  • [01] EBRD CONTINUES ITS SUPPORT FOR ALBANIAN ECONOMY

    The European Bank for Reconstruction and Development (EBRD) will open up a fund to assist small and medium private enterprises and also the other ones in the way of privatization, said Oliver Descamps, director for South East Europe, in a recent meeting with Albanian Premier Aleksander Meksi.

    "EBRD is also interested in supporting potential investors in Albania, especially in petroleum and cement sectors. It will conduct a general survey to promote tourism on Ionnian coastal area to lure potential investors in these important sectors of Albanian economy," Descamps said.

    In financing infrastructure, Meksi said "important is the completion of East-West corridor financing" and asked for "the Bank to speed up procedure for the approval of ECU 10 million fund, for Elbasan Librazhd segment."

    EBRD like other international financial bodies operating in Albania, to promote market economy and turning it into a competitive one, has rendered its contribution too.

    Since starting its activity in 1992 until now EBRD has made seven investments in Albania, totalling ECU 57.20 million, of which four are in private sectors and three are in the public sector.

    The Bank's strategy focuses on the key projects aimed at developing the infrastructure, strengthening the emerging economic sectors and establishing financial intermediary institutions.

    The Bank is closely coordinating its activity in Albania with foreign donors, particularly in the telecommunications, energy, transport, industrial parks and financial sectors.

    The Bank is extending its involvement in the infrastructure sector, prioritising projects that contribute to removing obstacles to the country's economic development. Telecommunications, energy and transport are the targeted areas, with the main purpose of encouraging Albania' economic integration into the region.

    Infrastructure projects currently being prepared include the privatisation of Albanian Telecom. Also under consideration is a project to develop a rural telecommunications network. In the energy sector, the Bank is focusing its efforts in the power sub sector, by mobilising resources to implement identified development projects with assistance provided by the Bank's Technical Cooperation.

    The rapid organisational change and reforms now underway in the sector also provide new opportunities for the bank to support private sector initiatives, not only in distribution, but also in energy efficiency and for the construction of independent power producers for both domestic and export markets.

    The EBRD is also considering collaboration with the World Bank on financing important parts of North-South Road corridor.

    Strengthening the financial sector the Bank is directing its resources towards the establishment of new financial institutions, strengthening newly established joint venture banks and medium term training programmes for bankers....

    The Bank is preparing projects to help expand the Banca Italo- Albanese's activities, in order to transform it into a fully-fledged commercial activity. This will include expansion of its headquarters and its business network, the creation of a small credit department. The Bank is also working to establish a venture capital fund to support small and medium-sized enterprises, and has identified potential investors and a fund manager. The Bank is also seeking further investment opportunities in the financial sector. Among other initiatives, it is conducting feasibility studies in the areas of mortgage financing.

    Support of development of the tourism industry the Bank is concentrating on strengthening the institutional framework devoted to tourism development, which it recognises as the area of greatest potential for Albania's economic growth, to which the greatest obstacle is the need for infrastructure investment.

    The Bank is also assessing several private sector investment proposals in the following sectors: on-shore oil and gas, textiles, building material, fisheries, food and beverage production. A.Lazaj

    [02] GERMAN PARLIAMENTARIANS INTERESTED IN AGRICULTURAL COOPERATION

    Albanian Minister of Agriculture and Food Prof Dr Bamir Topi held talks recently with a German parliamentary delegation headed by the deputy Frederik Schulze.

    The aim of the meeting was further cooperation between the two countries in the field of agriculture. Minister Topi pointed out some of the priorities of this sector and the great need for support both from the Albanian state and international institutions.

    Topi considered very important the assistance of other states to the Albanian agriculture in which the Albanian-German cooperation occupies a special place.

    "The most important fields which need assistance in the future are agro industry and crediting in private sector as well as structures for food inspection," Topi said.

    Schulze and other members of the German delegation voiced their opinions on the ways of organisation of the Albanian agriculture in the future in order to make it more successful.

