  • [01] VOTING IN FOUR POLLING STATIONS IN CONSTITUENCY 19 IN LEZHE SUSPENDED

    LEZHE, JUNE 29 (ATA) - By Z pergega: Today at 12.00 the voting process was suspended in the polling stations 22, 23, 26 and 28 of the commune of Dajc, Lezha district, with about 1 400 voters.

    Three groups of people with vehicles have entered these polling stations, and after taking the ballots have filled them as they liked, and put them into the polling boxes.

    According to confirmations in the constituency commission, the ballots were in favour of the candidate of the Party of Legality Movement. In those conditions, the election commissions of these polling stations have interrupted the voting process.

    Sources of the commissariat of police confirm that four officers and a policeman was in service in every polling station in that commune.

    The above groups sought to carry out the same act in 6 other polling stations, but 15 police forces and an armoured vehicle reached the spot immediately and stabilized the situation.

    The election commission in Lezhe and the police commissariat of the district have informed the CEC, the Interior Minister and the Multinational Forces, of this act. ssh/kled/xh/sh/

    [02] ARMED GROUPS OF SP DO NOT ALLOW DP PEOPLE TO VOTE - protest of the Democratic Party of Albania -

    TIRANE, JUNE 29 (ATA) - Armed groups of SP people did not allow DP people to vote in constituencies 79, 80, 81 and 83 of Fier district, threatening and blackmailing them, says a protest of the Democratic Party.

    In constituency 41 in Kamez town near Tirane, there are masked and armed people moving around shooting and making pressure on people to vote for SP, the group is escorted by SP representatives of the branch of Kamez.

    In the constituency 105 of Vlore, the DP election commission members are not appearing because they have been terrorized and threatened to death in case they oversee the voting process. The situation is rather tense especially in the polling station in Ismail Qemali school. Likewise, on the road leading to the polling station, armed people threaten voters that they should vote for SP.

    The SP candidate Musa Ulqini is going to all polling stations of his constituency, escorted by armed people. In many cases, people of Ulqini have opened fire into the air to terrorize the electors of constituency 54, ends the DPA protest. kled/xh/sh/

    [03] NORMAL AND CALM VOTING IN SHKODER

    SHKODER, JUNE 29 (ATA) - By M Malja: According to reports of 2 p.m., about 53 per cent of the electors have voted in the prefecture of Shkoder. In the constituencies 5 and 6, participation in the voting has reached 70-75 per cent.

    About 23 foreign observers have come to that prefecture and are stationed in 11 contituencies.

    The police commissariats of three districts, Shkoder, Malesi e Madhe and Puke, report that the situation is calm. ssh/kled/xh/sh/

    [04] ARMED LEFTISTS KILL CHAIRMAN OF DP OF VILLAGE MBERCE, FIER DISTRICT

    FIER, JUNE 29 (ATA) - By R Floqi: The DP chairman of the village Mberce, Fier district, and member of the election commission, was killed today at noon and three Dp sympathizers in that village were wounded. Police are investigating into the matter, said the prefect of Fier, Haki Mustafa.

    A polling station in constituency 77 was closed for some time in that district because left extremists have exerted terror. In two constituencies the voting has started not in time. Participation in the polls is over 50 per cent so far. kled/xh/sh/

    [05] PARTICIPATION IN VOTING IN SOME DISTRICTS IS OVER 50 PER CENT UNTIL 3.00 P.M.

    TIRANE, JUNE 29 (ATA) - Participation in voting in some districts of Albania has reached to 55 per cent, constituency commissions of the districts reports.

    According to election commissions of the districts of Kruje, Shkoder, Berat, Elbasan, participation in voting until 3.00 p.m. was 55 per cent.

