[01] MEMORANDUM OF UNDERSTANDING IN OPENING NEW CUSTOMHOUSES WITH GREECETIRANA, JUNE 27 (ATA) - Ministry of Building and Tourism and General Department of Albanian Customs signed Thursday, in Tirana, a memorandum of understanding in opening three new customhouses along the Albanian-Greek border line in Konispol, Tre Urat and Sopik (Southern Albania).Director of program PHARE for Albania and deputy Minister of Building and Tourism Andrea Mazreku and the General Director of Customhouses Department Ritvan Bode, signed the memorandum. According to it the General Department of Customs will start the first phase by projecting them and carrying out the first building phase estimated some ECU1.5 million. This fund will be completed gradually with all the needs arising during the work in these three crossing points with Greece. This understanding memorandum is a part of all investments for the perfection of the customhouses' infrastructure in the points Albania get in contact with the outer world, and of the large project in modernisation of the system of customhouses. Realisation of this project foresees that within a two-year period the Albanian customhouses be able to create easy and normal procedures in transport of goods and passengers in Albania and abroad. kei/fh/k Albanian Telegraphic Agency[02] BILDT'S ASSISTANTS MEET WITH KOSOVA ACADEMICIANTIRANA, JUNE 27 (ATA) - By B.Jashari: Martin Luc and David Ostin, assistants to Karl Bildt, senior representative of international community for former Yugoslavia, met on Thursday with the Kosova Academician Rexhep Qose and were interested in his point of view regarding the present situation in Kosova and the way for its solution.Qose said to Bildt's assistants that any solution allowing Kosova to remain within rump Yugoslavia is not acceptable by Albanians. "Insisting on such solution is of no effect to the Kosova issue," he said. Qose said that it is time for Europe to correct the unjust decisions taken at the beginning of this century against Albanians when more than half of the Albanian people remained under foreign sovereignty. "Today, the Kosova problem, though not the only one, is the most significant of the Albanian issue. Therefore, the independence from Serbia will be the most important and righteous step for a fair solution to the Albanian issue in the Balkans," Qose said. He stressed that the Albanian issue in the Balkans should be reviewed by international organisations in order to find a comprehensive solution, because a right and fair solution to this issue will guarantee a lasting peace and stability in the Southeastern Europe. Luc and Ostin thanked Qose for the direct conversation and the issues discussed stressing the fact that they came to Kosova because the international community is interested in finding a solution to this problem. aca/kei/ak/k Albanian Telegraphic Agency[03] SERBIAN POLICE PLUNDERS PRIZRENI MARKET IN KOSOVATIRANA, JUNE 27 (ATA) - Serbian police in collaboration with the market police plundered Thursday the Prizreni market in Kosova.They plundered all the goods outside the "Qylhan" market location (the goods market) in Prizren and continued their action in bigger quantities of other goods. The plundered goods estimated some thousands of DM. Such attacks are becoming usual every Thursday, that is the market day in Prizren. aca/kei/fh/k Albanian Telegraphic Agency[04] IDA APPROVES 25 MILLION DOLLARS FOR ROAD SYSTEMTIRANA, JUNE 27 (ATA) - By R. Floqi: International Development Agency (IDA), the World Bank branch, said that it has approved an installment worth 25 million dollars for the project on improvement of road system in Albania.This is the first installment of a national road project worth 66 million dollars which is based on main priorities defined in government plans for public investments, road reconstruction and maintenance as well as its need for technical assistance and training of domestic staff. The project will include rehabilitation and construction of national road worth 50.5 million dollars and supply in materials for road maintenance, safety and signals. It also includes the rehabilitation and improvement of 71 km of road related to the East-West corridor and the Northern one, Tirana-Fushe-Kruja and the building of the second part of a 12-km road linking Fushe-Kruja and Lezha. To supervise the road works, IDA has allocated 1.8 million dollars which will be used for the qualification of the Albanian staff. 2.4 million dollars have been allocated for the establishment of a bank on road data, management asphalting system and bridge management. Other amounts worth 1.9 million dollars are allocated as a technical assistance to Central Road Directorate and district directorates and about one million dollars for project coordinators. So far IDA has financed development projects totalling 272.5 million dollars. kei/ak/g Albanian Telegraphic Agency[05] CHRISTIAN DEMOCRATS ACCEPT ELECTION OUTCOME - ChairmanTIRANA, JUNE 28 (ATA) - The Christian Democrats considered the Democratic party and all right-wing forces, but not the Socialists and left-wing forces, its natural allies, the daily Rilindja Demokratike cited the head of the Christian Democratic party, Zef Bushati.Bushati reiterated the attitude of its party towards the right-wing