[01] MEDIA OFFICE AT THE DISPOSAL OF PAPERS WILLING TO BE PUBLISHEDTIRANA, MARCH 5 (ATA) By R. Floqi: All the papers, which have presented their materials to the media office of the Tirana local defence staff, on the second day of the state of emergency, were published today.The papers Rilindja Demokratike, Rilindja, Albanian Daily News, Lajmi i Dites were issued on March 5th, while on Thursday, some other papers of entartainment character like "Sfide Weekend", "Formula Uno", "Test", etc, will as well be issued. "The media office invites all the papers, which would like to approve their materials and go on normally with the publishing process", said a representative of this office. None of the left opposition papers have presented their materials to the media office of the Tirana local defence staff. Based on the law on state of emergency, the media office has the right to control and license the publication of all materials which do not violate article 4 of the law 8195, dated 03.03.1997, on some measures in the context of the state of emergency. /mt/ Albanian Telegraphic Agency[02] OTHER PEOPLE KILLED IN VLORETIRANA, MARCH 6 (ATA) - The Interior Ministry spokesman, reports that on Wednesday noon, at the place called Pusi i Mezinit, Vlore, Gezim Veliu was killed with fire weapons, while Artur Osmani and Polizoi Gjini in Vlore died Wednesday evening due to a fire exchange among the armed gangs who drived their vehicles along the streets of the city.Still unconfirmed information reports that other people were killed in a chaotic way from these armed gangs in a shot-out among each other. The Police forces in Fier also detained on Wednesday some people because they found in their vehicles weapons and munition. This is at the same time a guarantee for the fair solution to the Albanian - all-national cause". /mt/lm/k Albanian Telegraphic Agency[04] 25 PEOPLE KILLED SINCE LAST FRIDAY IN VLORETIRANA, MARCH 6 (ATA)- Seven people were killed yesterday in the Vlore city in skirmishes between terrorist gangs or in uncontrolled shootouts.The number of the killed since last Friday in the town of Vlore has reached 25. Some of them have been killed due to explosive devices. Sources from Vlore say that five from the seven people killed during yesterday with fire weapons, and precisely Leonard Golemi, 30, Polizoi Gjini 37, Arben Osmani 21, Alfred Guri and Gezim Veliu, have been sent to hospital dead. Two other people, Veledin Tafili, 72, and Dorian Larushi, 16, were sent to hospital wounded with fire arms. Some 24 wounded people were treated and released from the Vlore hospital yesterday. Another eight people have been hospitalised and are being treated in hospital. One dollar reached its maximum point of exchange on February 26 with 155 leks. Even in the free money-changing market, the money changers did not buy one dollar more than 135 lek, the same as the exchange rate of the Savings Bank. The curb of the exchange of hard currencies compared to lek has been falling since March 1st, after the introduction of the state of emergency. According to two eyewitnesses from Tepelene, contacted by telephone, killer Mehmet Rama was posing with an arm in his hand for a group of foreign reporters and cameramen. The arm which he was firing into the air, slipped in a horizontal position, killing the boy who was present at the moment of posing. The sources also report that it were the foreign reporters and cameramen who had asked Rama to pose by firing into the air. The group of reporters and cameramen, who were taking pictures, included a reporter of radio "Deutsche Welle". lin/lm/E Albanian Telegraphic Agency[08] THE BRIDGE WHICH LINKS VLORE WITH FIER MINED - unconfirmed sources from Vlore -VLORE, MARCH 6 (ATA) - The terrorist rebels mined Thursday the bridge of Mifoli, over the Vjose river on the national road which links Fier with Vlore, unconfirmed sources told ATA.Meanwhile the situation in Vlore continues to deteriorate. The shops are completely destroyed and the supply of the population with bread has become very difficult. The terrorists have looted 3000 ton wheat from the state-owned storehouses. A part of the citizens has left the city, but others are not allowed to leave by the terrorists. The bunkers have been removed to set up barricades. Seven persons have been killed on Thursday with fire weapons during the skirmishes between the rival gangs, or by accident. President Berisha has also had bilateral talks. kled/xh/sh/ Albanian Telegraphic Agency[11] DECLARATION OF ALBANIAN POLITICAL PARTIESTIRANA, MARCH 6 (ATA) - The political parties invited in a meeting by President of Albania Sali Berisha to discuss the situation in the country, the Democratic Party, the Socialist Party, the Republican Party, the Human Rights Union Party, the Balli Kombetar Party, the Social Democratic Party, the Democratic Alliance Party, the Social Democratic Union Party, the Legality Movement Party, the Christian Democratic PartyD e c l a r e: - The Political parties support the restoration of the constitutional law, the guarantee of public order throughout the country. - They request from all citizens, members and sympathizers of the political forces to hand in arms and all ammunition within 48 hours, beginning from March 7, at 6.00, or to help