  • [01] DP DEPUTY CHAIRMAN MEETS US VICE STATE SECRETARY

    TIRANA, AUGUST 23 (ATA) - Ali Spahia the DP deputy chairman met Thursday, in the context of a visit realised upon the invitation of the national convention of the US Democratic Party, with the US vice State Secretary Timothy Wirth.

    Senior officials of this department attended the meeting as well.

    Spahia conveyed to Wirth, at the beginning of the meeting, the greetings of President Berisha and specially stressed the commitment and determination of the Albanian President, government and the Democratic Party for the consolidation and continuation of democracy, free market economy, pluralism, rule of law and specially the defence of fundamental human rights, in the construction of an Albanian state based on democratic principles and ideals.

    Spahia assured the US officials for the irreversible orientation of the DP for the development and consolidation of democracy in Albania, its complete pro Western orientation, for the total integration of Albania into the West and boosting close relations specially with the US.

    Spahia estimated, in this context, the US aid for the progress of democracy in Albania.

    Wirth said that "US will do everything to support Albania's intentions and attempts in the consolidation of democracy."

    Wirth estimated the DP work and commitment for dialogue with other political forces, the meetings and discussions among political parties in Albania and valuated as very important their continuation.

    The US administration does not support boycotts, said Wirth. With regard to elections, he said, the White House has never discussed the legitimacy of May 26 elections, and reiterated that dialogue is the best way to surpass difficulties. ssh/kei/fh/k

    [02] KOSOVA'S ALBANIANS WIN NOTHING FROM FEDERAL AND SERBIAN ELECTIONS - Rugova

    PRISTINE, AUGUST 23 (ATA) By B Jashari -"Albanians in Kosova will not participate in the elections of Serbia and parliamentary federal elections of rump Yugoslavia which are due to be held on November 3, 1996" said President of the Republic of Kosova Ibrahim Rugova in a press conference in Pristine.

    "We held our elections in the Republic of Kosova in May '92, a local government functions on its basis, and our legitimacy and legality comes from them. Because of the situation the new and free elections have been postponed a year. Nevertheless we will declare and conduct them as soon as possible and in the most appropriate time, as envisaged in the Constitution of the Republic of Kosova," said Rugova.

    He also pointed out that "the participation in the federal elections or those of Serbia will give nothing to Albanians." He reminded that "Kosova has always conducted its elections and created a new reality with the referendum for independence and its independent institutional organisation, after the Yugoslav disintegration, where Kosova was an equal constitutive unit of the Federation."

    Rugova about the demands of some political parties to enter the occupied schools said that "we are always very attentive not to give rise to tension in the situation because even a peaceful manifestation in this situation may have its irregularities."

    Rugova added that "we demand even by the Serbian party to be careful and not hinder the teaching process of the Albanian school."

    At the end of the press conference he called on the Serbian citizens of Kosova not to provoke Albanian neighbours, because they will live together and should not disturb political situation in Kosova. pta/fh/k

    [03] SP OPENS SECOND STAGE OF ITS THIRD CONGRESS

    TIRANA, AUGUST 24 (ATA) By K Kostreci - The Albanian Socialist Party (SP) opened, Saturday morning, second stage of the third Congress after weeks full of debates and discordance between the SP leader Fatos Nano and its deputy chairmen.

    After the report of the SP General Leading Committee (GLC) is expected a discussion on behalf of the SP leader Nano and then the greetings from political parties and representatives of allied parties of Eastern and Western Europe.

    Discussions are expected to be the hottest part of the Congress.

    After them, amendments to the statute will be voted and if approved that the Secretary General be elected by the Congress, his election will proceed. If not the GLC will announce to the Congress the new Secretary General and two other secretaries one for international problems and another for the organisational problems.

    The address of Chairman Nano, is not included on the agenda of the second stage, but the dailies today write that a discussion by him will be read. The dailies, citing sources from the SP and its sympathisers, said that, Nano's supporters will revolt if the SP deputy chairmen try any possible elimination of Nano.

    The discord between Nano and the SP presidency increased after a motion Nano sent to them and which was rejected. The split was also seen in the SP conferences in the districts, where the socialists were divided in two groups, pro and against Nano, and climaxing at the SP conference in Tirana, where they used fists during the election of the SP chairman for Tirana branch.

    Many socialists in these conferences have denounced the withdrawal from the commissions of the elections centres in May 26 elections and said it was an incited action.

    Nano who is in jail for corruption and falsification of documents, regarding the Italian aid, while in office as Prime Minister in 1991, has published an interview on the daily "Dita Informacion" where he expresses his reserves about the SP deputy chairmen Servet Pellumbi, Namik Dokle, Luan Hajdaraga and Ilir Meta. fh/e

    [04] THIRD STAGE OF COOPERATIVE OSPREY-96 STARTS IN US

    LEJUELEN CAMP, AUGUST 23 (ATA) BY A. PASKO The peacekeeping military exercises "Cooperative Ospray'96" started in Lejuelen Camp, North Carolina. The 1300 troops from 19 countries, which participate in these exercises, went again to their campsite in Blue Bird.