forces. Christian democrats participated in all the parliamentary election rounds and accepted the election outcome. Bushati denied a statement published by the daily Koha Jone that "the Christian Democrats are in dilemma about the results of the elections." This statement, he said, is a tendency aiming at creating a turbidity about the attitude of the party he leads. He said that the Christian Democrats are not in dilemma whether to accept or not the election outcome. He said that he has made public his party attitude regarding the final outcome of the elections of May 26. According to a combination of majority and proportional system in parliamentary elections in Albania, the Christian Democrats did not win any seats in parliament. But they gained only 1.28 per cent of the votes in proportional without reaching a 4 per cent to enter parliament. kei/ak/g Albanian Telegraphic Agency[06] OPPOSITION MEMBERS OF MAY 26 ELECTION COMMISSION SIGN PAY-ROLLTIRANA, JUNE 28 (ATA) - All members of May 26 election commissions in the Tirana district constituencies, representing the Socialist Party and left wing opposition parties have signed and taken the reward payment for members of election commissions, Friday's daily Rilindja Demokratike cites local government sources saying."We think that May 26 elections were just and fair, while our withdrawal from the polling stations was forced and ordered" the paper cites a SP member of commission who refused to be identified. He said that "About 60 per cent of the procesverbaux were signed by the SP members opposing massively the decision of the SP presidency which ordered a withdrawal without taking into consideration the consequences. By taking the money, the law envisaged for the commission members we once more confirm the truthfulness of May 26 elections." The SP boycotted the May 26 elections three hours before its closing alleging vote manipulation by the DP ruling party. On the same pretense the SP did not take part in the second round on June 2 and in the partial rerun of elections on June 16. "2.5 million dollars for Puka project" is an economic topic run by the newspaper.Zeri i Popullit says "New elections after amendments to the present legislation" referring to the resolution of the Council's parliamentary assembly. "Value increase for the privatisation bonds - a rhetoric of government propaganda," is an economic article carried by the newspaper. Republika carries the article entitled "Europe reflects more than the Albanians themselves - Success of dialogue is guaranteed by rejecting maximalist position." The paper carries the interview of Lord Finsberg with BBC under the title "This is the way how the resolution should be observed - Socialists should return to parliament." Poli i Qendres says "Clear signal from Strasbourg for official Tirana" and cites Lord Finsberg as saying "New elections within 18 months." The paper carries the interview with the secretary of the Democratic Alliance party Arben Imami under the title "Either free elections or a good start to Sali Berisha." Tribuna says "Opposition faces reforming challenges." The paper carries an interview with Pjeter Arbnori, parliamentary Speaker in the previous legislation under the title "We should improve legislation in next parliament." The paper says "Socialist model of the Albanian economy will have the fate of Bulgarian crisis." Lajmi i Dites says "DP chairman invites the opposition to enter parliament". The paper carries an interview with the Albanian prime minister Aleksander Meksi after his return from the funeral of the Greek former prime minister Andreas Papandreou. Albania writes "In Autumn, new congress of the socialists - Projected 'cutting of new heads' in the SP." It also carries the article "US President meets Albanians of America - Embargo against Serbs will continue." Rilindja writes "Germany will continue its commitments for a right solution of Kosova issue" covering a meeting of Kosova President Ibrahim Rugova with German Ambassador in Belgrade Gerhard Schrymbgens. It also carries an article on the CE Parliamentary Assembly's resolution entitled "New Albanian Parliament's legitimacy confirmed." Koha Jone citing Lord Finsberg writes "New elections within 18 months" and "Assembly condemns elections' violence and irregularities." Gazeta Shqiptare writes "Opposition ready for dialogue but outside Parliament," while Dita Informacion carries "New elections within 18 months." kei/ak/fh/k Albanian Telegraphic Agency[08] PRESIDENT RUGOVA MEETS GERMAN AMBASSADORTIRANA, JUNE 28 (ATA)- The President of the Republic of Kosova, Dr.Ibrahim Rugova, received in Pristina on Thursday the ambassador of the Federal Republic of Germany in Belgrade, Gerhard Schrumbgens, the Kosova Center of Information reports.Rugova stressed that Kosova as an independent and neutral state, open to Albania and Serbia is an optimal political, ethnic and regional solution and added that the Kosova leadership favours dialogue between Pristina and Belgrade, with the mediation of an authorised party. Rugova said that in the process of solving the Kosova issue, the Kosova leadership has asked a temporary international civil administration as a pre-condition for the political solution. The German ambassador underlined that the government