[01] CONSUMER GOODS' PRICES 0.7 PER CENT LOWER IN JUNE 1996TIRANA, JULY 10 (ATA) By M Noti - Consumer goods were cheaper during June 1996. According to INSTAT (Institute of Statistics) the price curb of consumer goods prices ICP has registered a decrease by 0.7 per cent against May 1996, at a time when against the same period of a year ago it has increased by 9.6 per cent.INSTAT said that the price decrease, during June, was due to the price reduction of the food stuff group, drinks and cigarettes by 1.3 per cent. Dairy productions and eggs noted a considerable decrease by 5.2 per cent and fruits by 2.7 per cent Vegetables have been cheaper according to INSTAT at a time when all fruits have been sold at higher prices. Prices of "bread and cereals" subdivision have increased by 1.5 per cent. Index of prices of "clothing and shoes" group increased by 0.5 per cent. kled/fh/Z/ Albanian Telegraphic Agency[02] PROTOCOL-AGREEMENT OF ALBANIAN CHAMBER OF COMMERCE AND INDUSTRY AND TOSCANO-ALBANIAN ASSOCIATIONTIRANA, JULY 11 9ATA)- By A. Keko, A delegation of the House of Commerce and Industry-Tirana, headed by its chairman Arben Shehi, attended a recent meeting of Albanian and Toscano businessmen in Florence, at the invitation of the Toscano-Albanian Association.The Albanian delegation also included a group of businessmen, representatives of private firms and state enterprises from construction, food, clothing, handicraft and others sectors. Eugenio Bosi, President of the Toscano-Albanian Association, considered the meeting a possibility to get our two peoples closer. Shehi spoke of the good climate in Albania to attack foreign investment, in support of the democratic government reforms. Reports on various topics were also read by Sergio Pezzati, Luigi Coliterna, Maksim Deliana, Carlo Dini and others who concentrated on cultural ties, investment possibilities, programmes of the European Union in support of the creation of Italian-Albanian joint ventures and other issues. Afterwards, businessmen met in groups according to the business sectors, with the aim of establishing import-export links between the two countries. At the end the protocol-agreement between the Chamber of Commerce and Industry-Tirana and the Toscano-Albanian Association was signed by Arben Shehi and Eugenio Bosi. The Albanian delegation was rceived by Dr. Semlice, Secretary General of the Chamber of Commerce of Florence. The two sides expressed readiness to develop bilateral business, laying the foundations for the institutionalisation of relations through the protocol-agreement to be signed soon. The Albanian delegation was also received in Bologna by the deputy president of this city, Rino Bergamasci, and the director for Foreign Relations, Pier Guarneli. Bergamasci, on behalf of the Italian side of the Emilia-Romagna region, expressed readiness of its institution for cooperation with the Chamber of Commerce and Industry-Tirana, also planning the signing of a protocol-agreement for the development of bilateral business. kled/lm/sh/ Albanian Telegraphic Agency[03] KOSOVA INFORMATION CENTRE CHIEF UNDER ARRESTPRISTINE, JULY 11 (ATA) By B Jashari - The Serbian police stopped and arrested on July 8, 1996 in the road Chief of the Centre of Information for Kosova Enver Maloku.Citizens, occasional witnesses, told about his arrest and later the Centre of Information confirmed the news. pta/l/fh/z/ Albanian Telegraphic Agency[04] ARKAN FOREWARNS OF CONFLICTS IN KOSOVAPRISTINA, JULY 10 (ATA)- By B.Jashari, Large-scale conflicts are likely to break out in Kosova next year, the chairman of the Serb Unity Party, Zhelko Raznjatovic-Arkan, said in a news conference on Tuesday.Arkan accused President of Kosova of being behind "all terrorist actions occurring in Kosova". Serbian parties, also including the ruling Socialist Party, have recently accused Albanians of Kosova of terror, after several explosions without victims in the Serb refugee camps and of killing and wounding several policemen and civilians in unexplained incidents. Albanian subjects of Kosova have rejected the charges. They have denounced the acts of terror and considered them efforts to escalate conflicts and hinder the political solution to the Kosova Issue. The so-called "Kosova Liberation Army", which, according to some media speculations, has claimed responsibility for the incidents, is unidentified and unknown in Kosova. After the incidents, the Serb regime in Kosova has undertaken large- scale acts of violence and terror against Albanians. President Rugova in the latest news conference remarked that the the violence campaign was concentrated on Albanian institutions and political, humanitarian activists and intellectuals, especially on the Democratic League, the major party of Albanians in Kosova. "The campaign aims at incriminating the Albanian activity and definition for the solution of the Kosova issue through political means", Rugova said. Meanwhile, statements of Serb parties and several officials excluding the possibility of talks with Albanian legitimate representatives have increased in number. Mira Mrkoviq, directress of the Yugoslav Union Left, has been