    In the districts of Lezhe, Malesi e Madhe, and Saranda participation in the polls was about 50 per cent until 3 p.m. while in Kukes and Tropoje 45 per cent. xh/sh/

    [06] CALM VOTING PROCESS IN GJIROKASTER

    GJIROKASTER, JUNE 29 (ATA) - By H Cani: Until 3.00 p.m. participation in elections in Gjirokaster was 48 per cent, said the chairman of the 111 constituency election commission, Agron Ahmeti.

    Up to this moment, no incident has taken place. The election situation in the Greek minority villages listed in the constituency 112, is calm.

    In the morning, in Dervician village, near the polling station 1, a member of the family of the youth who was killed in the Greek Consular headquarters, opened fire on the polling box. After this act, the polling station moved to a hall in an 8 form school and at 11 00 the voting resumed normally, said the chairman of the commission of that polling station, Bari Guxo.

    Also present in the polling stations of this district have been OSCE observers, who are being escorted by Romanian forces of the Multinational Protection Forces.

    [07] ANNOUNCEMENT OF SOCIALIST PARTY OF ALBANIA

    TIRANE, JUNE 29 (ATA) - The SPA press and information office reports that voting in the polling stations 4, 15, 19, 20, 21 of the constituency 43, has not started because the polling boxes have not yet been brought. Likewise, in the constituency 81 in Fier a group of armed people have entered the polling station and hit the deputy chairman of the election commission Arben Kabashi and other members of the commissions. Among them also was the secretary of the Commune of Libofsha, Halil Ternova, and the son-in-law of the candidate for deputy of DP, Vasil Ndreko. The same group has also hit the deputy chairman of the polling station Adriatik Zeka, who was taking over the material basis. Police are indifferent. In the constituency 24 in Mat, the ballots were not sent until 8.10. In constituency 77 in Rreshen, the lists of electors in the polling stations do not correspond with the announced lists. In constituency 22 of Kurbin, the voting in the polling station 3 (Gjorm, Fushekuqe, Gurres) the voting has not started because of irregularities in the commissions lists. The constituency commission demands that the voting must continue after 6 p.m. claiming that the voting has started with delay. In constituencies 79 and 81 in Fier, the commander of special units, Nazmi Perlezi caused a tense situation by exerting violence on voters. xh/sh/

    [08] PROTEST OF ALBANIAN DEMOCRATIC PARTY

    TIRANA, JUNE 30 (ATA) - A protest of the Albanian Democratic Party says that the voting process has not started in two constituencies of Fier, because of lack of ballot papers and process-verbals. These constituencies are Ndermenas and the quarter "Kryengritja e Fierit", Libofshe. In Cakran the voting process started later, in Varibobe 2 persons with bombs did not allow the voting to start, shouting the slogans "Long live the Socialist Party, down with the Democratic Party."

    In Korce, at 6:30, in the polling station 17 the left extremists have stolen the seal, two lamps and the plasticine. In Shkoder, in the constituency 9, in Sukaj i Ri, the voters' list is not issued yet.

    In the polling station of the Commune of Sukth, armed people of the Socialist Party, under the calls "Long live SP, down with DP," have stolen the seal of the polling station. The intervention of the police has turned the seal back. The Albanian Democratic Party protests against such acts and asks the Central Electoral Commission to take the necessary measures to secure a normal electoral process./mt/sh/

    TIRANE, JUNE 29 (ATA) - By R Hoxha: The voting in 96 polling stations of the district of Kukes continues calmly. Until 2 p.m. over 60 per cent of the voters had voted.

    In constituencies 12 and 13 of the district of Tropoje, until 2 p.m., about 50 per cent of the voters had cast their ballots.

    The inspector of the prefecture, Perparim Shllaku, said to ATA that in the commune of Lekbibaj until 3 p.m. the commissions of the polling stations had not agreed to take the ballots because the pensioners of that commune have not been given their pensions for five months. ssh/kled/xh/sh/

    [11] ARMED GROUP OF SP HAS TURNED OUT DP REPRESENTATIVES FROM POLLING STATION IN SAVER - Albanian Democratic Party protests

    TIRANA, JUNE 29 (ATA) - A protest of the Albanian Democratic Party says that today, in the constituency 76, at 13:34, an armed group of the Socialist Party went to the polling station in Saver and turned out the members of the commission, representatives of the Democratic Party. After our members of the commission moved away, the armed group entered the polling station, filled up the ballot papers and closed the polling station, by turning out the members of the commission.

