KOSOVE

    PRISHTINE, SEPT. 8 (ATA)- President Roguva declared in Kosova today a day of mourning and respect for Mother Teresa.

    The book of condolences of the Albanian benefactor was opened in the surroundings of the presidency of the Republic of Kosova in which wrote many outstanding authorities of Kosove, international missions in Pristine and numerous citizens.b.j/ag/l/jz/lm/Z

    [05] ALBANIA'S FOREIGN MINISTER TO VISIT GREECE

    TIRANA, SEPT 9 (ATA) - By Eva Allushi: The bilateral relations, their intensification and materialization are the topics to be discussed during the visit in Greece on September 12, 1997 of an Albanian delegation, headed by Foreign Minister Paskal Milo, invited by the Greek Foreign Minister, Theodoros Pangallos.

    The legalization of the Albanian emigrants in Greece will also be one of the themes of discussions, after the recent decision of the Greek government for the legalisation of emigrants who work in Greece.

    The economic cooperation will be object of talks between the Albanian delegation and Greek officials, as well as issues of free movement of people and goods in new border check points.

    A point of discussion will be the grant and credit of the Greek government for Albania.

    The Albanian delegation is expected to meeting during this visit with high ranking personalities of Greece, President Kostis Stephanopulos, Speaker Apostolis Kaklamanis, Premier Costas Simitis and Foreign Minister Theodoros Pangalos.

    The visit of the Albanian delegation in Athens precedes the official visit that Greek Premier Simitis will pay in Albania soon. /a.ke/jz/mt/sh/

    [06] OPTIMAL SOLUTION: KOSOVA - INDEPENDENT AND NEUTRAL STATE - Rugova

    PRISHTINE, SEPT 9 (ATA) - "Kosova - independent and neutral state, open towards Albania and Serbian and with all the guarantees for local Serbians, is an optimal solution which would calm down the whole region of Southern Europe," stressed Kosova President Ibrahim Rugova in the meeting held in Hamburg of Germany with the German Foreign Minister, Klaus Kinkel, Kosova Information Center reports.

    "International pressure should be exerted so that the Kosova question be examined and solved," said Rugova and called on Germany to help in the solution of this question.

    The German Foreign Minister, Kinkel, said that Kosova is not and should not be an interior problem of Serbia.

    "Germany does not forget the Kosova people," he said.

    Further on he added that during a talk held with the U.S. State Secretary, Madeleine Albright, he had clearly expressed the German devotion for the Kosova issue and the preoccupation for the solution of this big problem in the Balkans.

    "In the future, together with USA and the Council of Europe, we will be powerfully engaged for Kosova. It is high time that the attention of the international community be focused on Kosova and its problem," stressed Kinkel./ag/jz/mt/sh/

    [07] ALBANIAN PRESIDENT TO PARTICIPATE IN MOURNING CEREMONY OF MOTHER TERESA

    TIRANA, SEPT 9 (ATA) - Albania's President Rexhep Meidani will participate in the mourning ceremony of Mother Teresa, to be held in Calcutta on Saturday, President's spokesman reports. /a.ke/kled/mt/sh/

    [08] ALBANIAN PM TO VISIT WIEN, EU AND NATO SEAT IN BRUSSELS AND LUXEMBOURG

    TIRANA, SEPT 9 (ATA) - Albania's Prime Minister Fatos Nano will visit from September 9 down to 12 Wien, the Seat of the European Union (EU) and NATO in Brussels as well as Luxembourg, which holds the rotating presidency of the European Union, PM's spokesman reports.

    In Wien, during the official ceremony, Premier Nano will hand over to former chancellor Franz Vranitzky the High Order "Skenderbej" accorded by President of the Republic, for his outstanding contribution in overcoming the Albanian crisis.

    Premier Nano will meet with chancellor Victor Klima, Austrian Foreign Minister, Schusel and Speaker Fischer. Nano is also expected to meet with ambassadors of the OSCE member countries.

    In Brussels, PM Nano will meet with the Secretary General of NATO, Havier Solana, and the Secretary General of the Western European Union, Kutiliero.

    In the framework of contacts with the structures of the Northern Alliance Treaty, Nano will hold a meeting with the NATO Council of Ambassadors, where he is expected to hold a speech on the interior and foreign policy of the new Albanian government.

    Albanian Premier will meet with representatives of the European Union, the President of the European Commission, Jacques Santer and the Foreign Commissioner of the European Union, Hans Van der Brook.

    During the visit in Luxembourg, Nano will meet with the Prime Minister of Luxembourg, Jean-Claude Jucken and Foreign Minister Jacques Poos.

