A place for oil drilling to start next year will be defined in the E block (Tirana-Peqin-Elbasan) after the data will be processed in France. Coparex cooperated with SIAG, the Italian company and Albseis, seismological company in Fier, Albania, the paper said. Coparex branch organisation in Albania has employed about 220 seasonal workers and other six permanently, Albania reported. kled/ak/sh/ Albanian Telegraphic Agency[05] PRIVATE INCOME IN TOURISM SEVEN TIMES HIGHER THAN STATETIRANA, JULY 1 (ATA) - About 50 thousand foreign tourists entered Albania during the first quarter of this year and a considerable part of them have been accommodated in hotel network run by state and that of private which is always increasing.The higher frequentation of private hotels is due to the higher commodity. As a result the private hotels income was greater. So during the first quarter of this year tourists have spent in private hotels about USD2.8 million against USD420 thousand in state run hotels. Regarding the geography of tourists origin according to the data of hotels the Italian tourists occupy the first place with about 440 people followed by Greeks with 130, by Americans with 110 and others. sfaja/kled/fh/sh/ Albanian Telegraphic Agency[06] ETHNIC ALBANIAN RIGHTS VIOLATED - "HUMAN RIGHTS WATCH"TIRANA, JULY 1 (ATA) - A report of the "Human Rights Watch" organisation in regard to the human rights situation in Macedonia said that the Macedonian government is responsible for the human right violation.The report said that the status of minorities has been violated and especially that of Albanians. They have been discriminated in the public service sector where their employment percentage is very low as well as in field of education and use of ethnic language. The reporters have suggested to the Macedonian government to increase the number of the employed from the ethnic groups and to guarantee their rights in the field of information. sk/kled/fh/ Albanian Telegraphic Agency[07] A DELEGATION OF UNION'S CHAMBERS OF ECONOMY AND INDUSTRY VISITS AUSTRIATIRANA, JULY 1 (ATA) - An Albanian delegation of the Union of Economy and Industry Chambers paid an official visit recently to Austria invited by Leopold Madertaner, the president of the Federal Chamber of Economy and deputy of the Austrian parliament.The Albanian delegation also held talks with representatives of the economic commission of the Austrian parliament. "I appreciated the results of the economic reform in Albania, up-to- date legislation and the good level of relations between Austria and Albania in all fields," Madertaner said. He pointed out the success of the Austrian investments in Albania and the interest of other powerful firms in investing in this country. "We are ready to support you through wide technical assistance both bilaterally and multilaterally because Albania deserves such an aid," Madertaner. Both sides agreed to work out a program of concrete cooperation which will include the organisation of seminars and qualifications in Vienna and Tirana and a better coordination of work between the Economic Chambers. The Albania-week organised in Vienna by the Tirana Economic Chamber with the participation of many firms from Albania and Austria was considered successful. Gjordeni: The handling of Brodostaf-Ibis ship transporting 37 tons of technological supplies for the "Ina Naftaplin" Croatian Company which is engaged in oil exploration in Tirana ended in the Durres port, 45 km from Tirana.Supplies including drills, oxygen-holders, containers were unloaded within two days and now are withdrawn by the company. ssh/kled/ak/sh/ Albanian Telegraphic Agency[09] NEW PARLIAMENT STARTS PROCEEDINGTIRANA, JULY 1 (ATA) - First legislation of new Albanian Parliament convenes Monday afternoon.Albanian general elections for deputies to the People's Assembly were conducted on May 26, 1996. The central Electoral Commission's communique published on June 21 after May 26 elections, June 2 second round and the partial rerun of elections in 17 constituencies gave to the Democratic Party 122 out of 140 seats of Albanian Parliament. The Republican Party is represented by three deputies, the National Front Party by two and the Human Rights Union Party by three deputies. The Socialist Party which won ten seats has declared it will not participate in the new Parliament. It withdrew from May 26 elections only three hours before the vote closing and has boycotted the second round and partial rerun of elections in 17 constituencies. The SP after May 26 has made calls to the electorate to boycott the polling on pretension of alleged manipulation of vote. Despite their calls the voters turn out decreased only by 18 per cent in the partial rerun of 17 constituencies as against May 26 elections. The European Council approved on June 26 in its Parliamentary Assembly a resolution of its Political Commission on elections in Albania through which it acknowledged the legitimacy of Albanian Parliament. kled/fh/sh/ Albanian Telegraphic Agency[10] SOCIALIST DEPUTY TO PARTICIPATE IN PARLIAMENT - radioTIRANA, JULY 1 (ATA) - Sali Rexhepi, the Socialist deputy of the Librazhd district, Central Albania, said in an interview to the Voice of America that he will participate in parliament.The radio said that Rexhepi motivates his participation with the obligation he feels towards the Socialist electorate who has elected him and last recommendations of the Council of Europe on the elections in Albania. Other nine Socialist deputies have not made public their attitudes towards the new parliament, but a recent statement of the Socialist party has considered "non-legitimate" every deputy mandate on behalf of this party. "I have adhered to the Socialist party because I am convinced, and stick to this conviction, in ideals of democratic socialism and particularly to Western social democracy. I want to stress that the ideals I support and for which the electorate have given the vote are not the same with the interests of those who do not defend the interests of electorate but Marxist-Leninist philosophy," Voice of America cited Rexhepi as saying. He expressed his conviction that "the step he is undertaking today will find a wide support by the real Socialists" and that soon others will join him in parliament. The announcement for Rexhepi's