  • [01] CEC MEETING WITH POLITICAL PARTIES, CONCERNS FROM BOTH SIDES

    TIRANE, JUNE 13 (ATA) - By Dorian Koca: The Central Election Commission had Thursday afternoon a meeting with representatives of some political parties in which mutual concerns were presented for the organization of the elections.

    Attending the meeting were representatives of the SP, RP, BKP, SDP, CDP and DAP.

    The chairman of the CEC, Kristaq Kume, asked the participating representatives of the parties in the meeting to be committed to and support the work of CEC.

    "CEC demands an acceptable situation for the electoral campaign. To this end the parties must sign a social pact for calm elections," said Mr Kume.

    The SP representative, Kastriot Islami, expressed the opinion that non-appearance of the chairmen of the constituency election commission, members of the DP, especially in southern part of Albania, is a deliberate act to create the impression that they are not allowed to work.

    The Balli Kombetar Party chairman, Hysen Selfo, said that the Interior Ministry is not carrying out its duty properly because there are difficulties for the electoral campaign which is going on amidst the arms barrrels. Hence, members of the election commission have fear in carrying out their duty.

    According to Selfo, this is one of the reasons that the members of the election commission of the DP constituencies in th South have not appeared for their tasks. Hence there must be cooperation with the Interior Ministry, the local govenrment, the Prime Minister to calm the situation.

    Regarding a recent decision of the Constitutional Court for the election law, namely the abrogation of Article 11, Selfo said that "CEC should, within its possibilities, protest for this decision. Removal of this article is a crime committed to the Albanian people."

    While the RP chairman, Sabri Godo expressed his concern especially for the work of the constituency commissions in the countryside and the closing hour for the polling stations.

    He said that "RP is ready to sign a social pact if the question of the closing hour for the polling stations is settled."

    Also the SDP representative voiced his concern for the work of the constituency election commissions. He supported the idea of Godo to reduce the opening hours of the polling stations.

    Whereas the Christian Democratic Party representative said that his party had adopted measures so that its members in the election commissions take upon themselves their duties.

    He agreed on the social pact to be signed by the parties consisting the Government of National Reconciliation, in order to have free and calm elections.

    The CEC member, Pellumb Cela, stressed that the parties will pay proper attention to the CEC concerns and they must work hard so that the members of the election commissions be ready to carry out their tasks.

    According to Cela, the signing of a social pact must not be conditioned. While RP chairman Godo said that the prefects must notify the members of the commission to be present for their duties, and following this the CEC must decide on the further work in the commissions. The prefects must have their full responsibility."

    At the end of the meeting, CEC chairman, Kristaq Kume stressed that the parties should appoint in the electoral commissions of the constituencies those people who are really committed to carry out the task they will be charched with. xh

    [02] SEAL TO BE USED IN ELECTIONS IS INVISIBLE

    TIRANA, JUNE 14 (ATA) - The ink of the seal to be stamped on the hand of the voters will be invisible but it will be distinguished under a special light.

    The OSCE envoys have responded to the demand of the commission on the implementation of the procedure to mark the hands of the voters on the election day in order to avoid a second voting by the same person.

    "This ink will be fluorescent and will be distinguished under a special light," Taulant Dedja, an SP representative and member of the Election Commission said on Friday.

    Central Election Commission has unanimously decided to use this means to control the voters and has asked for the appropriate ink and seal to be provided within the possible legal schedule. The ink is removed only 24 hours later. /ak/e

    [03] TIRANA POLICE ADOPT SPECIAL MEASURES

    TIRANA, JUNE 14 (ATA) - By R.Floqi: The Tirana police have adopted extraordinary measures to control all places where wholesale goods are being traded.

    Rumors have been spread recently that the wholesale market will be closed on June 14 and 15.