    The third phase, which will last three days, foresees complex exercises, combined with particular elements practiced up to now. The operations will take place in three different places, where companies and platoons will be sent to face an unknown complex situation. It has to do with rescuing and protection of civilians, detection and the disactivation of mined fields, protection of transport of humanitarian groups, or other peacekeeping actions.

    The means used during this phase will be the same with those used in previous phases. Way and speed of reaction to solve this situation, will show how the units are able to put into practice what they learned in the previous phases.

    All senior officials who are attending the exercises have highly estimated the Albanian platoon, which is framed within the first company of the first battalion, with a Roman platoon and two American ones, for the rhythm and seriousness.

    The Commander of Northern Atlantic Forces, general Wilhelm, who inspected the peacekeeping troops last week, said that "Albanian soldiers are very well prepared physically, operate quickly, and are willing to learn".

    The fourth phase has nothing to do with military operations, but with sport and cultural activities. A farewell ceremony, where American Defence Secretary William Perry is expected to go, will be held on August 29.

    All the peacekeeping troops in Lejuelen Camp had a day off yesterday. Anyhow, it was an active holiday, which was passed in the Atlantic beach, near the camp, and a baseball game was organised in Kingstown during the afternoon. /s.sh./kei/mt/e.

    [06] NEW NOMINATIONS IN ALBANIAN FOREIGN MINISTRY

    TIRANA, AUGUST 24 (ATA) - Spokesman of Foreign Ministry said that based on decision of Council of Ministers dated August 14, 1995, "On the competencies for the nomination and removal of the directors of Departments in the ministry and other central institutions and their structures" upon the proposal of the Foreign Minister, are removed from the post of director of the Department in this ministry Mr. Vili Minarolli, who is elected deputy to parliament, Leonard Demi, nominated State Secretary in the Defence Ministry, Viktor Kasimati, retired, Maxhun Peka, elected deputy to the Parliament and Jorgo Bollano, transferred as a teacher in the University.

    New directors are nominated at the same time, from the Foreign Ministry Mr. Nuri Domi, as director of the European Department, Tonin Beci, director of the US, Asia and Oceany Department, Adhurim Resuli director of Africa and Middle East, Arben Kallamata director of the UN and other multi national initiatives and Mr. Gazmend Dibra director of the Department of administration. eva/fh/E

    [07] HIGH AWARD OF ALBANIAN STATE FOR FATHER FRANCO DECAMINADA

    TIRANA, AUGUST 24 (ATA) - Albanian Minister of Health Maksim Cikuli, on behalf of Albanian president, handed the high award of the Golden Order "Naim Frasheri" to Prof. Dr. Father Franco Decaminada of Congregation of the Sons of Unstained Lady, president of Dermopathic Institute of the Unstained Lady in Rome.

    The award was "for the great aid offered to the Albanian health service by constructing, equipping and putting into operation health institutions of an international level".

    Father Decaminada is initiator of "The Lady of the Good Council" Foundation, which is constructing the catholic hospital, requested by the Albanian president to Mother Tereza of Calcutta.

    The foundation has put into use the clinic "Father Luigj Monti" and is running the Publishing House "Father Gjergj Fishta", all of them in Tirana. The same foundation is constructing a clinic in the Fier district, and coordinates the administration of the nursing catholic school "Elena Gjika" in the Elbasani district. /eva/mt/e.

    [08] ACADEMY OF SCIENCE EXPRESSES CONDOLENCE ON DEATH OF PROF.DR.DERVISH ROZHAJA

    TIRANA, AUGUST 24 (ATA) - Albanian Academy of Science expresses its affliction and condolence on the loss of Prof.Dr. Dervish Rozhaja, member of the Academy of Science and Arts in Kosova and professor of the University of Pristine.

    The Albanian Academy of Science expressed its condolence by a telegram sent to the Academy of Science of Kosova and to the family of Prof. Rozhaje. It estimates his outstanding patriotic merits, his efforts in the foundation of the University of Pristina, his work as the first rector of this University, and his great devotion in the establishment and widening of the relations with the University of Tirana and Albanian Academy of Science. /eva/mt/e.

    [10] GENERAL SHEEHAN OF THE U.S. MARINES COMMAND EXPECTED TO VISIT CAMP LE JEUNE MONDAY

    CAMP LE JEUNE, AUGUST 24 (ATA) - General Sheehan of the U.S. Marines Command and commander-in-chief of the Atlantic U.S. Troops is expected to come to Camp Le Jeune of North Carolina in which the exercise Cooperative Osprey-96 of the peacekeeping troops of 19 countries (three NATO members and 16 partner countries,) is being held.

