[01] DP PROPOSES A ROUND TABLE TO FULFIL OBLIGATIONS OF INTERNATIONAL COMMUNITYTIRANA, AUGUST 4 (ATA) - The Democratic party (DP) issued a statement on Sunday proposing the creation of a round table to find best ways to fulfil as soon as possible the obligations of the international community defined in Rome as a necessity to help Albania.The DP offered a constructive cooperation to fulfil the conditions set by the international community and said that the proposed round table does not exclude parliament. "Returning from Rome, our government officials trumpeted that they gained a vote of confidence from the West. The conclusions of the Rome meeting, in comparison to the program of former communist government "Nano 3", testify absolutely the contrary. Thus, in 6-page conclusions does not exist any positive evaluation or reference to a program of macro economic stabilisation and economic reforms, and not even to a social program of Nano 3 government, at a time when the participants defined a series of goals to be fulfilled in these fields by the Albanian government. The conclusions positively evaluated the government's declaration before parliament and conference to improve democracy, but public commitments on cooperation, political coexistence and national reconciliation should be carried out first, the DP statement said. It criticised the government program which, according to the DP, turns Albania into an apple of discord, from a sovereign country into a vassal state and ignores the vital importance of bilateral relations with France, Germany, Great Britain, Italy, Spain as main factors of present Europe. "We think that the government program was born obsolete. It needs a thorough consideration, our alternatives are evident," the DP statement concluded. /ssh/pas/ak/sh/ [02] FIVE KILLED BY DYNAMITE IN ATTEMPT TO CATCH FISHDURRES, AUGUST 4 (ATA) - By Gezim Kabashi: Five people were killed within two days by the use explosion devices in an attempt to catch fish in the seaside area of Kallmi, Porto Romano, and along the Erzen river in the north of Durres.A large number of persons have remained mutilated by this fatal activity which have started after the looting of the arms depot in March. ake/kled/ak/sh/ [03] POLICE ASK FOR MORAL SUPPORT OF PUBLIC OPINIONTIRANA, AUGUST 4 (ATA) - Albania police ask for public understanding and moral support from the public opinion in its actions against wrongdoers soon."During the actions of police against wrongdoers we ask for understanding and moral support by the public opinion, because the police will act strongly and without warning against everybody who is committing crimes or offences individually or in gang," a press release of the Interior Ministry said on Monday. The press release said that in the framework of the government program and restoring and normalising public order, the Interior Ministry has adopted appropriate measures to fight and catch wrongdoers who are on the run by police to face justice according to the law. The ministry asks all the citizens to be take care and avoid places when police operations are underway because their life may be in danger and the police task becomes more difficult. "If they accidentally face such operations, they should immediately ask for police advise or help," the press release said. pas/ak/ [04] PREMIER MEETS REPRESENTATIVES OF FORMERLY POLITICALLY PROSECUTEDTIRANA, AUGUST 4 (ATA) - Albanian prime minister Fatos Nano met on Monday with Kurt Kola, Eqerem Kavaja and Jorgo Bllaca, representatives of the Association of Formerly, Politically Prosecuted and discussed the need to institutionalize the relations of their association with the government, a spokesman said.Nano suggested the setting up of an integration institution of the formerly politically prosecuted as an executive and necessary link to deal with all problems they face. This institution will serve as a stimulation to put into motion the government and parliament and take real and concrete measures. They agreed in principle to carry out this initiative and decided to hold necessary consultations with government specialists to prepare a legal necessary framework, the press release said. kled/ak/sh/ [05] NEW CHIEF OF POLICE COMMISSARIAT APPOINTED IN ELBASANELBASAN, AUG 4 (ATA) - By P Zekthi: Agron Roka, 43, is appointed the new chief of the Elbasan commissariat. He has been former officer of this effective and was discharged from duty some three years ago.He has replaced in this duty the 33 year old Kujtim Muca, who will lead since Saturday the Police Commissariat of Librazhd. Elbasan is one of the districts which has had many problems regarding crime and clashes between rival gangs since the beginning of riots in January this year. The quick restoration of order is one of the main objectives of the local authorities in this town. /kei/mt/k [06] GREEK GOVERNMENT DELEGATION TO VISIT ALBANIA ON TUESDAYTIRANA, AUG 4 (ATA) - A Greek government delegation, headed by the Foreign Minister, Teodoros