    Germany has assisted the development of agriculture in Albania in the last years with a number of projects in developing agriculture, processing livestock products, mechanisation, technical assistance and financing by the National Commercial Bank, support for the farmers' associations, agricultural education, information and others.     [03] AROUND 600 000 ALBANIAN SMOKERS

    Some statistical data show that more than 600 000 Albanians are smokers. Observations made by foreign organisation list Albaniaamong the countries with the highest level of cigarettes' consumption. Along with beverages and coffee, tabacoo is the most requested commodity in 27 400 shops of the country, excluding ambulatory sellers along the streets. The right to keep a pack of cigarettes into the pocket or into the bag is already enjoyed by the women as well.

    "According to the data at our disposal, it results that Albanians buy every day 10.5 tonnes of cigarettes or 600 000 packs," says Xhemil Fushekati, expert in the Ministry of Agriculture and Food. Based on some polls we can say that nearly 12 percent of smokers or 72 000 people smoke more than two packs per day, 58 percent more than one and 20 percent say that one is sufficent for them. Only ten percent claim to smoke one to ten cigarettes. Around 56 percent of smoking females need to have it into their bags, 27 percent accept that keep with them as many cigarettes as they need during the day, others say that smoke casually, when they are among friends and in particular occasions in their families. Over 60 percent of cigarettes are imported.

    [04] ALBANIA, WHO MIDDLE-TERM COOPERATION PLAN

    An Albanian delegation headed by Minister of Health and Environment Maksim Cikuli is attending 46th session of the Regional Committee of the World Health Organization (WHO) which is held in Copenhagen.

    A middle-term cooperation plan between Albanian government and WHO will be discussed during the session, sources of this ministry said.

    [05] NFPA: NEW MISSION IN ALBANIA

    A mission from United Nations has come to Albania to study country's demographic development.

    The mission is visiting Albania upon the request of the Albanian government, who demands cooperation with United Nations Fund For Population (UNFPA) in relation to country's demographic development during these last five years.

    At the end of their mission, which will continue for four weeks, UNFPA's experts will present a report to the Albanian government in relation to the country's demographic developments UNFPA since 1991 is financing in Albania a program worth $ 3 million on family planning.

    [06] ALBANIAN DEPUTY PRIME MINISTER RECEIVES JEAN MICHEL SEVERINO

    Albania's deputy Prime Minister and Foreign Minister Tritan Shehu, received Tuesday Jean Michel Severino of World Bank, director of Central Europe and Asia Department, reports press office of Foreign Ministry.

    Shehu highly estimated WB assistance towards Albania in various fields, during the last four years. WB is one of the bodies, which can support Albania a lot and Albanian government is very keen on, that the current fruitful cooperation will continue in the future said he, considering this as a key element to the success of undertaken reform, which aims at pushing Albania towards European standards.

    Severino said that WB undoubtably will continue economic support and cooperation with Albania: the fast economic growth and in general the positive results of Albania not expected, are inciting on this. We, added he will assist you even on the future, so as to keep up the fast economic pace.

    Severino said that within this year a meeting between WB and Albanian representatives will take place, aiming at defining new strategies of cooperation. Shehu presented the Meksi' Government priorities in economic, legislative and institutional fields.

    Severino said that such steps, certainly will serve the strengthening of country's political and economic stability. He once more assured Shehu that WB will expand further more the cooperation with Albania.

    [07] TECHNICAL, SCIENTIFIC AND CULTURAL COOPERATION PROGRAM BETWEEN ALBANIA AND FRANCE SIGNED

    Technical, Scientific and Cultural cooperation program between Albania and France for 1996-99 period was signed Thursday in Paris, reports Albanian embassy in France.

    The program envisages the development of relations between two countries in cultural, sport, educational and technical fields and also the comprehensive cooperation.

    The program was signed by Met Dervishi, director of technical, scientific and cultural department to the Albanian Foreign Ministry and Bernard Malauzat, director of Scientific and Technical department to the French Foreign Ministry.

    [08] ALBANIAN DELEGATION VISITS GREECE

    A high ranking delegation of the State Control Service, headed by its chairman Dr. Blerim Cela, paid an official visit to Greece, at the invitation of the Chairman of the Greek Accounts Court, Apostolos Botsos, the spokesman of State Control Service reports.

    The visit is a contribution to the strengthening of relations, cooperation and exchange of experience between the two similar bodies, as well as to the discussion of the draft-law to turn the State Control Service into the Accounts Control Court.

