    DURRES, APRIL 28 (ATA)-By S.Gjordeni, A great number of freighters have already arrived in the Durres port. The ships "Haxhi Kadia" with 300 tonnes of cementand "Arbi" with 300 tonnes of gas water began unloading today.

    The "Sea Bulk" of private firm "Albania-Seament" has brought 5 500 tonnes of cement, "Agios Nikolaos" 1 225 tonnes of cement, "Vieko" 1200 tonnes of flour, "Gamina" 2 800 tonnes of coal and "Victoria" 1 775 tonnes of nitrate. s.sh/kled/lm/sh/

    [02] TWENTY WEDDINGS IN DURRES ON APRIL'S LAST SUNDAY

    DURRES, APRIL 28 (ATA)- By S. Gjordeni, April's last Sunday in Durres, 45 kms from Tirana, had a special in the life of this city: 20 weddings were celebrated.

    [03] TEENAGER KILLED IN SHKODER

    SHKODER APRIL 28 (ATA)- A teenager was shot dead in the Shkoder city, Northwestern Albania, on April 26 by midday.

    The incident took place in the "Skenderbeg" quarter with unidentified persons killing the fourteen year old boy, Armando Lazri, by gunfire.

    The motives of this crime have not been clarified yet. The police are working to clear up the environments of the killing and its authors. kled/lm/sh/

    [04] KILLING IN KUKES FOR PROPERTY MOTIVES

    KUKES, APRIL 28 (ATA)- A citizen was killed by gunfire at the Bushtrice village of Kukes district, Northeastern Albania, on Sunday at 16.30 p.m.

    According to district police commissariat sources Lazan Serati, 50, was killed for property motives.

    The police have identified the author of the crime and are hunting him down. kled/lm/sh/

    [05] UNIVERSITY AUDITORIUMS WELCOME STUDENTS TOMORROW

    TIRANA, APRIL 28 (ATA)- By E.Allushi, After nearly two months of interruption of school at all levels, university auditoriums will open tomorrow to the students.

    "All the Tirana faculties as well as those which are technically ready in other districts of the country, will open their doors to their students tomorrow," the Ministry of Higher Education and Scientific Research, Myqerem Tafaj, confirms.

    The education institutions will be guarded and police will be present during the teaching hours.

    A teacher of the Kamze University said that the students of this institution will not be able to sit in its auditoriums, hoping for its quick restoration. The same will be the case with the universities of Elbasan and Shkoder which have as well suffered considerable damages.

    According to Tafaj classes is likely to begin in the universities of Gjirokaster and Vlore as they are not damaged. kled/lm/sh/

    [06] THERE IS NO CIVIL WAR IN ALBANIA - Podesta

    TIRANE, APRIL 28 9ATA) - By Keida Kostreci: In a news conference given in Hotel Tirana yesterday at noon, the Deputy Speaker of the European Parliament Guido Podesta said that it was clear there was no civil war in Albania.

    "Our presence here is related with Europe's interest for Albania," said Podesta, who together with Luisa Todini, deputy of the European Parliament gave a news conference at the end of their visit to Albania, after their visit to Vlore and the meetings with Albanian authorities.

    Todini expressed her pleasure for the deployment of the international forces in Vlore and the development without any problems of the Alba mission so far.

    "Situation in Vlore is becoming relatively calm," said Todini, attracting the attention of the situation in Shkoder, which she described as grave and chaotic due to the activity of the gangs operating there.

    "More than humanitarian assistance this country needs assistance for the institutions," said Podesta, who was also supported by Todini in this idea.

    Todini said that there is a risk for the parliamentary elections envisaged to be held in June to be postponed and the two motives for this are the armament of the population and the disagreements regarding the law on elections.

    In reply to a question on their position towards the so-called salvation committees in Southern Albania, Podesta said that they had thought to meet only with Albanian authorities.

    Podesta highlighted the work made by the government during these 50 days, but he also said that the work made during the past four years should not be disregarded especially if the fact that Albania was coming out of a period of dictatorship and a 50-year isolation was taken into consideration.