Pangallos, will pay a one-day visit in Tirana on Tuesday.The Greek Foreign Minister, Pangallos, will first meet with his Albanian counterpart, Paskal Milo, and then with the PM Fatos Nano, the President of the Republic, Rexhep Meidani, the Chairman of the People's Assembly, Skender Gjinushi, and members of the Commission of the Foreign Policy of the Assembly. Attending the Greek delegation are also the Minister of Public Order, Romeros, who will meet with his Albanian counterpart, Neritan Ceka; deputy Minister of Defence, Apostolakis, who will meet with the Albanian Minister of Defence, Sabit Brokaj; the deputy Minister for the National Economy, Mr Baltas, who will meet with the Minister of Finances, Arben Malaj, the Minister of State for Development and Economic Cooperation, Ermelinda Meksi and with the Minister of Economy and Privatization, Mr Ylli Bufi; the deputy Minister for Labour, Mr Protopapas, who will meet with the Minister of Labour and Social Assistance, Elmaz Sherifi; the deputy Minister for Public Affairs, Mr Veleris, who will meet with the Minister of Public Affairs and Transport, Gaqo Apostoli. The high ranking Greek delegation is also accompanied by a group of Greek parliamentarians, who will hold a series of meetings in the Presidency of the People's Assembly. These meetings will focus on the relations between both countries, strengthening of cooperation in fields such as order, defence, increasing of investments in Albania, etc. Also during the meeting with Premier Nano will be exchanged the notes for the seasonal employment of Albanians in Greece. The visit of the high ranking Greek delegation in Albania is the first after the establishment of the new government which came from the June 29 elections. /kei/mt/k [07] ALBANIAN PRESIDENT MEETS CHARGE D'AFFAIRES OF YUGOSLAV REPUBLICTIRANA, AUG 4 (ATA) - The Albanian President, Rexhep Meidani, met with the charge d'affaires of the embassy of the Federal Republic of Yugoslavia (Serbia, Monte-Negro), Stanimir Vukicevic, upon the request of the latter, who gave a message of wishes from President Milosevic.The Albanian President, expressing the understanding for the message that the relations between both states serve to the interest and climate of progress of the whole region, pointed out that the new Albanian policy is based on the principal of cooperation and finding of solutions which disturb the countries and region through the dialogue and political pragmatism. "The all-round restoration of the country, said Meidani, and our open policy, are to the good of our national interests. The Albanian national question and particularly that of the Kosova Albanians, demands realization and the will to adopt international standards, creating the necessary democratic spaces." Meidani asked that the wish for the normalization and stability of the region to pass the limit of the democratic phraseology for dialogue and understanding. Vukicevic, on his side, expressed the will for the bilateral and regional cooperation and the readiness that through the dialogue to implement the requests of the international community for the solution of the Kosova question. /a.ke/kei/mt/ [08] FROM THE MEETING OF THE COUNCIL OF MINISTERS OF ALBANIATIRANE, AUGUST 4 (ATA) - The Government discussed in a special meeting today afternon under the direction of the chairman of the Council of Ministers, Fatos Nano, the results of the negotiations of the high ranking government delegation over its visit to Rome held from July 30-31, 1997, and the report that the Prime Minister will present to the Parliament on this issue, Monday evening.According to the spokesman of the Council of Ministers, Nano highlighted the responsible work, the dignified presentation and the efficient and fruitful partnership of all Albaninan delegation members both in the bilateral meetings with the Italian delegation and in the Internatioal Preparatory Conference of Rome. He underlined that in those important international activities, the cabinet members made a professional goood presentation not only of the post-electoral situation with all the urgent and long term needs and priorities, but also the clear political commitment and their devotion to the complete realisation of the priorities for Albania's recovery. Ministers Malaj, Ceka, Sherifi, Imami, Bufi, Ruka, Teta, Apostoli who took the floor were of the same opinion with the Prime Minister regarding the positive valuation of the visit of the Government delegation to Italy. They and all the other ministers voiced unanimously their approval with the material to be presented to the parliament, by making some concrete suggestions according to sectors they cover. The members of the cabinet laid the stress on the need to sensitize more the public opinion of the nature and importance of that preliminary conference which with its results and the political predisposition by the representatives of the states and distinguished international organizations, presented the necessary political