    TIRANA, OCT 23 (ATA) By Flora Nikolla: A two day colloquy "The intellectual property in Central and Eastern European countries" started Wednesday in Tirana.

    Experts from different countries of Europe, Albanian experts, distinguished intellectuals in securing the copyright and other guests particitated in the colloquy.

    Attending also was the Albanian Minister of Culture, Youth and Woman, Teodor Laço.

    The colloquy, is held in the framework of PHARE Program, is organized by the European Union, the European Group of the Associations for securing the Copyright and Compositions (GESAC), and the International Association of the Audiovisual Activity (AIDAA). /s.sh/kled/mt/z/

    [02] GJEBREA AFTER INTRODUCING MISS EUROPE '96 LIVE THROUGH EUROPE

    TIRANA, OCT 23 (ATA)- By F.Nikolla, Author-composer Ardit Gjebrea, introducer of Miss Europe '96, continues his tour of Europe. Coming back to Albania for several days, the Albanian 33 year-old-vip said today that in 20 days he has given about ten "live" concerts in several cities of Germany such as Dusseldorf, Stuttgart and Frankfurt.

    Gjebrea is accompanied by the young singer of light music, Qerreti, instrumentalist Saraci, the group "Besniket", singers Fejzullahu, Ismaili, Vllasaliu, from Kosova. They will continue with one and a half month tour of Belgium, France, Austria, Switzerland, Sweden, Norway and the Netherlands.

    Gjebrea who will not take part in this year's light song festival said that "the festival is a major act, but not necessary to show the values of art of every artist".

    "Art is not only a pleasure but also a business", said Gjebrea adding that that he would invest the gains of this tour in his art of singing. He said that soon he would bring out his second album.

    For three years in succession, '93, '94, '95, in the beauty contests held in Tirana he has known to combine his art of singing, composition, mastered in the Santa Cecilia Conservatoire, with his introducing eloquence.

    His latest album "Verses for myself" is one of the most preferred albums of the Albanian youth.

    Gjebrea is also known for the composition of the film music and has been awarded prizes for many national activities. He has won twice as a singer and author in the Song festival on the Albanian Radio-TV in 1991 and 1995.

    Gjebrea has also represented Albania in other activities such as "The Mediterranean night in Palermo' (Italy) and in the festival "Golden Deer" (Romania) and other activities.

    He has been the first to intermingle the polyphonic music of laberia with the Pop music. s.sh/pas/Z/

    [03] ACCOMPLICES OF TERRORIST ORGANISATION ARRESTED

    TIRANA, OCT 24 (ATA)- The Tirana court decided prison arrest for Gezim Lamce, 26, and Kastriot Kama, 30, from the Ballshi town, on charges of illegal possession of weapons and of sheltering members of the organisation "Albanian Justice Revenge", although knowing that they were people wanted by police.

    The sons of Hajredin Shyti, imprisoned in Bence as one of the authors of the April 2, 1991 massacre which claimed the lives of four DP distinguished militants, among who Arben Broci, members of this party presidency, have used the defendants' houses to escape police pursuit.

    Judge Dritan Broci yesterday signed the beginning of trial against the two defendants. pas/lm/z/

The paper reports on President Berisha hailing the statement of President Clinton for the former communist countries' membership of the North Atlantic Association.

    The paper also reports on Premier Meksi's visit to Moscow and carries the article:"Full triumph of democracy".

    It carries an interview with Mr.Loos, head of the Austrian delegation of the Burgenland :"The elections ran perfectly" and the article "The SP crisis deepened".

    Zeri i Popullit carries the article :"The runoff votes for the socialists". The paper also carries the article :"Berisha finds it difficult to accept that the socialists, too, will assume power". The paper carries yesterday's news conference of Center Pole entitled:"October 20, first step towards restoring trust to democracy".

    Centre Pole carries the article: "October 20 denounces May 26". The paper carries the note: "SP: the new leadership marks the first failure".

    Balli i Kombit carries the editorial :"The future belongs to the right wing".

    Koha Jone in one of today's articles says that failure in elections causes fraction among the opposition. The paper carries opinions of the opposition leaders on the October 20 elections.