    The talks between the delegation of the State Control Service and Accounts Court of Greece, also attended by its chairman Apostolos Bostos, deputy chairman Jorgos Kokolaqis, the Court's Attorney General and experienced specialists of this Court, focused on the draft-law for the Independence of the Accounts Control Court which is appreciated by the Greek side.

    During the talks, which were very friendly, they discussed issues regarding the competence as well as the supervising and judicial activity of the Court. The two main forms of control are envisaged to be applied: the preliminary control and that on the action's accomplishment.

    [09] SUCCESSFUL JOINT VENTURE IN ALBANIAN AGRICULTURE

    The Albanian-German Joint Venture "UMB-AGRO Deutschland" will provide Albanian agricultural and forest farms with equipment, spare parts and a comprehensive service.

    The founding of this venture is fruit of the cooperation of the former Agricultural Mechanical Plant of Fier, UMB (now privatised through shares), with the German company Kretschner & Partener, which mediated in finding a German partner to work in this field.

    "I chose UMB after negotiating with other 11 enterprises in Albania," says Mr. Detlef G. Kretschner, president of the German firm KEG-Kretschner & Partener.

    [10] UNIONS' ONE HOUR STRIKE FINDS PARTIAL SUPPORT

    The one-hour-strike staged on the first school day by the trade unions was partially backed by the teachers' collectives.

    The strike aimed at making the government compensate by 100% the liberalisation of the bread, kerosene, urban transport and other prices.

    "In the Tirana district, capital of Albania, the strike was staged only in 13 secondary and eight year schools," the chairman of the Confederation's Education and Science Federation, Xhafer Dobrushi, told ATA.

    The strike, forewarned since two months ago, was staged yesterday morning from 8.00 to 9.00. According to reports provided from the trade unions, the strike assumed wide proportions in the districts of Berat and Tropoja.

    The strike was not staged in Lezha and several other cities. The strike was staged by the Independent Trade Unions and the Confederation, which for the first time since their founding come out with a joint strike.

    In Tirana the strike was largely backed in the professional schools, while in the secondary and eight year schools, in which the enrolment continued also on the first school day, it did not found support.

    According to the spokesman of the Independent Trade Unions, Arben Bllaci, the strike was staged by the education, transport, light industry and the energy sector.

    "The government, under the agreement reached with the Trade Unions, should define the level of inflation and compensate its increase", the trade unions say explaining the motives of the strike which do not have directly to do with the education problems.

    Besides the compensation for the price liberalization. the trade unions urge immediate measures to create the "National Labour Council".

    Unless a consensus with the government is reached with the government, the trade unions have forewarned an eight-hour strike on October 4.

    [11] LEGAL FRAMEWORK ON CIVIL SERVICES KEEPS COMPLETING

    Council of Ministers approved three decisions, on a meeting held Monday regarding the law "On civil services in the Republic of Albania (RA)": "On ethics in civil services", "On discipline and civil order", and "On the Diplomatic Corps and Consulates in the RA" which will help the completion of the legal framework in this field.

    While compiling these decisions the US and European assistance and experiences have been considered.

    Council of Ministers agreed to increase with 25 million leks its assistance for railways in the second semester of this year.

    Great Park and the hills round the Tirana Artificial Lake were declared object of special importance and a special fund was allocated to Interior Ministry to organise its protection.

    Council of Ministers approved in principle the Consular Convention between the Republic of Albania and that of Croatia.

    [12] GOVERNMENT MEMBERS MEET UITUA REPRESENTATIVES

    Government members, headed by deputy Prime Minister Tritan Shehu, met Monday at noon with representatives of the Union of the Independent Trade Unions of Albania, (UITUA) headed by its deputy chairman, Estref Mersini.

    In this planned meeting Mersini put forward UITUA's demands regarding the government-trade unions dialogue, the increase and extension of compensation following the latest price liberalisation, the definition of the minimum payment in the private sector, the inclusion of supplements and compensations in the salary and other demands.

    Shehu stressed that the main objective of the government is to constantly uplift the welfare of the individual.

    Privatisation, liberalisation and free initiative will certainly help achieve this major objective, he said.

