[01] TEN MILLION DM IN SUPPORT OF SME FOUNDATIONTIRANA, OCT 31 (ATA)- By M. Noti,Some 10 million Deutsche Marks have been allocated for the Albanian Foundation, SME, Small and Medium Enterprises, which will very soon be released to support and create their trade and productive activity. The Minister of Transport, Susana Panariti, and representatives of the government of the FRG, German ambassador to Albania, Hans Petters Disdorn, signed the 10 million DM worth agreement at the Ministry of Transports today. The agreement was signed in the context of the annual protocols of financial and technical cooperation between the two countries. The fund is only the initial part of the project. Only for the financial and technical cooperation protocol for 1996, which was signed in Tirana on May 9 this year, the German side has allocated the total sum of 86.85 million DM, of which 78 for financial cooperation and 8.85 million DM for technical cooperation. The funds are soft credits to be paid off in 40 years. kled/lm/k Albanian Telegraphic Agency[02] DEMOCRAT MAYOR PROMISES TIRANA IN GREENS BY 2000TIRANA, OCT 31 (ATA)-By M.Kora,The Tirana newly elected mayor, Albert Brojka, has declared that "the already built kiosks will not be razed to sow trees and green grass again because they are the only investment of the families, and if they cannot resist the market economy and its strict rules, they will be destroyed themselves". "But the new adjustment urban plan, as a tripartite cooperation of the Town Planning Institute, the Ministry of Tourism and Territorial Administration as well as the Tirana Municipality, envisages besides new buildings also the cultivated and compulsory greenery," Brojka said. Brojka promises to double this greenery to nine square metres per capita, after its reduction from eight to five square metres of verdant land. Brojka also pledges to reconstruct the nursery enterprise, recuperate the area between and in front of the apartment buildings and increase the number of green woods per capita. kled/lm/k Albanian Telegraphic Agency[03] PRESS REVIEWTIRANA, NOV 1 (ATA) - Gazeta Rilindja runs an article reporting that the DP chairman Tritan Shehu has received messages of greetings for the victory in the local elections, conducted on October 20 and 27. The paper reports on the news: "The parliament restart its proceedings" and publishes the article "Cheats, 'arguments' and loss of SP". The wounded person in Fan, Mirdita, declares in TV that the quarrel has been for personal reasons, Zeri i Popullit presents it as a political attempt, writes the paper.Zeri i Popullit reports that on November 4 and 5, trade unions will go on strike. The paper also publishes an article entitled "The seasons of fairs", which says that "Four international fairs will be opened in Tirana during November 1996, with participation of the most known companies of Albania". Republika carries the article: "Who are the terrorists in Kosova". It also publishes an article entitled "The usuries defeat foreign currency". Lajmi i Dites carries the message of President Berisha addressed to the German chancellor Kohl under the title "Chancellor of peace, unity and integration". The paper also publishes the article "A special poll awakens the alarm: Drug addicts, 20-year old youths". /kei/mt/k Albanian Telegraphic Agency[04] CHAIRMAN OF SUPREME COURT HOLDS MEETINGSTIRANA, NOV 1 (ATA) - Chairman of the Supreme Court Avni Shehu held Wednesday a meeting with the envoy of the U.S State Department, Steven Coffey.Shehu familiarized the American senior official with the profound changes taking place in the Albanian judicial system, after the overthrow of the communist dictatorship. The American official estimated the changes in the Albanian judicial system and stressed that these changes are obviously seen during the last three years. The independence of courts in the judicial system is real and concrete in the practice of every given court ruling, stressed the American official. The opening of the Magistracy school was one of the greatest achievements to Coffey, which would prepare a contingent of justice officials after contemporary methods. The independent budget of courts is a legal independence and a concrete indication for the independence of judicial system. The American official confirmed his readiness to help the Albanian judicial system in all directions. Coffey was accompanied in this meeting by the U.S. Ambassador to Tirana, Marisa Lino. The chairman of the Supreme Court held a meeting on the same day with Johan Lavvrence Kane, federal judge from USA. Shehu also discussed in this meeting about the changes in the Albanian judicial system. The American senior official expressed his consideration on the changes in the Albanian judicial system in all directions. /a.ke/kled/mt/k Albanian Telegraphic Agency[05] IT IS IN SERB REGIME TRADITION TO PUT BLAME ON VICTIM -BukoshiTIRANA, OCT 31 (ATA)- The Premier of Kosova, Bujar Bukoshi, has said that the latest arrests in Kosova testify to the Serb traditional attitude of always laying the blame on the victim.Bukoshi, in an interview with the radio BBC, said that there is no information on the authors of the two killings in Kosova of late and stressed that the situation there is very grave. "Regretfully, I have repeated many times that the situation in Kosova is grave, dangerous and these are now symptoms of this situation and in this context the government of the Republic of Kosova considers that the problem is assuming new dimensions precisely because of the latest development in Kosova," said Bukoshi. Bukoshi said that the arrests, together with the state terror exercised on