    The Albanian Premier is also expected to hold a meeting with senior leaders of the European Bank of Investments. /kled/mt/sh/

    TIRANA, SEPT 9 (ATA) - "Europe opens the doors. Political and financial support for Albania," reports Zeri i Popullit under the headline "Political tour of Albanian Premier in West." President Meidani awards the special envoy of OSCE for Albania, former chancellor Vranitzky, with the order "Skenderbej". "DP deputy Pjeter Arbnori and his party put an end yesterday to the extraordinary pressure against the journalists of Albanian Radio Television, by reaching a compromise which interferes directly in the news editions of this institution," reports the paper under the title "SP offers compromise, DP turns to destruction."

    "Intensification and materialisation of bilateral relations," reports the paper regarding the visit of Foreign Minister Pskal Milo in Greece in September 12.

    "On the 20th day of the hunger strike, the majority accepted finally to return to parliament the arbitrary law, approved a week ago, which narrowed the scopes of the opposition," reports Rilindja Demokratike under the title "The opposition subdues Nano."

    Under the title "The dignity and the resistance win over the cynism of revanchists," the paper carries a message of DP deputy Pjeter Arbnori on the occasion of the interruption of his hunger strike.

    "The opposition defeats the censorship against the free expression," reports the paper on the third page regarding the news conference of the Union for Democracy. "Fatos Nano promises dictatorship," is another article of the paper.

    "Alia: Berisha before law accused of genocide," reports Republika paper. "DP and its allies will leave empty the seats in the table of the commission for drafting the constitution, called by the chairman of this commission, the Republican leader Sabri Godo," reports the paper under the title "Godo: I will go with the hope that they will change opinion."

    "The Albanian crisis: all the ways lead to Brussels", is another article published by the paper.

    "Meta-Nano, fight of nerves," is the editorial of Koha Jone. "DP-SP, compromise for the time on television," reports the paper under the title "Pollo and Majko pull Arbnori out of strike."

    On the fourth page the paper carries an interview with the leader of FRESH, deputy Ilir Meta under the title "Meta: Nano wants to take revenge. "VAT raised, prices increased by 7 %," reports the paper on the economic page. "Mother Teresa, the Albanian challenge of the 20th century," reports the paper on its special page.

    "Communists withdraw. The first victory of the opposition," is the editorial of Albania. "The Albanian communists, returned to power, were surrendered yesterday and the Albanian opposition won the first important battle for the free expression and the scope in the electronic media controlled by the power," says the editorial. "The Albanian and foreign press have often talked about the idea that Nano is addicted to alcohol," reports the paper under the title "Scandal of Rome - Albanian Premier drunk."

    "The table of Godo fails without beginning," is another article published by the paper.

    Under the title "Kosova: European problem...", Rilindja carries the chronicle of the meeting of the Kosova President Ibrahim Rugova with the German Foreign Minister, Klaus Kinkel. "After the return that President Meidani made to the law on radio television, Arbnori interrupted his hunger strike," reports the paper.

    "Police of Vlore and Bulqize detain two lorries with cigarettes and beer," reports Dita paper under the title "200 000 dollars of smuggling detained." "Union for Democracy boycotts the table for the Constitution," reports the paper under the title "Berisha" I have remarks for Godo."

    "Brokaj: we will open the file of Zhulali," reports Gazeta Shqiptare." "The Defence Minister Brokaj has chosen Gjirokaster to attack his predecessor," reports the paper. The paper also publishes an interview with the Minister of the Institutional Reform, Arben Imami, under the title: "Here are the steps for the Constitution." "Special forces attack the smuggling of South," reports the paper on the fifth page. /kled/mt/sh/

    [10] TWO PERSONS ARRESTED IN VLORE - One of them is brother of Zani Caushi

    TIRANA, SEPT 9 (ATA) - The police of Vlore arrested on September 8 two citizens who were trying to loot a private company.

    The spokesman of the Interior Ministry reports that the forces of the Police Directorate in Vlore detained and arrested yesterday Balil Shemedin Caushi, 37, from Vlore (brother of Zani Caushi) and Gani Lelaj, 29, from Vlora.

    Both of them were detained while looting the "Kamberi" company in Vlore. They are also accused of committing in collaboration many other crimes, like participation in the gang of Zani Caushi, which robbed and terrorized for many months the inhabitants of Vlore. At the moment of their arrest, a machine gun and several cartridges were also detained to them./pas/mt/sh/

    [11] CITIZEN, WHO DAMAGED RAILWAY SHKODER-BAJZE, DETAINED

    KOPLIK, SEPT 9 (ATA) - By M Malja: The police forces of Malesi e Madhe, Northern Albania, have detained a citizen from Kamic village of this district who was damaging with TNT the railway Shkoder-Bajze.