    In this context the salaries have been constantly increased at higher rates than the increase of inflation and this will continue in the future, as well, Shehu said further on.

    Shehu expressed himself in favour of dialogue and constant contacts between the government and the trade unions. He appreciated the constructive opposition and considered the cooperation with the trade unions "one of the pillars of democracy".

    During the meeting both sides, in a spirit of understanding, treated concretely the issues raised by the trade unionists. The government members said that the project to set up the National Labour Council would be completed by the end of the month and that the trade unions would be familiarised with it and their respective remarks, suggestions and proposals would be welcomed.

    As regards compensation they decided that a joint meeting at specialist level would be held on September 20. Its conclusions would serve as reference points for another round table of the government with the UITUA.

    The government members stressed that the minimum payment was defined by law for the two categories of workers. They considered right the demand to include supplements and compensations in the salary. They also discussed the treatment of professional diseases and other issues.

    [13] ALBANIAN FOREIGN MINISTER MEETS UNDP REPRESENTATIVES

    Albanian deputy Premier and Foreign Minister Tritan Shehu received Tuesday in a working meeting Chief of the Regional Office of United Nations Development Program (UNDP) for Eastern Europe Mrs Chapelier and chief for Albanian programs Mrs Jung, said spokesman of Foreign Ministry.

    Shehu after thanking the UNDP representatives for the assistance and support this organisation has offered to Albania from the first steps in its way to democracy assured them for the efficaciousness of the programs realised in Albania. Then he appreciated the present development of Albania saying that now we have quite a different reality compared with that of 1991-1992.

    Mrs Chapelier stressed that cooperation with Albania has really been successful and it is easier for the future programs as it is oriented quite well.

    "UNDP assistance for Albania, will be present in the future and will continue to grow" confirmed Chapelier.

    Then she stressed the necessity for a further cooperation in the future programs and the promotion of Albanian reality in the world.

    [14] GERMAN AMBASSADOR VISITS HASI DISTRICT

    TIRANA, SEPT 17 (ATA) - By Riza Hoxha - The German Ambassador in Tirana Hans Peter Dirsdorf recently visited the Hasi district, a mountainous area in the northeastern Albania, accompanied by constituency deputy Maxhun Peka.

    The German Ambassador met with leaders of local government in the district and communes. He said that the projects discussed with Albanian government will continue to deepen and pointed out that "this is not the only necessary thing in this region". He continued that not only economic initiatives but even the cultural ones should be supported as well.

    The chairman of the district's council informed the German Ambassador about the economic resources of this area.

    The German credit in this district is applied by two German companies, "Rodeko" and "Hidroplan". So, up to now, "Rodeko" has invested over DM3.2 million for the improvement of the potable water system in Kruma town, in infrastructure and others.

    The German investments have also enabled employment of 500 people.

    Dirsdorf also attended an inaguration ceremony of the new market in Kruma and visited the aqueduct center of this town. /a.ke/kled/mt/Z/

    [15] A SERBIAN POLICE SHOOTS AN ALBANIAN IN PEJA COURT

    TIRANA, SEPT 18 (ATA) By B Jashari - A Serbian policeman shot dead, on September 16, inside the Court of Peja District the Albanian Robert Berisha from Bjellopolja of Peja.

    The author of the crime, Igor Milic, shot five bullets against Berisha, who was sent to the Pristine hospital where he died. No details are yet known about motives and circumstances of this flagrant crime. pta/kled/fh/Z/

    [16] WORLD BANK REPRESENTATIVE TO ALBANIA HOLDS PRESS CONFERENCE

    TIRANA, SEPT 18 (ATA) - By M. Spahivogli The World Bank (WB) representative to Albania, Dr. Karlos Elbirt, held Tuesday a press conference at the headquarters of this institution in Tirana.

    This conference was organised about a recent visit to Albania of Michael Severino, Director of the Department for Central and Eastern Europe, Albania included as well.

    Karlos Elbirt said that "Saverino left with very optimistic impressions for Albania's future. He had the possibility to see a place with a very vibrant economy, with a rapidly growing private and service sector and construction which is progressing a lot in several fields."

    Albania's touristic potential has specially attracted Saverino's attention.

    "His opinion is that the WB mission to help Albania has good basis for further strengthening and is one of the WB goal", continued Elbirt.

