    TIRANA, MARCH 22 (ATA) - By P. Shuteriqi: The meeting of the leaders of eleven administration units was held Friday in the Tirana town hall.

    They discussed about their duties in the current situation of the state of emergency.

    At the end of the meeting, the representatives of political forces and religious communities decided: To call on the businessmen of the capital not to speculate with the prices of the articles they sell; to ask the citizens who have occupied with violence the social-cultural objects to come out, because the order forces and the bodies of local government are resolute to implement the law; to suggest to the Interior Ministry that for the new policemen, called recently in arms, to also take the consensus of the representatives of political forces of the eleven administration units in the capital. /kled/mt/sh/

    [02] ALBANIAN MINISTER OF FOOD AND AGRICULTURE MEETS CHAIRMAN OF FAO

    TIRANA, MARCH 22 (ATA) - By p. Shuteriqi: The Albanian Minister of Food and Agricultural, Dr. Haxhi Aliko met Friday in Tirana with the chairman of the Food and Agricultural Organization of the United Nation Organization, seated in Rome, Robert Joze, who expressed the readiness of this program to help Albania with an urgent food aid.

    For the realization of this Program, we have contacted with several donor countries, stressed Jose, who asked by the Albanian authorities guarantees for their transportation and distribution.

    Along with the food articles for the people, in the context of this program, provender will be also brought, stressed Jose.

    The Albanian Government, said Minister Aliko, is trying to provide urgent aid in food articles by the international community. Our state reserves are gravely damaged recently, but the private structures are not damaged, which can contribute in the distribution of the foods that will come. /kled/mt/e

    [03] TENSE SITUATION CONTINUES IN BERAT

    BERAT, MARCH 22 (ATA) By Ilir Manka: The situation in the town of Berat continues to be tense. The gunshots have been heard recently.

    According to the sources of the prefecture, district council and the town hall, armed groups of people have stormed several trade units, looting different goods.

    At about 14.00 the town becomes empty, because the people are afraid to walk, from the cars which are driven crazily, as well s from the gunshots. The fear and the insecurity in the town is also increased because the police do not function.

    The banks and other financial institutions do not work.

    The people call everyday on the government to organize a state line of the police commissariat.

    Anyhow, the people are regularly provided with bread, water and electric energy.

    At least 15 people were injured by fire weapons during the last week. /kled/mt/E

    [04] SITUATION IN SARANDE OUT OF POLICE CONTROL

    SARANDA, MARCH 22 (ATA) By H. Çani: The situation in the town of Saranda (Southern Albania) is out of the police control.

    The inhabitants are worried about the situation created in the town, mainly recently when the police commissariat is not working.

    After the destruction of almost all state institutions, the objects of the misdoers are now the abandoned houses by the citizens, which are looted.

    In the hospital of the town there is lack of medicines necessary to treat the sick.

    The prices of the main food articles in the trade units are very expensive. /s.sh/eva/mt/E

    [05] POLICE OPERATION NORMALISING

    TIRANA, MARCH 22(ATA)- By A. Baci, Police Commissariat No.4 in Tirana has been among the first commissariats with their officers on duty.

    Over the last days they have been engaged in collecting the weapons and normalising road movement.

    Efforts are also being made for police recuperation in other districts of Albania.

    Movement in several southern district continues to be a problem during the late afternoon hours.

    "We must return early, otherwise movement becomes unsafe," a citizen from Korca said. a.ke/eva/lm/Z/

    [06] EFFORTS TO STABILISE SITUATION

    FIER, MARCH 22 (ATA)- The situation in the Fier district is returning to normal although 13 people have died and 120 injured by fire arms within a month tine, mainly by uncontrolled fire but also for other motives.

    According to the prefecture sources the people's supply with bread, water and electricity has been normal except several ceases in certain communes. Less shooting is heard in the district and a good work is being done to disarm the people.

    The situation is returning to normal also in the Mat districts. The vehicles' movement towards Tirana has been normal.

    Besides several damaged institutions, the state administration, ferro- chrome plant and electricity enterprise have been operating normally.

    Meanwhile, public order bodies are being reorganised, which has relatively calmed the situation in the Burrel town, except some sporadic shooting during the night.

    After the latest events, the uncontrolled use of weapons in this district has killed at least eight people and wounded over 50 others, many of whom are being treated in the Burrel hospital. a.ke/jz/lm/Z/

    [07] MESSAGE OF GREETINGS TO PRIME MINISTER FINO

    TIRANA, MARCH 22(ATA)- The chairman of the Democratic Prosperity Party of the Albanians in Macedonia, Arber Xhaferri, has sent a message of greetings to the Prime Minister of the Republic of Albania, Bashkim Fino.

    "Mr. Prime Minister, allow me to express my and my party's gratitude for your courage and readiness to serve the homeland at these moments when our national interests are in jeopardy.