organizational and technical premises for the realisation in time of the international assistance. According to them, it opened the road to the coming ministerial meeting and the conference of foreign donators, which will make the materialization of the numerous programs and projects in process. Then the government discussed the need of a qualitative growth of the effectiveness of the work of ministerial staffs. In this view, the meeting discussed the need of rapid steps so that the Albanian administration be up to all levels and tasks it is faced with, including possible reorganizations, restructuring and changes. Mr Nano and other cabinet members stressed that all these procedures and acts will be made when needed and conformed to the existing laws. ake/xh/ [09] FRENCH AID FOR JUSTICE SYSTEM IN ALBANIATIRANA, AUG 4 (ATA) - By A Keko: The Albanian Minister of Justice, Thimio Kondi, held Monday a working meeting with the Ambassador of the French Republic, Patrick Christmant.According to the spokesman, the French ambassador was interested about the current situation of the functioning of the justice system in Albania, and particularly about the situation of the courts and penitentiary system. Minister Kondi, after briefing on justice system and the measures taken for the reconstruction and putting into efficience of the jails, asked to further concrete the agreements signed, as well as aid for the justice system. The Ambassador Christmant expressed the readiness to materially help in the reconstruction of courts and their equipment with the necessary materials. The Albanian Minister, thanking for the predisposition of the French government to help the Albanian system of justice, also expressed the wish for a closer cooperation in the future. /a.ke/kei/mt/k [10] PROCESS OF BASHKIM DRIZA AND "POPULLI" FOUNDATION POSTPONED AGAINTIRANA, AUG 4 (ATA) - By Manjola Hodo: The trial against the boss of loan-taking, Bashkim Driza and the "Populli" foundation, which resulted to be a pyramid scheme, was postponed again today in the court of Tirana.The cause of this postponement was the non-presentation of the list of witnesses by the prosecutors of the case. "Populli" foundation has started its activity in April 1996, while its establishment has been allowed on July 16, 1996, by the Court of Tirana. The same court signed the order for its dissolution on February 6, 1997. Bashkim Driza and Adem Cepele are judged under the accuse of stealing through fraudulence in collaboration with Ardian Nako and Ramiz Hoxha, who are accused of stealing and abuse of office. These persons, who are not present and are declared wanted persons, are represented in the court's room by their advocates. The other sitting will be held on August 12, 1997. /a.ke/kei/mt/k [11] FOREIGN MINISTER MEETS OUTSTANDING ALBANIAN PAINTER, KODRATIRANA, AUG 4 (ATA) - By Eva Allushi: The Albanian Foreign Minister, Paskal Milo, held Monday a meeting with the Albanian famous painter, Ibrahim Kodra."The great creating potentials of the Albanians make the basis of the optimism in this difficult situation," said Kodra. He confirmed once again his continuous interest in the chancelleries of the European Union to support Albania. Milo said that "you have given for the homeland not only with the well-known artistic activity, but also with the numerous activity in its support." He added that personalities like Kodra can help to give a new life to Albania together. "The Albanian government favours an open diplomacy, which widely radiate the inheritance of the Albanian culture. We should cooperate, leaving aside the political divisions, because in this way we help more for the solution of the Albanian question in general," ended Milo. /a.ke/kei/mt/k [12] "DESTRUCTION OF ARMY, TRAGIC, BUT IT WILL BE RESTRUCTURED SOON" - from new conference of Albanian Minister of Defence and State Secretary for Defence -TIRANA, AUG 4 (ATA) - By Eva Allushi: The dimensions of destruction of the Albanian army, reaching some hundreds million dollars, the adoption of urgent tasks for the restoration of the army were in the center of the news conference, held on Monday by the Albanian Minister of Defence, Sabit Brokaj, and the State Secretary for Defence, Perikli Teta.In a press release it is said that the most urgent duty for the restoration of the Albanian army, in cooperation with NATO, is considered the gathering of weapons and their protection in secure places. "It is necessary for the army the restoration of the complete civil democratic control in the army, because the army was under the influence of the party in power", stressed the release. Brokaj considered as tragedy that which happened with the Albanian army. "According to a calculation the damage is 83 milliard leks, so it is a matter of some hundreds dollars," estimated Brokaj the damage caused in the Albanian army. "Many generals have been involved in the attacks against the south, and were taken hostage, while several of them have ordered the bombing of some