    At the same time Severino was concerned about fiscal situation which is relatively weak, the lack of sufficient progress in the privatisation of some state banks and some issues on the financial sector, considering the pyramide like basis of development, said Elbirt in the conference.

    [17] SP: NO TO A NEW BOYCOTT, FAGU CANDIDATES FOR TIRANA MAYOR POST

    TIRANA, SEPT 17 (ATA) By A Baci - The SP decided in a meeting of its branch in Tirana, on Tuesday afternoon, to participate in local elections and asked all its members of elections commission not to boycott the polling stations like on May 26 elections.

    "One of the main problems is that our members of the election commissions should not withdraw from their post for whatever reason" said the SP Secretary General Rexhep Mejdani to the meeting.

    This stand of Nano's supporters inside the SP runs against another SP decision of the last week. Five days ago the SP and some other left wing parties approved a joint statement which asked postponement of elections because of "a heavy situation in Albania, which is unsuitable for free and democratic elections." These parties were against an Article which sentences all members of the elections commission, with 1-3 years in jail, if they would boycott it during the procedure of ballot counting.

    The SP meeting discussed problems on the election campaign and appointed its candidate for the post of Tirana Mayor. The SP asked the organisation of an action which will observe all juridical problems related to elections.

    Mejdani said that "There was no place for euphoria and mistakes of the May 26 elections should be accepted."

    The meeting also allowed journalists to attend its session according an advice of Mejdani "for open relations with the government press and a wider SP information for this media."

    The SP approved its strategy and people who would accompany foreign observers.

    Enver Reci another SP candidate for the post of Tirana Mayor withdrew his candidature leaving Agim Fagu the only candidate for this post. Even the other SP candidate Luan Hajdaraga withdrew his candidature without any comments a day ago. pas/fh/Z/

    [18] PRESS REVIEW

    TIRANA, SEPT 18 (ATA) Rilindja Demokratike today writes an article entitled "Socialists clans boycott each other." While its editorial writes that old elements are returning in the SP Presidency.

    It highlights a meeting of Premier Meksi about local elections under the title "All measures for free and correct elections" and carries an interview with Niazi Kosovrasti, State Secretary for local government on the same problems.

    The paper also carries "OSCE will observe local elections" and "The DP will open the victory campaign."

    Zeri i Popullit carries an article entitled "Agim Fagu, candidate for Tirana Mayor post." It also writes "The SP chairman Fatos Nano sends a letter to the party presidency on election campaign for local elections" and another one entitled "Decided for the consolidation of democracy."

    Albania's editorial entitles "Arbnori has officially invited OSCE." It also prints "R Mejdani (the SP Secretary general) :it is better to have peace with the right wing." It also writes "An innocent life of a woman cut by bullets."

    Koha Jone entitles its editorial "Killed in the center of Tirana" (regarding two victims of Tuesady). It also carries an editorial entitled "Nano: Be careful with commissions" and another article "Pole: No alliance with socialists" and "The opposition invites OSCE observers." It also carries an article about a ball organised in Hotel "Adriatic" in Durres to honour the European Misses.

    Gazeta Shqiptare publishes "Bullets in the Albanian capital: Two women victims."

    Tribuna's editorial is entitled "Boycotting action replaced by witnesses action."

    Liria writes "Communist genocide cannot be punished without the honesty of judicial organisms."jz/fh/Z/

    [19] ALBANIAN PREMIER MEETS GREEK AMBASSADOR IN TIRANA

    TIRANA, SEPT 18 (ATA)- Today's meeting between Albanian Prime Minister Aleksander Meksi and the new Greek ambassador to Albania, Prevedourakis, focussed on the Albanian-Greek relations, the Premier's office reports.

    Meksi hailed the positive developments in the relations between the two countries and stresses once again the Albanian official position for friendly relations and cooperation with the neighbouring countries, especially Greece.

    Kostandin Prevedourakis brought Meksi greetings from his Greek counterpart, Simitis, and assured him of his good will to further materialise and promote joint agreements in various fields.

