[01] ALBANIAN DIPLOMAT MEETS WITH KOSOVA PRESIDENTTIRANA, SEPT. 6 (ATA) - By B. Jashari: President of the Republic of Kosova Dr Ibrahim Rugova held talks today in Pristina with the charge d'affaires of the Albania's Embassy to Belgrade Besnik Konci.The meeting focused on the present situation in Kosova and the possibilities for a solution to the Kosova issue through political means. The Albanian diplomat Konci congratulated President Rugova for the agreement on education in Kosova which was considered the first step for a solution to the Kosova issue through dialogue based on the political will of the people for independence. Konci who is visiting Kosova held talks with Hydajet Hyseni the deputy chairman of the Democratic League of Kosova (LDK) and members of the party board. pta/ak/sh/ Albanian Telegraphic Agency[02] REPRESENTATIVES OF ALBANIAN DEMOCRATIC PARTY AND DEMOCRATIC PROSPERITY PARTY HOLD TALKSTIRANA, SEPT 7 (ATA) - The leader of the Albanian Democratic Party (DP) Tritan Shehu received on Friday Abdurraman Haliti, President of the Democratic Prosperity party (PPD) in Macedonia, Ismet Ramadani and Abdyladi Vejseli, party deputies in the parliament of the former Yugoslav Republic of Macedonia (FYROM).In the meeting, attended by Ali Spahia, the DP vice chairman and Albert Brojka, the DP Foreign Secretary, Shehu acquainted the friends with the attitude of the Democratic Party towards cooperation with all the Albanian political forces in Macedonia, stressing his request to promote this cooperation with the Democratic Prosperity party. "It is important that a climate of understanding and constructive cooperation should exists between political forces in Macedonia for most of the main issues with mutual interest," Shehu said. Shehu also stressed the DP interest in the stability of the former Yugoslav Republic of Macedonia. The chairman of the PPD expressed particular interest in the rights of the Albanian population living in FYROM and other particular aspects such as the possibility to study. He stressed the necessity of using legal democratic forms, institutional and political efforts of the Albanian parties to have a complete framework of their rights. Guests acquainted Shehu about the present problems faced by the Albanian population in Macedonia as well as expressed their wish to promote cooperation with the Albanian Democratic party. am/kled/mt/sh/ Albanian Telegraphic Agency[03] PRESS REVIEWTIRANA, SEPT 7 (ATA) - Rilindja Demokratike carries the editorial "Everything at the disposal of free elections." "The fight continues in SP" is another article carried by the paper saying that after October 20 Nano will face his arguments he used against his opponents after May 26. The paper carries in its front page the article "Tight sanctions against chairman Nano." The party board, and even those Nano has considered as the most reliable, reacted strongly against him instead of yielding to Nano, the article said. In its sixth page the paper carries the analysis of Bujar Hoxha regarding the second congress of the SP entitled "Congress which should not be held."Zeri i Popullit entitled its editorial "Prudent optimism". The paper reports that the former chairman of the Supreme Court Zef Brozi testifies again that "Sali Berisha holds Fatos Nano in prison." It carries the articles "Politics should not be politicized" and the "State which creates anti state." Regarding the forthcoming local elections the paper carries in its sixth page the article "From July '92 to October '96." Republika entitled the editorial on the parties' round table convened by president Berisha recently "A successful but delayed step." It carries the article "Agreement on education - the first step on the solution to the Kosova issue." The paper carries in its second page the statement of the deputy chairman of the Albanian Republican party Fatmir Mediu regarding the latest remarks of the U.S. State deputy Secretary for Global Affairs Timotthy Worth. The essence of his remarks is "the United States should not back Albania as before, if it changes its line towards democracy." The paper writes the "number 2 of the Republican party believed that Worth, maybe, was not familiar with the latest events in Albania. According to Mediu many positive steps have been undertaken. "Thus, I said that the U.S. latest remarks are a repetition of previous attitudes which have been praised by the Republican party. But we have also thought about a more concrete stand of the U.S. State Department, not only through political representative offices," Mediu said. Delegation of the Social Democratic party continues its visit in Washington, the daily Poli i Qendres reports adding that the delegation held talks with the adviser of the U.S. President Bill Clinton and other senior officials of the State Department. The article "Socialists face the Troja horse?" says among others that "illusions on possible fair elections will bring about defeat." The daily Lajmi i Dites reports on the first visit of Pope to Hungary. In the column "Friend of ecologist" the paper carries the article "Olive tree." Under the headline "Ramizists continue to use Ilir Meta" the paper Tribuna carries the article "The fate of Meta in SP will be decided at the beginning of winter." Those few positive elements in SP were replaced by old spirit and methods in Congress, the paper says. Under the title "DP wishes cooperation with all Albanian political forces in Macedonia" the paper highlights the meeting of the Democrat leader Tritan Shehu with the delegation of the Democratic Prosperity party in Macedonia. Rilindja carries the chronicle of the news conference of the Kosova President Ibrahim Rugova under the title "First step for the solution to the Kosova issue based on the political will of the people. Albania entitles its editorial "SP forums and the crisis of representation." The Albanian Socialists are feeling more than ever in their history the collapse and crisis brought about by the blocking of forums, the editorial says. The paper under the headline "Fatos Nano under the control of police and party board" carries the article "Party board: control over the letters to Rexhina (the wife of the jailed leader). "300 bullets in the heart of Durres" the daily Dita Informacion says on the criminal act taking place on Thurday in Durres. It carries another article "Order in Socialist camp." Sindikalisti carries the economic demands of the Independent Trade Union of Albania which warns of a one-hour strike on September 16. It also carries the article "SP renovation - an unrealized aspiration." Bashkimi entitled its editorial "Even in politics the alphabet starts with A." It also carries the article "SP viewed in its mirror." Koha Jone entitled its editorial "SP - this giant with child's brain." Regarding the trial of the four founders of the communist party, the paper says "NIS leads the communists." In its second page the paper carries the article "Poli i Qendres against Socialists." "Servet Pellumbi former number one of the SP leadership warns of a danger within the greatest opposition party, the daily Gazeta Shqiptare reports carrying the interview with Pellumbi under the title "Pellumbi: SP faces danger." kled/pas/ak/sh/ Albanian Telegraphic Agency[04] REHABILITATION COMMISSION HOLDS FIRST MEETINGTIRANA, SEPT 7 (ATA) - Special Ad Hoc Commission for the Complete Rehabilitation of Fighters punished by the communist dictatorship, headed by its chairman Safet Zhulali, held on September 6, its first meeting.The Commission widely discussed about its duties, criteria and the way it will work for the rehabilitation of Albanian fighters punished by the communist dictatorship. am/kled/fh/z/ Albanian Telegraphic Agency[05] FIRST 30 DIPLOMAS FOR SOCIAL WORKERSTIRANA, SEPT 7 (ATA) - First 30 diplomas in Albania's history were accorded Friday, for the title of social worker, reported newspaper "Albania" Saturday.Newly graduated students may exercise their profession in government bodies dealing with social protection and different Albanian beneficent institutions, writes the paper. It is the first time that Albania may use Western methods of help toward mentally and bodily disable people. The Faculty of Social Sciences started its activity only four years ago and numbers now some 220 students in all branches. kled/fh/Z/ Albanian Telegraphic Agency[06] ALBANIAN GOVERNMENT DEMANDS RESPECT OF ALBANIAN RIGHTS IN FYROM- Spokesman of Albanian Foreign Ministry comments about a statement of FYROM Foreign MinisterTIRANA, SEPT 7 (ATA) - Foreign Minister of Former Yugoslav Republic of Macedonia (FYROM), Lubomir Ferckovski, in an interview with the Macedonian state TV said that the official stand of Tirana, regarding the problems of Albanians in Macedonia was done "to divert attention from inner problems" and "interference in Macedonian internal affairs." Commenting this statement, spokesman of the Albanian Foreign Ministry confirms once more in a statement the desire and good will of Albania for good relations with this neighbouring country as a contribution to security, peace and stability in the region. "But at the same time, the Albanian government is interested and demands Macedonia to respect the lawful rights of Albanians living in Macedonia for education in their mother tongue, a right which springs from international acts FYROM has signed itself." Such demand, conform norms and international right, concludes the statement, is not at all an interference in internal affairs of FYROM or effort to divert public opinion. am/jz/fh/z/ Albanian Telegraphic Agency[07] ALBANIAN EDUCATION AGREEMENT INCLUDES ALL LEVELS- Representative of Kosova Republic in TiranaTIRANA, SEPT 7 (ATA) By L Karadaku - Asked by Albanian Telegraphic Agency what represents the agreement between legitimate representatives of Kosova and president Milosevic on education in Kosova, Ismail Ramajli, representative of Kosova Republic in Tirana said that this agreement includes all levels of education. A three plus three group is expected to be set up to elaborate modalities and the implementation of this agreement. "From the information our office has, the work of these groups will start next week' said Ramajli. Asked if this was considered the first step where Albanians and Serbs sat at the same table and Serbia accepts Albanian legitimate representatives as a party in talks with mediation of a third party, Ramajli answered: "There is no doubt that Serbia accepts legitimacy of Rugova as President of Republic of Kosova by signing this agreement." He said that Saint Egidio Community (mediator in the signing of this agreement) is well known in the world for its activity as mediator in surpassing disaggrements, and if it is considered as participation of a third party then I think it has done good work. ksh/fh/Z/ Albanian Telegraphic Agency[08] TIRANA DP BRANCH HOLDS SESSIONTIRANA, SEPT 7 (ATA) By A Frasheri - The DP branch of Tirana held today in the morning a session where Prof Dr Tritan Shehu, the DP chairman, discussed the organisation of the local election campaign of October 20."The motto of the democrats in the campaign will be 'Let's fight for every vote, let's fight for every commune'" said Shehu. While the DP chairman for Tirana, Albert Brojka, said "We should work in every house to get every vote, every vote should become ours and the campaign of October 20, should be a model campaign." According to sources from the DP the campaign will be organised so that the role of deputies should be stronly felt in the basis, in sections and branches. They will closely follow the campaign in the communes and their election zones.