southern zones with brigades of the army, in collaboration with SHIK, obeying a party order," said Brokaj. He added that some of them have resigned and the others will be discharged to face the law. According to Brokaj, one the factors that the army was dissolved and the armament were looted, was that the depots were not safe. Responding to the interests of the journalists for the realization of relations with NATO, Minister Brokaj said that "in the near and far perspectives, the army will be restructured on the basis of the concepts consulted by NATO and only from it." Brokaj and Teta considered the problem of gathering the weapons connected with the confidence of people on the state, because "the people seized the weapons to defend from several individuals", as well as with drafting of a law for not keeping weapons, and their registration. /a.ke/kei/mt/k [13] MESSAGES OF WISHES FOR PRESIDENT OF REPUBLICTIRANA, AUG 4 (ATA) - The Albanian President, Rexhep Meidani, continues to receive messages of wishes.The Queen of Great Britain, Elisabeth, wishes President Meidani complete success in overcoming the difficulties that Albania passed through. Meidani also received a message from the Union of the Independent Trade Unions of Kosova, the Chairman of the Union of the Associations and Albanian Clubs in Baden of Germany, prof. dr. Shefqet Canhasi, from the chairman of the Social Democratic Party of Poland, Jozef Oleksi, from associations and clubs within and outside the country, firms and different individuals. /a.ke/kei/mt/k [14] SECRETARY OF STATE FOR EUROATLANTIC INTEGRATION MEETS U.S. AMBASSADOR TO ALBANIATIRANA, AUGUST 4 (ATA) - Secretary of State for Euro Atlantic Integration, Maqo Lakrori, met on Monday at the Foreign Ministry the U.S. Ambassador to Tirana Marisa Lino, Press and Information office at the Foreign Ministry said.Lakrori focused especially on the prospect of Albania's Euro Atlantic integration. This integration, he said, is a strategic constant in the foreign policy of the Albanian government. We conceive it as multi dimensional starting with legislation of democratic institutions, parameters of the economic, social development, technical-scientific advantage to the issue of defence and national security, Lakrori said. Lino said that the United States welcome this concept and will support aims and goals of the Albanian government for Albania's integration in euro atlantic structures. They exchanged views on the results of the Rome conference for Albania and the further continuation of the international strategy to this end. Lino, who was a member of the U.S. delegation at the conference, said that the international sincere will and engagement to cooperate with Albania was confirmed in Rome. Lakrori and Lino also exchanged views on bilateral and multilateral initiatives in the framework of Partnership for Peace. The United States, Lino said, are interested in Albania becomes a democratic, developed country and an important factor of stability in the region, the press release said. kled/ak/ [15] ALBANIAN MINISTER OF DEFENCE MEETS GREEK MILITARY ATTACHETIRANA, AUG 4 (ATA) - The Albanian Minister of Defence, Sabit Brokaj, held a special meeting on Monday with the Military Attache of Greece in Tirana, colonel Alexander Ksiros, the spokesman of the Defence Ministry reports.In the framework of bilateral cooperation, the Greek Military Attache, informed the Albanian Minister of Defence that it is in process the preparation for signing a cooperation agreement in the military field. The aid for the Albanian army, he said, along with that in the framework of the Partnership for Peace with NATO, will consist of logistic equipment of an infantry unit, of a naval base and of an aircraft base. The Greek Military Attache said that the Greek party is finishing the remained constructions in the General Military Hospital and is ready to bring medical and logistic equipment for the Poly-clinic of this hospital. The aid and support for the Albanian army was also confirmed today by the Greek Minister of Defence, over a telephone talk with the Albanian Minister of Defence, Sabit Brokaj. The Greek army, said Brokaj in this meeting, is concrete in the aid for the Albanian army. He confirmed that the Albanian army will promote the relations and bilateral cooperation, and this is clearly shown by the visit of a high ranking military delegation of Greece to be payed on Tuesday in Albania. This delegation is expected to hold bilateral talks regarding the signing of a cooperation agreement between the Albanian and the Greek army, ends the report of the Defence Ministry spokesman. /pas/mt/k [16] ALBANIAN COMPOSER FEHIM IBRAHIMI DIESTIRANA, AUG 4 (ATA) - The well-known Albanian composer, Fehim Ibrahimi, died on Saturday at 21:00.In the announcement of the Albanian Radio Television, issued on Monday by 14:00, it is said that Fehim Ibrahimi, one of the most outstanding composers of Albania, died in Torino after a cardiac pathology. /pas/mt/k [17] DRAFT