staying in Kosova of late in an effort to search for "other Albanians" for talks and with the demand that "Albanians be dissociated from those who do not accept Serbia as their own Homeland", but without result. In the meantime, the Serbs of Kosova have been successfully manipulated and frightened out of solving the Kosova issue. The analysts say this is done to revive the Serb populist movement, used by the end of the 80's to violently overthrow the Kosova autonomy. This is also done to present before the international opinion the Serbs' issue as the Kosova problem and not the Albanians' question, their position. The Kosova issue is now being discussed openly also in Serbia and a turning point was marked by the debate in the Serb Academy of Sciences, in which the chief academic Despich raised the possibility of Kosova's secession from Serbia. Serb press predict Albanian-Serb dialogue to begin in the next fall. In Kosova, the question is: what is nearer, the dialogue to resolve the Kosova issue, demanded by the Albanians and which is insisted upon by the international community or the probable conflicts, provoked or predicted, like in Arkan's statement. Arkan has also long since warned of the displacement of his armed formations from Bosnia and Croatia to Kosova. Arkan's people are reported to have been seen in various environments of Kosova of late. The big weapons' arsenal in the hands of Serb civilians, massively armed by the state power, and constantly provoking the Albanians, is also threatening in Kosova. p.ta/lm/sh/ Albanian Telegraphic Agency[05] INTERVIEW OF BALKAN AND MIDDLE EAST DEPARTMENT DIRECTORTIRANA, JULY 10 (ATA) - Director of the Balkan and Middle East Department in the Albanian Foreign Ministry, Eqerem Mete, held an interview with ATA regarding a meeting of South Eastern European Foreign Ministers in Sofia, Bulgaria, from July 6-7, 1996, upon the initiative of Bulgarian Premier Videnov.An Albania delegation headed by deputy Foreign Minister Arian Starova attended the meeting. Asked about the opinion of the Albanian government on this initiative of the Bulgarian Premier, Mete said that his government thought that a successful meeting needed more preliminary preparations. The Bulgarian government and other delegations in the meeting shared the same opinion. The Albanian delegation during the meeting had many talks and consultations not only in bilateral aspects but also for the coordination of stands about problems in the meeting. It has supported the other delegations in the economic and trade aspects, in the Balkans infrastructure and in the setting up of coordination centres on multilateral interests. The Albanian delegation raised Kosova's issue in the meeting considering the fact that Kosova issue is a key regional and international problem closely related with the Balkan's peace and stability which should not be forgotten. It is Albanian official opinion that the question of Kosova should not wait until the situation calms down in the Balkans and then erupt, Mete said, because calmness has as a precondition the problem's solution or its setting in the road of solution, otherwise it may destabilize the region. But if this problem was to start from the wait and see premises (an irreal viewpoint), deeply wrong and completely anti Albanian this question would not have been internationalised so much today. Due to the constant disccussion of this issue by the Albanian diplomacy it has become a topic of all UN and OSCE agendas and their special resolutions, concluded Mete. kled/fh/sh/ Albanian Telegraphic Agency[06] KOSOVA COLONISED BY SERBIAN UNIVERSITY IN PRISTINETIRANA, JULY 9 (ATA) By B Jashari - Serbian colonisation of Kosova continues to be realised even through the University of Pristine, from which Albanian students and professors have been forcefully expulsed by the police forces six years ago.The Pristine University, now of Serbs, has declared a competition for more than 4500 new students and 270 teachers from "all Yugoslavia" the note said. They are offered many privileges and facilities among which hundreds of dwelling houses built in the University complex and other parts of Pristine. The Serbian University of Pristine has now from 18000 students 3000 Serbian students from Kosova and the rest, aiming a Serbian colonisation of Kosova, were brought from other parts of former Yugoslavia. pta/fh/sh/ Albanian Telegraphic Agency[07] ALBANIAN YOUTHS PREFER TO MARRY FOREIGNERSTIRANA, JULY 11 (ATA) - More than 3000 Albanian girls and women have preferred to marry foreigners writes Thursday, the daily "Dita Informacion".Most wanted seem to be the Italians who comprise 49 per cent of foreign bridegrooms. The paper says that according to official information, 650 women or 22 per cent have married Greek citizens. The others have chosen Albanians residing in the U.S., Germans, French, Macedonians and others. In the mean time it writes that 860 young women from Italy, Greece, Germany and even Australia have chosen Albanian young men for partners. During last year 355 foreigners were married in the Tirana Civil State Office, from whom 162 were Italians and 28 from