  • [01] STATEMENT OF ALBANIAN DEMOCRATIC PARTY

TIRANA, JULY 10 (ATA) - The Albanian Democratic party (DP) issued a statement on Thursday expressing its deep indignation against the armed violence of the Macedonian authorities on Albanians of Gostivar claiming the lives of three and wounding 70 others.

The DP considers that the violence exerted against the Albanians of Gostivar is an action out of the legal margins adding that it is an action of the extremist circle of Macedonian police which represent a provocation against a normal coexistence of two big ethnic groups in Macedonia on which the domestic stability of the country depends.

The Albanian Democratic party believes that the law approved by the Macedonian parliament on a limited use of national symbols which were contested unanimously by the opposition, violates the national right of the Albanians in Macedonia and insults the national pride. The DP notices that such a law is totally against the international norms and laws and aims a blow on liberties of citizens in Macedonia, the DP statement says. ssh/ak/

[04] BILATERAL MEETING FOR SOLUTION OF INCIDENT OF SOPIK

GJIROKASTER, JULY 10 (ATA) - By H Cani: Today, at 10:00, representatives of the Albanian and Greek border police held the meeting set for the treatment of the incident which occurred in Sopik.

The Albanian party was headed by the commander of the border police of Gjirokaster, Drini Tore, while the Greek one by Dimitris Kostullos.

The constructions carried out from June 27 until July 3 in the Albanian territory for the arrangement of the road Shen-Mina-Sopik by Greek workers, ordered from the Greek local authorities without the existence of the interstate documentation, as well as the destruction of the border signs between the border sign 15 and 16, are flagrant violations of the territorial integrity of the Republic of Albania, said the Albanian party in the meeting.

The Greek party, although it presented a documentation to the Albanian party, through which the prefect of Ioannina was asked from the chairman of the district council of Gjirokaster, Jani Dako, to arrange the segments of the road Shen-Mina-Sopik-Skore-Polican, accepted as true the requests of the Albanian party.

Such incidents will never happen between us, said Mr Kostullos.

The constructions for the opening of the border check point of Sopik have been interrupted so far, as well as for the arrangement of the existing road of 1 km in the Albanian territory, while a special commission will care about building the destroyed border sign. /kled/mt/

[05] DP REJECTS STATEMENT OF JURIST REGARDING PARTICIPATION OF PRESIDENT BERISHA IN PARLIAMENT - statement of ADP

TIRANA, JULY 10 (ATA) - The Albanian Democratic Party has conveyed with astonishment the irresponsible statements of the jurist Fehmi Abdiu, regarding the participation of Albanian President, Sali Berisha, in the new Albanian parliament as deputy of the Democratic Party, says a DP statement.

"If Abdiu has issued the statements on behalf of the Socialist Party this means that he warns the beginning of the political revenge from SP against the democratic opposition and its leaders, in the same way as it has acted 50 years ago and on. This is the method used in the fight against the opposition thought and deputies. The former communists of SP have not even spared the punishments in groups of the deputies. In such punishments has also been the contribution of the communist jurist Fehmi Abdiu, as well as of his colleagues who represent the juridical thought of the party they adhere.

On the other side, we stress that this party and its leaders do no have the right to dictate DP, or any other party, who should and who should not participate in the parliament. This is a typical enverist intervention, an infringement of the norms of democracy which aims at destroying the political pluralism.

If the statement of Mr Abdiu is personal, that is a threat of a former communist judge, who has sentenced for many years the intellectuals and all those who thought different from dictator Hoxha and asks today to return to that time with a larger cruelty," continues the statement.

"DP has published its list of the proportional representation, at the top of which is its leader Sali Berisha. This is within the democratic legal framework, so no one has the right to make absurd statements of Abdiu kind," ends the DP statement. /kled/mt/sh/

    [07] ANNOUNCEMENT OF FOREIGN MINISTRY

TIRANA, JULY 10 (ATA) - On July 9, 1997, many police and special forces of the Former Yugoslav Republic of Macedonia (FYROM) removed violently the Albanian flags from the communes of Gostivar and Tetove, the prefect of Gostivar, Rufi Osmani and the chairman of the Communal Council, Refik Dauti, were detained, activists of the Albanian Democratic Party were arrested, three Albanians were killed and some 130 others were injured, causing extraordinary international tension in this place, says an announcement of the Foreign Ministry spokesman.