Albanians for several years now, are pretexts, much transparent and absurd, which warn of a new military and police forces built up in Kosova. Asked who hides behind the so-called "The Liberation Army of Kosova", which has claimed responsibility, through some reports, for the latest killings, Bukoshi said that there is no information on the existence of this "Liberation Army" of Kosova. "We only receive such communications sent and distributed to us but we are not aware of the existence of this 'army', because Kosova has no army; if it had, things would be different. "I must say that these insinuations, these attempts are made to lay the blame on the Albanian people. We know who is the main terrorist in Kosova. His address is in Belgrade. The author of the terrorism against the people in Kosova is Slobodan Millosevic", Premier of Kosova Bujar Bukoshi said in his interview. pas/lm/sh/ Albanian Telegraphic Agency[06] ALBANIAN SPEAKER HOLDS MEETINGSTIRANA, NOV 1 (ATA) - The Albanian Speaker, Pjeter Arbnori, met Thursday Mishel Rozhen, President adviser of the French Senate, Rene Monory.Arbnori expressed his delight on the visit of the French Senate President, Rene Monori in Albania. Roshen told Arbnori that President Monori also invites him to the French Senate. Rozhen expressed the belief that the relations between two parliaments will face new developments. Speaker Arbnori also met Thursday an Italian delegation, headed by Luigji Milano, President of "Reconstruction" Association, Avenzano based, a commune in Akuila, Italy. This association has conducted a valuable activity in Albania during the last four years. The representatives of the Italian delegation of "Reconstruction" association expressed Arbnori their consideration for the victory in the elections of May 26 and October 20. Arbnori met on the same day the Ambassador of the Algerian Democratic People's Republic in Athens, who covers Albania as well, Amar Abba. Amar congratulated Speaker Arbnori on the progress of political reforms in Albania, as well as on the convincing victory of democracy in the two latest polls. "It will be a great pleasure that the cooperation between the Albanian Parliament and the Algerian Provisional Parliament should be expanded". Speaker Arbnori stressed that Albania as a stability factor in the Balkan has good relations with a serious of countries. The relations are deteriorated only with Serbia because of Kosova issue. "We are in favour of a third party mediation in the negotiations of Kosova issue", said Arbnori. On this occasion, scores of teachers, also from Kosova, had a commemorative meeting today in the national Museum of History in Tirana, held by the Kosova Political Patriotic Association.On this occasion the book "Names not to be forgotten- Veteran teachers (1941-1951) and Albanian education in Kosova" by Prof Tahir Z Berisha was presented as well. The two volumes of this book by Tahir Z Berisha, consisting of more than 1000 pages, throw light on the life and work of over 2 000 teachers, who toiled, sweated and used all their intellect and skill for the education of the kosovars, for the cultural and national liberation of Kosova. ssh/jz/xh/z/ Albanian Telegraphic Agency[08] OCT. 20 ELECTIONS CONFIRMED THOSE OF MAY 26, 1996 - LacoTIRANA, NOV. 1 (ATA) - By Agim Baci: In a news conference today, the chairman of the Albanian Social Democrat Union Party, Teodor Laco said that "the elections of October 20, 1996 confirmed those of May 26, 1996."After mentioning problems of his party, Laco said that "In these elections we were ranked the seventh political force. We had candidates in only 50 per cent of the constituencies." For Laco, DP had a landslide result, whereas SP revealed its lack of renovation and its internal problems. The Centre Pole showed its lack of stability in the past years. The Human Rights Union Party was punished by the policy of some local leaders, whereas the National Unity party and the Agrarian party showed that they are not able to hold the power. "The re-election of Nano was one of the most fatal mistakes of SP. A jailed leader can never lead a party, moreover a big party and a large electorate," said Laco. Deputy chairman Arjan Starova (at the same time deputy Foreign Minister) explained that one of the preoccupations of his party in the coming four years is the creation of an elite of the party. "Our aim is to create an elite of the party and its expansion. We are a centre party, but our program is near that of DP. We have no prejudices of the origin of the members," said Starova. The Albanian Social Democratic Union Party of Laco (also in the post of the Minister of Culture, Youth and Sports,) was formed about two years ago after parting from the Social Democratic Party of Skender Gjinushi, as a reaction to the rather left-inclined policy of this party." jz/xh/Z/ Albanian Telegraphic Agency[09] DAMAGED ICONS OF VOSKOPOJA TO BE RESTOREDTIRANA, NOV. 1 9ATA) - By Flora Nikolla: Within March, 1997, the project for the restoration according to contemporary standards of four icons of Voskopoja, will be over. The icons were damaged in summer this year in Voskopoja, important former cultural centre of Albania in the 18th centory, in southeastern Albania.A special meeting held today in the Ministry of Culture, Youth and Sports, under the direction of minister Teodor Laco, discussed the restoration of these great values of the Albanian culture which were damaged by a youth group, pupils of a medersa. Representatives of all religious communities denounced this vandal act and measures were adopted for the authors. The restoration will be carried out by a commission consisting of specialists