  • [01] CONGRESS WHICH FOUNDED ADP OF FYROM ENDS

    PRISHTINE, JULY 6 (ATA) - The congress which founded the Albanian Democratic Party of the Former Yugoslav Republic of Macedonia ended on Saturday in Tetove.

    This Party emerged from the unification of the party of Democratic Prosperity of Albanians with the People's Democratic Party. Chairman of the 19 member presidency was elected the present chairman of the Party for Albanian Democratic Prosperity, Arber Xhaferri.

    Attending the congress were 403 delegates.

    With regard to this unification of the two Albanian parties, Mr Xhaferri said that the ADP will be in the lead of the Albanians to face the systematic hindrances which are created to them in the nationalistic climate in Macedonia, which allows injustices. bj/mima/sk/pas/xh/

    [02] SO FAR WE HAVE REGISTERED NO MANY SERIOUS PROBLEMS - OSCE

    TIRANE, JULY 6 (ATA) - By R Floqi:According to OSCE observers, the second run-poff ballot today ended normally in general, with the exception of some problems.

    "We are told by observers of a problem in Kavaje, another where there were armed people in one of the polling stations and another problem in Durres and nothing else," told ATA the OSCE spokesman, Mark Smith. OSCE had distributed for the second rounff of polls in Albania 150 of its observers and parliamentarians who have been monitoring in 31 of 32 constituencies which had a second runoff ballot this Sunday.

    "In this regard I may cite the English saying "No news is good news," said Smith.

    According to reports of the OSCE, so far there have been only one or two not serious reports.

    The polling stations closed at 6 p.m. According to some preliminary reports, participation in voting was lower than in the first round of polls, less than 50 per cent.

    A third round of polls will take place the next week because the Central Election Commission has not been able to control the outcome of ballot in 7 constituencies and the complaints of the parties for them. xh

    [03] DAP CANDIDATE FOR DEPUTY WINS IN ELBASAN

    ELBASAN, JULY 6 (ATA) - After the counting of the votes of the second runoff in constituency 64 of Elbasan, it resulted that the winner of the contest today was Neritan Ceka, Democratic Alliance Party chief.

    The leader of this party has received 70.98 per cent of the votes, while his rival, the candidate of the SP/SDP coalition, Bahri Myftari took 29.02 per cent of the votes. The polls outcome was confirmed by the chairman of the constituency election commission, Beqir Kila.

    Today's result was almost quite the opposite of the outcome of the first round of poll, when Ceka had received only 26 per cent of the votes. This time the candidate Ceka was supported by SP itself in an electoral meeting recently, in which it invited the electorate to vote for Ceka.

    According to sources of that constituency commission, 50 per cent of the voters cast their ballots today from 60 per cent that participated in the first round of ballot. ssh/xh

    [04] A MAN TRIED TO ENTER CEC HEADQUARTERS THROUGH AN UNDERGROUND GALLERY

    TIRANE, JULY 6 (ATA) - One man tried to enter the Central Election Commission headquarters today through an underground gallery, but in contact with the armed forces left the gallery, which served for the air conditioners of the Palace of Congresses in Tirane.

    Tirane Police forces led by their Chief Pashk Tusha are investigating in the spot. According to information so far, the identified person had stormed by means of some plumber's tools a door inside a building in the yard of Hotel Rogner, where the system of air-conditioners of the Palace of Congresses was installed.

    There were the traces of the bare feet of the man and a pair of slippers. During the investigation, no explosive was found, as was presumed earlier.

    Since last evening, the Palace of Congresses, where the CEC is working for the polls, is being guarded by Zall Herr commandos./xh

    [05] KAVAJA WITH THREE POLITICAL FORCES IN COMING PARLIAMENT

    KAVAJE, JULY 7 (ATA) - By G Kabashi: The electors of the constituencies 58, 59 and 60, Kavaja district, had the second round of polls last Sunday to choose between two candidates who won in the first round of elections.

    The voting process has reportedly been normal. Incidents have occurred in the polling station 2 of constituency 60, in the village Luz i Madh, in which a member of the commission, a SP representative had entered the polling station hall with an amount of TNT. While in the polling station 3 of the same constituency, armed people had opened fire into the air which has forced the election commission to stop the voting process in that polling station.

    The chairman of the election commission of constituency 60, Agron Harrizi, who spoke of this event with ATA, said that they were working with the election material accumulated by 16 polling stations, out of 38 that all the constituency has. Competing in those polling stations are Ismail Togu of SP and Luan Skuqi of DP.

