  • [01] NATIONAL SCOUT CAMP IN SYRI I KALTER

    DELVINE, JULY 22 (ATA) By Sh Hajno - The "Besa Scout Albania" organisation started, Sunday, in Syri i Kalter (Blue Eye) Delvina, Southern Albania the national scouting camping, where some 150 scouts will take part.

    Scouting movement in Albania was regenerated on May 18, 1991 for the first time in Saranda town, where a couple of English language teachers, Mihal Dhima and Doloreza Alipirgu, set up the first Albanian scout group.

    Some 2000 scouts are registered today in Albania. Besa Scout Albania is a member of the international scouting movement WOZMI. kled/fh/sh/

    [02] DEMOCRATIC PARTY UNFOLDS LOCAL ELECTION WORK PROGRAMME

    TIRANA, JULY 21 (ATA)-By A. Sakja,

    The Democratic Party of Albania (DPA) declared on Sunday the beginning of official preparations for the campaign of local elections due on October 20,1996.

    The DP National Council's expanded meeting, which was also attended by the President of the Republic, Sali Berisha, defined the bases on which the electoral campaign for the local government will be held.

    In his address President Berisha, supporting the conviction of all speakers of the another merited victory in the next fall elections, after the May 26 parliamentary ones, said that with this victory the DP aims "to expand participation in government structures, improve local governing, correct serious errors and shortcomings of the local government during the last four years".

    Berisha stressed that the DP would help find the best candidates to be put up for running the local government structures.

    He suggested that a considerable percentage of DP candidatures in local governing be covered by women and youths because in this way, he said, "we meet the constant demand of the Albanian electorate for renewal".

    The President also suggested the election of experts, specialists and intellectuals, devoted and distinguished for their honesty and virtues. "This is the surest way of victory," the president added.

    Berisha reconfirmed DP's "readiness for coalition" and explained that:"We will support the parties whose programmes we consider close to ours".

    Berisha said they might also support the chosen candidatures, mainly in the run off ballot, and maybe also in the first round of elections, "when one of the coalition parties has a very good candidature... on condition that this candidate be suggested the DP programme points.

    "If the candidate undertakes to implement these common programme points, this would help improve local administration and not belittle the DP authority in the slightest," Berisha added.

    Berisha considered the electoral process and its improvement a dynamic process of capital importance for the functioning of democracy in Albania. He concentrated on some of the CE and OSCE resolution recommendations including the issues of permanent electoral commission, ballot papers and official election protocol, which he said "really serve the interest of the electoral process".

    The President of the Republic considered indispensable the setting up of a permanent party commission, with candidatures proposed by various political parties which will have official responsibility to carry out several formalities for a limited period of time and see to the constant improvement of the electoral process and culture at home.

    The president proposed that the avoidance of the counting boycott be sanctioned by law. He considered this boycott "a new variant of proletarian revolution".

    This law will face the member of the electoral commission with certain legal sanctions so that he does not withdraw from the voting before the official deadline.

    Afterwards, Berisha referred to the law on scrutinizing the figure of senor officials, known as the law of files, and aired the view that the members of the commune councils be not included in this law.

    Besides the impossibility to realise in practice the article envisaging the opening of files for this category, Berisha said that this article "runs counter" to the DP principle which favours the opening of files only for senior officials.

    President Berisha considered the latest developments inside the Socialist Party "a process of positive reformation", however stressing that "the Albanian rivers will need a long time to flow to get rid of their Enverism and Stalinism".

    Berisha welcomed the condemnation of Enver Hoxha, Marx, etatism in economy and all other SP efforts, describing them as "efforts in the positive direction" and as "serious efforts to dissociate themselves from the past". ksh/lm/k

    [03] IRREGULARITIES NOTED IN ECONOMIC AID BENEFIT DOCUMENTATION

    TIRANA, JULY 22 (ATA)-The State Inspectorate of Social Assistance and Benefits at the Ministry of Labour and Social Affairs, after a six-month control all over Albania, has observed gross irregularities in the documentation of the families to benefit economic assistance.