    Speaking of the meetings with the chairman of the Albanian Democratic Party, Tritan Shehu and the chairman of the Socialist Party, Fatos Nano, and on the meeting that Shehu and Nano have planned to have between them, Podesta said that their will to cooperate was manifested in their stands.

    "Nevertheless I cannot conceal the difficulties in this cooperation," said Podesta. xh/k

    [07] CONSENSUS ON ELECTORAL LAW IS INDISPENSABLE - Law Minister

    TIRANE, APRIL 28 (ATA) - By Agim baci: In a news conference on Monday Albanian Minister of Law, Spartak Ngjela considered as indispensable the consensus on the electoral law "because in face of the present situation, we have no time to lose."

    "The parties are not reaching agreements because they have no faith in each other. The disagreements are more political than judicial," said Ngjela.

    The political parties which took part in the round table discussion have expressed their opinions on the changing of the present electoral law towards the proportional system, except DP, which wants that the law of 1996 be observed.

    The parties which favour the proportional system are divided in two groups: one group which includes SP, DAP, SDP, RP which is for a new totally proportional system law, and the rest of the parties which favour the proportional law adopted in 1992. "Albania needs elections as soon as possible and an equal law for all the political forces in an honest and efficient competition. The law is equal but the problem stands in the realisation of the elections as soon as possible," said Ngjela.

    In case the parties do not reach a consensus, Ngjela explained the road through which the electoral law will be presented to the parliament, but he did not rule out the presentation of two drafts of this law.

    "Two more days are allowed for the consensus to be reached, otherwise the decision will be taken by the majority of the parties. Then, the draft of the law will be presented to the Government, since this one has a lawmaking initiative, to be presented then to the Parliament, which has May 15 as the deadline for the approval if the elections would be held by the end of June," said Ngjela.

    Ngjela himself was in favour of the majority law.

    "If the draft law presented by the government is not adopted, the Government dissolves," said Ngjela. ake/kei/xh/k

    [08] ALBANIAN PREMIER MEETS ITALIAN EURO-PARLIAMENTARIANS

    TIRANE, APRIL 28 (ATA) - Today Premier Bashkim Fino met with the delegation of Italian euro-parliamentarians, led by Guido Podesta, deputy Speaker of this Parliament.

    As the spokesman of the Premier's press and information office reports, the delegation highlighted and supported the courage and efforts of the Albanian government and Prime Minister in face of the known, numerous difficulties.

    They voiced the political will of the European Parliament to contribute to Albania, as a member of the United Europe in the future, something also reflected in the April 19 Resolution.

    After appreciating the historical agreement of March 9, 1997, they wanted to know of the risk of a civil war reported by foreign media, the necessary steps for the realisation of the fresh elections, especially the reformation of the electoral law, the role of the multinational forces in Albania and the stand towards the armed committees.

    Albanian Prime Minister focused on the activity of the government for the restitution of order, peace and the authority of the local government, the new electoral law and the road towards new elections in June. He expressed his thanks for the assistance and participation of OSCE, EU and the European Parliament in the process of preparation and monitoring of new elections. Fino clarified that there is no possibility for a civil or ethnic war in Albania and the less so for a war between the North and the South.

    Fino asked sincerity and understanding in practice by all the parties, especially by DP and SP, to overcome the problems and obstacles with success. Mentioning the four meetings held with the political parties on the electoral law, Fino expressed his regret that DP is still too far from the common stand of the majority of the parties regarding the electoral law, underlining that every delay in this direction, despite the pretexts, has all-sided negative consequences.

    He demanded that DP should not exploit the parliamentary majority to block the consensus, and recalled that the parliament must, also through the electoral law, convey the spirit and will of all the political parties which have signed the March 9 Agreement.

    "Otherwise, unfavorable conditions would be created for the DP itself, " said Fino.

    He spoke of the readiness and measures of the government for the creation of appropriate conditions for a correct and normal election campaign by all the political parties.

    In response to the concern and misunderstandings regarding the salvation committees, Fino stressed that these scommittee were created by honest and intellectual people when local police and administration was paralyzed, and in many cases when it had abandoned its posts.