    The final result of elections was confirmed for constituencies 58 and 59. The chairman of the commission of constituency 58, Seit Gura, said that the SP candidate Ejup Tabaku had received 5989 votes or 62 per cent of the ballots. The rival of Tabaku in that constituency was former Interior Minister Halit Shamata. While in constituency 59, the Albanian Unitied Right candidate Fatbardh Hushi won 71 per cent of the votes in his contest with DP chairman Tritan Shehu. Hence whatever the final outcome in constituency 60 will be, Kavaja town will be represented in the People's Assembly with 3 politial forces, SP, AUW and DP, represented by Myslim Murrizi, who won in the first round of elections. ssh/xh

    [06] VICTORY OF SOCIALIST CANDIDATES IN TWO CONSTITUENCIES OF LEZHA DISTRICT

    LEZHE, JULY 7 (ATA) - By Zef Pergega: The second runoff ballot in constituencies 18 and 19 in the district of Lezhe resulted with the victory of the Socialist candidates.

    According to sources of election commission of constituency 18, the SP candidate Agustin Marku won 5200 votes while DP candidate Llesh Kola won 4850 votes.

    In constituency 19, the SP candidate Ndrec Pema won 4900 votes while CDP/DP candidate, Kole Biba won 3100 votes.

    The participation in these two constituencies was 52 and 55 per cent respectively.

    In the three constituences of Lezha district, two constituencies had more votes in favour of the Socialist Party candidates and one for the independent candidate, Nikolle Lesi. xh/E

    [07] SP CANDIDATE WINS SECOND RUNOFF BALLOT IN CONSTITUENCY 14 IN HAS

    HAS, JULY 7 (ATA) - By R Hoxha: After the counting of the votes in constituency 14 in Has, Northern Albania, it resulted that the second runoff ballot was won by SP candidate Gafurr Mazreku against DP candidate Muamet Bukperaj.

    According to the constituency election commission, candidate Mazreku had won 53 of the votes while SP candidate Bukperaj 46 per cent of the ballots.

    The deputy chairman of the election commission, Rexhep Bani, told ATA that the participation in the vote yesterday was over 65 per cent and the voting process lasted normally and in peace.

    With last Sunday's runoff poll in the five constituencies of the prefecture of Kukes, it resulted that DP in that zone has won three out of five seats that prefecture has taken in the coming parliament. ssh/xh/e

    [08] TRITAN SHEHU PRESENTS HIS WITHDRAWAL FROM POST OF CHAIRMAN OF DEMOCRATIC PARTY OF ALBANIA

    TIRANE, JULY 7 (ATA) - Mr Tritan Shehu, presented Monday, through a declaration to the Presidency of the Democratic Party of Albania, his withdrawal from the post of the chairman of this party.xh/E

    [09] TRITAN SHEHU PRESENTS HIS WITHDRAWAL FROM POST OF CHAIRMAN OF DEMOCRATIC PARTY OF ALBANIA

    TIRANE, JULY 7 (ATA) - Mr Tritan Shehu, presented Monday, through a declaration to the Presidency of the Democratic Party of Albania, his withdrawal from the post of the chairman of this party.

    The declaration says:

    "Now that the second run-off ballot of the earlier elections is over, DP has passed definitely on the side of the opposition, rankingthe second large party of Albania.

    The reasons that are linked with this fact are numerous, and they will continue to be analysed and clarified also in the future with full transparence. Nobody can deny today the historical contribution of DP in this period not only for the destruction of the dictatorship but also for the construction of a new genuine European Albania in all directions. On the other hand, there are, without doubt, things which we have not made properly and in time. Although this is one of the reasons for what happened, all should accept that in its foundation was the armed rebellion of the stalinist type, which we were unable to face completely. Nevertheless, we managed to restrain it and to avoid a tragic bloodshed for Albania, hence the worse.

    DP found itself in front of this situation following a clear significant victory in the two elections of 1996 and after them, it was confirmed as a real Albanian, European political force, by becoming a full member of EDU and EUCD within a short period of time.

    As such, it sought to solve the Albanian crisis only through political ways and not through violence and strength. I think that we followed the most favourable way for the country and people.

    Despite our achievements so far, despite the fact that main cause of the crisis is the armed rebellion, violence and terror exerted on democratic forces, despite that the June 29 elections were violated and our loss in most of the factors is linked with the factors of aggression on the DP or psychological transitory moments of the people as a result of their financial losses, I, as chairman of the DP feel as my duty today when the electoral process has ended, to present my immediate withdrawal, expressing in this way my responsbility for this loss and the will to open way to further and more profound changes in the Democratic Party itself. On this occasion, I would like to thank all the DP staff, its structures that have worked with me in this period which has registered many successes for DP, which on its part showed that it also had many problems to be mended and improved in the future. On this occasion, I want to assure the presidency of DP and all its members, that inspite of my not being a chairman of DP, I will continue to be a very active deputy of this party, will be a member of the DP structures, in which I will try with all my energies and experience, as I have acted since the beginnings of the democratic movement, that DP refind its force and dimensions which it merits for its historical values, dimensions which Albania needs to come out of the difficult period it is passing and to continue the road we all have initiated, the road of democracy, of the market economy and integration." xh/E

    [10] SP WINS SECOND ROUND OF BALLOT IN DURRES

    DURRES, JULY 7 (ATA) - By S Gjordeni: In the five constituencies which had a second runoff poll last Sunday, candidates of SP won against those of DP.