of his country would continue to engage in a correct solution to the Kosova issue. During the meeting they also discussed other aspects of the situation and the latest developments in Kosova and the region. a.ca/pas/lm/sh/ Albanian Telegraphic Agency[09] KOSOVA COAL CONSIDERED SERBIA'S KEY ENERGY BASISTIRANA, JUNE 28 (ATA)-An article published in the Serb newspaper "Politika expres" says that: "There is no more dilemma. Kosova's coal will be Serbia's main energy basis also in the future", the Kosova Center of Information reports.The article raises the question whether concessions will be given to foreigners to build heat power stations precisely in Kosova as Serbia itself is ruined because of sanctions and is suffering a grave economic agony. Based on estimations reached at a round table on problems of development, research and production of energy raw materials, the paper says that only 1.3 billion tons have been exploited in Kosova's lignite zone. That is, the coal in the Dukagjini area (near the border with Albania) has not been touched in the least. According to Serb estimations, the coal reserves in Kosova amount to some 18.9 billion tons. Serb experts estimated this asset at oil's value and concluded that this is equal to 4.3 billion tons of oil. They said that Serbia spends three million tons of oil per year. Some 40 million tons of lignite have been extracted and mainly for heat power stations. According to Dr. George Bashiqi, professor of the Technical Faculty of Novi Sad, foreign companies should be provided with the right to exploit the Kosova coal. This exploitation would largely benefit Serbia, whereas for Albanians would remain the wastes and ecological catastrophe. a.ca/pas/lm/sh/ Albanian Telegraphic Agency[10] PRESS RELEASETIRANA, JUNE 28 9ATA0- The President of the Republic of Albania, Sali Berisha, will meet on June 29, 1996 with the leaders of the parliamentary parties, respectively of the Democratic Party, Tritan Shehu and Ali Spahia, of the Socialist Party, Servet Pellumbi and Luan Hajdaraga, of the Republican Party, Sabri Godo and Fatmir Mediu, of the Balli Kombetar Party, Hysen Selfo and Aleko Gjergjo, and of the Human Rights Union Party, Vasil Melo and Thoma Mico.They will discuss the structure and creation of the future government. s.sh/kled/lm/sh/ Albanian Telegraphic Agency[11] FILES OF EX-PLA AND COMMUNIST STATE OFFICIALS REFERRED TO APPEALS COURTTIRANA, JUNE 28 (ATA)-By A. Frasheri, The files of eight former PLA and communist state senior officials have been referred to the Appeals Court.Right after the end of the legal proceeding in the district court, the eight former functionaries and their lawyers filed their complaints to the Appeals Court to reject the sentences issued by the Tirana court. They claim innocence, which is also supported by their lawyers, who allege their clients have acted conform the laws of that time. During the trial violation of the then constitution and International Convention for Human Rights, to which Albanian had adhered, were ascertained. Charged with crimes against humankind in complicity the court decided capital punishment for Aranit Cela, ex-chairman of the Supreme Court and ex- member of the Internment-Deportation Commission, Rrapi Mino, ex-Attorney General and ex-member of the Commission, and Zylyftar Ramizi, ex-deputy Minister of Interior. The court decided life imprisonment for Haxhi Lleshi, ex-chairman of the presidium of the People's Assembly, and Manush Myftiu, ex-deputy premier and ex-chairman of the Internment-Deportation Commission. The court sentenced Pirro Kondi and Qirjako Mihali to 17 years imprisonment and Sulejman Bushati to 15 years imprisonment, the three former PLA first secretaries in various districts of the country. Under the same motivation, the files of another six former functionaries are expected to be referred to the Appeals Court for whom the Tirana court decided life imprisonment for Foto Cami, Prokop Murra and Muho Asllani, 20 years imprisonment for Zef Loka, 18 for Dilaver Bengasi and 16 for Gaqo Nesho. s/sh/kled/lm/sh/ Albanian Telegraphic Agency[12] PRESS RELEASETIRANA, JUNE 28 (ATA)- According to the decree of the President of the Republic of Albania, Sali Berisha, on the convention of the new legislature of the People's Assembly, the first session of this legislature opens on Monday, July 1,1996, at 18.00, according to the People's Assembly Press and Information Department. s.sh/kled/lm/sh/Albanian Telegraphic Agency[13] ALBANIAN PREMIER PRESENTS RESIGNATIONTIRANA, JUNE 28 (ATA)-Albanian Premier Aleksander Meksi, with the expiry of his government's mandate, presented his resignation to President of the Republic of Albania Sali Berisha at a meeting on Friday.Berisha appreciated the performance of the government headed by Aleksander Meksi. He emphasised the merit of this government in the successful implementation of the Democratic Party's programme for the establishment and consolidation of the rule of law, market economy and for integration into Europe, enabling in this way the political and economic stability of the country during the difficult period of transition. President Berisha, after accepting the resignation of Meksi, asked him and his government to continue work until the appointment of the new premier.
