  • [01] "ALL RIGHTS FOR ALBANIANS, BUT KOSOVA BE PART OF SERBIA" - Vuk Drashkovic

    PRISHTINE, OCT. 14 9ATA) - By B Jashari: The chairman of the Serbian Revival Movement, Vuk Drashkovic, in a rally held in Peja city, Kosova, yesterday promised that the majority Albanian population "will be ensured all the rights according to highest international standards" but claimed that "Kosova is an indivisible part of Serbia."

    The rally was organized by the opposition coalition "Together" in the context of the Serbian campaign of elections due on November 3, in which the Albanians of Kosova will not participate.

    The newspaper Telegraph, referring to this declaration, reports that "right after the arrival of Drashkovic in Peja, the city and its suburbs had no electricity and telephone service. Special teams torn out the posters of the coalition "Together" whereas police took to the streets in great numbers." pta/xh/sh/

    [02] SP IS VIOLATING THE LAW WITH THE AIM OF BLOCKING THE ACTIVITY OF CEC - Tereska

    TIRANA, OCT. 14 9ATA) - By Atlant Frasheri: The seminar held today by the Socialist Party with the deputy chairmen of the election commissions, who are official persons and representatives of this party, was considered in the present meeting as a tendency to make invalid the Central Election Commission.

    "SP held the seminar with the Socialist deputy chairmen without permit by CEC, thus breaking discipline and violating some of the articles of the law "On the elections of the local government bodies." This seminar had the tendency to block the activity of CEC and bring it out of the game, " said the chairman of this Commission, Nestor Tereska.

    The commission condemned this act of SP because at this time the deputy chairmen of the election commissions are state persons who should obey a state discipline and according to Tereska, "they are not party people to leave their charged job and cause worries to the commissions."

    On the basis of articles 23, 37 and 38, according to Tereska, with this act SP has violated the election law.

    In its today's meeting, CEC asked all its members to express their opinion. Most of them condemned this act of the SP presidency.

    After the meeting Tereska said that "We appreciate the objective stand of the members of the commission representing AP, HRUP, CDP and the Centre Pole who considered this act as an effort to challenge the work of the commission."

    "The seminar was made in the course of the political activities of the SP to create double structures," said Tereska.

    This illegal act of SP was also denounced in some moments by SP members in the Central Election Commission. They considered the act as "made in a haste, a lack of experience, a mistake of jurists," and in some cases they tried to avoid sticking to the point.

    Yesterday, the presidency of the CEC, consisting of Nestor Tereska, chairman, Fiqiri Kupe, secretary and Besnik Baraj, deputy chairman, representing SP, signed a request to the Secretariat of the Local Government asking a seminar to be held soon with the presidencies of the election commissions at all levels. kei/xh/sh/

    [03] FAMILY MEMBERS OF "BOMB-MAN" SAY HE WAS PSYCHICALLY NOT WELL

    TIRANA, OCT. 14 (ATA) - By Eva Allushi: "Since a little boy, my son has manifested psychical instability," said the father of Ilir Buza, 24, accused of the act of terrorism.

    In yesterday trial directed by judge Qazim Gjonaj, the father of the defendant Buza reconfirmed the psychical disease of his son.

    The medical commission has declared him responsible in the acts he makes, but his family members insist that Buza was psychically ill.

    Defendant Ilir Buza, from Fushe Kruja, in Northern Tirana, threatened on April 19, 1996 he would throw a hand grenade 30 meters far from the Presidence if he was not allowed to meet with the President, Sali Berisha. Berisha had just finished a meeting with Italian President Oscar Luiggi Scalfaro, and were both coming out of the Presidence.

    Buza was disarmed by rapid police one hour after he started the threat with the grenade. eva/xh/sh/

    [04] KILLERS OF BUJAR KALOSHI UNDER ARREST

    TIRANA, OCT. 15 (ATA) - The enigma on the murder of the Director of the Albanian prisons is coming to light,-" Albania" paper writes. Bujar Kaloshi was killed by a terrorist organisation whose name will still be kept secret because of investigation reasons. The decision was taken by one of the members of this organisation that presently is a prisoner in Benca. The murder happened three days after the decision was made. The Capital police put under arrest two of the executors, the vehicle with which they fled away and the revolver used by L.SH and E.T.

    "My ideal is to convince the Albanians that democracy means crime", one of the members of the terrorist organisation declared. "Just like you, whose ideal was to overthrow Enver Hoxha, mine is to overthrow Sali Berisha, " he said.

