  • [01] EELS IN LAKE SHKODRA ARE DYING AS A RESULT OF BLOOD POISONING

    SHKODRA, AUGUST 6 (ATA) - Septicemia or blood poisoning is believed to be the cause for the dying of eels in Lake Shkodra, the biggest lake in the Balkans, in northwestern Albania.

    The Institute of Hygiene and Epidemiology in Tirana and the Institute of Fish Researches in Durres, after research done in the lake, have reached the conclusion that the reason for the dying of the eels is the blood poisoning. Fishermen think that the reason may be the fishing of eels without criteria and with dynamite, electricity or nitrate. The director of the Fishing enterprise Asim Kackici considers the use of energy to fish eels as the main factor for their dying. "The boats with powerful three- phase generators, which are in great number, cause great damage to the fauna of the lake," he said.

    The chief of the district regional environmental protection agency, Viktor Jubani, says that the cause that eels are dying is that the lake level has lowered, eels have a smaller space in the water, the oxygen has also reduced along with other factors."

    It is not the first time that Lake Shkodra is a topic of discussion regarding septicemia in eels, because the disease has also sometimes affected the carp or some other fish. ake/eva/xh/sh/

    [02] APPEAL COURT'S DECISION FOR THREE FORMER PLA OFFICIALS

    TIRANA, AUGUST 6 (ATA) - By Atlant Frasheri: The Appeal court today held the decision for three former senior officials of the communist regime in Albania, according to which the sentence for one of them was changed.

    Pirro Kondi, Qirjako Mihali and Sulejman Bushati have been accused of crimes against humanity in cooperation. The defendants, when they held the post of the PLA district first secretary, have approved the politically motivated proposals for external exile of nationals, opponents of the communist regime, proposals made by branches of the interior affairs in the districts where they had been leading.

    The jury led by Lefter Jahja upheld the decision of the Tirana Court for Pirro Kondi and Qirjako Mihali and changed the sentence for Sulejman Bushati, who was granted a five year suspended sentence.

    The three former senior communist officials of the PLA were accusedo of penal acts by the Prosecutor's office according to a testimony by the Forum of Independent Intellectuals. It accused them of "genocide and crimes against mankind made in cooperation."

    The trial in the Appeal Court was held on the basis of an appeal by the defendants. They opposed the decision by the Tirana Court which had declared them guilty and sentenced Pirro Kondi and Qirjako Mihali with 17 years in jail and Sulejman Bushati with 15 years.

    Five former communist leaders, three of whom were sentenced with capital punishments in May this year, had their sentences reduced by the Appeal Court. Two former communist chiefs, sentenced with life in prison in May this year, were granted five year suspended sentences by the Appeal Court.

    Six other former communist leader will be tried on August 12 for the same charge. kled/xh/sh/

    [03] ALBANIAN PEOPLE OF KOSOVA ARE OCCUPIED- U.S. congressman Eliot Angel

    PRISHTINE, AUGUST 6 (ATA) - The statement by U.S. congressman Eliot Angel in Prishtine that "The Albanian people of Kosova are occupied" has been described by political analysts and observers as "a strong sign that U.S. policy towards Kosova is advancing," Information Centre of Kosova reports citing a commentary published in Bujku paper on August 1.

    "The people of Kosova must not lose hope. The U.S. is with them because it has always supported the aspirations for human rights and freedom," said Angel one day after the talks he had in Belgrade with the Serbian president, Slobodan Milosevic.

    Such a stand also voiced by other U.S. congressmen and senators is more clearly expressed in the resolution on Kosova which has just been passed by the U. Congress.

    This important document has values not only for the content of its demands but also for the moment when it is issued. Of special importance is the demand addressed to the U.S. Administration and President Clinton to appoint a U.S. special envoy for Kosova, which is a step that identifies the U.S. as an international party in the inevitable Albanian-Serbian dialogue on the Kosova question. pta/kled/xh/sh/

    [04] STATE CONTROL SERVICE SUSPENDS CHAIRMAN OF ESTATE RESTITUTION COMMISSION FOR TIRANA

    TIRANA, AUGUST 6 (ATA) - State control service has suspended the chairman of the Estate Restitution Commission for Tirana Fatmir Maci, Republika writes today.

    After stressing that this is the second case when a senior official of this sector is suspended by the state control service, the paper recalls that four months ago the chairman of urbanism sector Koco Kaskaviqi was also released from job for grave violations of the law regarding constructions without permits.

    "Sali Kelmendi, Tirana mayor and the Municipal Council have also approved in the latest meeting the request of the State Control Service," writes Republika.