ON ALBANIA'S RECOVERY ON THE ROAD OF DEVELOPMENT - PM Fatos Nano reports before People's Assembly on the Rome Conference on Albania -TIRANE, AUGUST 4 (ATA) - By Th Thanasi: The program of the new Albanian Government presented to the Rome conference in the presence of 35 delegations of the government from various countries, was qualified as "draft on Albania's recovery on the road of development," said Prime Minister Fatos Nano in today's plenary session of the People's Assembly.That conference is a continuation of the special commitment of the international community to help Albania, it is a process initiated intesively to overcome the multilateral, economic, institutional, political and social crisis through the successful realisation of solutions we have accepted together, aiming at the restitution of stability, normality in short term, mid-term and long-term periods, said Nano further on. This conference, also called preparatory meeting of the conference of donators for the new government which will be finalized with the Brussels meeting in October this year, met its goal completely. The conference stressed the valuation and support that the new Government of the Republic of Albania ensured. The conference will be considered as a diplomatic passport and a green light to the political plans which are the starting point and a guarantee for the continuous commitment and multilateral and bilateral participation. The point for the realisation of this long financing process which will lead to the improvement of the present situation will be the indispensable restitution of public order and peace and the restructuring, conformed to international standards, of a capable police, the restructuring of the army and the defence forces so that the sovereignty and integrity of Albania be guaranteed. Additionally, the realisation of the conditions for an intergration and membership of Albania in NATO Another important point is the normalization and stabilization of macro-economic parameters, reconstruction of finacial structures able to draw the respective maximal possible investments. Besides, it was stressed the realisation, according to international standards, of the fundamental human rights and freedoms and really independent and professionally capable media. After the panorama by Mr Nano, deputies put questions whose replies were given by ministers, according to the character of the question. Closing the session for Monday, the Chairman of the Presidency of the People's Assembly, Skender Gjinushi, expressed his thanks to the friendly Italy for the organization of that conference and other participating countries for the active commitment to the Albanian question. At the end, he declared before the deputies the agenda for August 5 sessions which will start at 5 p.m. Some of the main points to be discussed on August 5, 1997 will be the creation of the National Defence Council, the Leading Council of the Albanian Radio and Television, creation of an ad-hoc commission for the victims of the last months and other issues. xh [18] NEW CHIEF OF POLICE COMMISSARIAT IN GJIROKASTER NAMEDGJIROKASTER, AUGUST 4 (ATA) - By Hysni Cani: Deputy Interior Minister of Albania Sokol Bare declared today the appointment of Agron Pipa to the post of the police commissariat chief for Gjirokaster district. The newly appointed police chief Mr Bare has a meeting with a part of the effective of that commissariat in which he spoke of the difficult tasks that police have to face. He added that police must be merciless and determined to fight crime to protect peace and tranquillity.Officials in the commissariat told of the material needs they had and were promised that they will be met as soon as possible. Mr Agron Pipa has been the number one of crimimnal police of the commissariat of Gjirokaster. On the same day, a team of the Interior Ministry directed by the Chief of Criminal Police Fatmir Hakani reached Gjirokaster and had meetings with leading officials of the district police commisariat regarding the perfection of the fight against crime. ake/xh [19] WOUNDED POLICEMAN DIES IN KORCEKORCE, AUGUST 4 (ATA) - By Behar Fejzullahu: The body of policeman Vangjush Papalia who was gravely wounded three weeks ago in Gjonomadh village of Korce district, was brought to Korce from the hospital of Salonica, Monday.Policeman Papailia was hit by a fire weapon by Pelivan Latollari, sentenced for killing and who had fled the prison. After wounding Papailia, the killer had left to unknown direction. Police Papailia was rather strict in the accomplishment of his duty and the execution of laws. His death is a great loss for the commissariat forces of Korce police who have had an intensive work in the latest period. ake/xh [20] POLICE FORCES ARREST A GANG OF CRIMINALS IN BILISHTBILISHT, AUGUST 4 (ATA) - By Behar Fejzullahu: Police commissariat forces of the district of Devoll, after a quick operation, could catch red-handed a gang of five criminals while they were looting some passangers.