    The same thing happened in the villages Krutje, Memishtaj, Mertish, etc. The same group has turned out the members of the commission, has filled the ballot boxes with ballot papers and has closed the polling stations, leaving the electors without voting.

    In the polling station no 1 of the electoral constituency no 73, another armed group has forced the chairman and the members of the commission, DP representatives, to move away.     [12] DP REPRESENTATIVE IN ELECTORAL COMMISSION KILLED BY FIRE WEAPONS IN KURJAN - Protest of Albanian Democratic Party

    TIRANA, JUNE 29 (ATA) - The Albanian Democratic Party reports in its protest that today, at 14:00, Burhan Misiri, chairman of the polling station commission in the commune of Kurjan, district of Fier, was killed by fire weapons.

    Mr Misiri was representative of DP and was killed by Pellumb Bako, brother of the deputy chairman of the election commission, representative of the Socialist Party.

    This direct political murder was committed in the climate of terror and armed violence, exerted by SP and the gangs of Fatos Nano. Those who terrorized Vlore, Tepelene, Sarande, Gjirokaster, Delvine, Berat for many days, now want to smear with blood the polling stations in the whole country.

    The black socialist scenario, to gain the power through violence, aims to end today by every means, by also killing innocent people. Victim of this red terror was also Pellumb Cako in the electoral constituency 76 in Lushnje.

    There are many other cases of violence, like punishment, threatening, turning out of people from polling stations, prevention of people who want to vote, etc. These acts are attacks against the Democratic Party, against the Albanian democracy.

    The Democratic Party appeals on this occasion on the Socialist Party to give up using violence and terrorist revolutionary practices, to stop its armed gags.

    ADP has documented all the acts of this communist scenario, applied with hysteria by the Socialist Party, ends the protest of the Albanian Democratic Party. /s.sh/kled/mt/sh/

    [13] NO PROBLEM FOR MFP AND OSCE OBSERVERS DURING ELECTIONS

    TIRANA, JUNE 29 (ATA) - By R Floqi: The Multinational Forces and OSCE observers have had no problems during the election day, although the information is not complete, MPF sources report.

    "So far, except a case where the MFP is involved in a way in Rrashbull, but without any open conflict, we have had no alarming cases for the force, as well as for the OSCE observers," spokesman of MPF, Giovanni Bernardi, told ATA.

    A contingent of 7000 multinational forces is serving today to escort some 560 observers of OSCE and other monitoring bodies all over Albania.

    OSCE will monitor a part of the polling stations, covering only 80 per cent of the voters, despite the geographical distribution.

    According to Bernardi, the observers will not go to far mountainous constituencies, as well as in dangerous town like, in Cerrik and Gramsh.

    After the voting is closed and the counting is finished, the temporary observers and a part of the permanent ones will go to their main centers, while according to OSCE, the observers of Vlore will leave today.

    "No reports on any incident are available so far, although the information is very superficial, and the radio system is used only in cases of emergency," said MFP spokesman, Mark Smith. /kled/mt/sh/

    [14] DP CHAIRMAN OF MBERCE VILLAGE KILLED FOR POLITICAL MOTIVES - Interior Ministry spokesman reports

    FIER, JUNE 29 (ATA) - The citizen Bajram Baku, who is the brother of the deputy chairman (SP representative), of the polling station in the village Mberce, commune of Kurjan, Fier district, has killed for political motives the chairman of the Democratic Party of this village, Burhan Misiri, and has also injured a policeman, Interior Ministry spokesman reports.

