[01] UNDP IS READY TO COOPERATE IN EDUCATION FIELDTIRANA, DEC 14 (ATA) - By Eva Allushi: The Albanian Minister of High Education and Scientific Research, Besnik Gjongecaj met Friday in the grounds of the Ministry he leads with the representative of United Nations Development Program (UNDP), Peter Schuman, in the framework of a wider cooperation with UNDP.Schuman confirmed his readiness and supported the vision of this ministry, regarding the its aims in establishing a system, where the high education be integrated with the scientific research into institutional, administration and individual levels. In the course of this cooperation, another meeting will be conducted, which will clarify the main directions of work in the framework of a new project to be prepared by the Albanian staff and foreign consultants. /a.ke/jz/mt/sh/ Albanian Telegraphic Agency[02] PRESIDENT OF FEDERAL COUNCIL OF AUSTRIA MEETS ALBANIAN INTERIOR MINISTERTIRANA, DEC 13 (ATA) - The President of the Federal Council of Austria Dr Josef Pfeifer today met with Albanian Interior Minister Halit Shamata during a visit of the latter there.Dr Pfeifer congratulated minister Shamata on the results, correctness and fairness of the elections in Albania and appreciated the very positive fact that police helped directly to the good conduct of the poll. "We rejoice over the results of the reform, the stability and the clear perspective of Albania and we are historically linked with the Albanians," said Mr Pfeifer. "You have started a difficult way full of sacrifices towards Europe, showing it that you are a vital people, who know to overcome difficulties in the name of the future." Minister Shamata spoke of the development of reforms in Albania and the support of the friends of Albania in this aspect, especially Austria which is making its maximal contribution. They also talked about the grave situation in Kosova and the efforts to be made to establish dialogue, which should lead to a final solution between Prishtine and Belgrade. Then Pfeifer and Shamata spoke of the grave situation in Belgrade and the attention to be attached to the situation in Kosova, which has not been given the necessary priority and space after the Dayton Accord, and about the isolation of the communist regime of Belgrade. Mr Shamata conveyed in the meeting the greetings of the Albanian Speaker of Parliament Pjeter Arbnori for the President of the Federal Council of Austria. ake/kled/xh/k Albanian Telegraphic Agency[03] COOPERATION AGREEMENT BETWEEN INTERIOR MINISTRIES OF ALBANIA AND AUSTRIA SIGNEDTIRANA, DEC 13 (ATA) - A cooperation agreement regarding the fight against the organized crime was signed between Interior Ministries of Albania and Austria during the visit of Albanian Interior Minister Halit Shamata in Austria."The signed agreement will create a big space for the intensification and cooperation between the interior structures of both countries in the framework of the very good relations in all fields", said Austrian Interior Minister Dr. Kaspar Einem, hailing the achievements of reforms in Albania, as well as the successful job of the Albanian police in the fight against crime and drugs. Minister Shamata thanked Einem for the good treatment of Albanians who work and live in Austria. Austrian Interior Minister approved the request of his counterpart on the further gradual liberalization of entering visas for the Albanian citizens. Based on the signed agreement, they agreed the common bilateral commission to hold its first meeting in Tirana, which will define the priorities of future cooperation. Both parties also agreed on training, exchange of experts, etc. Minister Einem promised support on multilateral plan, in those structures where Austria is member. During his visit, Shamata met the General Director of Public Security of Austria, Michael Sika and the General Director of the Center for the fight against drugs and organized crime, Giacomeli. /kled/mt/sh/ Albanian Telegraphic Agency[04] ALBANIAN INTERIOR MINISTER MEETS AUSTRIAN OFFICIALSTIRANA, DEC 13 (ATA) - Visiting Albanian Interior Minister Halit Shamata has met senior officials of Austria in Vienna.In the meeting that Secretary General for Foreign Policy in the Ministry of Foreign Affairs of Austria, Albert Rohan, had with Shamata he described the relations between the two countries as excellent. Rohan said that Austria will support Albania for the signing of the agreement of