[01] SPECIAL FORCES OF INTERIOR MINISTRY ARRIVE IN VLOREVLORE, AUG 11 (ATA) - By Harrilla Koci: The special forces of the Interior Ministry arrived on Sunday evening in the town of Vlore (Southern Albania). These forces embarked in a number of vehicles, passed along the road Vlore-Skele and were accomodated in the building of the former resting home of pioneers.Their arrival was greeted by the citizens who were present at that moment. Sources from the Police Department of the district report that the special forces have started their first operations, and in different places of the town they have been clashed with different armed persons. Three vehicles of the special forces moved today along the forest near the soda factory, which has been the arena of clashes between rival gangs. Hibraj said in a meeting with the Prefect of Gjirokastra Thanas Merkuri and director of the Savings Bank branch, Vaso Voda, that they will guarantee the distribution of wages for police staff and pensioners. Spartak Braho, the head of the mandate commission refused to know the mandates of deputy for Laco and Bushati. The Secretary General of the Socialist party Pandeli Majko, speaking for the SP parliamentary group, said that the parliament did not decide to annul the decision but submitted it to the court and "for the SP it is better to have two other parties than two less." The same sources said that no fire was exchanged between police and the group during the night or the early hours on Tuesday. Special forces have planned to tire out Zani's gang and then catch it. Eliminating the gang, which is seen as the biggest of the city, the sources said, will enable the elimination of gangs in other neighbourhoods, which are rivals to Zani's. Special forces arrested on Monday in Vlora three people accused of various crimes, who were airlifted to Tirana. Sources from Vlora said that Monday night was quiet, without volleys of gun fire and even earlier on Tuesday the situation is calm. ak/ [08] CLOCK TOWER IN KRUJA UNDER FIRE, CARELESSNESSTIRANA, AUGUST 12 (ATA) - By R. Floqi: The fire whipping through the clock tower of Kruja, a monument dating back to 11th century, seemed to be carelessness, according to preliminary investigations.The blaze broke out on Sunday afternoon in the clock tower burning the planks of the scaffold which held the ceiling that divided the second floor from the first one. Lieutenant colonel Nricim Babasi, chief of the Kruja commissariat said to ATA "the fire was caused by carelessness of a child or couple and investigations said the blaze was not on purpose." Inhabitants of the neighbourhood 19 saw on Sunday evening at 19 00 p.m. that the fire engulfed the first floor of the tower whose ceiling is built of pine planks. The only fire truck in Kruja did not reach the site because the road linking the city with the tower was damaged two years ago because of a land sliding. The stoned tower constructed in 11th century was named after Sahat (Clock), because a clock with a pendulum, whose bell was heard one km away, was placed there. The first investment was allocated in 1981. The first floor, in which the fire broke out, was empty, while the second floor where the clock was, is opened only to tourists. The blaze which "has not damaged the infrastructure, solid construction and fazade," Babasi said, was extinguished after the joining of hoses of two fire trucks coming from Tirana, which reached over 1,000 meters. pas/ak/sh/ [09] PRESS REVIEWTIRANA, AUGUST 12 (ATA) - "Berisha, after crime" the newspaper Zeri i Popullit says. Ibrahim Rugova, left Tuesday for Washington, invited by the U.S. State Secretary, Madeleine Albright.During the stay in Washington, the President of Kosova is expected to meet with the number one of the U.S. diplomacy, Albright. There are also expected meetings with the special envoy of President Clinton in former Yugoslavia, Robert Gelbard, as well as with a number of other senior officials of the State Department. The meeting Rugova-Albright, warned times ago, has raised interest, due to the main role of the United States for the solution of the crisis in former Yugoslavia and steps to be taken for the solution of the Kosova question. The meeting held recently in Belgrade between the representatives of the Kosova Albanians and Richard Holbrooke served to this aim. Diplomatic sources report that the visit of President Rugova in Washington "will be dominated by the proposals of the U.S. party." Tessoriere said that Great Britain will support Albania even in the international bodies which operate in the field of food and agriculture. Freeman assured Minister Xhuveli for the support and cooperation with the Albanian specialists in drafting the strategy of development of agriculture. /a.ke/kei/k [14] DEFENCE MINISTER RESTORES TITLE OF OFFICER TO 30 EX-OFFICERSTIRANE, AUGUST 12 (ATA) - Defence Minister Sabit Brokaj restored through a special order the title