    Dita information carries the article: "Pole: The SP sent us to elections when the conditions were not yet met".

    Under the title:"The October 20 victory reconfirmed the May 26 victory", Tribuna carries foreign press opinions on the October 20 elections in Albania.

    [05] UNACCOMPLISHED SCENARIOS OF TERRORIST ORGANISATION UNCOVERED - paper

    TIRANA, OCT 24 (ATA) - The terrorist organisation "Albanian Justice Revenge" was attacked by police forces precisely the day when its protagonists had decided to break into one of the money collection centers of VEFA Holding, a powerful company, and of the well-known foundation "Xhaferi", according to today's newspaper Albania.

    Investigations show that the plan of action was compiled in details by Orik Shyti and all the preliminary preparations were carried out by the executors, who would be Leart Shyti, Enkelejd Agaj and four other members of the organisation.

    According to the scenario prepared a week ahead, the terrorists would unexpectedly attack with masks and arms one of the biggest money centers of the VEFA Company. The plan was very similar to that of the Savings Bank's robbery in the Vlora district, with the only difference that in this case they had planned to eliminate all the VEFA Company staff. The attack would be carried out shortly after the cash-desks were closed.

    But what is almost incredibile is the fact that they had decided to break into the "Xhaferi" foundation on the same day, Albania says. Believing in their total success in the VEFA attack, the Shyti brothers had thought to take advantage from the panic and police gathering on the spot, and break into the "Xhaferi" foundation some hours later.

    The terrorists had planned to attack the vehicle carrying the money gathered during the day from the "Xhaferi" foundation. If objected, the terrorists with masks were ordered to shoot at and eliminate anyone that would face them. Unexpectedness and rich experience in similar actions strengthened the terrorists' self-confidence in the realisation of these operations largely exposed on the same day in the capital. The conviction in their success does not seem unmotivated when considering that the robbery of USD 304 000 from Vlora Savings Bank was carried out in only 62 seconds.

    Interior Ministry bodies informed the press one day after the police attack on the terrorist organisation that the terrorists were intercepted at the moment they had plotted a criminal scenario of very grave consequences. The ongoing investigations have also proved that everything has been perfectly intercepted on the proper time.

    The terrorist political organization "Albanian Justice Revenge", 14 members of which have been arrested during the last two weeks by the Albanian Police, has committed some 26 terrorist actions. This organisation is the author of the car bomb blast at the VEFA supermarket on February 26 this year. (It killed four people and injured some 30). The organisation is aslo the author of killing the former Prison Director Bujar Kaloshi, on July 26, 1996, of thefts in several companies, banks of airline agencies and others.

    According to the ongoing investigations, the real "head" of this terrorist organisation is Hajredin Shyti, the dictatorship's chief of Sigurimi, Klement Kolaneci, the son-in-law of late dictator Hoxha, and Luan Pobrati. /jz/mt/z/

    [06] U.S CONGRESS ASKS INTERNATIONAL PROTECTORATE FOR KOSOVA

    PRISTINA, OCT 24 (ATA)- The U.S. congress approved Tuesday the law on regulating aid for foreign countries. In this law it asks among other things that "Kosova be made an international protectorate" and that "U.S. trade sanctions continue on Serbia and Montenegro also during the fiscal year 1997," the Kosova Information Centre reports.

    In the part on "restrictions on ending sanctions against Serbia and Montenegro," the newly approved law clarifies through article 540 that "the U.S. embargo against the FRY will not be lifted until the U.S. Congress receives written confirmation by the president of obvious progress in the solution of the situation in Kosova".

    The congress also defines, in a taxable way, through this legal act the conditions put to the Serb power to reflect this "prominent progress".

    It asks the realisation of the Kosova special identity and the rights of the Kosova people to self-rule; the creation of the international protectorate for Kosova and pronounced improvement of the situation and of human rights in Kosova.

    It asks that the international observers be allowed to return to Kosova to observe the situation and the respect of human rights there and that the elected government of Kosova be allowed to implement its mandate, as a legitimate representative, elected by the Kosova people.