    Police are investigating into the matter to detain the author of the crime, and have immediately intervened and normalized the situation, ends the report. /s.sh/kled/mt/sh/

    [15] NORMAL AND CALM VOTING IN BURREL, VOTING PROCESS IS NOT HELD IN A CONSTITUENCY

    BURREL, JUNE 29 (ATA) - By H. Ruspi: In the electoral constituency 23 of the district of Mat, the voting has been going on normally.

    According to the data of the commission of this constituency, the participation of voters was over 60 per cent until 16:00.

    In the electoral constituency 24 of this district, the voting process is annulled. The chairman of this commission, Bashkim Vata, said that the ballot papers arrived too late on Saturday and it was difficult for us to distribute them in the polling stations on time.

    [16] PARTICIPATION IN VOTING UNTIL 17:00 IS 70 PER CENT

    TIRANE, JUNE 29 (ATA) - 70 per cent of electors have voted until 17:00 on Sunday in Tirana, Korce and Durres, correspondents of ATA in these districts report./kled/mt/sh/

    [17] PROTEST OF ALBANIAN DEMOCRATIC PARTY

    TIRANA, JUNE 29 (ATA) - A protest of the Albanian Democratic Party says that the constituency 4 of Dukagjin, in the commune of Shale, is not provided with the voting materials. The representative of the Socialist Party does not undertake the responsibility of escorting the materials.

    In the constituency 54, in the polling station 11 (Koder Kamez) the socialist deputy chairmen of the commissions are not coming to terms with one another. The deputy chairman Margarita Hysi of this polling station was replaced by Luan Beri, again SP representative in the constituency 54. This has caused irregularities during the voting process, as well as delays in voting.

    The candidate for deputy Musa Ulqini continues to exert pressure in the polling stations of the constituency 54.

    In the constituency 106 in Vlore, armed persons, known as supporters of Myerteza Caushi (Zani), have turned out by force the chairman of the commission and the representatives of the Democratic Party of this commission.

    Today, at 12:00, in the village of Marikaj, Marqinet and Shojge, armed and masked persons have exerted pressure by weapons. They have shouted the slogans "Vote for SP, because if you don't vote for SP we will torch your houses. We know who are the democrats." /s.sh/mt/sh

    [18] DP REPRESENTATIVES ARE NOT SHOWN IN ALMOST 70 % OF ELECTORAL COMMISSIONS IN SOUTHERN ALBANIA

    TIRANA, JUNE 29 (ATA) - By Keida Kostreci: The representatives of the Democratic Party have been not shown up in almost 70 per cent of the electoral commissions of the districts: Vlore, Tepelene, Berat, Kucove, Permet, Sarande, due to the pressure exerted on them, sources of the Democratic Party and the Central Electoral Commission report. /kled/mt/k

    [19] ON THE VOTING PROCESS IN KAVAJE

    KAVAJE, JUNE 29 (ATA) - By Gezim Kabashi: The voting process has been going on normally in all the 38 polling stations of the electoral constituency 60 in the district of Kavaje, which includes the communes of Lekaj, Luz and the town hall of Rrogozhine.

    According to the secretary of this constituency, Kujtim Kocia, some 20 masked persons, after getting off from their vehicles, some of them without number plates, have fired into air several times near this polling station. Two police officers have intervened, removing the persons to avoid the incident.

    Mr Kocija says that according to the information, the same group of people has exerted pressure near another polling station of the commune of Luz. In the electoral constituency 61 of this district, the voting has been going on normally so far.

    In these two constituencies, more than 60 per cent of the electors have voted until 16:00./s.sh/kled/mt/sh/

    [20] DP LEADS IN SEVERAL MAIN TOWNS ACCORDING TO SOME EXIT-POLLS

    TIRANA, JUNE 29 (ATA) - By R. Floqi: The Albanian Democratic Party, according to some exit-polls in several main towns of Albania, leads against the Socialist Party in the parliamentary elections, being held today, DP leaders told a news conference.