    "The State Control Service has found in the Estate Restitution Commission many violations caused by chairman Maci," writes the paper, adding that many citizens have presented for more than four years cases to be solved by the court due to the violations made by the estate restitution commission. The same source says that during the last five years there have been 25 thousand cases from Tirana citizens waiting to have their conflicts regarding estates solved. There have also been cases when the same property has been restituted to up to three "owners" or when there are eight conflicts for the same estate to be solved by court.

    In conclusion, the paper stresses that although over 3000 estates and more than 1000 objects have been restituted to former legal owners, still there are hundreds of cases to be examined by the Estate Restitution Commission. eva/xh/sh/

    [05] PROTEST OF NATIONAL INDEPENDENT FORUM OF INTELLECTUALS REGARDING DENUNCIATION OF COMMUNIST DICTATORSHIP CRIMES

    TIRANA, AUGUST 7 (ATA) - The National Independent Forum of Intellectuals for the denunciation of the crimes of the communist dictatorship protests against the great reduction by the Appeal Court of the sentences for five former communist chiefs whom the Tirana court had given capital punishments or life in prison.

    They are Haxhi Lleshi, former chairman of the Presidium of the People's Assembly, Manush Myftiu, former deputy prime minister and chairman of the central commission of expulsion and internments, Aranit Cela, former chairman of the Supreme Court and member of the commission, Rrapi Mino, former attorney general and member of the commission, Zylyftar Ramizi, former interior deputy minister, accused by the Tirana Prosecutor's office of crimes against humanity in cooperation.

    In May this year, they are charged by the Tirana Court as being the direct responsible people for the mass killings and sentences of innocent people, for the expulsion of thousands of Albanian families, many of whom lost their lives in the places where they were serving their sentences.

    The report says that the Forum "does not want to influence in the normal activity of the judiciaries, but it cannot consider a right judicial act the fact when various instances of our courts change to a great degree the sentences previously passed by a lower court."

    The presidency of the Anticommunist Association of the formerly democratic political persecuted of Tirana had also made a protest for the same question some days ago.

    The Forum asks from the Appeal Court, the highest judiciary in Albania, "to act justly and to sentence without mercy the above criminals."

    On July 24, the Appeal Court reduced the sentence for Zylyftar Ramizi, changeing his capital punishment to life in prison. Aranit Cela and Rrapi Mino, whom the Tirana Court had passed capital punishments, had their sentences reduced to 25 years in prison. Manush Myftiu and Haxhi Lleshi, sentenced with 25 years of imprisonment, were granted five year suspended sentence by the Appeal Court. kled/pas/xh/

    [06] ALBANIAN STUDENTS IN SUMMER UNIVERSITY OF GERMAN

    TIRANA, AUGUST 7 (ATA) By P Shuteriqi - Some 100 Albanian students are following lectures of a six-teacher team of the German Institute Goethe.

    It is the second year, such summer courses in the German language are organised close to the Albanian Faculty of Foreign Languages.

    The students of this course will be tested after a month on the knowledge they got in it and get a certificate. kled/fh/

    [07] HIGH SCHOOL CRITERIA FOR ALBANIANS ABROAD TO CHANGE

    TIRANA, AUGUST 7 (ATA) By P Shuteriqi - A decision taken on Monday's meeting of the Council of Ministers changes the criteria of entering higher school for Albanians living abroad.

    Gjergj File, director of Higher Education Department in the Albanian Ministry of Education told to ATA that the candidates should appear in person at the school they want to follow and their acceptance will be realised through competition.

    He also said that they should have all necessary documents like: the identification card, secondary school diploma, medical certificate and application for the branch he wants to follow. They should be in Albanian and certified by a notary.

    The above source said that the number of candidates residing outside Albania, who want to follow studies in the Albanian Universities is about 260. Some 110 of them are from Kosova, 40 from Presheva, Bujanovc and Medvegja, 85 from Macedonia while 25 are from Montenegro. ksh/fh/

    [08] MUSICAL GROUP LA BOUCHE IN TIRANA

    TIRANA, AUGUST 7 (ATA) - By Flora Nikolla:

    The Musical group La Bouche comes in Tirana by mid August. This time it will not be a business for La Bouche, it has accepted to give concerts without any profit.

    Artan Alimucaj, 21, the son of the President of the Vefa Holding Company, has met and talked with representatives of the Group La Bouche, Melani Therton and Lani McRay in Frankfurt of Germany. During a working luncheon he signed with them the contract for the 100 minute concert to be conducted in Tirana on August 13 and 14, 1996.

    The group will perform the concerts in the presence of over 20 thousand spectators in the national Stadium Qemal Stafa.