    "These rumors are spread to create confusion in the run-up to elections but the police forces will be in readiness and will control the wholesale market," Pashk Tusha, chief of Police Directorate in Tirana told ATA. eva/ak/E

    [04] POLICE CARRIED OUT CHECKS IN FRONT OF ITALIAN EMBASSY

    TIRANA, JUNE 14 (ATA) - Police Commissariat no 1 and the unit in charge of building protection carried out a control for weapons in front of the Italian Embassy.

    "The checks were carried out in the area after the police were told that an armed person will be there," the chief of the Police Directory in Tirana Pashk Tusha said.

    The police did not find any armed person in the area.

    Police have also organised check points along the ring-road in Tirana on Friday at 19.00 p.m. to identify and catch the persons suspected of killings, stealing and those who have fled the reeducation units. eva/ak/E

    [05] FIVE PEOPLE KILLED IN TIRANA

    TIRANA, JUNE 14 (ATA) - By R.Floqi: Five people have been killed on Friday in Tirana but the killings have no links whatsoever with one an other, the police said.

    Sali Mema 32 was shot and killed and Teki Mema, 35, was injured around 6.00 a.m. in Koder Kamez, a suburb of Tirana. Both were from Kukes.

    Erion Kudret Malishti, 19, and Bledar Dilaver Malishti, 21, have been killed by fire arm at 8.00 a.m. in the Irfan Tomini Str in Tirana. Police have intercepted and blocked the car of the suspected killers and found two automatic guns. Both the victims and killers are from Berati.

    In the area of the civil hospital no. 1 a man was shot and killed at 11.00 a.m. in the shop of Jorgo Cici.

    His son Ligert Jorgo Cici has shot at the citizen Selim Sylaj, 34, and injured a child whose life is not in danger, police said.

    Adriatik Zelo was killed by fire arm in Bardhyl Str. at 11.30 p.m. The motives are unknown.

    "These killings are not organised and there is no link between them," Pashk Tusha, chief of the Tirana Police Directorate said. eva/ak/e

    [07] DP CONDEMNS ACT OF PLANTING TNT IN HOUSE OF DP HEAD FOR VLORE - DP spokesman reports -

    TIRANA, JUNE 14 (ATA) - An amount of TNT was planted on Friday midnight in the house of DP chairman for Vlore, Argent Grabova, DP spokesman reports.

    Argenti had just come from an electoral rally, held on the same day in the town of Fier. The left extremists had injured earlier on Saturday the wife of his cousin, Greta Grabova, who has been hospitalized.

    The attack against Grabova family and the threatening to eliminate physically, Argent Grabova, are a punishment of the criminals for him, right after his greeting in the electoral rally of the Democratic Party, with the participation of President Sali Berisha.

    The Democratic Party condemns this criminal - political act and asks the Government of National Reconciliation to especially convene and examine with precedence this criminal act and other acts exercised recently on the leaders and candidates for deputy of the Democratic Party.

    The Albanian Democratic Party, for such criminal political acts, points the finger of accuse on the chairman of criminal committees, Fatos Nano, who is converting the election campaign into a threatening campaign, together with his criminals, who holds him in tribunes.

    The Democratic Party informs Fatos Nano, on this occasion, that he is the main person responsible for such criminal - political acts, as long as he and his party do not distance from the committees and do not sign the social pact.

    We invite the opposition parties to avoid the language of violence, often used in rallies, because this language encourages and supports the red terror, exercised systematically against the Democratic Party and its people, ends the report of the Albanian Democratic Party. /kled/mt/Z/

    [08] DRIVER, WHO TRANSPORTED BREAD, KILLED IN VLORE

    VLORE, JUNE 14 (ATA) - In the vicinity of the factory of Extract-tannin, a driver, who transported bread, was killed due to the shots of an armed group in the streets of the town of Vlore, today at 5:30. Two others were injured, police sources from Vlore report.