Further on, Starova remembered Mr Todorcevski that the Albanians have continuously been factor of stability for the region and for the new state of the Former Yugoslav Republic of Macedonia, and that with these acts of the Macedonian order forces no contribution is given in that direction. He stressed in the meeting that the necessary space should be created to the Albanians to respect their rights, and any effort to oppress their requests or fair protests put at stake the stability in the region.

Minister Starova told Mr Todorevski that events such as that of yesterday in Gostivar and Tetove, could be completely avoided and asked to convey to the authorities of the Former Yugoslav Republic of Macedonia that such acts be not repeated in the future./s.sh/mt/

[09] PRESIDENT BERISHA CONDEMNS USE OF POLICE VIOLENCE, KILLINGS AND WOUNDING OF ALBANIANS IN TETOVE AND GOSTIVAR

TIRANA, JULY 10 (ATA) - The Albanian President, Sali Berisha, expressed his profound concern and strongly condemned the use of police violence, the murders and wounding of scores of Albanians in Tetove and Gostivar, President press and information office reports.

Not the violence, but the equal treatment of the ethnic groups and the application of the advanced European standards, the respect of symbols and their history are the way of the solution of problems between the Albanians and Macedonians in their common state. Otherwise, the denial of the current use of national symbols, and moreover the dispatch of the armed police forces and the violent confrontation with an entire population, raises in a dangerous manner the tension in the neighbouring country and becomes a real threatening for the whole region.

President Berisha calls on the Macedonian authorities to show wisdom and withdraw from the way of violence for the solution of the political problems with the Albanians. He expresses the conviction that the consolidation of the Albanians' rights, equally with the others, is the best contribution for the coexistence and the consolidation of Macedonia itself, - ends the report of President press and information office./kled/mt/sh/

[10] MESSAGE OF PEACE AND COOPERATION FROM DURRESI SOCIALIST DEPUTIES

DURRES, JULY 10 (ATA) - By S Gjordeni: The candidates for deputy of the Socialist Party for Durres, who won in the June 29 elections, held Wednesday in the SP headquarters of Durres a news conference.

In response to the journalists' questions, the newly elected deputies stressed that the "victory of the Socialist Party is the victory of the whole people for democracy" and that "the winners will be not allowed to pride themselves on the victory in any place, and the losers will be avoided or discriminated."

In the conference was also said that they give the message of peace and cooperation, to work together, citizens, senior officials of the government and of the parties of all colours, "based on honesty and professionalism."

With regard to the restitution of the money lost in pyramid investment schemes, the SP deputies said that what SP had declared before will be realised at the possible maximum, but did not explained the ways this process will be realised. /s.sh/pas/mt/sh/

[11] DP IS AGAINST ANY CONSTITUTIONAL CHANGE - says a DP statement

TIRANA, JULY 10 (ATA) - The Albanian Democratic Party expresses its resolute objection against any constitutional change, says a DP statement.

DP remarks with concern the statement of the leaders of SP for a change in the constitution, omitting the competencies of the President and pass them to the Prime Minister.

First of all, we stress that a parliament that, as OSCE noticed, did not come from free and fair elections but was considered adequate for political reasons, lacks the legitimacy. One third of the deputies have been elected by the rebel committees who will enter Tirana with the mandate of the deputy of Kalashnikov, meanwhile manipulations, anomalies and intimidation brought about the victory of many other deputies of SP. A similar parliament cannot be gained by changing the principal laws.

Secondly, the actual constitutional laws brings a good balance in the sharing the powers between the Prime Minister and the President of the Republic, as it has been considered officially by the Council of Europe. A similar balance was performed by the Albanian Parliament in Spring of 1992 as the communist constitution of 1991 was changed in order to give Nano the possibility to center the powers in his hands. At that time Nano was governing one of the two 3-monthly Government.