    Sunday's newspaper Albania says that among the families benefiting economic relief, 20 per cent justify it while 80 per cent do not. Out of this 80%, 48% of the families live at an average standard and 32% in good economic conditions.

    This shows that some 115 million leks have been misused in the past year. kei/lm/k

    [04] DENTIST SERVICE IN HALF OF ALBANIAN SCHOOLS

    TIRANA, JULY 22 (ATA) By A Milo - Dentist service covers half of the Albanian schools where more than 300 thousand pupils, from 6-18 years continue schooling, an information of the Dentist department in Ministry of Health and Environment said.

    Only in the last three months, fifty sets of equipment were bought and dental clinics reconstructed with the aid of the E.U., through PHARE program in many schools of Tirana, Durres, Shkodra, Fier and Vlora districts.

    The State will continue to afford for the prophylaxis and dental treatment of children up to 18 years old.

    The dentist service was the first to carry out the medical reform at the beginning of 1993. It is now 70 per cent run by the state and 30 per cent private. kled/fh/k

    [05] ITALIAN CONTRABANDISTS UNDER ARREST IN SHKODRA

    TIRANA, JULY 22 (ATA) - Three Italian contrabandists of cigarettes "Dunhill" were arrested after being caught red handed by Shkodra police Commissariat, at the mouth of Buna river, in the village Pulaj, in the first hours of the day, "Albania" newspaper said Sunday.

    The traffickers Mario Martino 44, from Naples, Casino Angelini 27, from Brindisi and Pasqualino Lugano 27 from Naples had left the Italian coast in a speedboat with some 103 packages of cigarettes and were waiting the Albanian partners to exchange the goods.

    Police blocked their boat in the border military post of Pulaj. Preliminary investigations show that the Italian citizens had also been previously engaged in such trafficking, "Albania" said.

    The Albanian authorities confirm that after the lifting of the embargo with the Montenegro, the contraband with goods coming from the sea has greatly dropped. kei/fh/k

    [06] ALBANIA AMONG ITALIAN PRIORITIES IN FINANCIAL CONTRIBUTION AND COOPERATION PROJECTS

    TIRANA, JULY 22 (ATA) - The Italian Ministry of Foreign Trade has declared Albania and former Yugoslav territories among its priorities included in financial contributions for the cooperation projects in Central and Eastern European countries, the Italian press agency ANSA said.

    ANSA said that requests to be included in these contributions should be presented till September 15.

    A decree, of the Italian Ministry of Foreign Trade, has listed in the Italian official newspaper the ways of public interferences, requests for acceptance and priorities.

    The fields of interferences vary from the professional skill formation to technical assistance, in projects in the sector of transport, telecommunication, energy, tourism, environment, distribution and agriculture.

    The sum of the contribution put in disposal from this ministry covers 60 per cent of the expenditure taken into consideration. kei/fh/k

    [07] TIRANA, IMMOBILE MARKET PREFERRED IN BALKANS

    TIRANA, JULY 22 (ATA)- Albania's capital Tirana has become an immobile market preferred in the Balkans, in view of the interest and investment in the immobility field.

    The market and investment in the field of construction are of vast perspective in Tirana. Thousands of Albanian and foreign companies are being encouraged to invest in construction.

    According to INSTAT, only the year 1995 numbered 340 constructions worth some $ 160 million which are underway and whose most part will be completed in 1998.

    The end of 1995 numbered 400 construction companies, 11.000 apartments and 2.000 villas, according to INSTAT.

    After the triumph of democracy in March 1992 many foreign investors showed interest in Albania and certainly, its capital gained great advantages.

    Albania has actually numerous and large sites at favourable prices. The geographical position near the sea adds to the interest for construction.

    Among the foreign companies investing in the immobility field, Italians rank the first as regards materialisation of their investment. Three, out of four big business centers to be built around the Tirana center soon, will be constructed by Italian companies. Then, follow the Austrians, Arabs, Malaysians and others.

    The increasing demands of foreign firms, banks and institutions to have their own representation offices in Tirana makes indispensable the investment in this field which is most profitable at present. A.Lazaj/kled/lm/k