    According to reports from the election commissions of those constituencies, Alush Xhihani, SP candidate in constituency 33 took about 52 per cent of the votes, Zihni Beqiraj in constituency 35 won about 60 per cent of the votes, in constituency 36 Ilirjana Kercuku won about 58 per cent of the votes, in constituency 37 Bardhyl Agasi won nearly 56 of the votes and in constituency 38 Natasha Paco took about 54 per cent of the ballots.

    In a total of 7 constituencies in Durres, SP has ensured 6 seats in the coming Parliament, while DP only one seat, taken by Ferdinand Xhaferri.

    The participation of the voters in the second round of polls was about 60 per cent. ssh/xh/E

    [11] SERIOUS EVENT IN DUKAGJIN

    SHKODER, JULY 7 (ATA) - By M Malja: Yesterday at noon, in the village Kunje of the commune of Dukagjin, Shkoder district, the deputy chairman of the election commission of a polling station, SP representative, and a member of this commission were killed by fire weapons along with two other members of this commission who were wounded.

    Sources of the prefecture say that the event started when a 24-year-old boy went to vote, and after a quarrel with the election commission, he killed his uncle, a cousin of his and wounded two other people.

    An investigation group went to the spot immediately and is working to uncover the motives of the crime. xh/E

    [12] ARMED PERSONS KILL POLICEMAN IN FUSHE-KRUJE - Interior Ministry reports

    TIRANA, JULY 7 (ATA) - Armed persons, still unidentified, have threatened and shot by fire weapons on Sunday night at 23:00, the house of Xhemal Zherri, inhabitant of Arrameras village, Fushe-Kruje, Interior Ministry spokesman reports.

    The police forces of the Kruje commissariat went to the spot immediately and in the vicinity of the house of this citizen, the armed persons opened fire towards the police forces.

    Due to this fire exchange, the policeman Esat Xhixha died. He was chief of the forces on duty, in the commissariat of Kruje.

    The Interior Minister, Ali Kazazi, sent a telegram of condolence to the family of the policeman Esat Xhixha. /kled/mt/e

    [13] HRUP CANDIDATE WINS SECOND ROUND BALLOT IN KORCE

    KORCE, JULY 7 (ATA) - By B Fejzullaj: The candidate of the Human Rights Union Party, Ligoraq Karamelo, won yesterday against the SP candidate, Sitki Mullaj.

    According to the chairman of the commission of the electoral constituency 94, Agron Hasankolli, 63 per cent of the electors of this zone voted in the second round ballot.

    Ligoraq Karamelo won 4 490 votes, while 4 060 votes were for the SP candidate.

    Two candidatures of HRUP won in this district. /s.sh/kled/mt/Z/

    [14] PRESIDENT BERISHA MEETS MRS LALUMIERE AND MR JOHNSTON

    TIRANA, JULY 7 (ATA) - The Albanian President, Sali Berisha, met Monday with Mrs Catherine Lalumiere and Mr Russell Jonston, President press and information office reports.

    "I thank you and the International Community for the engagement and the contribution for applying the political solution in Albania," Berisha told them.

    "I would like to confirm you that we have been and are resolute to respect our stand, declared before the elections, for the recognition of their result.

    The non-recognition of the voting result in the zones of committees has to do not only with their influence in the general result, but before all, with the values, violated in these zones, values on which free and fair elections are based in any democratic society. This does not imply the non-recognition of the voting result in general. The Democratic Party, by accepting it, is resolute, as opposition, to give its maximal contribution in defence of the democratic principles, freedoms of the individual and integration of Albania into Europe.

    Our stand as opposition, stressed Berisha, will be constructive and will be totally defined by the stand of position towards respecting the laws, standards and values of democracy.

    Mrs Lalumiere, considering President Berisha as the man of the new Albania, appreciated his role and great contribution in the undeniable achievement of Albania during a very difficult period for the country. She appreciated in particular the consequent stand of Berisha in support of the political solution to pull the country out of the crisis, ends the report of President press and information office. /s.sh/eva/mt/

    [15] ANNOUNCEMENT OF INTERIOR MINISTRY

    TIRANA, JULY 7 (ATA) - An announcement of the Interior Ministry spokesman says that on July 6 by 10:30, in the Kuje village of the commune of Pulti, district of Shkoder, the citizens Gjon Boka, deputy chairman of the polling station and Gjelosh Fierza, member of this polling station, have been shot dead by fire weapons (pistol), as well as the other members of this commission, Nikolin Shpati and Ndue Strogu, have been injured.

    The author of the crime, Dede Strogu, has committed the murders and injuries in this voting commission from the window and then has fled away. /s.sh/eva/mt/Z/