DP claims SP to expel every possible initiative in the spoiling of the constitutional law, as otherwise the political life of the country will be seriously injured.

DP strongly contradicts every change to the Constitution. kled/mt/sh/

[12] ITALY TO COOPERATE WITH NEW GOVERNMENT, RESTORATION OF ORDER STILL A CONCERN

TIRANA, JULY 10 (ATA) - By Keida Kostreci: The members of the Italian Defence Commission expressed Thursday in Tirana the predisposition of the Italian opposition and position political forces to help Albania, but also the concern for the restoration of order in the country after the withdrawal of the Multinational Protection Forces.

"We, despite our political position, will do the utmost to help the new government," said the Senator Piero Pellicini of the National Alliance group, during a news conference in the MPF headquarters in Sauk, after the Italian Defence Commission payed a visit to the Italian contingent of MPF.

"I think that the greatest danger to Albania is the restart of clashes between the gangs, which served to the defined political forces for a long time. The situation with regard to this problem is not clear yet," said Senator Carmine di Santis of the group of the Christian Democratic Federation (CCD).

The chairman of the delegation, senator Rocco Vito Loreto, of the group the Democratic Left - Olive, said that it is clear that the aid for Albania will continue, as long as it exists a special commission of different Italian Ministries to help Albania with a task-force in Tirana, and another in Rome, whose coordinator is general Angioni.

"The problem of the aid for the Albanian army is very delicate, because a request from the Albanian party should be presented, and we have not had any so far," said Loreto.

The Italian deputies asked cooperation with the new government, regarding the requests for humanitarian technic and material aid, as well as in the field of defence, order restoration and illegal emigration.

Italy will continue to patrol the Albanian waters even after the withdrawal of MPF./kled/mt/sh/

[13] NON OFFICIAL MEETING ON ALBANIA IN VIENNA - Lalumiere and Johnston on elections in Albania

TIRANA, JULY 10 (ATA) - A non official meeting of the OSCE Permanent Council was held in Vienna with the OSCE special coordinator for Albania, Catherine Lalumiere and her colleague Sir Johnston, on elections in Albania.

Mrs Lalumiere presented verbally in this meeting some elements which will be included in the official report on elections, Foreign Ministry press and information office reports.

Despite the great efforts of OSCE in the civic aspect, the multinational forces played a very big role in the normalization of the situation in Albania, said Lalumiere. Apart from several incidents, the elections were held in a reasonably orderly fashion. The participation of 72 % showed the commitment of the Albanian people to democracy, said Lalumiere.

Pointing out the good work of OSCE, Lalumiere stressed that "We think the elections are acceptable". It is understandable that not all the rules of the democratic game were applied, but there was enough transparence, great will."

Johnston declared that he agreed with the verbal report of Mrs Lalumiere. But he pointed out that "we do not mention the terms 'free and fair elections', because they were not like this in Southern Albania. But in the major part of the country they were so. This is a very great achievement and shows the desire of the Albanians to turn to the normal life.

The international community should see the possibility for concrete aid to Albania, said Johnston, beginning from the reconstruction of roads which are in a backward situation. The European Union should start giving funds for emergency problems.

Lalumiere stressed further on that her message was not to interrupt the work with Albania. If the aid to Albania will not continue, the country risks to fall again into the previous situation, she ended. /kled/mt/sh/

The mandate of the MPF was extended 45 days, beginning from June 29 according to a decision of June 19, 1997 of the U.N. Security Council. The MPF, which is under the Italian command, consists at present of 7214 soldiers, of whom 3777 are Italians. Participating in the structure of this force are 10 countries: Austria, Belgium, Denmark, Spain, France, Greece, Italy, Romania, Solvenia and Turkey.

It has carried out 180 missions of escort, 69 road escorting, the escorting of 352 OSCE teams. Besides, some soldiers have been accidentally injured, mainly by stray bullets./kled/xh/sh/

[17] TRIAL AGAINST 15 ALBANIANS ENDS IN PRISHTINE

PRISHTINE, JULY 10 (ATA) - The trial against 15 Albanians accused of terrorism which ended in Prishtine Thursday will hold its decision tomorrow.

