    The trade of the Kukes inhabitants with Prizren, through the border crossing point of Morina which is busy with citizens' movements from both sides, is still profitable.

    "Historically Kukes has conducted trade in Kosova", says Ali Ukshani, an old man, while crossing the border point of Qafe Morina to carry out trade beyond the Prizren border.

    At the beginning of '93 tens of Kukes traders "re-discovered" the traditional market of Prizren, city of Kosova, only 40 kms from Kukes, Northeastern Albania. For 50 years this point, some 24 kms Northeast of the Kukes town, remained forbidden for the people of the same blood.

    "By the beginning of the '90s we brought goods from there and later, also taking advantage of the international embargo on the former Yugoslavia, the commodities went from Albania to Prizren", a trader says.

    However, during the embargo period over 700 traders, who came on foot, and some 300 cars substantially enlivened the economic situation of the Kukes inhabitants.

    "Although their profits has decreased seven to eight times, it is still greater than the profit of a budgetary worker or a private individual. This has made many Kukes inhabitants to accelerate the renewal of the visa", says a money changer at the customs' point.

    The Kukes inhabitants in Prizren trade in everything. Some 40 per cent of the productions are Italian, 30 Turkish as well as French, Bulgarian or Danish.

    The Kukes traders traveling on the Vermice-Prizren line with their commodities are often looted by Serb police without any explanation. All the stands that are not inside the "Qylhan" market (the clothes market) in Prizren are looted.

    Thus, although there is a great decrease of the profit the Kukes inhabitants continue with this kind of interborder trade, through which they still profit although not enrolled anywhere.

    Kukes is positioned in Northeastern Albania some 20-25 kms from the border which separates Kosova from Albania. Kukes has been one of the most backward areas in Albania during the communist dictatorship. s.sh/kled/lm/sh/

    TIRANA, NOV 3 (ATA)- Today's Rilindja Demokratike carries and interview with Albanian Prime Minister Aleksander Meksi under the title:"Without local democracy there is no genuine democracy". The paper entitles its editorial:"The SP does not exist" stressing that this fact has been reconfirmed not only by the October 20 election but also by the latest developments inside the top level structures of this party.

    "The main leaders blame the socialist basis", the paper says regarding yesterday's meeting of the SP Steering Committee.

    "Analysis through emancipated political debate", says Zeri i Popullit, regarding yesterday's meeting of the SPA General Steering Committee. The resignation of the presidency was proposed but it was not supported by the Steering Committee members, the paper says, also carrying a statement of the SPA General Steering Committee.

    "The socialists do not analyse but attack", Republika says regarding yesterday's meeting of the SPA. The editor-in-chief of Zeri i Popullit", Thoma Gellci, hit with a fist, the paper says.

    In the feature "Glancing through the archives" the newspaper Lajmi i Dites carries the article "Nationalism and communism". The paper also carries the article:"British association to organise travels in Albania".

    "The Republicans make the balance sheet of the elections", says the newspaper Albania. The republican leader believes in the re-organisation of the right wing and the possibility of an open and near cooperation between the parties belonging to this spectrum, the paper says.

    "Conditions are ripe to open the Kosova file", says the newspaper Rilindja.

    Dita informacion in its feature "Specials on the SP General Steering Committee" carries the article: "Invitation for reflection and the response to it".

    "The analysis of loss put off, anti-motionists unsupported", the newspaper Koha Jone says in the article: "The SP closes the door to accusations". "The power is to blame for the elections", says the newspaper regarding yesterday's meeting of the SP Steering Committee.

    The paper Drita carries an interview of Kadare with "Le Figaro" under the title:"Kadare: ambassador of the Albanian culture".

    "Usuries hit vouchers, but the dollar starts ascending", Gazeta Shqiptare says in the article:"Chaos in the foreign currency market". kled/lm/SH/

    [03] KOSOVA ALBANIANS DO NOT PARTICIPATE IN FEDERAL PARLIAMENT ELECTIONS - deputy chairman

    TIRANA, NOV 3 (ATA)- The Kosova Albanians will not take part in the parliamentary elections in former Yugoslavia.

    The deputy-chairman of the Democratic League of Kosova, Hydajet Hyseni, says that Albanians in Kosova refuse to participate in any election in Serbia because they have held their elections and have their own independent election system which they do not want and cannot give up, radio BBC reports.

    In the meantime, the Serb subjects have in several cases called on the Albanians to take part in the elections and the voters' lists also include Albanians' names, which has given rise to discussions in Kosova.

    According to Albanian sources it is about manipulations. One of the Albanians says that:"The list of the candidate Gerkova Milika, from Fushe- Kosova, which has been falsified, also includes the name of my father, who died in 1991". sk/kled/lm/sh/