    Albania and Greece signed on March 21 this year the Treaty of Friendship, Cooperation, Good Neighbourliness and Security. kled/lm/sh/

    [20] NEW SERB SETTLEMENTS IN DECAN OF KOSOVA

    PRISTINA, SEPT 18 (ATA)- By B. Jashari, Serb settlements continue to be built at accelerated rates in the Decan commune, the border area of Kosova with Albania.

    In Junik village, 119 buildings have been built so far on the lands taken away from Albanians. The building of a new block of 122 apartments is expected to be completed in Baballoc soon. A new dwelling center with 100 houses is planned to be set up in Gllogjan.

    Today's newspaper "Jedinstvo" says that 1 000 colons will be settled in these duelling places and will be provided with other construction sites and 500 hectares of arable land.

    The setting up of Serb settlements in Decan as well as in Gjakova and Prizren, near the border with Albania, is part of an old Serb project, which intends the creation of a Slav corridor that would destroy the consistency of the ethnic territories of the autochthonous Albanians.

    More than 20 000 Serb refugees were brought in Kosova last year. According to a decree approved by the Belgrade government last year, some 100 000 Serb colons are planned to be settled in Kosova until the end of the century. p.ta/lm/sh/

    [21] DAP AND SDP HAVE NOT PRESENTED CANDIDATES TO POLITICAL FIGURES SCRUTINY COMMISSION

    TIRANA, SEPT 18 (ATA)-By Agim Baci, The names of the candidates to be subjected to the political Figures Scrutiny Commission have almost been presented, the chairman of the commission, Hajri Mezini, says.

    Mezini says that only two parties of the Center Pole, the Democratic Alliance Party and the Social-Democratic Party have not yet sent any candidate name.

    They have not yet decided whether to take part in the elections or not, this often due to the lack of a standing electorate.

    "We have never been able to know the number of our electorate", the SDP chairman, Skender Gjinushi, has said at a recent news conference.

    Some time ago Gjinushi thought that renovation would separate the SP from a good part of its electorate.

    Mezini refused to mention the names of those who have undergone the test of this commission.

    The DAP and the SDP are expected to take a decision regarding their participation in the elections, which would require that their candidates for mayors be submitted to the commission.

    During the recent round table the parties agreed that only the candidates for mayors and not the municipality and commune councillors be subjected to this procedure. kled/lm/sh/

    [22] ALBANIA TAKES PART IN INTERNATIONAL FAIR IN BARI

    TIRANA, SEPT 18 (ATA)-By A. Keko,

    The 60th International Fair "Fiera del Levante" opened recently in Bari with productions from 2 600 various firms, among which also Albanian.

    The Albanian stand displays handicraft productions. It has been organised by the Chamber of Commerce and Industry in Tirana and is installed in the pavilion of the Fair's nationalities.

    The Albanian handicraft goods, produced by AFC, ARTIR, "Dinamo" plant, "Alabaster" and other Albanian companies, have attracted many visitors and directors of firms and enterprises from Bari and other regions of Italy".

    On its fifth day, the fair was visited by representatives sf the Albanian government, Suzana Panariti, minister of Industry, Trade and Transport, Selim Belortaja, Foreign Relations Secretary of State and Ilir Manushi, representative of the chairman of the Council of Ministers.

    Panariti, after a meeting reserved in honour of Albania, granted an interview for the "Tele Norba" TV channel and considered important the relations between Puglia and Albania.

    She stressed the promotion of these relations and expressed the belief that the Italian government would continue to play an important role in their improvement.     [23] "DAYS OF EUROPEAN INHERITANCE" TO BE ORGANISED IN KORCA

    TIRANA, SEPT 18 (ATA)-The activity "Days of European inheritance", with the participation of Balkan and Mediterranean countries, will be held in Korca, southeastern Albania, between September 18 and 20.

    The activity, under the auspices of the Albanian Ministry of Culture, Youth and Women, and the patronage of the Council of Europe, will also be attended by guests from the Balkan countries, Italy, Ukraine and other countries.

    A symposium under the topic :"The Albanian iconographic art" will also be held during the activity.

    An exposition with selected works by Albanian masters in iconography will be inaugurated on the first day. It will be accompanied by a concert with songs and dances from various territories of Albania.

    The participants in the activity will also visit churches near Korca, such as in Mborje and Voskopoje. kled/lm/sh/