    Captain Noone, director of the Press Information Centre for Exercise Osprey-96 today said in a meeting with reporters that Sheehan will meet the troops participating in the exercise. He is also expected to meet with reporters Monday afternoon. This will also be the last day of the third and most important stage of the exercise.

    Noone confirmed once more the participation of U.S.Secretary of Defence William Perry in the closing ceremony of the exercise due on August 29.

    Also six officers from Brussels will come to Camp le Jeune to join the exercises, said Noone, adding that 15-20 specialists from Washington are expected to come to transmit reports on the exercise for Pentagon and Washington.

    Major Hill, operative officer in the information centre said that the first company, which the Albanian unit is a member of, will conduct a complex exercise in the first zone, in Blue Bird, near the Atlantic coast. Other companies will have exercises in the second and third zones. am/jz/xh/z/

    [11] DISTINGUISHED FORMER FOOTBALLER KEN JONES - COACH OF FOOTBALL TEAM OF LIBRAZHD

    TIRANA, AUGUST 24 9ATA) - By P Zekthi: Ken Jones, distinguished footballer of 50s and 60s in the soccer team of Chelsea, Manchester City and in the representative team of Wales, is directing the football team of Librazhd (Central Albania) since the beginning of August.

    Sources of the Librazhd municipality told ATA that the installation of the British 61 year soccer specialist in Librazhd is based on an agreement between the sport club of Librazhd, now named Albania Tabak, and the Association Beso in the United Kingdom, which deals with British overseas executive services.

    The British guest will train the Albanian team for a two month period. He is also helping other football teams (of different age-groups) of Librazhd. am/jz/xh/z/

    [12] SP CHAIRMAN FATOS NANO ATTACKS SP PRESIDENCY IN THE CONGRESS

    TIRANA, AUGUST 24 (ATA) - By Atlant Frasheri: SP chairman Fatos Nano, through a letter to the SP congress, attacked fiercely the presidency and the four deputies of this party.

    "SP is in a critical state. The presidency and its deputies Servet Pellumbi, Namik Dokle, Ilir Meta and Luan Hajdaraga are not working well in the lead of the SP."

    Today SP has the second stage of its second congress, which reflected the spirit of clans that has emerged after the May 26 elections.

    In his address, Nano focused on the crisis that SP is in, writing that "the presidency has worked in positions of solidarity and principality and has not realised that the SP leadership is experiencing a profound crisis."

    According to Nano, the crisis within SP has started in 1995 and is continuing at present.

    "I allow neither Nano nor God to put to question my sincerity and fairness,two my most precious things," was the counter reply of Namik Dokle, SP deputy chairman, to Nano's criticism.

    Dokle evaluated some of the points of the petition (Nano sent to his SP presidency some time ago) but he did not agree with the criticisms for the foreign policy of the SP, and accused Nano and his advocates.

    "The arrival of the petition and the messages diverted the attention of the public opinion from the remarks by foreign institutions regarding the May 26 elections," said Dokle.

    Dokle also opposed in the congress an expression used by Nano in the petition that "SP has remained in stagnant waters." jz/xh/Z/

    [13] MESSAGE OF ALBANIAN PRESIDENT SALI BERISHA TO SP CONGRESS

    TIRANA, AUGUST 24 (ATA) - The Albanian President, Sali Berisha, sent the following message to the second congress of the Socialist Party:

    "I am availing of the opportunity of the second stage of your congress to greet all Albanian socialists with social democratic aspirations and ideals and to sincerely wish you serious progress in the important efforts to get free from the past bitter inheritance of your party.

    Only a few months ago, in a message I sent on occasion of the first stage of your congress, I wished you to separate from Marx and Marxists with courage, to separate from Enver and Enverists, Ramiz and his advocates, to denounce the monstrous crime of the dictatorship and to rehabilitate all its left wing victims. I am convinced that if these suggestions had been taken into consideration, your leadership would not dare to hit on May 26 the respect, gratitude, faith, hope, patriotism, loyalty, the democratic ideal of the SP electorate, you would not be so abandoned at home and in complete loneliness in the international arena, said Berisha in his message.

    Hailing your decision for the removal of Marx from the party program, the denunciation of Enver Hoxha, Ramiz Alia and etatism in the economy, I have to stress with regret that this is not a reformation but only a farce of reformation, said Berisha.

    The many year inheritance and the developments in the past five years prove clearly and completely that SP cannot be reformed, he said.

    At the end Berisha invited through his message the socialists that through a really historic decision for the Albanian left wing to declare today the dissolution of the PLA, which five years ago was blessed as SP and to found, leaving out all the incriminated groups and individuals, the party of genuine social democratic ideals in Albania.
