  • [01] INVESTMENTS IN ALBANIA AS SAFE AS THOSE IN WEST EUROPEAN COUNTRIES

    TIRANA, SEP 10 (ATA) - President of Albanian - American Enterprise Fund Domenik Skaljone told "Voice of America" that the investments in Albania today are as safe as those in West European countries.

    Skaljone, who has a long carrier as Wall Street financier, has declared that the Fund established on February 1995, on president Bill Clinton's decree, has invested around $ 5 million in Albania up to now. With offices in Tirana and New York, the fund had granted loans for ten investments in Albania until now. The opening up of a bank in Tirana is another project, the fund plans to undertake, adds the President of the Albanian American Fund.

    Skaljone says that the two main fields where Albania offers the greatest investments' opportunities are: first agro business, and second tourism. ksh/gen/Z/

    [02] ALBANIAN PROSECUTOR DEMANDS COMMUNISTS TO BE JAILED

    TIRANA, SEP 11 /ATA-E.Xhajanka/ - Sentences ranging from one to three years in prison for the fourth defendants, who wanted to found the new Albanian communist party were the prosecutor's demand Kadri Skeraj on Tuesday's court sitting. "Their guiltiness is undeniable, they are sentenced for anti- constitutional activities and not for their convictions," Skeraj said.

    The prosecutor asked for three years jail term for Timoshenko Pekmezi and Sami Meta, and 18 months and one year Tare Isufi and Kristaq Mosko respectively.

    The charge was given on basis of the evidence found in their houses such as note books with reports from the meetings held and from confessions for their activity.

    "The party would function according to the 45 year experience of party of labour of Albania, headed by Enver hoxha," said Pekmezi in the previous sitting, who also added that the founding of the party was announced in Jehona newspaper since May 1st, 1993.

    Prosecutor called Meta's activity special, because it was related with Hysni Milloshi fraction, so it was irrelevant to the court.

    Albanian Parliament abrogated in 1992 Albanian communist party created by Hysni Milloshiin 1991, after PLA , whose members were called communists converted the name into Socialist.

    The fourth defendant, detained since February 1995 have declared that the new communist party, would be "a new type party and in its program, violence would be excluded and its legalization from the Ministry of Justice would be requested."

    The court decided to give its verdict on Saturday's sitting. kled/gen/Z/

    [03] ALBANIAN FOREIGN MINISTER RECEIVES FINNISH AMBASSADOR

    TIRANA, SEP 11 /ATA/ Albania's deputy Prime Minister and Foreign Minister, Tritan Shehu received Finnish Ambassador to Tirana Tapio Saarela, reports the ministry's press office.

    Shehu presented the results of European Community Ad Hoc Commission visits in Albania, meetings with ODHIR representatives and also the amendments of the electoral law emerged from the political parties round table, presided by President Berisha.

    Talking about the situation in the region, Shehu focused on the Kosova problem. He said that no one is interested to allow the outbreak of a conflict there, because it would have dangerous consequences for the entire region.

    He said that the Albanian side abides the principle of non changing the borders through violence and is of the opinion that the talks Prishtina- Belgrade would commence as soon as possible. The agreement on education is very positive, but should be followed by other steps, said Shehu.

    Shehu told Finnish Ambassador about steps taken by Albania on the association agreement with European Union, very close collaboration with NATO and its aspiration to become its member.

    Regarding the bilateral relations, the interlocutors were in favour of deepening them in fields of mutual interest. s.sh/kled/gen/Z/

    [04] $ 30 MILLION ON "HUMAN RESOURCES DEVELOPMENT" PROJECT

    TIRANA, SEP 10 (ATA) - By S. Sharrexhi For the Human Resources Development Project, which is one of the conditions of the market economy, 30 million dollars are at Albania's disposal.

    The idea was initiated by the World Bank. It was discussed in the meeting that the Head of the Department for Central Europe and Asia of the World Bank, Zhan Mishel Saverino, had with top officials of Ministry of Labor and Social Assistance, that of Health and Environment Protection and the Ministry of Education and Sports. Opinions were exchanged in those meetings with the purpose of making this project operational in Albania.

