    TIRANA, DEC. 1 (ATA) - By Miranda Kora: The Annual National Competition of Visual Arts "Onufri 96" opened in the Art Gallery in Tirana yesterday. Participating were 150 artists from Albania, Kosova and Montenegro who had presented 280 works.

    President of Albania Sali Berisha, while visiting the exhibition, appreciated the works displayed in it especially the paintings and sculptures.

    A special five-member commission directed by painter Ali Oseku selected the 9 best works which were conferred prizes.

    The National Competition was held for the first time in 1993. Its organizers are the Figurative Arts Gallery, the Ministry of Culture, Youth and Woman with the assistance of the Velija Cultural Foundation. ssh/kled/xh/sh/

    [02] CHANGE OF POSITION OF RIGHT WING FORCES IN ALBANIA AFTER LOCAL VOTE

    TIRANA, NOV. 29 (ATA) - By Kledi Shegani: The position of right wing forces after local vote on October 20, in Albania has changed. This was a result of the turnout of these elections and the developments that followed within the parties of the Albanian political right wing.

    22 political forces took part in the local vote in Albania. The Democratic Party won 58, the Socialist Party 4, the electoral right wing grouping at local level of the Balli Kombetar Party and the Legality Movement Party and an independent candidate won one town hall each, out of 64 town-halls.

    The positive change of the right wing forces was determined by the fact that the Socialist Party became the third political force in many constituencies of the Socialist Party.

    The political vector in Albania is inclined towards the right. This is a phenomenon which shows of an accelerated degradation of the left wing conservative political forces of SP, which dragged in its fall all the left wing spectrum. Whereas DP took on its elevation line all the right wing spectrum.

    On the other hand, the right wing parties such s the Republican Party, the Balli Kombetar Party and the Legality Movement Party, although they preserved the tradition in their programs, managed to adopt to the present political developments. It seems that they were not suffocated by conservatism, but were involved in reformation. This was felt especially in the lists of candidates of these parties. The tendency towards the consolidation of the Right wing is related with important economic-social factors.

    The economic level changes mentality and viewpoints. This is a phenomenon which has affected almost all the Eastern European countries which had elections in this period. The tendency for the consolidation of the right wing in Albania has been interpreted by the left wing as an extreme right. The Democratic Party assists the parties of its spectrum and is open to cooperate with them. On the other hand, the right wing parties too have declared their cooperation only with the parties of their spectrum.

    Hence, the Republican leader, Sabri Godo, has declared that the RP will cooperate only with the right wing forces. The chairman of the Human Rights Union Party, Vasil Melo, attaches priority to the relationship and cooperation with the right forces.

    The Balli Kombetar Party, after the Oct. 20, 1996 vote, has declared that in these elections the Albanian people dealt a final blow at communism in Albania and at the efforts to restore communism, whereas the Legality Movement party declared that "after 50 years of legal political fight between the Albanian authentic right and the left, the smog that communism had thrown on the Albanian monarchy is dispersing."

    The daily declarations in their party press show that the most important Albanian right wing parties, despite the slight contradictions, share the same opinion regarding their cooperation in cardinal problems of the country's life. The Albanian policy is expected to see even clearer tendencies towards the right wing. Local ballot confirmed once more the consolidation of the position of the right wing forces in Albania and the right inclination of the Albanian people. xh/sh/
