[01] PRESIDENT OF KOSOVA IBRAHIM RUGOVA IN PARISPRISHTINE, DEC 16 (ATA) - President of the Republic of Kosova, Dr Ibrahim Rugova arrived Saturday in France, after a several day visit to the U.S. President Rugova is expected to take part today in a ceremony to confer to him the title Doctor of Honour of the University of Sorbonne in Paris, Centre for Information of Kosova reports.President Rugova ended the numerous meetings with U.S. senior officials in New York and Washington with the meeting of the President Bill Clinton's special assistant for National Security, Sandy Verschbau. He spoke in general of the situation and determination of the people of Kosova to realise their will for independence through peaceful resistance and negotiations. Mr Verschbau reconfirmed in the meeting the support and intensive interest of the U.S. for the question of Kosova and appreciated the peaceful resistance of President Rugova and the people of Kosova. my/kled/xh/sh/ Albanian Telegraphic Agency[02] ALBANIAN PEDIATRICIAN ADMITTED MEMBER OF FRENCH PEDIATRICS ASSOCIATIONTIRANA, DEC 16 (ATA)-By A.Milo,Albanian Pediatrician Andrea Guda has been accepted correspondent member of the French Pediatrics Association. The Albanian doctor cooperated in Paris with French professors Robert Debre and Francois Botis, in the context of the activities organised by the World Health Organisation. The French side has appreciated the knowledge level of the Albanian pediatrician and has recommended his admission to the association. Guda is the second correspondent member the Association has admitted from the Eastern countries, following a pediatrician from Poland last year. Andrea Guda, who graduated in 1974, is a doctor of sciences, author of more than 20 articles in the scientific press, representative in international activities in Albania and the world over. Actually Guda is a specialist at the Ministry of Health and Environment. kei/lm/sh/ Albanian Telegraphic Agency[03] JUSTICE MINISTER ATTENDS CONFERENCE ON "WAR AGAINST CORRUPTION AND ORGANISED CRIME"TIRANA, DEC 16 (ATA)- Albanian Justice Minister Kristofor Peci Saturday returned home from Sofia, where he attended the conference organised by the Council of Europe on "War against corruption and organised crime in the states under transition", with the participation of the representatives of the Central and Eastern European countries, representatives of CE, U.N., EU, Interpol and other institutions.At this conference Peci read a report about the efforts of the Albanian government in fighting crime and corruption, according to the spokesman of the Justice Ministry, Agim Neza. During the conference proceedings Peci met with justice representatives of the participating countries and CE representatives. At the Bulgarian Justice Ministry Peci met with his counterpart, Mladen Chrvenyakov. They stressed the indispensability of a cooperation between the two ministries and the materialisation of the agreements between the two countries in the field of justice. The two ministers also discussed a working meeting of the Balkan region justice ministers for cooperation in the war against crime. During the conference the Albanian Justice Minister responded to the Bulgarian media regarding the situation in Albania in the war against crime and corruption. a.ke/kled/sh/ Albanian Telegraphic Agency[04] ALBANIAN CARICATURIST BELORTAJA AWARDED "GOLDEN ORANGE" PRIZETIRANA, DEC 16 (ATA) - Albanian caricaturist Medi Belortaja was awarded the international prize "Golden Orange" in Antalia of Turkey.Taking part in the contest were 848 caricaturists from 80 countries of the world who had presented 2524 caricatures. Medi Belortaja, 29 years, graduated from the Academy of Fine Arts in Tirana, is known by Albanian public with his caricatures which give a clear and wise solution to the phenomena accompanying mankind. On November 11, 1996, the President of Turkey, Sulejman Demirel handed over to Belortaja the Prize of Success in the international competition held in Ankara. Belortaja has won a Golden Prize in Japan, the Prize of Honour in Korea and to Silver prizes in Japan. eva/xh/e Albanian Telegraphic Agency[05] STATE CONTROL SERVICE BRINGS CHARGES AGAINST TAX 0FFICE CHIEFTIRANA, DEC 16 (TA)- The Sate Control Service accuses the chief of the tax- office of the Tirana No.1 region of causing the state a harm of 20 million leks by failing to collect on time taxes from 850 private subjects in Tirana.Bashkim Cadri is facing a charge of up to five years in prison. The legal violations were ascertained by the State Control Service through a control carried out at the beginning of December 1996 whose results were made known to the General Prosecutor's office. After analysing the evidence, the Prosecutor's office asked the Tirana court to start legal proceeding against Cadri. kled/lm/E Albanian Telegraphic Agency[06] EVALUATION OF LEVEL OF ALBANIAN LEGISLATION FOR CONTROL OF LEGAL NARCOTIC MEDICINETIRANA, DEC 16 (ATA) - By A Milo: Experts of the International UNDCP, United Nations Drug Control Program, and the Phare Program for the fight against drug in a one-week seminar in Brussels evaluated the level of the legislation for the control of legal narcotic and psychotropic medicines."Foreign experts highlighted the legal framework in Albania in this field," told ATA one of the Albanian representatives in the seminar, Ramazan Gjyli, specialist in the Pharmacies Department in the Albanian Ministry of Health and Environment. The ministry has prepared a full legislation in the past 2-3 years on the control of legal narcotic medicines. In July last year, Albanian Parliament adopted the law "On narcotic drugs and psychotropic substances." By a decision of the Council of Ministers, the National Drug Committee was formed and has just started work in the last months. "Of emergency for us is the ratification of three international conventions on drugs, those of 1961, 1972 and 1988," said the specialist on pharmacies. kled/xh/sh/ Albanian Telegraphic Agency[07] VEHICLES WITH FALSIFIED DOCUMENTS INTERCEPTED IN FIERFIER, DEC 16 (ATA)- By H.Koci,Some 80 various vehicles with falsified documents have been intercepted by the police forces of the Fier district, Southern Albania. The police operations are going to be intensified as the number of vehicles moving today in Fier with falsified documents is expected to be 163, the chief of the district police commissariat told ATA. The target of this operation are the vehicles entering the country without passing through the customs house, stolen, with false documents or which have served for various crimes. Over 15 000 vehicles are moving in the Fier district at present. a.ke/kled/lm/sh/ Albanian Telegraphic Agency[08] MESSENIA SENIOR OFFICIALS IN GREECE SEEK LEGALIZATION OF FOREIGN EMIGRANTS - letter to Premier SimitisTIRANA, DEC 15 (ATA) - Mayors and chairmen of communes and trade union organizations from the region of Messenia, Greece, have sought "the legalization of all emigrants in the country today," says a letter they have addressed to the Greek Prime Minister Simitis, according to BBC correspondent in Athens.The letter also asks the application of a normal policy for emigrants who will come to Greece, in order that they enjoy all the legal rights. According to a police source, cited by BBC, there are about 25 000 Albanian emigrants in Messenia working mainly in the agricultural sector. "It is common knowledge now that emigrants contribute to those sectors which are lacking labour force. We need foreign emigrants," says the letter. "It was officially confirmed that they do not bear the responsibility for the growth of crime," the letter runs. The crimes by Albanians in Greece consist only two per cent of the total crimes, according to a study made this year by the Chair of Crime at the Athens University. About 1 500 Albanian nationals in Greece have been arrested in the recent years for various penal acts, say Greek official sources. But there are scores of Albanians among 250-300 thousand Albanian emigrants presently in Greece, who are victims of killings and theft and the authors are not in every case their compatriots, as the local press frequently claims.
