  • [01] HOUSE FOR THE REHABILITATION OF ALBANIAN RAPED GIRLS

    LEZHE, NOV. 11 (ATA) - By Z Pergega: A house is being made ready in Piraj, Lezha district, Northwestern Albania, for the medical and psychological rehabilitation of the Albanian girls raped in Albania and Italy.

    This is made possible upon the initiative of an Italian priest who wants to help solve this social-psychological problem.

    The parish of the Catholic church of Blinisht, dom Antonio Sharra, told ATA that this idea is almost being realised now. He considered the prostitution "an enslavement by irresponsible people who are merciless rapers in most delicate questions of the life."

    The house is being furnished by some sisters. With a physiotherapy treatment of the raped girls, Albanian and Italian specialists aim to turn them to normal life. Also work is going on for the construction of the gymnasium for 30 girls who have had such a bad experience.

    There is an urgent problem both in Albania and Italy related to girls raped by "prostitution traders" and forced to work as prostitutes in Italy. In most of the cases the girls are at minor age.

    Albanian and Italian authorities are working intensively for the solution to this question. ssh/kei/xh/

    [02] DECISIONS PASSED BY THE COUNCIL OF MINISTERS OF ALBANIA

    TIRANA, NOV. 11 (ATA) - Under the direction of Albanian Prime Minister Aleksander Meksi, the Council of Ministers took the following decisions:

    It approved the law on some amendments to the law "On the development of the zones with priority for tourism." Also approved were some changes to the law "On urbanism."

    The Council of Ministers adopted Tuesday a group of decisions related with privatization.

    On the basis of the law "For restitution and compensation of the ownerships to former owners," the Council of Ministers decided that differently from the formulation in its decision No. 646, the commissions attached to the Tirana municipality will not interrupt their activity on Nov. 30, 1996, but they will reorganized and reduced from three to one. The mandate of the commission will be until March 31, 1997.

    The Council of Ministers also made some amendments today aiming at a qualitative improvement of the order by the Council of Ministers "On the public road transport of passengers and luggage. A decision was adopted for the expropriation of all real estate included in the project for the reconstruction of the airport of Rinas for the first stage.

    Besides, the meeting passed another decision on the payment of financial obligations of Albania, an obligation stemming from the status of Albania as an observer in the World Trade Organization for 1995-1996 and notes were approved between the Government of the RA and the Japanese Government for the financing of a project for the energy distribution.

    The meeting also decided to finance the project for the general registration of agriculture in Albania with funds granted by the Italian government. ake/kei/xh/z/

    [03] FUND TO COMPENSATE FOR BLAST DAMAGE IN BUILDING OF APPEALS COURT CHAIRMAN OPEN

    TIRANA, NOV 11 (ATA)- By M. Kora,

    The special emergency fund to materially and financially help the 22 families, whose appartments have been damaged by the blast which wrecked the building of the chairman of the Appeals Court, Prel Martini, is open and not yet defined, chairman of the Tirana administrative unit 2, Sotir Qirjaqi, told ATA.

    The bomb, which was planted in the appartment building by unidentified people on November 6, injured four people and the six-year-old daughter of Martini.

    The damages are being estimated by the specialists of the group following the works in the Tirana municipality, while the affected families have been accommodated for three days in the "Arbana" hotel and to continue later for an undefined term in the "Arberia" hotel in the capital.

    The private firms Fratari, Albkonstruksion, the Public Service - Housing enterprise, in cooperation with the special engineering forces and those of public order of commissariat 1, have been engaged in the elimination of damages.

    One week after the tragedy, which caused damages at a range of 200 meters, the houses' and shop windows around the building have been repaired.

    After the works in the apartment building's facade as well as those in the fourth and fifth floors, the repair inside the appratments is going on also including the necessary house appliances. a.ke/kei/pas/lm/Z/

    [04] QUAKE TREMORS IN SOUTHERN ALBANIA

    TIRANA, NOV 14 9ATA)- On Thursday at 04.03, local time, the Seismological Institute recorded an earthquake with a magnitude ML 4.7 on the Righter scale, with the epicenter located in the Albania-Greece border area, near Leskovic, Southern Albania.

    The quake measured 5 degrees EMS-92 in Leskovik and Permet, 4 degrees in Delvine and Konispol and 3-4 degrees in Saranda.

    [05] SP ASKS CONSTITUTIONAL ASSEMBLY FOR CONSTITUTION AND ELECTIONS

    TIRANA, NOV 13 (ATA) By Agim Baçi: After the meeting with the Social Democratic Party and Democratic Alliance, and after the statement that the Socialist Party is ready to cooperate with other parties on the constitutional issue, the SP Presidency convened Wednesday to discuss and show its draft regarding this problem.

    "The drafting and approval of the constitution by a Constitutional Assembly elected by general voting and run of new parliamentary elections based on the new constitution within 1997 is the way to solve the political- institutional crisis established after the elections of May 26," says a press release from the SP offices.

    Among three links previously declared by socialists as necessary to "normalize" the life in the country, one is considered already accomplished. The press release reports that "after the accomplishment of the first link, that of local polls, two other links remain to be solved" (which means drafting and approval of constitution and new parliamentary elections).

    The socialists consider the elections of October 20 sometimes free and fair and sometimes irregular.

    Socialists Fieri district counselors are reported today to have boycotted the first confrontations making the elections of district council chairman and secretary impossible.

    The SP organized recently a serious of discussions on grassroots and districts regarding the responsibilities for its deep loss in the local elections. /pas/mt/k
