    TIRANA, DEC 3 (ATA) - On Thursday at 19.05, local time, the Seismological Institute Service near the Academy of Sciences recorded an earthquake with magnitude ML - 4.3 on the Righter Scale, with the epicenter located in southern area Gjirokaster - Delvine, 150 km Southeastern Tirana.

    The quake measured 5 degrees EMS-92 in Delvina and 4-5 degrees in Saranda.

    [02] FIFTH ANNIVERSARY OF MILITARY STUDENTS REVOLT COMMEMORATED

    TIRANA, DEC 3 (ATA) By Agim Baci: Representatives of the military students revolt of the United School of Officers against dictatorship commemorated Tuesday the 5th anniversary of this revolt in the Army Cultural Center.

    During the ceremony, 21 medals were awarded, proposed by the Youth Forum of the Democratic Party and accorded by President Sali Berisha.

    Attending were also Albanian Speaker Pjeter Arbnori, Interior Minister Halit Shamata, Defence Minister Safet Zhulali and others.

    The students began their revolt because they did not agree with the order to shoot at people.

    "The officers, warrant-officers and soldiers were real patriots, who have been on people's guard. It is not true that they served to dictatorship, but they were under a severe supervision," said Albanian Speaker Pjeter Arbnori, starting to give the medals.

    The Gold Medals of Eagle had the motivation "On the courage, bravery and wisdom showed to prevent any confrontation between the military men and the demonstrators, on the contribution and the active role in the first steps of establishing democracy in Albania," which were awarded to former pedagogues and students, among whom Selami Memia, who was killed on service. /s.sh/kei/mt/k

    TIRANA, DEC 4 (ATA) - With regard to the end of the OSCE summit, Rilindja Demokratike reports on "Further support for integration of Albania into the European Union". The paper highlights on the third page the meetings of Albanian Premier Aleksander Meksi with Italian Ambassador Ferraris, with IMF representative Franz Drees, with Rumanian Ambassador George Miku.

    Zeri i Popullit in the heading "Actualities" carries the summary of the interview of the U.S. assistant state secretary for democracy and and human rights, Steven Coffey, given to the "Voice of America", under the title "The development of democracy, a condition for the relations with USA". In the course of SP analysis in districts, the paper publishes the analyses of the SP Leading Committee in the districts of Fier, Korce and Shkoder.

    Republika under the title "Deputies of the Democratic Party and leaders of other political parties lose their money on deposit" reports "The state involved in usuries". The paper writes on the second page "Ministry of Labour gives hope to the unemployed people", regarding the news conference given Tuesday by this ministry.

    Lajmi i Dites, with regard to the third summit of OSCE in Lisbon, reports: "Bilateral meetings of President Berisha". The paper also publishes the article "111 million lek invested in the Korca district".

    Albania entitles its editorial "USA give up holding early elections". In the heading "Actualities", regarding the ending of the OSCE summit in Lisbon, the paper reports: "Europe: Constitution to go through parliament". The paper highlights on the third page the meetings of Premier Meksi with Ambassador Dini, Ferrari, and IMF representative Drees.

    Dita Informacion reports "Sudja bankrupted", Sudja, a person who deals with usuries has declared: "I will return only the money without interest rates." In the heading "opinion", the paper, with regard to the postponement of the SP Leading Committee meetings, reports: "Socialists on the verge of the battle".

    USA insist in the improvement of democracy" reports Koha Jone regarding the interview of the U.S. assistant state secretary for democracy and human rights, Steven Coffey, given to the "Voice of America". In the cultural heading the paper reports: "The European Convention: Private RTV allowed in Albania", regarding the international seminar staged recently in Tirana.

    Gazeta Shqiptare, regarding the end of the OSCE summit reports: "Albanian nation will react as a whole". With regard to "Grunas" case, a company which had to do with usuries and which bankrupted, the paper reports: "Long queues in the Attorney's Office : 'We were cheated'" /eva/mt/k

    [04] APDP, ALBANIAN PARTY - WINNER IN ELECTIONS OF MACEDONIA

    SKOPJE, DEC 4 (ATA) - In the block of parties which contested in the local elections of Macedonia, it can be said that the Party for Democratic Prosperity is the winner, which won the posts for prefects in 13 communes, while the united Albanian opposition, APDP-DPP (Democratic People's Party), won together 7 posts of prefects in new communes.

    The second round of local elections in Macedonia confirmed that the opposition, the Albanian as well as the Macedonian one, are enjoying more and more the sympathy of the electorate.

    According to the non official and uncompleted data, the Social Democratic League (SDL) was the winner in these elections, by taking 52 posts of prefects from 123 communes, while the united Macedonian opposition won 27 posts for prefects.

    In Gostivar, the APDP candidate to the post of prefect had a landslide victory, but because of the big irregularities, the elections will be held again after 3 weeks.

    The coalition VMRO-DPMNE, DP and the conservative MAAK won in biggest cities, such as in Skopje, Shtipi, Strumica, Kocani etc., and according to the non official data, there is a possibility for the above mentioned coalition to win even in Prilep and Manastir. /p.ta/1/kei/mt/Z/

    [05] ALBANIAN GOVERNMENT ATTACHES IMPORTANCE TO THE RELATIONS WITH RUSSIAN FEDERATION- Meksi-Nerujballo meeting -

    TIRANA, DEC. 4 (ATA) - By Eva Allushi: Albanian Prime Minister Aleksander Meksi today had a separate meeting with the Ambassador of the Russian Federation in Albania, Viktor Nerujballo on occasion of his completion of mandate.