    The Multinational Protection Forces began patrolling in the streets after the gunshots./mt/sh/

    [09] TNT PLANTED IN HOUSE OF DP HEAD FOR VLORE. ARGENT GRABOVA IS KEPT SURROUNDED FOR 12 HOURS IN HIS HOUSE - interview over the telephone -

    TIRANA, JUNE 14 (ATA) - An amount of dynamite and TNT was planted in the house of the Democratic Party chairman for Vlore, Argent Grabova on Friday midnight, who is surrounded by an armed group since 12 hours. Today in the morning, the shop of his relative was shot by machine gun.

    Argent Grabova explains over the phone, while he is still surrounded:

    "Yesterday by midnight, TNT and dynamite was planted in my house, but it was not damaged thanks to the position behind a flat, while today in the morning, the shop of my cousin, Edmir Grabova, was shot by machine-gun. His wife, Greta Grabova was injured, because they thought I was there."

    "In the electoral meeting, held on Friday in Fier, adds Argenti, I participated and greeted. I talked about peace, also requested by the people of Vlore, I called on the people to say "no" to the Kallashnikovs" and to think of the life, fraternity between one-another, between the people of Vlore and the whole Albania".

    "I would do the same thing even in Vlore, he said. Two alternatives are put forward before the Albanians, now in the years 2000: the alternative of life and the alternative of death. We will support that of the life."

    Argenti added that he had made this appeal and had said that otherwise the elections would be boycotted.

    "Many things can not be done under the threatening of terror. We are against bloodshed, we are brother of the same gene," he says, while he continues to be surrounded since 12 hours.

    Meanwhile the Democratic Party reports that the secretary of this party, Vili Minarolli, has gone to the SP Presidency to mediate for the removal of people who keep him surrounded.

    Many citizens from Vlore participated in the electoral rally of the Democratic Party, held in Fier (some 35 km north of Vlore) on Friday afternoon, attending was also President Berisha.

    Only representatives of the left-wing parties have organised election rallies in Vlora, where Grabova is the DP head. The leader of the Democratic Alliance party Neritan Ceka was there on Saturday, while Socialist leader Fatos Nano and Social Democrat leader Skender Gjinushi were there three days ago. /mt/

    [10] FORMER ITALIAN AMBASSADOR DECLARED "CITIZEN OF HONOUR" OF DURRES

    DURRES, JUNE 14 (ATA) - By S. Gjordeni: Today in the town hall of Durres was held the ceremony of declaring "Citizen of Honour" of this town the former Italian Ambassador to Albania, Paolo Foresti.

    Attending were also members of the municipal council, intellectuals and businessmen, and others.

    Paolo Foresti and U.S. Ambassador in Tirana, Mariza Lino, also participated in this ceremony.

    The ceremony was opened by the mayor, Arqile Gorreja, who pointed out the contribution of Mr. Foresti in the diplomatic and social field, for joining of many Albanian families in Italy, as well as for the help given to the businessmen of Durres.

    Mr. Foresti thanked for the great honour payed by the town hall and the municipal council of Durres with giving him this title. He underlined that he feels a great responsibility to be worthy as "Citizen of Honour" of Durres./s.sh/jz/mt/sh/

    [11] SURROUNDING REMOVED FROM HOUSE OF DP HEAD FOR VLORE, GRABOVA

    TIRANA, JUNE 14 (ATA) - Today at 13:30 it was removed after 12 hours the surrounding of the house of DP head for Vlore, Argent Grabova, with vehicles and armed people.

    As Grabova told ATA by telephone, "The armed people went away, after any order was issued."

    "We are against bloodshed, otherwise elections will be boycotted," said Grabova, who stressed that he and his family, "continue to stay vigilant."

    The Democratic Party asked today the Socialist Party to set the hostages free and remove the surrounding of the local leader of DP in Vlore.

    DP secretary, Vili Minarolli, asked SP leaders today a meeting, and held a talk with Mr Ethem Ruka.