    "With the gradual consolidation of these bodies, the role of the committees in some cities is declining towards full elimination," said Fino.

    But he underlined that there should be no abuse with the alleged danger by the said committees, neither should they be mixed or equalized with the criminal armed gangs, which the government will hit with all legal force.

    With regard to the distinctions between the state of security in Vlore and Tirane, that the eurodeputies mentioned, Fino said that as all the Albanians, the Vlore people too are honest and responsible.

    "The magnificent welcome they extended to the Italian Premier Prodi was a significant and convincing example to this fact," said Fino.

    Also attending the meeting was the European Union permanent representative in Albania, Elio Germano.ake/kei/xh/k

    [09] ALBANIAN PARLIAMENT SPEAKER MEETS EUROPEAN PARLIAMENT DELEGATION

    TIRANE, APRIL 28 (ATA) - The chairman of the Presidency of the People's Assembly, Pjeter Arbnori, met on Monday the delegation of the European Parliament led by the deputy Speaker of this Parliament, Guido Podesta, the press and information department of the People's Assembly reports.

    Their mission, according to Podesta, was to see closely the situation in Albania, the efforts that Albanian legitimate institutions are making to solve the political crisis and to further encourage the spirit of mutual dialogue to overcome the problems Albania is facing at present.

    They took interest in the electoral law and the application of the agreement which led to the creation of the National Reconciliation Government and assured Mr Arbnori that the European Parliament would be present with its all-round assistance and support for Albanian democracy.

    Arbnori stressed that as a result of the operation and self-control of the democratic forces and the people, Albania could avoid the real danger of a civil war which some so called illegitimate "committees" in some parts of the country sought to lead it to.

    "The elections cannot be fair and free if the rebel committees supported by a set political force and which are trying through armed violence to eliminate the legitimate local government structures, are not disbanded."

    Arbnori stressed the role of the multinational force as a powerful psychological and concrete factor for the acceleration of the restoration of peace and order.

    Concerning the law to be applied in the coming elections in Albania, Arbnori stressed that the law based on the majority system is more appropriate for the situation Albania is facing. ake/kei/xh/k

    [10] ALBANIAN PREMIER MEETS WITH DEFENCE MINISTER OF GREECE

    TIRANE, APRIL 28 (ATA) - During his unofficial two-day-visit to Albania, the Greek Defence Minister Akis Xoaxopoullos, had a friendly meeting with the Albanian Prime Minister, Bashkim Fino.

    The Premier's press and information office reports that attending the meeting were also Defence Minister Shaqir Vukaj, State Defence Secretary Ali Kazazi and the Army General Staff Chief Adem Copani.

    During the meeting, the two parties expressed their satisfaction for the very good level of the relations between the two countries and the will to carry them forward.

    Fino expressed to the Greek guest the thanks of the Albanian Government for the Greek participation in the multinational security forces.

    He focused on the work the National Reconciliation Government is making to prepare the parliamentary elections within June and the problems it is facing.

    Fino said that for this a political consensus and surrendering of arms are needed.

    "Important is that all of us are working so that the arms be not used to prevent the free and fair elections," said Fino.

    In this respect, important is also the role of the multinational forces, which with their presence, will help secure a calm situation during the ballot.

    Xoanxopoullos underlined the readiness of Greece to be close to neighbouring Albania in this difficult situation and the full support for the Premier Fino and the Government he is leading.

    "The Greek contribution and the assistance for each other," said Xoaxopoullos, "has not to do simply with the fact that we are neighbours and have an ancient friendship, but also with the other reason that we have common responsibilities for the stability of the Balkan region."

    The meeting focused on the fact that the bilateral cooperation in this moment is to the benefit not only of the two countries but also to all the Balkan region and Europe. ake/kei/xh/

    [11] ALBANIAN PARLIAMENT SPEAKER MEETS WITH ARCH-BISHOP JANULLATOS

    TIRANE, APRIL 28 (ATA) - The chairman of the Presidency of the People's Assembly of Albania, Pjeter Arbnori, paid a visit on Monday to the headquarters of the Albanian Orthodox Autocephalous Church on occasion of the Orthodox Easter, and was welcomed by the Arch Bishop Janullatos.