of the Institute of the Monuments of Culture, under the auspices of the President of the Republic, Sali Berisha and the Albanian Government. This is the first time that Albanian specialists have to repair icons damaged by people. So far, only icons damaged by atmospheric agents have been restored in Albania. For this work, the members of the commission will leave by mid November for Macedonia and Greece to meet with respective specialists there. jz/xh/Z/ Albanian Telegraphic Agency[10] ANTI-GENOCIDE 5 TRIAL CONTINUESTIRANA, NOV. 1 (ATA) - By Eva Allushi: The sixth session for the administration of the proofs of the trial "Antigenocide 5" for crimes against humanity was held in the Tirana court today. The trial is against nine defendants, former members of the PLA politbureau and former senior officials of the defunct communist dictatorship. Present in the hall were only three of the defendants, the rest are in other states.Today's session started with testimonies by witnesses, who only four out of 100 were in the hall. Some of the witnesses were not present because they are abroad, many others have not presented any reason for their absence. The testimonies by the witnesses showed that the defendants had signed internment-expulsion orders for some families for political motives and had realised the internment of many minors, which ran counter to the laws in force at that time. Three of the witnesses asked from the defendants in the courtroom to show them the location of the graves of their relatives. jz/xh/Z/ Albanian Telegraphic Agency[11] EU WILL SUPPORT ALBANIA ENERGY FIELD IN THE FUTURETIRANA, NOV. 1 (ATA) - By A Lazaj: The European Union Commissioner for Energy, SME and Tourism, Christos Papoutsis, who came in Albania today, had a meeting with the Albanian Minister of Industry, Trade and Transports, Suzana Panariti, and with the Minister of Energy and Mining Resources, Abdyl Xhaja."SME will be the motor of the Albanian economy in the future. They encourage exports and help a lot in the creation of jobs. We do appreciate the assistance of the PHARE program which has provided credits for the creation of new businesses and the consolidation of the existing SME," said Mrs Panariti in the meeting. In a meeting with the Energy Minister Abdyl Xhaja the European Commissioner stressed the readiness of EU to support Albania in the context of the regional development in the field of energy. "I congratulate you for the completion of the legislation in the field of energy and oil which creates premises for foreign investments. I also congratulate you for the atmosphere and the conditions created in Albania for foreign investors, taking into consideration here the intensity of the investments in the oil sector," he said. "Albania needs an EU support for its integration in the European gas system and the Commissioner broke us the good news that the EU programs have also included a support for Albania," said Xhaja. jz/xh/Z/ Albanian Telegraphic Agency[12] MEETINGS OF PRIME MINISTER MEKSI AND DEPUTY PRIME MINISTER SHEHU WITH EU COMMISSIONER FOR ENERGY, TOURISM AND SMETIRANA, NOV. 01 (ATA) - The Albanian Prime Minister, Aleksander Meksi met with the EU Commissioner for Energy, Tourism and SME, Christos Papoutsis, today.Mr Papoutsis said among others that the EU Council of Ministers had approved the project of regional cooperation, in which Albania was differentiated from other countries with the aim of treating it at a higher level. Soon, Mr Papuotsis said, "we shall sign our new joint agreement and we are open to proposals and projects that you will present." "We," said Mr Meksi, "are seriously committed to the projects that we shall present for the signing of the new cooperation agreement." Deputy Premier and Foreign Minister Tritan Shehu today met with the EU Commissioner, Papuotsis and his delegation. Focusing on the successful Albania-EU relations, the chief of Albanian diplomacy pointed out the very fruitful bilateral cooperation in different fields of the economy. Mr Shehu voiced the gratitude of the Albanian Government for the EU contribution to the formulation of the energy strategy of Albania, the qualification of Albanian staff and the construction of the Albania-EU Energy Efficiency Centre. Mr Papoutsis said that the support for the regional cooperation in concrete fields which is being realised among the countries of the region, also asks a political support from the participating countries. At the end of the meeting, Mr Shehu said that according to joint programs of cooperation, EU remains the main supporter and the biggest donator for Albania for the coming four years and on. The PHARE program aloeg has envisaged for 1996-1999, a 140 million ECU delivery for Albania. ake/jz/xh/Z/ Albanian Telegraphic Agency[13] COFFEY APPRECIATES PCEC WORK FOR LOCAL ELECTIONSTIRANA, NOV. 1 (ATA) - By Atlant Frasheri: The U.S. State Department envoy for Human Rights, Stephen Coffey, in a meeting today with the Permanent Central Election Commission chairman, Nestor Tereska and with the chairman of the sub-commission for monitors, Marenglen Gjoni in the U.S. embassy in Tirana, appreciated the work of PCEC during the election campaign and the process of voting for local government, held on October 20."Mr Coffey was so satisfied with the work of the PCEC and expressed his personal and state consideration for all the procedures followed by PCEC in the Oct. 20 ballot and for the work of the Local Government Secretariat," said Tereska after the meeting. According to Tereska, Coffey considered the elections in Albania free and fair, and said that the Albanians had expressed their will freely in the vote.