    "Ruka was engaged, said Minarolli, that will immediately communicate with the SP head for Vlore, Mr Eduart Allushi, and with the chairman of Public Salvation Committee in Vlore to set the hostages free and was also engaged such act be not repeated again."

    TNT was planted on Friday night in the house of DP head for Vlore. The wife of his cousin, Greta Grabova was also injured, because earlier on Saturday the shop of his cousin, Edmir Grabova, was attacked by fire weapons.

    Grabova participated in the electoral rally of DP, held Friday in Fier, where he spoke on behalf of Vlore DP electorate.

    Only representatives of the left-wing parties have organised election rallies in Vlora, where Grabova is the DP head.     [12] GREECE READY TO SEND OBSERVERS FOR JUNE 29 BALLOT IN ALBANIA

    SARANDE, JUNE 14 (ATA) - By Sh Hajno: It seems Greece is not reducing its interest in the June 29 elections in Albania.

    Declarations of the Greek government on TV state channels ET-1, ET-2 and ET-3 by its spokesman Dhimitri Repas recently show of the readine ss of this government to send to Albania at least 100 monitors.

    But Repas stressed this will be made possible if requested.

    Regarding the category of these observers, he mentioned that they will be "scientists, attorneys, reporters and other citizens who will assist concretely for the transparence of the elections."

    In the same declarations Mr Repas has also justified the absence of the General Consul of Greece in Gjirokaster, Kanellos, saying that he was working for the Greek Foreign Ministry in the role of the mediator in this pre-electoral campaign. ssh/jz/xh/sh/

    [13] PRESIDENT BERISHA MEETS WITH NEW LEADERS OF SHIK

    TIRANA, JUNE 14 (ATA) - The Albanian President, Sali Berisha, with the proposal of the Albanian Prime Minister, appointed Mr Dashamir Kadena on the duty of the deputy chairman of the National Information Service (SHIK) by decree no 1810, dated 13.06.1997.

    On this occasion, President Berisha met with the new chairman and deputy chairman of this institution. After he appreciated the engagement and devotion of the SHIK officers over the past years in the realization of their duty for the protection of the national integrity, for the fight against the organized criminality and corruption, President Berisha expressed the conviction that both leaders of this institution will continue further on their efforts for the fulfillment with success of their duties in the direction of the National Information Service. /a.ke/kled/mt/sh/

    [14] ONE KILLED AND THREE WOUNDED IN VLORE TODAY

    VLORE, JUNE 14 (ATA) - One was killed and three were wounded today in the morning in Vlore city.

    Armed groups opened fire in early hours today in the city centre, near the mosque and then near the bakeries.

    As a result, according to police commissariat sources of the district, a driver who transported bread was killed and two other people were wounded.

    Besides, according to the same source, also a woman was injured near the mosque and taken to the hospital.

    Some Explosive matter has also rocked the house of the DP branch chairman for Vlore, Argent Grabova.

    Right after the gunfire, the Multinational forces deployed in Vlore came out patrolling the streets./jz/xh/sh/

    [15] SCORES OF THOUSANDS OF FIER PEOPLE IN A RALLY WITH PRESIDENT BERISHA

    TIRANE, JUNE 14 (ATA) - Scores of thousands of people of Fier, southwestern Albania, took part Friday in an electoral rally of the Democratic Party which was also attended by President of Albania, Sali Berisha.

    Present in the rally were many people from Vlore.

    In his address President Berisha presented the DP priorities after the polls of June 29, which, said Berisha, consist of the restitution of the state institutions affected by the communist rebellion, the restitution of law and peace and the compilation of a plan for the economic recovery iof the country.

    "This electoral campaign is going on in some extraordinary conditions due to the catastrophe which the communist rebellion led Albania to,"said Berisha. He told the people of Fier that their vote will be decisive to help Albanian democracy.

    "DP does not promise the people of Fier and the Albanian people 'the white cheque'" said President Berisha, who described the promise of the Socialist leader Fatos Nano as the most irreconciliable and unscrupulous pledge of the left extremists."