    Also, the forces of Shkoder Police have detained several days ago a citizen who was damaging the ramification in the railway of this district.

    This line has been damaged recently by the contrabandists, who sell the scrap-iron in Monte Negro.

    The railway Shkoder-Bajze, the only one which connects Albania with Europe, has been gravely damaged recently. Sources from the Railway department report that in this line are damaged some 11 km of rails, worth some 4 million dollars. /a.ke/kled/mt/sh/

    [12] SOME 40 SERBIAN POLICEMEN RAID ALBANIAN FAMILY IN GJAKOVE

    PRISHTINE, SEPT 9 (ATA) - Some 40 Serbian policemen raided yesterday by 4:00 in the morning an Albanian family in Ramoc of Gjakove, Kosova Center for Information reports.

    During the raid, which lasted 2 hours, unable to arrest the wanted person, the police took his brother Jak Ndrejaj, 21, who is still in the Serbian police station in Gjakove.

    On the same day, by 8:00, in the "Dragodan" neighbourhood of Prishtine, unknown persons, who communicated with one another in Albanian language, armed with knives, plundered the student Bekim Bilali, of the Economic Faculty in the Prishtina University. /p.ta/kled/mt/sh/

    [13] ALBANIAN PRESIDENT VISITS AGRICULTURAL UNIVERSITY

    TIRANA, SEPT. 9 (ATA) - By P. Shuteriqi: President of the Republic Rexhep Meidani visited early on Tuesday the Agricultural University of Kamza, destroyed by the wave of turmoil, which swept Albania in the March-April period this year.

    President Meidani, accompanied by deputy Speaker Namik Dokle, Minister of Education and Science Et'hem Ruka and Minister of Agriculture and Food Lufter Xhuveli, got acquainted with the great damage caused to the scientific library which was estimated at around $4 million.

    He visited the premises of the faculties of Agrarian Economy and Agronomy, which are also destroyed and forcibly occupied by 220 homeless families of the surrounding area. Two out of ten dormitories of the University are not occupied.

    President Meidani, ministers Ruka and Xhuveli held talks with the representatives of Sara and GTZ Foundations, which are ready to help rehabilitate the university. They talked with officials of the German government, which has offered a credit worth 500000 marks.

    The University of Kamza, one of the best supplied universities in Albania, experienced violence and destruction on March 13 and 14 this year. Even its library, the biggest in Albania and the second in the Balkans and built by the contribution of different generations, was swept by this destructive wave.

    The university's damage was estimated at around $20 million.

    The Agricultural University of Kamza was opened in 1951 and some 25 000 specialists of the agricultural sectors have graduated it./kled/ak/sh/

    [14] RED CROSS TO HELP REHABILITATE ALBANIAN INSTITUTIONS

    TIRANA, SEPT. 9 (ATA) - By Eva Allushi: The International Red Cross will focus not on the humanitarian aid but on the rehabilitation of the Albanian institutions, Eric Roeflisberger, deputy president of the International Red Cross Committee said in a meeting on Tuesday with the Albanian Foreign minister Paskal Milo.

    "Albania welcomes the assistance and cooperation of the International Red Cross," Milo said.

    It is important, he said, that our cooperation in the future aims at preventing dangerous situation and activating human action. ake/jz/ak/Z/

    [15] ROUND TABLE ON CONSTITUTION FAILED

    TIRANA, SEPT. 9 (ATA) - By A. Simoni: The round table of political parties on constitution failed because the parties of the Union for Democracy did not come, the co-chairman of the commission on constitution Sabri Godo said on Tuesday.

    Godo invited on Saturday the parliamentary parties to join a round table and discuss constituting of the commission and the problem of constitution in general.

    Only parties of government coalition (Socialist party, Social democratic party, Democratic Alliance, Human Rights Union party, Agrarian party and opposition parties such as Republican party and Legality Movement) were present.

    Parties of the Union for Democracy (Democratic party, Christian Democratic party, Social Democrat Union and Democrat Union) were not present in today's round table though they were informed on Monday.

    Sali Berisha, the leader of the Democratic party (DP), said that Godo should not send the invitation as the co-chairman of the commission but as a Republican leader.

    "I am ready to send it (invitation) as the Republican leader only for them to take part in the dialogue," Godo said on Tuesday.

    The democrats have claimed that this parliament "of kalashnikovs" cannot approve the constitution ... I should remember them, Godo said, that they have signed the pact of Saint Egidio saying that they would accept the outcome of elections."