association with the European Union and its efforts to integrate in all international structures. Shamata focused on the situation in Albania, the relations with the neighbouring countries and broader, the situation in Kosova, the alternatives for a solution through discrediting the Belgrade regime. Shamata said that Albania will not tolerate a division of Kosova, its ethnic cleansing and the violence exerted towards the Albanians in Kosova. He asked further support from Austria in the context of the European Union to step up the pressure on Serbia until a final solution of the question of Kosova is reached. Rohan informed Shamata of the clear position of Austria on the question of Kosova. The Minister of Education and Culture of Austria, Gehrer, in the meeting with Shamata assured him of the extension and full support of education and culture in Albania. Shamata told the Austrian Minister of the approval by the Albanian Government some days ago of an agreement between the Albanian Government and the Land of Vorarlberg for the realisation of a program of assistance in the field of education, culture and health. Gehrer told Mr Shamata of a number of projects for Albania in the field of education and culture. Minister Shamata also had a meeting with the deputy chairman of the Social Democratic Party of Austria and Governor of the Land of Burgenland Karl Stix. ake/kei/xh/sh/ Albanian Telegraphic Agency[05] $200,000 ACCORDED BY UNDP FOR ALBANIAN ENVIRONMENT IN 1997TIRANA, DEC 14 (ATA) By Miranda Kora: UNDP (United Nations Development Fund) will accord $200,000 for the Albanian environment in 1997, told ATA the envoy of UNDP office in Warsaw, Przemyslaw Czajkowski, for observations and real reports on the environment in Albania."The final aim is the opening of the same office even in Albania, which is in need of a national coordinator, responsible for managing the program at a national level, and a committee made up of 11 people, elected by academic, governmental and non-governmental circles and UNDP representatives", said Czajkowski. This project has to do with small grants for the SGP (Small Global Program of Non-governmental environmental organizations by the fund of facilitating of Global Environmental Fund (GEF), found in 1991, aiming to help the countries in development. The paper reports on the meeting of U.S. State Secretary Worren Christopher with Kosova Leader Ibrahim Rugova.Regarding the analysis of Socialist Party in districts after the local elections of October 20th, Zeri i Popullit reports: "ASP and fortune of democracy". In the heading "actualities", with regard to the international conference "Balkans after the Dayton Accord', the paper reports "Dayton in Tirana". The delegation, headed by minister Besnik Gjongecaj, will conduct meetings with the minister of Science of the Baden-Werttenberg Land at the Conference of German rectors, the German Academic Exchange Enterprise as well as meetings with the Presidents of the Stuttgart and Hohenhijim Universities, the German Foundation of "Fraunhofer" Researches and others. "In the context of signing in March 1966 the memorandum of Cooperation between Albania and the United Nations on education, science and culture, we are optimistic that in a very near future, the structure and quality of this significant activity for the nation will be very efficient," the Director for Development Policies and Foreign Relations, Genc Vincani, told ATA. jz/lm/Z/ Albanian Telegraphic Agency[08] COOPERATION AGREEMENT BETWEEN TIRANA AND BRINDISI CHAMBERS OF COMMERCETIRANA, DEC 14 (ATA)- By A.Keko,A delegation of the Tirana Chamber of Commerce and Industry , headed by its Secretary General Gafur Luga, visited Italy, at the invitation of the Chamber of Trade and Industry of Brindisi. The talks conducted at this chamber, its director Vinicio Livieri stressed that especially the cooperation with Albania has its own priorities and that the Italian government is interested in its further development. Afterwards an agreement of cooperation was signed between the two institutions. For the Albanian side it was signed by Gafur Luga, and for the Italian side by Marcela Mina, president of the Brindisi Chamber of Foreign Trade and Industry. A meeting was held in one of the halls of Hotel "Barsotti" with representatives of Italian enterprise interested in investment and export in Albania. Representatives of many firms from the Brindisi region asked