    Also the DP secretary general Genc Pollo and the secretary for public relations of the DP Vili Minarolli took the floor in the rally.

    Besides the DP chairman for Vlore Argent Grabova greeted those present calling them not to give their ballots to those who have always lied, to the people of kalashnikovs."

    Then President Berisha presented to those present the candidates for deputies for the Fier district./pas/xh/sh/

    [16] GRABOVA, INJURED EARLIER ON SATURDAY IN VLORE, DIES

    TIRANA, JUNE 14 (ATA) - By Jerina Zaloshnja: The citizen Greta Grabova, died on Saturday afternoon. She was the wife of the cousin of Argent Grabova, chairman of DP branch for Vlore, meadia sources report.

    TNT was planted on Friday night in the house of DP head for Vlore, and several hours ago it contiunued to be surrounded by the armed people of the committee. Argent Grabova participated in the electoral rally of DP, held Friday in Fier, where he spoke on behalf of Vlore DP electorate. Attending the rally was also President Berisha.

    Greta Grabova was injured because earlier on Saturday, the shop of her husband Edmir Grabova, cousin of Argent Grabova, was shot by fire weapons.

    "We are against bloodshed, otherwise elections will be boycotted," said Grabova, who stressed that he and his family, "continue to stay vigilant."

    Considering this situation, the DP secretary, Vili Minarolli, asked SP leaders today a meeting, and held a talk with Mr Ethem Ruka. /mt/Z

    [17] DP MEETING IN RREMAS OF LUSHNJE

    TIURANE, JUNE 14 (ATA) - DPA organizational secretary, Ylli Vejsiu and the DP secretary for foreign relations Leonard Demi have presented in a rally in the commune of Remas, Lushnje city, the DPA candidate for deputy, Gjovalin Daka.

    In the warm talk of Vejsiu and Demi with inhabitants of Remas, guarantees were given for a landslide victory of DP in their commune. The platform that SP is constructing for the electoral campaign, said Vejsiu in the meeting, is infidelity, fraud and terrorism. SP betrayed the March 9 agreement and separated from the May 9 political contract leaving in the lurch even its satellites. It undertakes the great adventure of fraud when it declares that it will compensate the creditors who lost their savings in failed pyramid investment schemes with the only aim of realising its crazy dream of coming to power.

    SP is using in this campaign the political crime, said in the meeting Leonard Demi, it is organizing massacres with innocent people who attend the rallies of the Democratic Party, therefore the wise people of Remas have no reason to be deceived by the SP demagogy which reminds them of the black period under the communist regime. The democratic world is following with attention the campaign for June 29 and will not be mistaken to support a government which comes from the barrel of the gun, from terror and fraud.

    Vejsiu and Demi continued meetings in Fier-Shegan and Divjake. xh

    [18] ONE PERSON KILLED IN SHKODER

    TIRANE, JUNE 14 (ATA) - On Saturday at about 4 p.m. in the place called Ura e Bunes, the 28 Nentori city quarter in Shkoder, some armed people not yet identified, killed Nderim Mujo, 51, Director of the Department in the Local Government Secretariat in the Interior Ministry.

    An investigation group and police went to the scene immediately and in cooperation with the prosecutor's office are working to throw light on the circumstances of the event and to identify and catch the authors of the crime. xh

    [19] GUNFIRE CAUSED THE DEATH OF THREE PEOPLE

    KAKAVIJE, JUNE 14 (ATA) - By Sh Hajno: Two Albanian nationals, between 25 and 30 years of age, right after they have en tered the Greek territory through the border point of KakAvija, have used their pistols against each other.

    This event was confirmed by the Greek state TV channel ET-2 which said that after the conflict between the two Albanians, the Greek police chased them up to the Albanian territory and in a second time of the use of arms, they killed at least three people.

    Still there are no reports of the motives of the conflict and the identity of the two men. ssh/xh
