  • [01] SERIOUS SITUATION OF SCHOOL OBJECTS IN KURBIN

    LAC, SEPT 7 (ATA) - By B Lala: The buildings and other school objects have been left to the mercy of fate due to the non use on time of the accorded funds, meanwhile that only a few days have remained since the beginning of the new academic year 1997-1998.

    According to the sources of the education department in this district, equipment have been looted from some 40 per cent of the 8-year and high schools, while 70 per cent of them are without windows. The grave situation in these schools requests urgent intervention by the local bodies and the education department of the district. /mt/

    [02] RADICALS OF SHESHEL DEMONSTRATE IN PRISHTINE

    PRISHTINE, SEPT 7 (ATA) - Groups of Serbian extremists, which support the candidature of Vojisllav Sheshel for the post of Serbia's president, demonstrated on September 6 along the streets of Prishtine, shouting slogans for the Great Serbia.

    Sheshel held an electoral speech recently in Prishtine, during which he warned his victory in the forthcoming elections of Serbia and expatriation of the Kosova Albanians beyond Bjeshkeve tj Nemuna in Albania. /b.j/p.ta/pas/mt

    [03] POLICE PULL OUT FORCIBLY FROM DORMITORIES ILLEGAL INHABITANTS OF STUDENTS' CITY

    TIRANA, SEPT 7 (ATA) - By Eva Allushi: The families, who live contrary to the law in the dormitories of the Students' City, began to be pulled out forcibly.

    The police forces of commissariat no 1, according to the request of the directorate of the Student's City, pulled out on Saturday, after several warnings, some 14 homeless families which lived there.

    Many families, coming from different districts of the country, but also some from Tirana, which are actually homeless, live in the buildings 1, 2 and 3 of the Students' City. In Kamez, outskirts of Tirana, the dormitories of the Agricultural University have been forcibly occupied by 220 homeless families and from 10 dormitories only two of them are free. /a.ke/pas/mt/

    [04] MILITARY MEN TO HAVE THEIR STATUS BY THE END OF THE YEAR

    GJIROKASTER, SEPT 7 (ATA) - Albania's Defence Minister Sabit Brokaj, and the Chief of the Army General Staff, general brigade Aleks Andoni, presented on Sunday midday the new commander of the Division V of the Infantry "Laberia", lieutenant colonel Anastas Gruma and the chief of the staff, major Rrapo Nislla.

    Minister Brokaj said that "there are built the platforms on which the Albanian army will be developed; the strategy with defined deadlines has been compiled, which would enable in a few years its modernisation." Minister Brokaj also promised to the military officials that by the end of this year they will have their status. He underlined that "we will make all the efforts to energetically intervene to stop the traffic of goods looted in the army depots during the turmoil in March of this year.

    During the ceremony, the rank of colonel was communicated to lieutenant colonel Anastas Gurme and the rank of lieutenant colonel to mayor Rrapo Nislla. /a.ke/mt/

    [05] PRESS REVIEW (97-09-03)

    TIRANA, SEPT 3 (ATA)- Yesterday's parliamentary debates on coverage of political life in RTV is at the centre of attention of today's press.

    "Berisha brings quarrel and violence in Parliament" Zeri i Popullit says, citing the SP parliamentary group chairman, Pandeli Majko, as saying: "With Berisha, compromise is impossible".

    The paper carries the article under the headline: "Democratic Party against professionalism and depoliticisation of television".

    On this issue, Rilindja Demokratike says: "Definition of opposition by Nano approved", under the headline:"Parliament of Kalashnikov-s drops the Arbnori amendment. Socialists inspire violence in the hall of parliament".

    Republika devotes its editorial to yesterday's parliamentary session under the title: "Parliament this ring of amateur boxers" saying among other things: "Parliament showed today it is not on the right track. Accusations and counter accusations were far from the real debate that could unblock the political situation".

    "DP, gladiator deputies arrive", Koha Jone says on the first page. On the third page it says:"DP ruins the compromise reached". The failure of the attained compromise was sparked by the DP secretary, Genc Pollo", the paper says.

    "Socialists recondemn Arbnori", Albania says under the title: "Parliament's majority puts up a "show" before cameras, but, on the backstage, it falsifies the project of the agreement".

    The paper cites the DP leaders, Berisha, as saying: "Socialists completely violated the information space for the opposition". On the third page the paper says: "Communist Hasani beaten", under the headline "Hajdari hits the 'symbol' of Parliament".

    "Hasani-Hajdari, fists and chairs on head", Drita says on the first page. On this topic the paper carries the article:"All compromises fail", under the headline:"Parliament fails to reach solution after eight hours of debates".

    "Fighting with fists breaks out in parliament. The DP variant drops", Gazeta Shqiptare says. The paper devotes another article to this topic under the headline " Polemics on the Media. Eight hours of debate and insults. Hajdari strikes Hasani. Socialists drop DP variant.