    "From some surveys carried out in the town of Durres and Elbasan, and other districts, DP is in advantage," DP Secretary General, Genc Pollo, told a news conference.

    According to this poll, in the district of Durres, DP has won 59 per cent of the votes, SP 21 % and SDP 7 %, while in that of Elbasan DP has won 35 %, SP 24 %.

    Pollo said that two representatives of DP were killed in the polling stations, one in Lushnje and the other in Fier, and told the journalists present in the conference the circumstances of their murder.

    "We denounce these acts, said Pollo, and will consider the situation carefully, and we will mainly supervise the progress of the electoral process, mainly in South", said Pollo.

    Today, the representatives of the Democratic Party have been not appeared in almost 70 per cent of the electoral commissions of the districts: Vlore, Tepelene, Berat, Kucove, Permet, Sarande, due to the pressure exerted on them, sources of the Democratic Party and the Central Electoral Commission report.

    [21] POLL CLOSE IN SHKODER

    SHKODER, JUNE 29 (ATA) - By M. Malja: The voting process closed in 440 polling stations from 461 they are altogether in the prefecture of Shkoder.

    The inspector of the prefecture, Luan Dervishi, told ATA that in the prefecture of Shkoder the participation of voters in the elections was some 75 per cent. In particular constituencies, the participation had been some 80 per cent./mt/sh/

    [22] SP ACTIVIST IN LUSHNJE DISTRIBUTES BALLOT PAPERS TO SP SUPPORTERS - Albanian Democratic Party protests-

    TIRANA, JUNE 29 (ATA) - Through an information from Lushnje, Southern Albania, the Albanian Democratic Party protests because the activist of SP, Naim aela, was seen while distributing ballot papers in the electoral constituency 73 of this district.

    The ballot papers were distributed to the members and supporters of the Socialist Party. He was also caught by the DP coordinator for the elections of DP, Moisi Mirakaj, and was also filmed by foreign operators. The chairman of the polling station 13 in the constituency 76 was shot by fire weapons from SP people. The voting process in this polling station is held without its DP chairman.

    Meanwhile, in the constituency 44 of Tirana, the member of the commission, DP representative, Dhurata Lila, was gravely threatened while she was on duty. Armed persons of SP have threatened her by saying "If SP does not win, you will not come alive from this room. Gramoz Ruci has not died yet."

    In an information from the polling station 36 of the constituency 87 in Kutalli of the Berat district, Southern Albania, it is reported that the chairman of the electoral commission did not appear, because he was threatened. The materials were taken by the chief of the village, who conducted the electoral process.

    The DP member has stayed, but later on in this polling station went several armed members and supporters of SP who have threatened why the polling station was opened. The peasants managed to turn out the group, but the DP member left, due to the violence exercised on him. In this way, the voting has continued without any DP member in the electoral commission.

    Such situations, where DP representatives are not present, except the leftist forces, have been noticed even in other polling stations, DP press and information office report. /kled/mt/k

    [23] NO PUBLIC ORDER PROBLEMS IN TIRANE UNTIL THE POLLS CLOSED

    TIRANE, JUNE 29 (ATA) - By Keida Kostreci: There were no problems of order in the district of Tirane Sunday until 6 p.m. during the parliamentary elections, reports the Tirane police.

    The police has organized the work to ensure the transportation of the polling boxes and a calm counting of the ballots, without problems.

    "In the evening, armoured vehicles will patrol in Tirane to prevent any possible problem," said to ATA the Tirane Police Director, Pashk Tusha.

    Security measures have also been taken to protect RTV, ministries, embassies, judiciaries, National Bank, party headquarters, the seat of the Central Election Commission, etc. The district of Tirane has 518 polling stations. ssh/xh

    [24] ALBANIAN INTERIOR MINISTRY WARNS AGAINST GATHERING OF PEOPLE IN TIRANE MAIN SQUARE

    TIRANE, JUNE 29 (ATA) - Spokesman of Interior Ministry reports that some private radios and news agencies, some reporters and party leaders have called on people to gather in the Scanderbeg Square this night.