    The co-chairmen of the Commission, Imami and Godo, said on Tuesday that they will continue their efforts to start dialogue with the DP and its allies. ake/jz/ak/Z

    [16] REFERENDUM SHOULD ALSO INCLUDE ARTICLES OF CONSTITUTION - Majko

    TIRANA, SEPT. 9 (ATA)- By A. Simoni, Pandeli Majko, Secretary General of the Socialist Party (SP) has said that the referendum should include not only a draft for the constitution but also articles of it.

    "The referendum should also include options of parties on certain points of the constitution. In this way, the November 6, 1994 referendum will not be repeated again, in which only one draft was voted for or against, thus leaving Albania without constitution," Majko said during the parties' round table today.

    "So, whatever the vote, Albania will come out of the referendum with a constitution.

    The changes in the constitutional provisions will as well be carried out later by referendum," he continued.

    Opposing the socialist leader, the republican deputy chairman, Fatmir Mediu, said that in this political situation each article will be included in the referendum."

    Arben Imami, co-chairman of the commission, said this is a disputable issue. a.ke/jz/lm/Z

    [17] ALBANIA WANTS TO IMPROVE RELATIONS WITH CROATIA - minister

    TIRANA, SEPT. 9 (ATA) - By Eva Allushi: The Albanian government wants to improve relations with Croatia as an important country in the region, the Albanian Foreign minister Paskal Milo said to the Croatian Ambassador Mladen Juricic in a meeting on Tuesday.

    "Economic cooperation between the two countries should continue and be intensified," Milo said.

    "Croatia has supported Albania and aims at lifting the relations between the two countries to a higher level," the Croatian ambassador said.

    He conveyed his condolences to Milo for the death of Mother Teresa. ake/jz/ak/Z

    [18] RUSSIA AIMS TO EXPAND COOPERATION WITH ALBANIA

    TIRANA, SEPT. 9 (ATA)- By E. Allushi, In his meeting today with Albanian deputy Speaker Namik Dokle, Mr. Chichov, special envoy of Russian Foreign Minister Primakov, pointed to the good will of the two chambers of Russian parliament to strengthen relations with Albania which he said has also been expressed in Russia's support for Albania in international institutions.

    Dokle said that the Albanian parliament wants to play a positive role between the two states, a thing which will also reflected in other institutions.

    "After a pause conditioned by the critical situation in Albania over the first months of this year we aim at expanding cooperation," Chichov said. a.ke/jz/lm/Z

    [19] SOCIALDEMOCRATS URGE COALITION WITH SOCIALISTS IN GRASSROOTS

    TIRANA, SEPT. 9 (ATA) - By Aurel Simoni: The newly appointed Secretary General of the Social Democrat party Dhori Kule reacted on Tuesday against a statement of the Secretary for Public Relations of the Socialist party Petro Koci saying that there is no government coalition between Social democrats and Socialists unless this coalition includes the grassroots.

    Koci told the press that he is against a coalition with Social democrats even in the grassroots. Local SP heads are also opposing this coalition.

    The coalition cannot stand only in the center and its expansion to the grassroots, in defined levels, cannot politicize the problem, the Social Democrat Kule said.

    In the last elections the Social Democrat party won 2 percent of the votes. ake/jz/ak/

    [20] ARMS COLLECTION IN BILISHT CONTINUES

    BILISHT, SEPT. 9 (ATA)- By B. Fejzullai, Thurty light and heavy machine guns, three cannons, four antiaircraft guns, four light rocket-propelled grenades, 136 automatic rifles, 185 guns, 400 assault grenades, 1.000 defense grenades, 146.000 shells and 35.000 detonators have been handed over during the last two days in Bilisht, Southeastern Albania.

    [21] NEW CHIEF OF SARANDE POLICE COMMISSARIAT APPOINTED

    SARANDE, SEPT. 9 (ATA)-By Sh. Hajno, Besim Veizaj, from Vlore, was appointed new chief of Sarande district police commissariat yesterday.

    Veizaj, 44, with a high professional education and a 20 year experience in police bodies replaces the previous chief, Shamet Bejto, who is thought to serve in other structures of this institution. a.ke/jz/lm/Z

    [22] FORTY ILLEGAL WEAPONS INTERCEPTED IN TIRANE

    TIRANE, SEPT. 9 (ATA)- A considerable amount of weapons was intercepted this morning by the police forces of the Tirana Commissariat.

    In a blitz operation, based on gathered data, police managed to block 34 guns, six automatic rifles, 10 000 shells, three hand grenades and other weapons. jz/lm/Z