cooperation with Albanian firms including "Monkafe", "IKO-HYDRO", "De Danieli", "De Paolo", "Lizzona", "Imcev" , "Carbonara" and other firms. a.ke/jz/lm/Z/ Albanian Telegraphic Agency[09] JOINT PERFORMANCE OF THEATRES OF VLORA AND SAN GIOVANI OF RIMINIVLORA, DEC 13 9ATA)- By H. Koci,The theatre of the Vlora city and that of San Giovani of Rimini in Italy will soon come out with a joint performance. The realisation of Kadare's work "Who brought Doruntina" under the title "The dream of a winter night" will gather together the Vlora and Italian actors on the same stage. This is an initiative of the leaders of the Vlora cultural association "Agimi", which was materialised through mutual talks between the respective leaders. "It is a very interesting project which we hope to continue further in the future," the director of the Vlora theatre, actor Kristaq Skrami, told ATA. The actors will interpret the drama in Albanian and Italian languages. It is the first time an Albanian theatre troupe is realising a cooperation with a foreign troupe after staging sometimes ago "Rinoceronti", in which a French actor had a leading role as well. a.ke/jz/lm/Z/ Albanian Telegraphic Agency[10] CONFERENCE ON "BALKANS AFTER THE DAYTON AGREEMENT" CONTINUESTIRANA, DEC 14 (ATA)- By A. Frasheri, The Albanian representative in the Second International Conference "Balkans after the Dayton Agreement", said that Albania has rendered its own contribution to the application of the Dayton Agreement."The efforts of U.S. and European politicians, diplomats and militaries to realise the programme of this document ended successfully. This success is also a merit of Albania, which has been one of the first countries to welcome the agreement not only politically but also by sending troops to the multi-national force acting in Bosnia," said the Secretary of State at the Albanian Defence Ministry, Leonard Demi, in the proceedings of the second day of the conference in Tirana. The representative of the French Atlantic Association, Alexis Kummetat, spoke of the U.S. and European influence in putting into practice the Dayton decision and maintaining continuity. Afterwards, Major-General Adem Cobani, military advisor to President Berisha spoke of NATO's role in implementing the Dayton decisions. The same issue was treated by the correspondent of the "Izvestia" newspaper, the representative of the Russian Atlantic Association, M.Jushin. Genc Pollo, deputy president of the Albanian Atlantic Association, Hans Stercken, President of the German Atlantic Association and Pandeli Majko, member of the leading council of the Albanian Atlantic Association also spoke of NATO's role in the cooperation for peace in the Balkans. The President of the VEFA firm, Vebi Alimuca, and the EU ambassador to Albania, Elio Germano, spoke of the role of the economic relations among the Balkan countries and their role in strengthening the spirit of understanding and cooperation. Selim Belortaja, secretary of State for Foreign Economic Relations at the Albanian Foreign Ministry, Carlos Elbirt, general representative of the World Bank in Tirana and Mr. Georgiu, President of the Greek Atlantic Association, treated the topic on "Investment in the infrastructure of institutions - significant factor among the Balkan countries". a.ke/jz/lm/z/ Albanian Telegraphic Agency[11] ALBANIA AND BERISHA HAVE MADE GREAT FRIENDS IN GERMANY - SterckenTIRANA, DEC 14 (ATA)- The President of the Republic of Albania, Sali Berisha, met Saturday with Hans Stercken, ex-chairman of the Bundestag Foreign Commission, accompanied by German senior official Rudolf Decker.President Berisha and Mr. Stercken expressed delight at the high level of friendship and cooperation between the two peoples and countries. Mr. Stercken brought President Berisha greetings from President Herzog and appreciated Albania's profound changes and the fast rate of development on the road of reforms. He said that Albania and President Berisha have made great and numerous friends in Germany. They also dwelt on the latest developments in the Balkans and appreciated the significant role of Albania as a factor of peace and stability in this troubled region. President Berisha told the German guests that actually peace and stability are deeply threatened in the south of the Balkans by Milosevic and his federation, which is based on violence, oppression and discrimination of one nation against the other nation.