    In regard to these calls, the spokesman of the Interior Ministry said that they have all means and forces, and have adopted all measures conformed to the law not to allow manifestation by any political force in any open public place before the Central Election Commission announces the official polls turnout. xh

    [25] GEOGRAPHY OF CANDIDACY OF CENTRAL FIGURES OF ALBANIAN POLICY

    TIRANE, JUNE 29 (ATA) - By Keida Kostreci: While main Democratic Party figures are candidates in central regions of Albania, as well as in the North and Korce, leaders of SP have preferred to be candidates in southern zones of Albania.

    The DP chairman Shehu has his candidacy in Kavaje, Foreign Relations Secretary of DP, Minarolli is a candidate of this party in Tirana along with the former deputy parliament speaker Qirko, Tirane Mayor Brojka, former Prime Minister Meksi etc.

    DP Secretary General is a candidate in Korce, while in Maliq of Korce, the SP foreign relations secretary, Majko has his candidacy.

    The Socialist leader Nano is a candidate in Tepelene, SP Secretary General Mejdani is a candidate in Cerrik, the chairman of the Government of National Reconciliation Fino has his candidacy in Kucove, Finance Minister Malaj is a joint candidate for SP and SDP in Vlore. Also a joint candidate for these two parties in Vlore is the SDP chairman, Gjinushi. The SP chief of information Islami competes in Mallakaster.

    Further in the south, in Sarande, Gramoz Ruci, one of the SP main figures and ex-Interior Minister in the former Nano Government competes as a joint candidate of SP and SDP.

    In Shkoder, Northern Albania, a DP canididate is the former Parliament Speaker Arbnori, also in the north, in Kukes, SP candidates are the Organizational Secretary of this party, Dokle and the Defence Minister in the National Reconciliation Government Vukaj, who is a candidate in Malesi e Madhe.

    The electoral campaign was held normally in Northern Albania whereas in the South, DP and some other right wing parties were not allowed to campaign. For several months now, armed groups in southern Albania did not allow the right press to make coverage of the situation.

    Vlore, Tepelene and Sarande were centres of rebellion over the past months of unrest in Albania. In those towns as well as in Cerrik and Kucove, the local government has not functioned and the self-styled salvation committees and armed groups are making the law there. pas/xh

    [26] ABOUT 75 PER CENT PARTICIPATION OF VOTERS IN POLLS IN SARANDE

    SARANDE, JUNE 29 (ATA) - By Sh Hajno: About 75 per cent of the voters in constituencies 115 including Sarande, Vrine, Konispol, in constituency 114 which includes the region of Vurgu and the villages Cuke, Gjashte and Metoq and in constituency 113 which consists of Delvine, Bregdet (Coastal zone) and a quarter of Sarands city, has taken part in Sunday's poll for candidates for deputy and the referendum on the form of the regime.

    Among the voters in these constituencies have also been emigrants who have returned home from Greece yesterday. According to chairmen of election commissions of these constiencies, the voting process has been normal and without incidents. xh

    [27] COMMUNE OF LEKAS IN KORCE DOES NOT TAKE PART IN THE BALLOT

    KORCE, JUNE 29 (ATA) - By Behar Fejzullahu: The commune of Lekas, Korce district, included in constituency 91 did not vote because the ballots did not reach there.

    The election commission of that constituency, Seran Serani, having sent the ballots in the zone of Moglica, arrived in the zone of Lekas at about 3.00 p.m. but the commune chairman, Luan Islami did not take the ballots under the pretext that the election commission members of the polling stations had left.

    Only in two polling stations, in Gjergjevic and Shkoze, the printed ballots were accepted, whereas in 9 other polling stations, with about 900 voters, the polls were not held. xh
