[01] DEMOCRATIC PARTY TO OPEN LOCAL ELECTIONS CAMPAIGN TODAYTIRANA, SEPT 22 (ATA)- By Z. Mulaj, The Democratic Party will open today the electoral campaign on the October 20 local elections with a great people's concert under the electoral motto:"To win together, welfare, certainty and better governing", the secretary of the DP branch for Tirana, Shaban Memia, told ATA.According to Memia, the messages for victory will be conveyed by President of the Republic Sali Berisha and Democratic Leader Tritan Shehu. Later the DP candidatures for the October 20 electoral campaign for the capital will be presented. lm Albanian Telegraphic Agency[02] ALBANIAN REPRESENTATIVE ADDRESSES BEIJING INTER-PARLIAMENTARY CONFERENCETIRANA, SEPT 21 (ATA)- The inter-parliamentary conference, which is being held in Beijing, continued proceedings with the general debate on the political, economic and social situation in the world, according to the People's Assembly press department.Deputy Fatos Beja, member of the Albanian delegation, spoke of the prominent changes taking place in Albania during the past legislature in economy, the improvement of the Albanians' living standard, the increase of the individual rights, the realisation of a legislation of West European standards, the countries' integration into the international community and other aspects. Beja expressed concern over the very grave situation of two million Albanians in Kosova and draw the attention of the parliamentarians of 134 countries attending the conference to the serious threat this tense situation presents for the whole region. Appreciating the latest agreement of presidents Milosevic and Rugova for the return of the Kosova pupils and students to their own schools, Beja stressed that this is only the first step to be further promoted towards a peaceful solution in accordance with the democratically expressed will of the Kosova people. a.ke/lm Albanian Telegraphic Agency[03] ELECTORAL COMMISSION OF 36 DISTRICTS APPROVEDTIRANA, SEPT 21 (ATA)- The Permanent Central Electoral Commission, with the participation of almost all the Commission members, gathered today on September 21, 1996, agreed to the Electoral Commissions of 36 districts together with the Tirana Municipality Commission, conform the law on the elections to the Local Government bodies, the Permanent Central Electoral Commission reports.The commission also agreed to the creation of the sub-commission for the observation of the electoral campaign in the Albanian Radio-Television made up of Pellumb Cela (DP), Ilir Zela (SP), Jorgo Vllaho (The Human Right Union Party) and Shkelqim Barushi (RP). s.sh/lm Albanian Telegraphic Agency[04] STATEMENT OF GOVERNMENT PRESS SPOKESMANTIRANA, SEPT 21 9ATA)- Today's reports of the newspaper Zeri i Popullit that the government is not providing the parties with money for the electoral campaign and that it is violating the law is a fraud for the public opinion intended to create tensions during the electoral campaign, the government press spokesman says in a statement.The Finance Ministry has already at its disposal the funds envisaged for the electoral campaign at the same amount with those of the May 26 elections and has announced the political parties of this. It is understandable that these funds will be distributed transparently and according to the enforced electoral law on the elections to the local government bodies. Any reference to the old law, now changed, is not a mistake but a fraud. According to the new law, the funds will be distributed in accordance with the votes to be won by the parties in the October 20 elections. This is the reason that advance-money is initially provided to make the full reimbursement after the end of the elections, that is, not according to the results of the previous elections as stipulated by the old law; this is a principle of all European laws. So, besides the parties that took part in the July 1992 elections, the already created parties will also be financed. We once again underline that we do not have to do with any violation of the law in force; we are one month ahead of the elections. Meeting so far the deadlines envisaged by the law, the government has shown that the law will be entirely respected. At the same time the government hopes that the parties will give up unreasonable pseudo-protests and complaints, which disturb the democratic and peaceful electoral campaign, the statement of the government press spokesman concludes. lm Albanian Telegraphic Agency[05] SALI BERISHA AWARDS DISTINGUISHED REPRESENTATIVES OF FRENCH ARCHAEOLOGYTIRANA, SEPT 21 (ATA)- By F.Nikolla, The outstanding French professors of the antique archaeology, Leon Rey and Pierre Cabanes, currently Director of the French Archaeology and Epigraphic Mission in Albania, were awarded the first class "Naim Frasheri" order Saturday afternoon.Sali Berisha, awarding these outstanding scientists, honoured their outstanding archaeological activity and contribution in Apolonia. The name of Leon Rey is linked with the greatest archaeological discoveries carried out in the city of Apolonia at the beginning of this century. He devoted five study volumes to this city, which belongs to the fourth century before our era. Rey was also the first to open the first Archaeological Museum in Vlora in the building where Ismail Qemali had lived and worked. Pierre Cabanes, who continued the path of his colleague several decades later and under different conditions, revived the aspiration, work and everything linked with the name of Leon Rey and Apolonia. As a chairman of the archaeological commission in Albania he opened up a new research prospect in Apolonia. On the occasion of this ceremony, the first volume of "Inscriptions of Durrachion", publication of 1995, published by Prof. Pierre Cabanes and Prof. Faik Drini, research master, at the Archaeological Institute of Tirana, was also introduced. This work, which includes 580 inscriptions, is a contemporary document, which evaluates the cultural and historical past and asset of Albania, culture and history part of the European culture. lm Albanian Telegraphic Agency[06] FRESH STEERING COMMITTEE CONVENESTIRANA, SEPT 21 (ATA)-By A. Baci,The Steering Committee of FRESH (Albanian Euro-Socialist Youth Forum) has discussed compaign problems and several changes in the presidency of the steering committee. Four changes, also including deputy chairman Blendi Marikaj, have been carried out in the FRESH Presidency. "I asked a new vote of confidence but my request was not accepted as the election of the chairman is in the competence of the next FRESH congress", said the FRESH chairman, Ilir Meta (SP ex-deputy chairman, one of the opponents of the actual socialist leader F.Nano). So, actually I will carry out only the task of the FRESH chairman", he added. "The opposition has the possibilities of a victory, with us expecting the May 26 election results to be dismissed", Meta said. "The meeting stressed once again the avoidance of tension rising statements on the part of the SP members, as it might have been the case in the May 26 elections," Meta told ATA. jz/lm Albanian Telegraphic Agency[07] MEETING OF CONFEDERATIONS:"STRIKE ON OCT 4"TIRANA, SEPT 22 (ATA)- By Eva Allushi, The Confederations' national meeting yesterday demanded to stage a one-day strike on October 4."There will be an escalation of the trade union fight unless the government meets our demands", said the chairman of the Confederation, Kastriot Muco, addressing the meeting at the National Museum which also analysed the performance of the federations. Other speakers stressed that the presidency should have worked better for the coordination and consolidation of the federations and structures in districts.
