    TIRANA, FEB 1 (ATA) - Socialist Party opposes the detention and defends its activists who were participants and organizers of the protests and the violent acts in some districts of Albania, considering the arrest as "politically motivated."

    Yesterday's declaration of SP denounces the house-arrest of Eduard Alushi, member of the SP Presidency and chairman of the Vlora district SP branch, considering it "a politically motivated act." Alushi was the organizer of the rally held by SP last Sunday in Vlora, when protesters set fire to the town hall thus damaging many archival documents.

    According to a SP declaration from the General Leading Council yesterday, SP claims that "the number of the detained in all the towns amounts to 680 people, whereas the number of the arrested is 200 among whom 9 main leaders of the opposition," thus protecting everyone without distinction.

    The previous day, the Interior Ministry reported that 247 people were summoned by police in Lushnja, Berat, Fier, Vlora, Tirana, Korca and Diber, to be interrogated about the terrorist acts some days ago.

    Sp has accused DP that "it has used a strategy which makes responsible SP for the acts of violence and destruction carried out in some cities of Albania during the past week and that the rapid police forces were those who provoked the aggravation of the situation."

    SP has been the organizer of the rallies of protest in those districts which resorted to violent acts and towards which police did not interfere in order not to sparkle confrontations. As a result, five policemen are still in a grave state in hospital and 200 others have been injured.

    The SP declaration does not mention the stand of police, on the contrary it accuses "rapid police of provoking the reaction of the crowd through their furious acts."

    "This strategy to localize the terror in local level seeks to calm the international opinion with the idea that the Government is taking measures to guarantee the citizens' deposits, at a time when competent bodies are restoring order by punishing the culprits," says the declaration of the SP General Leading Presidency.kled/xh/sh/

    [02] PRESIDENT RUGOVA DRAWS ATTENTION TO DANGER OF CONFLICT IN KOSOVA

    PRISTINE, JAN 31 (ATA) - Kosova is before the big danger of the conflict, which would be catastrophic for the whole region. The grave situation in Kosova is being provoked by the Serbian regime, even with the newest campaign and wider extension of the severe violence of Albanians' arrests, said Kosova President Ibrahim Rugova in Friday news conference.

    He asked to set free the prisoners, whose number within the week reaches in 37. Political and humanitarian activists, teachers and students are arrested, and many others are wanted to be arrested by the big expeditions of the Serbian police.

    President Rugova addressed Friday a request to Kosova citizens not to appear anymore in the installed Serbian courts for the cases of maltreatments and detentions of the Serbian government. This request was done by President Rugova taking into consideration the provocations of the Albanians even in the installed Serbian trials, condemning separately the massacre in Peja trial, where a Serbian policeman killed two Albanians and injured gravely another.

    President Rugova called on the Serbians in Kosova not to provoke their Albanian neighbours and not to tense the situation. In another appeal he asked the Serbian politicians not to organize rallies such as the so-called all-serb assembly in Pristina, which bring provocations and other consequences. /b.j/sh.dha/kled/mt/sh/

    [03] SUMMARY OF U.S. DEPARTMENT REPORT ON HUMAN RIGHTS IN SERBIA AND MONTENEGRO

    TIRANA, JAN 31 (ATA) - A report of the U.S. Department on the human rights in Serbia and Montenegro (which mentions oppression towards Kosova Albanians,) says that the United States and the International Community do not recognize Serbia and Montenegro as following states of Yugoslavia. The power of President Milosevic is being held by great police forces. Police oppression has been directed against other nationalities and especially against the Albanians of Kosova and the Moslems in Sandjak. In order to suppress and intimidate the national minorities, Serb authorities have resorted to police violence and killings by police. According to the Council for the defence of human rights in Prishtine, the report says, Serb authorities have killed 14 Albanians in Kosova last year.

    In general, the cases of crimes against the inhabitants of minorities are not investigated and police have not born their responsibility. Although tortures and heavy punishments are banned by law, they continue to be a problem especially regarding the Albanians of Kosova. Albanian children too have been subjected to police violence. According to the Council for the defence of human rights in Prishtine, about 200 children have been maltreated last year. Another worrying problem, says the report, are the home-searches. The most ordinary pretext for the searches is to see if there is any illegal possession of arms. Although freedom of movement is sanctioned by constitution, many inhabitants of Serbia and Montenegro, who were born in other republics and many refugees cannot retake the Yugoslav nationality, says the report. ag/eva/xh/E

    [04] DECAN: ARMOURED VEHICLES IN THE CITY, FIVE ALBANIANS ARRESTED

    PRISHTINE, FEB 1 (ATA) - Thirty Albanians have been arrested during this week in the commune of Decan. Serb police expeditions are making home searches among Albanians and today in the morning, they arrested five people in the village Podergje and in the city of Decan.

    During the searches, Serb police tortures in his home Sami Lokaj and beat a 64 old woman named Ajmone Tahiraj.

    Police have confiscated Albanian books, among which the book entitled "Why is Adem Demaci languishing in jails" by the author Xhaferr Shatri.

    A report of the Information Commission of the DLK branch in Decan, says that a great number of police and reinforcements are noticed in this commune. Yesterday at noon, police armoured vehicles and other means passed through the city of Decan.

    According to reports, fresh arrests and house searches have been made in other cities of Kosova too. bj/n.lazi/kled/xh/E