the U.S., the paper says. Marriages with foreigners according to statistics of the Tirana Prefecture Office comprise 12 per cent of total marriages in 1995. The Albanian young men marriages with foreigners were with Germans 32, Italians 10 and Greeks 17. Cama: Head of the Foreign Commission of the German Bundestag, Karls Heins Hornhues began a two-day visit in Tirana today at noon.Hornhues is expected to meet with the Albanian president Sali Berisha, Speaker of Albanian parliament Pjeter Arbnori and party representatives. "We will hold talks on bilateral cooperation, elections, situation in the region considering that part of the Albanians do no live in Albania as well as common cooperation in the Balkan region," Hornhues said to journalists in the Rinas airport. Hornhues, CDU member comes for the first time in Albania. Vladi: President of the Republic of Albania Sali Berisha awarded the outgoing French Ambassador Louis Domenici the Golden Order of "Mother Theresa" in today's ceremony at the Presidency.Domenici was awarded the honour for outstanding activity in friendly relations between the Albanian and French people. President Berisha said, "President Chirac and France, the country of the Charter of Human Rights and Freedom and great promoter of wars and efforts of people against dictatorships, have strongly support the democratic forces in Albania." "We are grateful to France's support in the European Union," Berisha said. He added: "We are grateful to the support of the French government and other institutions in our efforts for Albania's integration in Europe, its membership in the Council of Europe, an association agreement with the European Union and also for the support of French parliamentarians in the efforts of the democratic forces to go further ahead." "I want to thank the Ambassador Domenici especially for his contribution to the signing of a Friendship Treaty, agreement on stimulation and protection of investments, cooperation in the defence field and that of justice as well as the establishment of a comprehensive cooperation between the two countries," president Berisha said. Domenici considered the Order a great evaluation for him, the French Embassy in Tirana and France. He added that President Chirac devoted a special importance to promotion of relations with Albania. Albanian Prime Minister Aleksander Meksi, Vice Foreign Minister Arjan Starova, deputies of the Democratic party, senior officials and diplomats of the French Embassy in Tirana were present at the ceremony. Louis Domenici was appointed the Ambassador of France to Albania in September 1994. ssh/kei/ak/k Albanian Telegraphic Agency[12] KOSOVA PRESIDENT HOLDS TALKS WITH GERMAN FOREIGN MINISTERPRISTINA, JULY 11 (ATA) - By B. Jashari: President of the Republic of Kosova, Dr Ibrahim Rugova, who was on an official two-day visit to Germany invited by the German Foreign Ministry, held one-hour talks with the German Foreign Minister Klaus Kinkel earlier on Thursday.The German Foreign Ministry issued a press release saying that "the Foreign Minister Klaus Kinkel held talks with the political leader of the Albanians of Kosova, Dr Ibrahim Rugova about the situation in Kosova." Dr Rugova told journalists, "I am satisfied of the negotiations with the Foreign Minister Kinkel because after he got acquainted with our attitude on the situation in Kosova and Albanian options for a political solution to this issue, he pledged that Germany will stimulate efforts for a right solution to the Kosova issue peacefully and democratically." President Rugova also said that the meeting focused on the problem of Albanian refugees and asylum-seekers who have been living in Germany for a certain time and who should return to their country one day. We thank Germany for its hospitality and aid without reserves to our youth and the persecuted by regime who were forced to leave the country." Rugova added that the return should be organised in stages and under the international surveillance. Germany is ready to coordinate actions in order that the repatriation help the stability in Kosova both politically and economically. President Rugova will also visit the German Bundestag and hold a press conference for journalists accredited in Bonn. pta/l/ak/k Albanian Telegraphic Agency[13] DEFENCE MINISTER ACQUAINTED WITH EXERCISES' PREPARATIONSTIRANA, JULY 11 (ATA) - The Albanian Defence Minister Safet Zhulali accompanied by the General Chief of Staff of the Albanian Army, General Sheme Kosova visited on Wednesday the Biza region, in Tirana, the venue of multinational exercises "Peaceful Eagle '96" in which eight NATO member states and their partners will participate in.Brigadier General Vladimir Ismolli acquainted Zhulali with the terrain, deployment of troops and elements of the exercises, the creation of a camp and providing living conditions for troops. Zhulali also visited the shooting-galleries which were built by experts of the U.S. army. He said that the Albanian army units should use the shooting-galleries and extend their experience to all the army. He also met with the U.S. military personnel who briefed him about the preparations.