participation in parliament was broadcasted by the Voice of America on June 28 referring to the sources of the constituency's commission. This was denied by the daily Koha Jone on June 30 which cited Rexhepi as saying "I have not spoken to any journalists of the Voice of America. The paper said that "Rexhepi rejected categorically the possibility of an interview for his participation in parliament." Referring to this confutation, the Voice of America reported in today's broadcasting that "Rexhepi's attitude clarifies yesterday's efforts of one of the left-wing papers which trying to defend the attitude of the Socialist party prefers the status of the most confuted newspaper in Albania." kled/ak/SH/ Albanian Telegraphic Agency[11] ALBANIAN AND FRENCH MILITARIES MEETTIRANA, JULY 1 (ATA)- By F.Vladi,A Defence Ministry delegation, including high ranking militaries and officials, met with French high ranking militaries during a visit to Paris between June 25 and 28. The Albanian delegation, headed by Seit Hasani, head of Defence Policy Department, included General Bajram Malaj, Colonel Siat Gjomena, Colonel Bektash Kolasi and Colonel Vladimir Qirjazi. The high ranking militaries discussed the reconstruction of each country's forces by offering their experience. The French side made a presentation of the French army, its restructuring, the French view on the security architecture in Europe and the implementation of the Dayton Agreement. The Albanian officials provided data on the restructuring of the Albanian army and the situation in Kosova. The French General Faunpin said he would present Albania's views on the Kosova issue and its peaceful solution to French top political authorities. At a meeting held with leaders of the French Strategic Analysis Center, the Albanian militaries said they were interested such center be built in Albania as well. The structure of this center enables the coordination of work between the Defence and Foreign ministries. The leaders of the French center offered assistance for the Albanian scholars. According to the proposal of the center's leading officials, an Albanian civilian or officer will study for a three month period in this center every year.lm/k Albanian Telegraphic Agency[12] ALBANIAN GOVERNMENT TAKES DECISIONSTIRANA, JULY 1 (ATA)- The Council of Ministers, presided over by Premier Aleksander Meksi, decided on Monday to collect taxes in the health system.The government also agreed to a change in the agreement between the Albanian and German governments for a more effective use of credits and for a direct support through credits of the private sectors by simplifying the procedures of using funds. kei/lm/k Albanian Telegraphic Agency[13] NEW GOVERNMENT'S PROGRAMME WILL MEET PEOPLE'S DEMANDS -MeksiTIRANA, JULY 1 (ATA)- By R.Floqi,The aim of the Albanian new government will be the realisation of the DP programme to meet the people's demands, but with a critical view of the previous government's performance, Premier Aleksander Meksi, reelected by the DP National Council on Sunday to preside over the new government, said on Monday. "My reelection is an appreciation of the government's performance during the last four years," said Meksi in an interview with ATA on Monday. "I believe the last four years have been the most difficult years in the post communist history of Albania. In this aspect, the positive assessment of the government's performance in an appreciation of my work and of the ministers in drafting the central structures of the Albanian state. We have had even greater obligations to accomplish the DP programme and the Albanians' desire for a better life, more democratic and nearer Europe". "In general the objectives have been over fulfilled, said Meksi. In the macro-economic aspect, the government has over fulfilled the obligations and long-term objectives it had in the agreements with the IMF and World Bank. But, certainly, we have still much to do as regards infrastructure, administration and emigration or many other issues to meet the people's demands". However, four years are insufficient, especially when knowing the history of this country emerging from 50 years of communist dictatorship. And this situation can be remedied neither overnight nor in four years". "The government's and DP's contribution is that it chose the best, the most correct and successful way to transform Albania , to overcome backwardness as well as the pain and wounds inherited from the 50 year old communism. In this relation, the government's and DP's performance in the previous legislature should be considered as very positive". "The tasks of the new government are those predicted by the DP programme. It is also drafted with our participation together with other capable people of the DP who, surely, will work together with us", Meksi said adding that "the new ministers are planned to be appointed". Meksi referred to the main directions of the government's performance including the continuation of the economic growth at rapid rates, maintenance of welfare, insurance of a modern infrastructure, the strengthening of public order, the national question and the opening to Europe, that is, to meet the immediate demands of the Albanian people". "We will try that these objectives be included in the government's performance in order to have a realisable programme," Meksi said. As regards changes in the government's structure, Meksi said that:"Like other times, we will try to adapt ourselves to the economic, social and political life. The most appropriate moment to carry out the changes in the government is the moment when a new government comes to power. And we will not hesitate to make them, as we have not hesitated during the last four years". Asked if he could give a mark to the previous government, Meksi said:"The mark cannot be given by pupils, it is given by professors, that is the people". lm/k Albanian Telegraphic Agency[14] SERB POLICE ARRESTS ALBANIAN WRITER AND CRITICTIRANA, JULY 1 (ATA)-The Serb police on Monday arrested the Albanian critic and writer from Kosova, Agim Vinca, because he visited Albania three years ago without permission, the Kosova Information Center reports.This is part of Serb police efforts to hinder ties and contacts between Albanians of Kosova and those of Albania, the center reports.