    Bujar Kaloshi was killed on July 26, just before leaving his house. This murder really shocked the public opinion, since he was one of the first Albanian top officials killed in a terrorist act./jz/

    [05] SDUP CANDIDATE FOR MAYOR WITHDRAWS - Shkodra District

    SHKODRA, OCT 14 (ATA) By M. Malja:

    The Social Democratic Union Party candidate for Mayor, Shkodra branch, Nikolin Nushi, presented his resignation from standing for elections of October 20 to the Electoral Commission of Shkodra district.

    At the same time, he appealed on the electorate of his party to vote for the Democratic Party candidate. /s.sh/mt/Z/

    [06] ALBANIA - GERMANY: MEETING IN THE FOREIGN MINISTRY

    TIRANA, OCT 15 (ATA) - Deputy Foreign Minister Arjan Starova met Monday the Director of the Political Sector in the German Federal Foreign Ministry, charged with the issues of the Balkan and Albania, Vilhelm Haas, Foreign Ministry Press and Information office reported.

    Starova made a short description of the political situation in Albania. He guaranteed that the elections of October 20 will be free and fair.

    Regarding the Albanian-German relations, Starova stressed that they are excellent, but they need further intensification.

    While Haas declared that Germany is a friend of Albania and will give its contribution for the integration of Albania in Europe.

    "We appreciate the assistance of the German government for Kosova issue, stressed Starova, regarding Kosova issue.

    The German diplomat said that Germany estimates the constructive and mature attitude of Albania towards Kosova and added that German Foreign Minister Kinkel is devoted to solve this problem.

    [07] ALBANIAN DELEGATION IN CONFERENCE ON SECURITY AND COOPERATION ISSUES

    TIRANA, OCT 14 (ATA) - An Albanian delegation, headed by Speaker Pjeter Arbnori, participates in the 7-th Conference on Security and Cooperation Issues, which is held in Antalia, Turkey.

    In his speech, Arbnori stressed the fundamental importance of security and stability problems in Europe.

    "Although Albania is not member of NATO, it has participated in activities of partnership for peace and in a series of different NATO maneuvers and other membership countries. The priority of our foreign politics is and remains Albanian integration in the Euro-Atlantic structures", Arbnori continued.

    Albania was one of the first countries which asked the adherence in the movement of Partnership for Peace and was among the firsts to sign it.

    Arbnori expressed Albania's attitude in favour of NATO widening, which, according to him "is of no danger, but would contribute in the increase of security and stability".

    Albania is and will be a stability factor in the Balkan, ended Arbnori.

    [08] "ARBEN BROCI" FOUNDATION WRITES TO MR.JIMMY CARTER

    TIRANA, OCT. 15 (ATA) - The Youth Anticommunist Foundation "Arben Broci" founded by a group of young students that took an active part in the students movement of 1990 has sent a letter to Jimmy Carter, former President of the U.S,- " Albania" paper writes .

    The letter expresses worry about the activity of the association "For free and cultural democratic elections". "Arben Broci" Foundation inquires Mr. Carter's intervention to bring the association's demolished reputation back and clean it up from Enver Hoxha's staff, the former communist dictator of Albania.

    In its work this foundation noticed the pro-communist position of the non-government association "For free and cultural democratic elections" sponsored by the Democratic American Institute. It is headed by Mr. Miranda Gace who represents the red former nomenclature and the missing communist system in which she had a great potential.

    The letter writes that these are not the only cases proving the damaged reputation of this association. It has also tried to tell communists that the American democracy is more likely to accept the democracy of the dictator Hoxha than a genuine democracy. The letter kindly requests Mr Carter to analyze the activity of this association. /JZ/z/

    [09] MEETINGS OF DP REPRESENTATIVES WITH ELECTORATE

    TIRANA, OCT 14 (ATA) By MKora Sh Hajno: Tirana People will decide once again to give the capital a democratic ruling.

    This is the statement of the Albanian Premier, Aleksander Meksi, addressed to the electorate of constituency 57 in Tirana, while fielding the DP candidate for Mayor, Albert Brojka.

    Brojka promised before the electorate that will build a new structure in administration, with qualified and honest people who will fight against corruption.

    *** - The DP chairman, Prof. Dr. Tritan Shehu, held recently a meeting with people of Saranda district (southern Albania).