    The Washington source report run by the newspaper "Nasha Borba" says that article 533 of this law also regulates the issue of continuing to suspend aid to and cooperation with those countries whose attitudes endanger the U.S. national interests. In this context, the FRY ranks alongside Iraq as well. p.ta/lm:z

    [07] U.N AGENCIES IN ALBANIA REFLECT THEIR ROLE IN AN EXHIBITION ON THE U.N. DAY

    TIRANA, OCT. 24 (ATA) - By Keida Kostreci: Reflection of the role and activity of the U.N. in Albania is the objective of a joint exhibition of these agencies inaugurated in the National Museum of History in Tirana, Thursday on occasion of the United Nations Day.

    UNICEF, UNHCR, the World Bank, UNDP, UNFPA, WHO, FAO were given the possibility to present their objectives and projects for the first time before the Albanian public as a result of a cooperation between UNDP, UN representative office in Albania, and the Albanian Foreign Ministry.

    Stands, publications, video, posters, photos accompanied with respective explanations give for the first time a full panorama of the role of U.N. organizations during the difficult period of transition in Albania.

    "Besides presentation, the aim of the exhibition is to accumulate new ideas on the work of these organizations in Albania," told ATA Peter Schumann, UNDP representative in Albania and resident coordinator for the United Nations in Albania.

    Schumann said that the role of the UNDP office in Albania in the organizing of the exhibition is double: as a UNDP representative and as a U.N representative.

    For Schumann it is important that these organizations be known especially now that "Albania's role in the U.N. has increased and senior government and non-government delegations are taking part in all most important activities that U.N. has held."

    Speaking of the role of the Foreign Ministry as a representative of the Albanian Government, Schumann said that it is a direct partner of UNDP in the organization of the exhibition. It has also ensured the information, the pictures and has prepared the stand on the United Nations, because U.N. works always with the government.

    Albania became a U.N. member in 1950. It has been a member of the Nations' League, which proceeded the U.N. organization, since 1920. xh/sh/

    [08] "WE DID REALLY LOSE IN MUNICIPALITIES BUT WE WON MORE TERRAIN" - Melo

    TIRANA, OCT. 24 (ATA) /Agim Baci/ - "We did really lose in municipalities but we won more terrain," today said in an interview for ATA the chairman of the Human Rights Union Party, HRUP, Vasil Melo. We have won in about 10 communes and now in the second round we claim to win the municipality of Himara," said Mr Melo.

    We have won in more communes than other parties after DP and SP, hence we feel ourselves the third force in the country, said Melo.

    One of the reasons of lower figures of HRUP in elections is that many Albanian emigrants did not come to vote because of a climate of insecurity for a free vote," said Melo, when asked whether the political position after the loss in some constituencies in May 26 polls, in which this political force had directed in the past four years, had influenced or not.

    In regard to any irregularities notified and their denunciation by HRUP, Melo said that "we have noted irregularities although the elections were in general free and acceptable. For instance, in Delvina, Southern Albania, we have denounced to the PCEC the irregularities noted directed a demand for a repetition of the elections in that municipality," said Melo, who considered a maturity of the parties the fact that there was not any boycott of elections. kled/xh/sh/

    [09] ASSOCIATION FOR DEMOCRATIC CULTURE: ELECTIONS WERE FREE AND CALM"

    TIRANA, OCT. 24 (ATA) - M Kora: The non-government Association for Democratic Culture (ADC) which monitored the Oct. 20 local vote through 1500 observers in 34 districts of Albania and 35 per cent of the polling stations, declared in a news conference today that the polls were free and calm.

    With its two year experience in monitoring electronic media, this association monitored the last elections wanting to directly contribute to the independence of the state-run media during the electoral campaign.

    The media, observed by the Association for Democratic Culture, has very closely executed the law. ACD said that DP and SP have been favoured by interviews.

    The ACD said in the conference that there was an evident progress of the electoral campaign TV coverage, which has been unbiased.

    "The problems notified by the ADC during elections were so small that their consideration could not change the voting turnout," said the ADC secretary, Miranda Gace. kled/xh/sh/
