    TIRANA, JULY 16 (ATA) - By B.Fejzullaj-M.Malja: Thousands citizens of Pogradec city bid farewell to the chief of the police Commissariat Agron Gjyrezi, 34, who was killed yesterday evening at about 23.00 by an unidentified person. He was buried in his native city, Shkodra, today afternoon.

    Present at the burial ceremony were thousands and thousands of people from Shkodra and deputy Prime Minister and Foreign Minister Tritan Shehu, Interior Minister Halit Shamata, as well as representatives of the local government.

    Secretary General of the Presidency Kolec Topalli handed over to the father of Agron Gjyrezi the Medal of Golden Eagle accorded by the President of the Republic Sali Berisha "for his distinguished contribution to the victory of democracy, courage in fight against crime by laying down his life to maintain public order and law." Topalli also handed over to Gjyrezi's family the telegram of condolence of president Berisha.

    Minister Shamata said, in the funeral, that Agron Gjyrezi is among those courageous people who have been involved in the fight against crime.

    Gjyrezi was shot by an unidentified person at the Borana restaurant in Pogradec, southeastern Albania at a time he was having dinner. Though he was sent immediately to the hospital he could not escape death because he was shot at the heart. ssh/jz/kei/ak/k

    [02] POLITICAL PARTIES TO DISCUSS LOCAL ELECTIONS

    TIRANA, JULY 17 (ATA) - The Albanian President of the Republic has invited, through a special press statement on July 16, all political parties present in the local government in a discussion on July 18, 1996. The meeting will discuss and receive suggestions about the date of the future elections for local government, the statement said. jz/fh/k

    FUSHE-KRUJE, JULY 17 (ATA) By Z Pergega - A new beer factory with a producing capacity of two thousand litres per 24 hours started working last days in Fushe-Kruje, central Albania.

    Company "VEFA" has invested some USD 75000 in buying and mounting the Hungarian machinery and equipment and a businessman from Kruja, Agim Fusha, has invested USD 30000 in building the object and all the necessary premises.

    This is the third beer factory "VEFA" invests in, after two built earlier in Vlora city. ssh/kei/fh/

    [04] FOUR SP ACTIVISTS FINED FOR PARTICIPATING IN ILLEGAL GATHERING

    TIRANA, JULY 17 (ATA) - Tirana district Court declared guilty on Tuesday four out of ten activists who participated in an illegal gathering organised by the Socialist party, Poli i Qendres and their sympathisers in the main square in Tirana on May 28 to protest on manipulations of parliamentary elections on May 26.

    The four were punished by fine while six others were cleared.

    The Albanian penal code envisages that the participation of people in an illegal gathering even after being warned off from the competent bodies is punished by fine or they may be sentenced to three years in prison. jz/ak/Z/

    [05] SP DEPUTY CHAIRMAN CONVINCED OF NECESSITY OF CHANGES

    TIRANA, JULY 17 (ATA) - The deputy chairman of the Socialist party (SP) Servet Pellumbi told a working meeting, handling changes in the SP program, on Tuesday that he is convinced of the necessity of changes in the SP, the daily Zeri i Popullit reports today.

    The last meeting of the SP Steering Committee decided to submit these changes to the party congress.

    The Socialists have spoken of reformation and changes in the ranks of the party. Fatos Nano, the SP jailed leader, has sent a motion to the party proposing some changes. The motion was turned down by four deputy chairmen but was backed by some other Socialists. The deputy chairmen favour deeper changes than those proposed by Nano.

    Nano is in jail for falsification of documents and corruption in connection with Italian aid in 1991 when he was prime minister. kei/ak/Z/

    TIRANA, JULY 17 (ATA) - Rilindja Demokratike (RD) entitles its editorial "Fraction inside the SP or another party." It also carries the articles "Socialists under the pressure of a forced reformation," and "'Misters' of the DAP visit in the US."

    RD highlights the new visit of Van den Broek, the EU Commissioner on Foreign Relations. On its first page it writes about the meeting of Foreign Minister, Tritan Shehu, with the Greek Ambassador in Tirana, Tsalikis, under the title "Constructive stand of the Greek government."

    It also carries an interview with F. Xhaferri the DP Secretary of Public Relations.

    Zeri i Popullit entitles its editorial "Before going to local elections" and carries a resolution of the Committee of Socialist International for Central and Eastern Europe on elections in Albania under the title "New elections according to European standards."

    In regard to bread prise liberalisation the paper publishes "Failure of the DP agrarian policy." The paper carries under the title "Debate, a cooperating form which strengthens the party" the speech of the SP deputy chairman Servet Pellumbi in the last meeting of the SP Leading Committee in Tirana.

    Republika carries a statement of the RP Leading Committee about the terrorist act of the killing of Pogradeci Chief Police Commissariat A. Gjyrezi, two days ago. It also carries an interview with Vebi Velia, president of the cultural foundation "Velia" under the title "Let's force time work for us."

    Lajmi i Dites prints the news on the future visit of Van den Broek to Albania.

    Tribuna under the headline "Another challenge" publishes the editorial "New elections are knocking." It also covers the continuity of military multinational exercises "Peaceful Eagle '96."

    Albania under the headline "Shkodra pays homage to Gjyrezi" carries the editorial "Bullets against state." It also carries "Nano: Fraction or withdrawal" and "Insistence to defend 'Gage' formula."

    Gazeta Shqiptare widely highlights yesterday's life attempt against Pogradeci Chief of Police A. Gjyrezi and pronunciations of government officials about this event. jz/fh/Z/

    [07] DP SECRETARY GENERAL INVITES SP VICE CHAIRMAN TO SPECIALISTS'S MEETING

    TIRANA, JULY 17 (ATA)- The Democratic Party's Secretary General, Besnik Gjongecaj, on Tuesday sent to Socialist Party's deputy chairman, Servet Pellumbi, an invitation to the specialist's meeting to prepare the programme for the next meetings between the DP and SP, the newspaper Rilindja Demokratike, reports on Wednesday.

    In his invitation Gjongecaj asks Pellumbi that the specialists' meeting be held on Monday, July 22, 1996 at 10.00, at the Palace of Congresses in Tirana.

    The DP delegation is headed by the Secretary for Social Relations, Ferdinant Xhaferri.

    The DP and SP began their meetings last Saturday for the further promotion of dialogue. The two party leaders considered their meeting fruitful for the continuation of dialogue.

    Saturday's meeting was called on SP's initiative as it had refused two previous DP requests. In this meeting they agreed that experts of the two parties prepare the agenda of the next meetings and continue bilateral talks to enlarge the parties' round table in the near future.

    The holding of this meeting has been requested by the European institutions including the European Parliament, OSCE and CE, which have urged the easing of the tense situation and the beginning of talks. kei/lm/Z/