    Among the other topics treated by today's press follow:

    "Diplomatic and service passports blocked", says Zeri i Popullit, regarding the decision of the Council of Ministers to declare invalid all diplomatic and service passports delivered so far.

    The paper devotes three articles to the topic of restoration of order: "Police merit congratulations", "What we lost is being returned: calm" and "'Luxurious crimes' on the agenda".

    "All in support of Europe's Mandela", Rilindja Demokratike says. The paper devotes its editorial to yesterday's protest of "thousands people", in support of deputy Arbnori who has been on a hunger strike since 15 days ago. "The Army of Northern Epirus in Vaqarr" the paper says on its third page.

    Koha Jone:"In search f judicial scandal" regarding the the control of the Ministry of Justice on the Tirana Court's files.

    Among the economic topics we cite: "Credits frozen until privatization", regarding the freezing of the National Commercial Bank and the National Agrarian Bank for one year.

    Albania: "Tirana inhabitants take to the streets for Arbnori" and "Companies closed for six months". The paper entitles its editorial: "Revenge on ambassadors who opened Albania".

    Dita:"Justice without top advisors".

    Rilindja:"Kinkel receives Rugova" regarding the planned meeting this week end between German Foreign Minister and Kosova leader and "Policy of the West in the Balkans and interests of Albanians".

    Gazeta Shqiptare reports on the first page "Zhulali has nor deserted," accompanied with a confession of the prosecutor in chief "We don't have any file for the Former Minister." The paper entitles the editorial "Arbnori, victim of policy." /pas/lm/Z/

    [06] SABRI GODO TO MEET PARLIAMENTARY PARTY CHAIRMEN AND GROUPS (97-09-04)

    TIRANA, SEPTEMBER 4 (ATA)- By Aurel Simoni, The co-chairman of the Commission for Drafting the Constitution, Sabri Godo, will begin this afternoon contacts with the chairmen of the main parliamentary parties and groups.

    The other co-chairman, Arben Imami (DAP) is now out of the state.

    Republican Godo considers the idea of a party round table as a way out to the solution of the Constitutional issue.

    The round table has also been requested by DP Secretary General Genc Pollo. He told reporters today that Majko should keep his promise on the initiative of a round table on the constitution.

    "I will keep my promise, the party round table is part of the decision taken by Parliament yesterday," the SP secretary General Pandeli Majko said.

    "We will try to hold a round table, but we cannot wait, the deadline of constituting the constitutional commission expires tomorrow," Godo says.

    The Albanian Parliament approved yesterday the procedure of adopting the Albanian constitution. The campaign for the referendum began on the same day, scheduled to end on March 8,1998. s.sh/kled/lm/sh/

    [07] UNDP OFFERS $ 9 MILLION FOR DEVELOPMENT PROGRAMS IN ALBANIA (97-09-05)

    TIRANA, SEPT 5 (ATA) - By I Mano: The United Nations Development Program (UNDP) has granted some 9 million dollars for the development programs in Albania.

    Among the main projects is that of employment, through which it is aimed at rising the living standard. "The realisation of this project aims at developing small and middle businesses, through which a considerable number of people will be employed," the leader of this project, Anila Bashllari, told ATA.

    Other projects will that of massive privatisation, restructuring of privatized enterprises, drafting of legislation for the social insurances, and others./kled/mt/sh/

    [08] STOP VIOLENCE AGAINST LOCAL GOVERNMENT REPRESENTATIVES - Appeal of National Association of Mayors - (97-09-05)

    TIRANA, SEPT 5 (ATA) - By P Shuteriqi: The National Association of Mayors addresses an appeal to the senior state authorities, to the legislative and executive power, as well as to the Bureau of the Congress of local and regional authorities of the Council of Europe, Diplomatic Corps and political parties, to take preventing measures against the violence exercised on the representatives of local government.

    The Appeal condemns the repeated cases of violence exercised on the mayors of Sarande and Lushnje.

    "These acts aims at the physic and psychic terrorizing of local authorities in order to force them leave the work," stresses the Appeal signed by the chairman of this non governmental association, Albert Brojka.

    The violence, stresses Brojka further on, is being exercised by set groups which aim to create the image that the local government does not function./kled/mt/sh/

    [09] SOME $ 20 MILLION TO BE APPROVED SOON BY WB FOR REHABILITATION OF ALBANIA (97-09-05)

    TIRANA, SEPT 5 (ATA) - By Monika Spahivogli: The Credit of Rehabilitation for Albania (CRA), will be the first post-crisis aid that World Bank is to offer Albania, the permanent WB representative, Karlos Elbirt, told a consultation with the press on Friday.

    This credit, which is thought to reach the amount of 20 million dollars, is planed to be delivered in November-December and adopted within 1998.

    The project for the above credit was prepared by a two-week mission of World Bank in cooperation with the Albanian government and expects final approval from Washington.

    The support, to be provided by BB through CRA, will be used by the Albanian government to undertake a number of reforms on the economic aid and programs on reducing poverty and unemployment, improvement of infrastructure, and others. /kled/mt/sh/
