[01] TWO PEOPLE KILLED IN CROSS FIRE IN ELBASANELBASAN, MARCH 19 (ATA) - Two young people lost their life on Tuesday night in the town of Elbasan, Middle Albania, during a fire exchange between armed rival groups, sources of police commissariat in Elbasan report.The citizens Saimir Cerriku, 24, and Gentian Mili, 19, were killed in an effort not to allow other persons pass through the territory of this quarter. After this confrontation several citizens have isolated in a house near the quarter "Kongresi i Elbasanit" the group of 6 persons who is suspected to have killed the two young people. The police commissariat noticed that after the fire exchange, five of the people isolated in the house have escaped early in the morning, while one of them is taken hostage and there is no report on him./kled/mt/sh/ Albanian Telegraphic Agency[02] LEADERS OF AUSTRIAN GOVERNMENT GREET EU INITIATIVETIRANA, MARCH 19 (ATA) - The Austrian Federal Chancellor, Viktor Klima and the deputy Chancellor and Foreign Minister of Austria, Dr. Wolfgang Schlussel, greeted Tuesday on 18.03.1997 in Vienna, after the meeting of the Council of Ministers, the initiative of the European Union (EU) and OSCE regarding Albania, Albanian Embassy in Vienna reports.The chancellor Klima said that "the time chosen for the current mission is suitable. It has to do with construction and reconstruction on one hand and evaluation of the measures of the presence of security in Albania on the other which will influence directly in calming the situation in the country." Austrian Foreign Minister Schlussel declared in this context that "The first group of EU experts, who is in Albania now, will evaluate what kind of experts and which will be their number to be sent in Albania, and whether there is necessary to sent special troops. Shuteriqi: The situation in the town and district of Tirana is going towards stability and tranquility, was confessed Wednesday in the meeting of the district council.The situation was analysed mainly in three directions: surrender of weapons, put into efficience the local government and follow with priority the vital problems of the population to provide them with bread, water, electric energy, etc. All the participants expressed their complete support for the Government of National Reconciliation and its Program. They pointed out in the meeting that the police forces are not completed in several communes and other policemen are needed, despite the engagement of many armed peasants to support them. Gjordeni: Large groups of people from Durres and other districts of Albania are staying for days in the port of this town, along the seaside up to Golem with the hope for a massive exodus.The gathered people mainly from the districts, who continue to wait for impossible exodus, are in serious difficulties for food, sheltering and risk their health and cause riots in the town. Some 11 000 people have arrived in the ports of Southern Italy since March 13th./s.sh/kled/mt/sh/ Albanian Telegraphic Agency[05] ARMS AND AMMUNITION HANDED DOWN IN MANY CITIES AND DWELLING ZONES IN ALBANIATIRANE, MARCH 19 (ATA) - According to sources in Tirana commissariats, various inhabitants in the capital handed in yesterday to police stations 1 357 arms of various kinds and calibers, 188 hand grenades and about 26 thousand cartridges.In the zone of Petrele alone, about 430 arms of different kinds and calibers have been collected, in the commune of Farka and Berzhida over 200 arms, in Paskuqan about 60 arms, in Bathore 46 arms, Vaqar 21 arms, in Dajt 68 arms, Ndroq 50 arms, etc. Sources of the public order in Durres report that yesterday are collected 5 heavy machine guns, 10 light machine guns, 8 grenades, 4 sign- leaving pistols, 10 automatic rifles, 39 various pistols, 28 boxes with cartridges, 6 ones with grenades and a considerable amount of explosives. Also in Kavaja, according to police sources, police collected yesterday 2 heavy machine guns, one grenade, 35 automatic rifles, 150 guns, 28 light machine guns and about 200 thousand cartridges. Sources contacted by telephone in other cities say that three heavy machine guns and a great amount of ammunition have been handed down in the police commissariat in Vlore. xh Albanian Telegraphic Agency[06] PRESS RELEASE OF ALBANIAN GOVERNMENT ON A NUMBER OF DIPLOMATIC AND SERVICE PASSPORTS CONSIDERED INVALIDTIRANA, MARCH 19 (ATA) - In the course of the wave of destructions and plundering, the central store of the Interior Ministry was stormed recently. It had contingents of new unused Albanian diplomatic and service passports. Some people, besides damage, have stolen a number of such unfilled passports, with the aim of using them illegally.The Albanian Government has analysed the situation immediately, and has defined exactly the number of the stolen passports, with their detailed information. All the stolen diplomatic and service passports are declared invalid beginning with March 18, 1997. A legal usage of these stolen passports, although they are original documents, is completely impossible because of the specific character and content of this document. These passports as a document, and due to the process of filling, have a number of high security elements, and are secretly coded. Consequently, their falsification is impossible and any authority which controls them, Albanian or foreign, can easily find out that these passports are from the stolen contingent. Proceeding from the fact that the aim of using these passsports is travelling to other countries, the Albanian Government has informed since March 18 the respective authorities in all the countries of the world, first of all the neighbouring countries, those of Europe and the U.S., that these stolen documents are declared invalid, and has told them of all the security elements of these passports. Albanian authorities have immedialtely started cooperation with the neighbouring countries and all other countries, adopting full measures to block these passports and to put before legal responsibility all the people caught with these passports in the border points of Albania and other countries. In the mean time, the Albanian Government has suspended the issuing of new diplomatic and service passports. The government calls on all Albanian citizens that if they have the chance to have such diplomatic and service passports of the Republic of Albania, to hand them in immediately in the police commissariats. xh Albanian Telegraphic Agency[07] REPORT OF THE COUNCIL OF MINISTERS OF ALBANIATirana,March 19(ATA) Under the chairmanship of Premier Bashkim Fino, the Council of Ministers analysed in a special meeting today the work made and the immediate tasks for the National Information Service in order to overcome the state of emergency and the present threat to the ciountry from the activity of the forces which seek to destabilize Albanian completely.In addition, the Council of Ministers adopted the platform presented by the Interior Ministry for the organization of special units against terrorist groups created in some districts of the country. At the end, they approved an Appeal to all the Albanian people on behalf of the Government of National Reconciliation. xh Albanian Telegraphic Agency[08] REPORT OF THE SPOKESMAN OF ALBANIAN PRIME MINISTERTIRANA, MARCH 19 (ATA) - With regard to the recent visit of the Greek Deputy Foreign Minister, Kranidiotis, to Albania (Gjirokaster and Saranda) the spokesman of the Prime Minister confirms that Mr Fino had no knowledge of the time and the agenda of his meetings.