of officer in reserve to 30 former officers of the system of that ministry, spokesman of Defence Ministry said.The 30 former officers, with a special order signed by ex-defence minister Safet Zhulali, ex-Public Order Minister, Bashkim Kopliku and SHIK former chief Bashkim Gazidede were deprived of the title officer in reserve. The title of the military profession "was absurdly removed allegedly for violations of the law of depolitization of the army with the aim of crushing every legal civilian opposition to the alleged reform in the army." Albania has recognized the Republic of Kosova and considers a political and national obligation its assistance in different forms for Kosova liberation," declared in a news conference the representatives of PPK, Rrahim Bytyci, Kadri Kryeziu and Merxhan Avdyli. Bytyci, PPK Secretary General said that "the security and stability of the Albanian state itself depend directly on the solution to the Kosova issue, because without the solution to the all-Albanian question, Albania cannot have the attributes of a completely free state." Avdyli highlighted the efforts of Albanian powerholders to create a new climate of cooperation and tolerance, creation of new and close relations with neighbours, but he stressed that the Serbian policy must not be given the chance to blackmail the Albanian policy to reduce support for the demands of the Albanians in the occupied territories, precisely the resolution to the Kosova question. PPK was formed on April 5, 1990, it has nearly 50 000 members and carries out its activity only in Kosove. With this decision Flamurtari is defeated 0-2 and its sport club fined with 100 thousand lek. The commissions also decided that the coaches of Flamurtari be deprived of the right to train the team for one year, because the two coaches have had a negative impact during the match both in telling the team to leave the green field and in the interruption of the match. Policemen on duty in that checking point had found the grenade near one of their vehicles. ake/kei/xh/k [21] TACTICAL OPERATION OF POLICE IN VLOREVLORE, AUG 12 (ATA) - By H Koci: The police operation, carried out in Vlore, changed its character into tactical on Tuesday, because the special forces, in cooperation with those of the Vlore police, detained on Monday three exponents of the Zani gang.This operation aims to restore order and tranquility in the whole district through the severe fight with the crime and the criminal elements, sources of the command of this operation report. For this purpose, a plan is being drafted, which includes other quarters of the town and the whole district. The police forces keep under severe control the Cole neighbourhood, which is considered the center of a big criminal band, led by Zani Caushi. The day was quiet in the axe of the road Fier-Vlore. They exchanged opinions also for the creation of possibilities for reactivation of the projects of World Bank in Albania. ake/kei/xh/k [23] TRIAL FOR FORMER FOUNDATION POPULLI POSTPONEDTIRANE, AUGUST 12 (ATA) - By Manjola Hodo: The Tirane district court postponed again the trial for leaders of former foundation Populli because they are expecting opinions by experts of the prosecutor's office for 60 questions put by defence attorneys.The trial for the leaders of the former foundation which was proved to have been a pyramid investment scheme, will resume on August 19 when the replies to the questions will be given. Foundation Populli started its activity in April 1996, while its founding was legalized by Tirane district court on July 16, 1996. The court signed the order to suspend the activity of that foundation on February 1997 and following this, investigation started immediately. Bashkim Driza, Nuri Driza, Adem Cepele are under charges of theft through fraud, whereas Ardian Nako and Ramiz Hoxha are under charges of theft and abuse of office for the motive of profiting. ake/kei/xh/k [24] SPECIAL POLICE FORCES TO ARRIVE IN TEPELENE SOONTEPELENE, AUGUST 12 (ATA) - By Hysni Cani: Special police forces will arrive in Tepelene soon to take control over the national road axes Ballsh-Tepelene-Gjirokaster and, in cooperation with the district police, will hit the exponents of crime, Tepelene district police sources said Tuesday.Police forces will also enable the normal work in the prosecutor's office and the court of the district. The team of specialists of the Interior Ministry, directed by non-commissioned colonel Bajram Ibro, the chairman of the public order branch in that ministry, met Tuesday with chiefs of the Tepelene police commissariat. The aim of the meetings was the reorganization of all police structures. District police leaders said they needed logistic equipment and other necessary means. Tepelene, Southern Albania, is one of the districts mostly affected by unrest following the loss of people's savings in pyramid investment schemes and the plundering of army depots.