    Vefa Holding has paid the tax for the concert to be filmed by the Albanian Television. eva/xh/

    [09] DP STATEMENT ABOUT CENTRE POLE THREAT TO BOYCOTT LOCAL ELECTIONS

    TIRANA, AUGUST 7 (ATA) - DP spokesman said in a statement Tuasday that if the Centre Pole has really decided not to send the names of its representatives in the Central Election Commission, it is a sign that they, the two parties, the Democratic Alliance Party (DAP) and the Social Democratic Party (SDP), consisting the Centre Pole, as well as their followers are sure of their great defeat in the local elections.

    "That is why these parties have decided to boycott the local elections and interrupt their elections campaign" the DP statement said.

    The DP hails Berisha's statement on the creation of the Central Election Commission and his appeal for a round table of political parties presently ruling in the local government, to discuss issues related with the Central Election Commission.

    "We express our belief that local elections will be free and democratic and will assure our country a new local government despite the stand of some parties without electorate" the statement concludes.

    Left opposition parties in a meeting at the SDP headquarters yesterday decided not to send their proposals for the Central Election Commission decreed Saturday by President Berisha. They have requested that the commission be not appointed by the President but by "a round table talk among the parties."

    "DAP has not participated in the local elections in July 1992, although it had all possibilities to be represented" writes the daily "Rilindja Demokratike" Wednesday.

    SDP has a low percentage presentation in the local government. Four years ago it won less than 4 per cent of the votes. Even in the partial local govenment elections in 1994, the SDP could not gather more than four per cent of the ballots.

    In the May 26, 1996 parliamentary elections, the SDP and DAP, which frequently cooperated in a coalition, could not receive the figure of three per cent of the votes. ssh/eva/pas/fh/

    TIRANA, AUGUST 7 9ATA) - Rilindja Dekratike today entitles its editorial "Centre Pole aims the SP," which says that its two component parties, the Democratic Alliance Party (DAP) and the Social Democratic Party (SDP) have been concentrated in the political movements of the SP to ensure as many space as possible within the socialists. Another article in RD says that "Nano (SP's leader presently jailed for corruption and falsification of official documents when he was Prime Minister) is likely to become an ordinary jailed socialist." The paper reprints another article from the Austrian diplomatic press under the title "Criticisms for the May 26 elections are groundless." It also reports that the Centre Pole threatens with boycott of local elections too.

    Zeri i Popullit carries a chronicle from the meeting of the SP presidency which decided not to send any candidacy for the Central Election Commission until the criteria of the composition, competencies and relations that the commission members with have with the subjects proposed to them will be made known. This paper and others like Koha Jone, Poli i Qendres, Republika, Dita Informacion, Gazeta Shqiptare comment the statement issued after the regular meeting of nine opposition parties yesterday which demands from the Election Commission be elected by consensus in the round table of the Albanian political parties. ZP also carries an interview of the SP deputy chairman Ilir Meta regarding a visit to Italy recently under the title "SP has found the partner it lacked in Italy," and a press release of the Italian Foreign Ministry on the Fassino-Meta meeting.

    Koha Jone carries an article "Afghanistan, arms and Albania" which cites a REUTER report according to which "Arms for the Afghan war has supposedly come from Albania." This paper also reports on the release of some heads of departments in the Interior Ministry and of the spokesman of the Public Order ministry. Under the title "America splits DP?! Koha Jone carries an article which says that the democrats have been divided in two parts regarding U.S. stands.

    Republika carries an article under the title "In Greece not only the state is Orthodox but Orthodoxy also has a state status."

    Albania cites Ilir Meta to have said in an interview with the Voice of America that "Enver advocates should be purged from SP." Under the title "Military service, threatened by deserters," this paper carries an article based on data from the Tirana Court.

    Tribuna comments a statement issued by the meeting of nine opposition parties held in Tirana yesterday which says that Enver's supporters are continuing their boycott. Lajmi i Dites reports that soon the well-known group La Bouche will perform in Albania.

    Rilindja reports that the question of Albanian education in Kosova was discussed in the European Congress of education for peace. It writes that this year Albanian universities will have more students from Kosova and other territories.

    Dita Informacion carries a press release by Farnezine, under the title "Italian stand for election process in Albania reconfirmed." This paper informs the readers that Albanian socialists have been invited to take part in the American Democrats Convention which will be held from August 25-29, 1996 in Chicago.

    Gazeta Shqiptare, referring to information from the Tirana Court, writes that only in the first half of this year, 170 soldiers have deserted the Albanian army. It reports that until the end of 1995, about 200 million dollars had been invested in Albania. ksh/xh/