    Shehu spoke about the great prospective of the 4 following years, stressing that "this period will be the 4-year economic boom, the period of establishment and full consolidation of democratic institutions in Albania".     [10] REPUBLICAN CANDIDATE FOR TIRANA MAYOR WRITES TO DEMOCRATIC ALLIANCE LEADER

    TIRANA, OCT 15 (ATA) - "If you do not accept the debate with me, I have nothing else to say, except considering you a coward"- Republican candidate for Tirana Mayor Neritan Alibali addressed to his rival from the Centre Pole Neritan Ceka, writes Albania paper on Tuesday.

    Ceka did not accepted the invitation of Alibali, either in the opening day of the election campaign, nor in the meeting asked to prepare the procedures of a television debate, writes the paper.

    For this reason, the Republican candidate, takes a new initiative to personally invite Ceka in a television debate.

    TIRANA, OCT. 15 (ATA) - "DP is realising the contract of renovation," writes Rilindja Demokratike about the meetings of President Berisha and democratic party chairman Shehu in Korca, Devoll, Pogradec, Librazhd and Kavaja.

    "Criminal Ramisism lift its veil in the SPA" writes this paper in an article entitled "Nano kneeling before Alia." President Berisha met with the President of the Congress of Regional and Local Authorities of the CE, Mr Claude Haegi, writes this paper in the article "Electoral process of European standards."

    Zeri i Popullit carries an interview with the SP chairman, Fatos Nano, under the title "We are nearer the abilities and aspirations of the Albanians. Under the title "Democracy is a contribution of all the Albanians and cannot be decided only by a handful of politicians," the paper makes coverage of the meeting held yesterday with the secretaries of the Socialist Party and the deputy chairmen of the election commissions of the districts.

    "Ceka requests a debate only with Ceka," writes Republika referring to the words and slanders of Ceka for the RP candidate for Mayor Neritan Alibali and the party he represents. The paper carries stories about the meetings of the Republican leader Godo under the title "Republicans talk with the electorate."

    Poli i Qendres has an article "The Centre Pole requests a party round table." DAP and SDP have invited the political parties to talk about the electoral situation five days before elections, the paper reports.

    Lajmi i Dites carries an article entitled "Nationalism and communism, " under the headline "Leafing through documents of the archives." It also carries a reportage entitled "Up in the mountain paths."

    Rilindja reflects the meeting of the chairman of the Republic of Kosova, Ibrahim Rugova, with chairmen of the DLK, under the title "We shall respect the will of the people for independence."

    "The boycott supporters are more isolated than ever," writes Tribuna about the meetings of President Berisha in Korca, Pogradec, Prrenjas, Librazhd, Maliq and Kavaja. "October 20 will mark the greatest victory in the Democratic Party history," writes the paper. "Deputy chairmen of election commission threatened," writes this paper under the headline "SP inclined to boycott."

    Killers of the former director of prisons, Bujar Kaloshi, caught, writes newspaper Albania, under the title "The capital punishment ordered from Benca prison." Kaloshi's two killers accept the crime and tell about the plan of the killing, says the paper. It has an editorial entitled "SP and the undermining of the local government."

    A super scandal in the defence Ministry again. The Minister exchanges a credit with a bank, writes Koha Jone. It carries an interview with the SDP deputy chairman, candidate for Mayor in Vlora, Paskal Milo.

    "Eurosocialists leaders are trying to place the youths against Fatos Nano," writes Dita Informacion. The paper carries another article "The red crumbs of the red front and their boycott."

    A quintal of drug from Albania in the hands of Italian police, writes Gazeta Shqiptare. Nine Albanians, most of whom illegal, arrested under the charge of keeping and distributing narcotics, the paper writes. kled/xh/Z/

    [12] ALBANIAN GOVERNMENT MEETS

    TIRANA, OCT 15 (ATA) - In the last meeting, the Council of Ministers decided the establishment of a working group to draft a plan of adjustment of the capital.

    They also approved the agreement of a Japanese grant of 32 400 Japanese Yen through our country and the World Bank for the draft of improving the swerage and water drinking systems in several areas of Tirana.

    The draft of constructing the road Tirana-Klos-Peshkopi was considered very important, and at the same time the National Park of Lura, was declared object of a special importance by a particular decision of the government.

    The Council of Ministers also decided that the draft-plan for the development of the capital should finish within November 11. /eva/mt/z/

    [13] POLITICAL PARTIES IN ELECTORAL CAMPAIGN FOR LOCAL VOTE

    TIRANA, OCT. 15 (ATA) - RP presented its candidates for Mayor in the city of Gjirokastra recently.

    RP chairman Sabri Godo stressed the possibilities of Gjirokastra if directed by a Republican who will take upon himself the full solution to the pending problems.