    The meeting estimated that the aid of 11 million dollars accorded by the World Bank for drafting and putting into function the employment policies and social questions. Through this fund, a national network of work and proffesional education is set up. Further steps wil be taken in establishing incubators and business clubs. On his side, Saverino expressed his cofidence that cooperation with Albania, especially, in the area of human resources will go on. /kled/mt/Z/

    [05] ALBANIAN FOREIGN MINISTER RECEIVES GANLEY AND LAWLOR

    TIRANA, SEP 11 (ATA) - Albanian deputy Prime Minister and Foreign Minister Tritan Shehu received Tuesday the representative of the Anglo-Adriatic Investment Fund, Declan Ganley and the Irish parliamentarian Lyam Lawlor regarding the establishment of Economic Joint Council between Ireland and Albania, reported the Ministry's press and information office.

    Lawlor said that the Irish government is interested in deepening the economic cooperation with Albania. Albanian and Irish Foreign Ministers will sign in November the Economic Cooperation Agreement between two countries.

    "A lot of big Irish companies are interested to invest in various fields in Albania," said the representative of the Anglo-Adriatic Investment Fund. The Irish side showed its readiness to help Albania in the legislation field, in relation to the social policy.

    Albanian minister Shehu talked about Albania's goal in signing the association Agreement with European Union and stressed that the Irish specialists assistance, regarding respective modalities on the agreement, whose negotiations will start soon, would be very welcomed. a.sh/kled/mt

    [06] MEETING OF ECC WITH THE SECRETARY OF MUNICIPAL AUTHORITIES

    TIRANA, SEP 11 /ATA-A.Frasheri/ - Chairman of the ECC, Nestor Tereska organised Tuesday a meeting with the Secretary of Municipal Authorities, Njazi Kosovrasti.

    The law on the local government elections will be submitted to the Parliament soon. It will determine the members and officials of voting commissions.

    In the last round table, organised by the president of the Republic, Sali Berisha, it was decided that the Deputy Chairman of the ECC be proposed by the opposition. Remarkable changes are made to the new law concerning the dispositions that have to do with the establishment, organisation and competences of the commissions, with the way of drafting and signing the minutes, the structures of the ballot papers and the voting way.

    ECC is going to organise meetings with the Interior Minister, Justice Minister and the Chairman of the Constitutional Court. A meeting with the Premier is planned too, related to the problems that may concern the commission and other electoral subjects.

    "Any political party that has got problems is welcomed by us, concerning the continuous improvement of electorla technical procedures", Mr.Tereska said.

    Concerning the cooperatin between the ECC and EC Mr.Teresa said: "we have had continuous contacts with EC, OSCE and other instituions. EC specialists, who will deal with the training of commissions leaders, are expected to arrive soon. The training courses will be short term ones, 1 - 3 days or within the week. pas/gen/Z/

    TIRANA, SEPT 11 (ATA) - Rilindja Demokratike under the title "Socialists of Korca district ignore the congress", carries the editorial "Totalitarism back in Albanian Socialist Party". The newspaper writes that Servet Pellumbi (former SP deputy chairman), confirms the SP crisis. It also writes about the meeting of the Albanian Foreign Minister, Shehu with the representative of the Anglo-Adriatik Investment Fund entitled "The Irish interested in deepening the economic cooperation".

    Zeri i Popullit carries the editorial "The Socialists determined in their demands for free and fair elections". It also carries the article entitled "Alternatives exists only when the independent institutions are already established", as well as the article "We should be realistic, neither sceptic or euphoric". In the third page, Zeri i Popullit carries the article "Future witnesses of October 20th".

    Republika carries the editorial "The law for gatherings towards invalidity", as well as the article "Greek opposition against the immigrants".

    Rilindja publishes the editorial under the title "A draft proposal on the solution of Kosova issue is presented in Washington," and the article "Holbrook proposes a second international conference on former Yugoslavia."