    Meksi thanked Mr Ambassador for the contribution he had made to the increase of the contacts and the signing of a number of bilateral agreements between Albania and Russia. He pointed out the importance that the Albanian Government attaches to the relations with the Russian Federation and the creation of the conditions for a broader cooperation in the fields of mutual interest.

    The Russian Ambassador mentioned the support of his work by the Albanian Government and expressed the pleasure for the present level of the bilateral relations. eva/xh/sh/

    [06] PRESIDENT OF KOSOVA ARRIVES IN U.S.

    TIRANA, DEC 4 (ATA) - President of the Republic of Kosova Dr Ibrahim Rugova arrived in the United States today.

    Rugova is expected to meet with senior officials of the U.S. administration, the State Secretary Christopher, other officials of the State Department, senators and congressmen.

    The meeting with the State Secretary Christopher will be the third for president Rugova during the past 18 months.

    Rugova is expected to meet in New York with the U.S. Ambassador in the U.N Madeline Albright.

    President of Kosova arrived in the U.S. after visits to Italy and Norway. bj/lind/xh/sh/

    [07] ALBANIA APPLIES EUROPEAN STANDARDS IN THE EDUCATION OF MINORITIES

    - Vienna International Seminar

    TIRANA, DEC 4 (ATA) - By P Shuteriqi: Albania applies high standards in the education of the national minorities, said Albanian Minister of Education and Sports, Edmond Lulja in the International Seminar of Vienna held at the end of November.

    Attending this activity were ministers, secretaries of state, deputy ministers of education and representatives of minority organizations from 15 countries. Also a member of the Albanian delegation, led by Minister Lulja, was Vasil Melo, chairman of the Human Rights Union Party. Lulja spoke of the care shown by the Albanian government and state for the preparation and application of legal acts which sanction the rights of the education of the children of national minorities.

    Directors of this international activity appreciated Albania as one which is applying advanced European standards in the education of national minorities.

    Dashnor Nikollari, inspector of Albanian Language and education of national minorities in the Ministry of Education and Sports told ATA that only in the districts of Saranda, Gjirokastra and Delvina, in which members of the Greek national minority live, about 3 500 children and about 400 teachers, most of whom of the Greek nationality, learn and get education in their mother tongue in the preschool institutions and in schools. kled/xh/sh/

    [08] ALBANIAN DELEGATION IN INTERNATIONAL CONFERENCE IN LONDON

    TIRANA, DEC. 4 (ATA) - An Albanian delegation led by Deputy Premier and Foreign Minister Tritan Shehu is attending the two-day international conference on the Application of the Peace Plan in Bosnia, spokesman of the Foreign Ministry reports.

    The conference started today with the participation of over 50 countries, of the leaders of three parties in Bosnia - Hezegovina and representatives of the main organizations of assistance. ssh/kled/xh/sh/

    [09] MIGRATION - MAIN PROBLEM OF ALBANIAN MINISTRY OF LABOUR AND SOCIAL AFFAIRS

    TIRANA, DEC 4 (ATA) - By Mimoza Allushi: The number of foreign workers employed in Albania is about 5000, was reported yesterday in a conference on the topic "Strategy of employment and social assistance for 1996-2000," held by the Ministry of Labour and Social Affairs.

    "There are about 5 000 foreigners in Albania, Chinese, Greek, Chechnyans, Italians, Macedonians, Bulgarians, etc., who work in different sectors, declared in the conference deputy Minister of Labour and Social Affairs, Fatmir Bektashi.

    According to latest statistics, there is a growing flux of arrivals and as a result, an increase of jobs which are demanded and taken by foreigners at a time when Albania has about 164 000 unemployed people.

    In regard to this problem, it is up to this ministry to find the necessary solution to this question.

    "A policy of migration must be formed," said Bektashi in reply to two main issues stemming from this question: to let them free to see possibilities of being employed or to prevent their employment so that to leave the new jobs for the Albanians?" The Minister said further on in his address that recently, a request reached the ministry for the employment as construction workers of over 100 Chinese by a powerful firm which will construct a block of flats in Lapraka, near Tirana.

    The leading staff of this ministry is in a dilemma, to meet the request or to insist that the 100 Chinese in the contract be replaced with Albanians who can work in construction very well. kled/xh/sh/

    [10] PROSECUTOR DEMANDS 15 YEARS IN JAIL FOR THE BOMB-MAN

    TIRANA, DEC 4 (ATA) - By Eva Allushi: The Prosecutor Bajazit Beci demanded that the defendant Ilir Buza or the bomb-man, be declared guilty and a 15 year term in jail under the charge of "unrealized terrorist act."

    Considering the economic situation of Buza as "hopeless," the prosecutor explained that being in an unstable mental state, the defendant demanded to meet with President Berisha, without knowing that Berisha was having a meeting with Italian President Scalfaro.

    "The position of Buza is facilitated taking into consideration his low mental development and the fact that he has not been sentenced before," said beci.

    On April 19, 1996, Buza from Fushe-Kruja, threatened that he would kill himself with a hand grenade, in front of the Presidency, if he was not allowed to meet President Berisha in the moment when the Italian President was coming out of the presidency. After 45 minutes, he was disarmed by rapid police.