    The RP branch for Saranda (Southern Albania) had a meeting to present its candidate for Mayor. Also present was RP leader Sabri Godo.

    Godo said that the republican concept for the local government is that the municipality should have its rights well sanctioned by law, and divided according to the competence of the central government. He presented the objections of the republicans to the cases of the municipalities run by socialists. In a meeting yesterday in the city of Vlora (Southern Albania) with members and sympathizers, the Albanian Agrarian Party presented its candidates for local government.

    The party chairman, prof Dr Lufter Xhuveli underlined the main directions of the electoral program for the local level in the coming four years.

    He stressed that in the context of the Albanian policy, the Agrarian Party is inclined to benefits for the countryside, out of extreme policy frames.

    Yesterday, the Human Rights Union Party presented its candidates for commune chairmen in some villages of Malesi e Madhe (Northern Albania.)

    The chairman of this party Vasil Melo said that HRUP has the most possible alternative which is its commitment to defend human rights legally, to consolidate the rule of law and to give a competent solution to many problems.

    Yesterday afternoon, the Balli Kombetar Party presented its candidate for Tirana mayor, Bujar Llagami.

    [14] SOCIALIST PARTY IN THE ELECTORAL CAMPAIGN

    TIRANA, OCT 15 (ATA) - The member of the SP Presidency, Kastriot Islami, as well as other members of the SP Leading Committee, presented Monday the candidates for commune chairmen in Shkodra district (northern Albania).

    Islami presented among others the SP goals in the election campaign of October 20. He considered of first priority the right concept of the political situations in Albania.

    The SP in Shkodra region belongs to minority compare to the ruling party. In all the elections held up to now, the DP has been the winner.

    The SP Secretary General, Rexhep Mejdani, presented Monday in Cerriku district its candidate for Mayor.

    The Secretary General, Rexhep Mejdani, stressed among others that "Albania is in the key point of its history and this key point can find the positive solution only by the contribution of all Albanians".

    The SP candidates for Durresi Mayor, Bardhyl Agasi, has had recently several meetings with inhabitants of some quarters and villages.

    [15] CUSTODY FOR NIS EX-CHIEF CHANGED

    TIRANA, OCT 15 (ATA)- By E. Allushi, The custody for the ex-chief of the Albanian Information Service (NIS), Irakli Kocollari, is changed.

    The Supreme Court's jury, presided over by Zef Nika, decided Monday to change the custody for Kocollari, from prison arrest to house arrest.

    The change of custody was requested by the lawyer as Kocollari's detainment deadline to go on trial had passed.

    Defendant Irakli Kocollari, ex-chief of NIS during the Caretaker Government in 1991-1992 (a government initiated by the former communist President, Ramiz Alia), is facing trial on on October 23 on charges of abuse of office and crimes against humanity. jz/lm/k

    [16] ALOIS MOCK TO VISIT ALBANIA OCT 16

    TIRANA, OCT 15 (ATA)- The distinguished friend of Albania, chairman of the European Democratic Union (EDU) and former vice-Chancellor and Foreign Minister of Austria, Alois Mock, is visiting Albania on October 16, at the invitation of the President of the Republic of Albania Sali Berisha, the spokesman of the President of the Republic reports.

    During his stay in Albania Mock will hold talks with President Berisha, will be awarded the title Dr. "Honoris Causa" by the Tirana University and, for his precious contribution to the friendship of the two peoples and countries, his support for the Albanian democracy, he will be awarded the Order "Mother Teresa".

    Mock has been the first among the Foreign Ministers of the Western Countries who has raised and backed the Kosova issue in the '80s. He has shown special interest in the situation in Albania and since 1991 has expressed himself in favour of the democratic processes.

    Mock has gone down in the modern history of Austria as a foreign minister who enabled his country's membership to the European Union. a.ke/kei/lm/k

    [17] TIRANA TO HOST BALKAN CHILDREN SONG FESTIVAL

    TIRANA, OCT 15 (ATA)- By S. Sharrexhi, Tirana will host for the first time the Balkan Children Song Festival between October 25 and 27, initiated by the "PENTATON" artistic association.

    Almost all the states have confirmed participation in the festival. Little singers from Kosova, Skopje, Switzerland and the Albanian diaspora will greet the festival.

    "This activity will serve as a message of friendship which will be transmitted by the Balkan children", the festival's artistic leader, People's Artist Feim Ibrahimi, says.

    During the activity days the little signers from various states will be guests in the Tirana children's houses. eva/lm/k