The Serbian prosecutor has asked heavy punishments up to 20 years in jail, although the trial proved nothing of the charges against the defendants.

Based on the lack of proofs to the accusations, the defence attorneys demanded in their final saying the immediate release of the accused. The Albanians themselves turned down completely the charges against them. They said that they had been arrested, prisoned and gravely tortured without any basis since September last year. bj/pta/xh

[20] ROAD THIEVES REAPPEAR IN GJIROKASTER

GJIROKASTER, JULY 10 (ATA) - By H Cani: Armed nd masked people have tried to plunder Thursday passengers travelling on Suhe-Libohove road segment of Gjirokaster district.

"Masked and with automatic weapons they had blocked the intersection of Labove-Suhe road and shot at the car I was riding," said a witness. "Our reaction made them leave quickly towards Libohove," he added.

This was also confirmed by sources in the police commissariat in Gjirokaster.

    [21] POLICEMEN IN PEQIN ATTACKED

ELBASAN, JULY 10 (ATA) - By Pellumb Zekthi: A bomb thrown by a van with Tirane number plate and addressed to the blue uniforms has caused heavy wounds to a 15 year girl today before noon near the building of the police commissariat of Peqin. The girl was taken to the Tirane hospital immediately.

The event was provoked by the people in the van, who, coming from Rrogozhine to Elbasan, did not stop when asked by police patrol in the town of Peqin but continued driving. After a radio signal of the police patrol, local police forces did immediately block the violators of law in the spot near the headquarters of the police commissariat of the district.

The people in the van responded with a bomb to the call of police to stop, consequently injuring gravely a woman and her daughter living in a house next to the commisariat building.

Then, reinforcements of policemen chased the van, which deviated from the road and near a village between Peqin and Elbasan gunbattle took place. As a result a policeman was injured while the van left to an unknown direction, heading towards Cerrik or some village, because the road leading to Elbasan was blocked by police forces.

Indirect sources from the town of Peqin say that also other people, passing by, might have been injured by the gunfire. Police are working to find out the authors of the crime. xh

[23] ALBANIAN PRIME MINISTER VOICES HIS INDIGNATION FOR VIOLENCE AGAINST ALBANIAN POPULATION IN MACEDONIA

TIRANE, JULY 10 (ATA) - Albanian Prime Minister of the Government of National Reconciliation, Bashkim Fino learned with concern and profound indignation of the fierce violence exerted yesterday after midnight and during the day by Macedonian police against thousands of Albanians in Tetove and Gostivar, who protested peacefully in defence of their national flag and symbols, PM's spokesman reports today.

Mr Fino expresses his most profound regret and condolences to the families and relatives of the victims and scores of others who were injured as a result of that cruel violence and terror.

Besides innocent victims and considerable material damage in assets, such grave events and incidents do spoil and aggravate the necessary climate of friendship and cooperation between our neighbouring peoples and countries, thus creating reasons for harmful and dangerous precedents. These incidents, which seem to have been provoked by Macedonian set extreme circles run contrary to the spirit of peacefull coexistence and security in the Balkan region and broader, which we have just confirmed in the historical NATO Summit in Madrid.

Albanian Prime Minister calls on Macedonian authorities to be self-controlled, not to fall prey to and to disassociate themselves from the provoking acts of the extreme circles which are seeking, at any cost, to flare up spots of tension. He asks the necessary measures be adopted to prevent such incidents as well as an immediate punishment of the culprits.

The Albanian Government respects the principle that every disagreement or problem may and should be solved only through talks, constructive dialogue and understanding in full conformity with the principles and norms of human dimension of the OSCE Charter.

By unhesitatingly reconfirming the desire and good political will for the extension of the bilateral relations with Macedonia, Albanian Prime Minister avails himself of the opportunity to stress that the respect for the dignity, the natural fundamental rights and freedoms of the Albanian population in Macedonia, embodied in the generally known international acts and documents is an indispensable premise for the realisation of this objective of mutual benefit, ends the report of Albanian Prime Minister, Bashkim Fino. xh