and influence in the surrendering of weapons within this deadline and the restoration of the public order and tranquillity. - They ask the President of the Republic to decree tonight an amnesty for all those who hand in their weapons within the deadline and who have not committed crimes directly. - They demand from the Defence Council to order the interruption of offensive military operations in the areas envisaged, for 48 hours beginning from March 7, 1997, at 6.00 - The President of the Republic must begin consultations on the appointment of the new prime Minister, aiming to reach the broadest possible consensus. - A commission be created with experts of all political forces to realise full transparency regarding pyramid schemes. - The parties decided to keep the dialogue open. xh/sh/ Albanian Telegraphic Agency[12] REPORT OF ATTORNEY GENERAL OFFICETIRANA, MARCH 6 (ATA) - The military prosecutor's office of Tirana is following with priority all investigation for the penal persecution of the military subjects at all levels, which, during the recent events in the military units of the southern districts of Albania, have not observed the demands of the military law and regulations, leaving in the hands of armed gangs the ammunition and arms of various kinds and calibers, the military technique and other materials which are military assets, spokesman of the the Attorney General office reports.The people presently arrested regarding this question are Mitat Islami, second level captain, with the task of the commander of the naval district in Vlore. Also Edmond Zhupani, rear admiral, with the task of the commander of the naval defence fleet and Roland Nasto, second level captain, with the task of operational chief in the naval fleet command are detained and the court is asked for their arrest. Investigation made so far show that the above mentioned defendants, being in commanding posts, have violated military regulations for the defence of armament, military technique and units, thus allowing that considerable amounts of ammunition and other military equipment be looted. Detained is also defendant Shahin Muhaj, major with the post of the commander of the military unit 6 623, Bunavi, Vlore who, like the above mentioned defendants, has not protected the military armament of the military unit. In the moment when detained, this defendant and two soldiers who were with him, had with themselves two machine guns and 10 military grenades. For Muhaj the court has been asked to approve his arrest. Spokesman of the Attorney General also reports that the Tirana Military Prosecutor's Office has immediately started the penal procedure for the former pilots Ardian Elezi and Agron Dajci, for the military crime of fleeing while in a state of emergency, etc. The initial inquiry show that the two defendants were flying with a Mig 15 carrying out the task to monitor the armed gangs in the Tepelena-Gjirokastra area, but they switched the course and left for Italy. The Military Prosecutor's Office has demanded the court to place the measure of arrest for both of them and to follow an accelerated procedure for their extradition, the spokesman of the Attorney General Office says. ake/kled/xh/sh/ Albanian Telegraphic Agency[13] ALBANIAN AIRCRAFT HAVE NOT BOMBARDED - spokesmanTIRANA, MARCH 6 (ATA) - "Albanian aircraft have not been given military duties to open fire or bombard, but they have made flights to see quickly and closely the development of the tense situation created by the armed rebellious groups," says a report of Albania's Defence Ministry.The spokesman belies Italian news agency ANSA which on March 6 said with regard to events going on in Albania, that Albanian aircrafts have bombarded southern part of Albania. "We do categorically refute this false story," writes the spokesman stressing that this news incites terror, enmity and hatred between the army and the people. "We stress that during these days, in the operation against armed rebellion, and conformed to laws, the army has been close to the people to ensure the territorial integrity, tranquillity and stability. There is not any sign to prove any violence by the army against civil population. Those killed or wounded have been only a result of the uncontrolled armsfire between armed rebel groups and the people," says the spokesman of the Defence Ministry. ake/kled/xh/sh/ Albanian Telegraphic Agency[14] ALBANIAN MAFIA WAS BROUGHT TO EXISTENCE IN VLORE BY FORMER SECURITY AGENTS - newspaper AvvenireTIRANA, MARCH 6 (ATA) - "Albanian mafia was brought to existence in Vlore by former Security agents," writes today the Italian newspaper Avvenire, cited by the Press and Information Department of the Foreign Ministry of Albania."Let us not forget," writes the article, "that mafia in Albania or better in Vlore emerged in 1990-1991. Who were the personages?" asks the article's author, who gives the following response: former security agents, defunct communist police. They had the money to make trafficking and a business which changed the view of the city through most illegal firms. It has been a common knowledge the cigarette trafficking to Italy of the former Albanian communist police. They attacked the barracks and demand the payment of the money lost in investment funds.