    After wishing the Arch Bishop for the Easter, Arbnori stressed the positive role that religious communities have played particularly in the difficult days Albania is passing, with their messages of peace and reconciliation for the people.

    "I hope that the day of people's reconciliation with God will also be the day of conciliation among the people," said Arbori, voicing his belief that this period would be overcome through dialogue and exemplary equilibrium existing between the three religions in Albania.

    The Arch Bishop Janullatos thanked Mr Arbnori for the assistance made to the flourishing of religious freedom in Albania and underlined the fact that dialogue, peace and reconciliation among the people in the spirit of the God would contribute to the understanding and coexistence among the people. ake/kei/xh/k

    [12] MESSAGE OF MOTHER TERESA TO THE ALBANIAN PEOPLE

    TIRANE, APRIL 28 (ATA) - A message that Mother Teresa addressed to the Albanian people says:

    My dearest people of Albania,

    The news of the trouble that has come to our wonderful country has caused me great sorrow. You know and have sent my Sisters to bring tender love and care to the poor. Now it is with great pain in my heart that I hear that lives have been lost and people injured in the violence.

    I understand the sufferings of those who have lost their money, but I beg you not to bring evern greater suffering to one another. Remember that God has created each one for greater things - to love and to be loved. This is the meaning of life which no suffering can take away from us. That man, that woman, that child is my brother, my sister - and I must love each one as God has loved us.

    To be able to love one another, we must pray much, for prayer gives a clean heart, and a clean heart can see Godin our neighbour. If now we have no pece, it is because we have forgotten how to see God in one another. If each person saw God is his neighbour, do you think we would need guns and bombs? Mother is praying much for all my dear people of Albania, that each one will learn to love until it hurts and so bring peace to the country and to each heart. Let us pray.

    [13] ARMED PEOPLE OPEN FIRE AGAINST A POLICE VAN NEAR TIRANE

    TIRANE, APRIL 28 (ATA) - Last Sunday some armed people in the village of Yzberisht, Tirane district, have opened fire against a police van which was carrying home some policemen at the end of their daily service, Interior Ministry spokesman said.

    As a result of a joint operation of the forces of the police commissariats No 4, 1 and 3, and with those of the branch of Special Important Public Institutions Police, the authors were caught and their names are Emilio Mustafa, 22, and Taulant Manaj, 23, both living in Yzberisht.

    Also a considerable amount of arms and explosives was caught by police along with communication and gas devices of the army.

    No 4 police commissariat is verifying the activity of 14 people, who were taken to police station during the operation.

    These police forces have caught and blocked a considerable amount of arms and ammunition in the Commune of Paskuqan.

    Whereas the No 1 police commissariat forces of the Police Department of Tirane realised on Monday morning a successful operation for the accumulation of arms in some buildings of the Studenti Campus and in the nearby homes. As a result of this operation, a lot of arms, ammunition and other army communication evices were caught by police. kei/xh/k

    [14] KILLING FOR REVENGE MOTIVES IN KURBIN

    KURBIN, APRIL 28 (ATA) - By Zef Pergega: Recently Gjin Prendi, 66, was found killed by armsfire in the village Skuraj, Kurbin district.

    The killing was made for revenge, sources of the district police commissariat say.

    The author, who is identified by police, has fled to unknown direction. kei/xh/k

    [15] TWO INJURED DURING A CAR RIOTING IN GJIROKASTER

    GJIROKASTER, APRIL 28 (ATA) - By Hysni Cani: A car of Delvina, Southern Albania, which served as a taxi, was rioted on Monday by a gang of criminals, who injured the driver and one passenger.

    The event occurred 35 km from Gjirokaster, in the place named Qafa e Muzines.

    Right after the event took place, the criminals fled to unknown direction, thus escaping controls by police.

    The two injured were taken to the Ioannina hospital immediately, and are now out of danger due to the quick surgical operations they had there. kei/xh/