    Also expressing on this occasion our support for you, your government and other legal and legitimate bodies of the Albanian state, we inform you that we are ready to be on service to defend the integrity of Albania". a.ke JZ/ /lm/Z

    [08] PREMIER FINO MEETS REPRESENTATIVES OF VLORE SALVATION COMMITTEE

    TIRANA, MARCH 22 (ATA)- Prime Minister Bashkim Fino met this noon with local government leaders and a group of representatives of the Salvation Committee of Vlore. Also attending were leaders of political parties.

    Fino welcomed the representatives and expressed the government's commitment to realise its programme for the stabilisation of the situation in the country, to restore peace and realise free and democratic elections.

    "But this requires that all the citizens, without distinction, become conscious of the destiny of the nation, at a time when the preservation of the country's territorial integrity has also become imperative," Fino said.

    Fino stressed that not the ultimatum, but dialogue, as one of the key points of the programme of the National Reconciliation Government for the normalisation of the situation at home, is not only a task of the government and local government bodies, but also of various civic organisations.

    The representatives of the Salvation Committee of Vlore thanked Fino for the reception and familiarised him with the organisation of this interim local committee, made up of non-party intellectuals and representatives of all the political parties, whose aim is to provide the best solutions for the normalisation of the situation at home.

    They stressed that the situation in Vlore was due to the wrong reaction of the previous state and government and asked the president's resignation as a condition for the normalisation of the situation. They also asked the operation of the Vlore port.

    Fino explained, among other things, that the resignation of the president was not an affair of the National Reconciliation Government, which he himself has decreed. He said this was an affair of the political parties and President Berisha, himself.

    The participants in the meeting promised the prime minister that the situation in Vlore would stabilise, serving as an example for the whole country. a.ke/jz/lm/Z/

    [09] MESSAGE ADDRESSED TO PRESIDENT BERISHA

    TIRANA, MARCH 22 (ATA)- The chairman of the Party for Democratic Prosperity of Albanians in Macedonia (PPDSH), Arber Xhaferri, has sent a message to the President of the Republic of Albania, Sali Berisha.

    "We follow with deep concern the events taking place in Albania and support without dilemma your wise efforts to find a political solution which would prevent the crisis form deepening.

    The consensus between the political forces testifies not only to the seriousness of the situation, the political maturity and wisdom, but also to the mobilising force of the patriots which encourages us at these moments when the country is in jeopardy.

    The Albanians of Macedonia are for no moment indifferent towards the developments in Albania and around Albania and they will not stay with their arms crossed if Albania's territorial integrity is violated.

    Backing up all your efforts to politically resolve the impending issues, to achieve national reconciliation, to unconditionally defend the country's integrity, we inform you that we are ready to be on service to preserve the territorial integrity of Albania". a.ke/jz/lm/Z

    [10] PS AND PAD REPRESENTATIVES DO NOT RECOGNISE PREFECTURE INSTITUTIONS IN GJIROKASTER

    TIRANA, MARCH 22 (ATA)-A joint meeting, organised by the Gjirokaster prefecture, was held yesterday with the participation of the members of the district council, municipality and political party representatives.

    The PS (Socialist Party) and PAD (Democratic Alliance Party) representatives, on behalf of the Forum for Democracy, declared that they did not recognise the prefecture institutions and in this context no representative of these political forces attended the meeting.

    The meeting analysed the situation of the order and discussed concrete measures to restore order, especially after the raid on the affiliates of the Savings Bank, the Commercial and Agrarian Bank, and of most of the private insitutions.

    The meeting decided to provide the police commissariat with powers to select the officers and policemen who show readiness for this purpose and meet the necessary criteria.

    The chairman of the district PS branch, Besnik Shehu, asked the dissolution of the prefecture in an article published in the newspaper Zeri i Popullit yesterday. a.ke/jz/lm/Z/

    [11] DECLARATION OF SOCIALIST PARTY PRESIDENCY

    TIRANE, MARCH 22 (ATA) - After an extraordinary and resolute work of the National Reconciliation Government, the Albanians, within a few days, began to hope for a gradual solution to the crsisis, said a declaration of the Presidency of the Socialist Party.

    The homogeneity of the acts of the Government despite party affiliation of its ministers, came as a significant and rather realist messsage for the current situation. The Government of National Reconciliation found a broad support by the governments and international organizations and was considered as the most reliable interlocutor for the solution to the profound crisis and the realisation of free and fair elections. The first hit against the Government of National Reconciliation and against the hope of all Albanians came precisely from where it was not expected: the parliament, which only some days ago gave it a vote of full confidence. With set political objectives the parliament rejected the two first draft laws of the government which had to do with the expansion of the democratic spaces of the RTV and the guarantee of the press freedom. The way how some of the deputies commented their decision showed that it was a deliberate act which ran counter to the formulae of the national conciliation. The Parliament decided to legalise a council in the RTV made up of 6 representatives of the DPA, 3 of the SPA and one representative of the Balli Kombetar, a formulae which does not express at all the proportions set by the round table for the National Reconciliation Government.

    The parliament also left still in force the law on the state of emergency which prevents the free publication of the press through the control of a special censorship commission. Somewhat similiar obstacles appear before the government also for a real depolitization of police, SHIK, ATSH and the local administration on the basis of the political formulae of the national reconciliation. ake/jz/xh
