[03] FREE AND FAIR ELECTIONS IN ALBANIA- Statement of Free Party deputy at the Austrian Parliament -

TIRANA, JUNE 24 (ATA) - Even the Austrian opposition has been clearly and positively expressed in favour of the Albanian Democratic Party and the outcome of the elections of May 26 joining thus the continuous support and statements of the Austrian Conservative Party which rules the country together with the Social Democratic Party regarding the elections which were held in conformity with the rules in Albania.

The Free Party is one of the three main parties in Austria. Dr Peter Kapral, deputy of the Austrian Free Party and representative of the Liberals in the election observing mission during the repetition of elections in 17 constituencies on June 16 told the Austrian Parliament, among others, that the elections in Albania were free and honest.

Dr Lapral said in his analysis that former communists are members of the Albanian Socialist party who hoped to take over the power again by achieving an absolute majority in elections.

The communists based their hopes in the results of the referendum and the massive pressure during the elections through the observers they have chosen, contacts with the Socialist International and the increase of attacks in their press.

The Albanian Socialists overestimated these factors and did not take into consideration that the political belief of the Albanian people in the Democratic party and President Sali Berisha is very profound as before and this defining element was totally present in the run up to and during the elections. The repetition of elections in 17 constituencies after alleged irregularities in the first round on May 26 was regular, correct and fair.

The monitoring of the re-run of elections did not prove any irregularities or manipulations.

The outcome of the re-run of elections in 17 constituencies was similar and a logical continuity of the results of the elections in the first two rounds.

Other observers, representatives of the British Human Rights Organisation as well as OSCE observers did not find out any problems or inaccuracies, Dr Kapral told the Austrian parliament.

The parliamentary debate urged by the Austrian parliamentary opposition did not aim at criticising the attitude of the Austrian opposition towards the elections in Albania because the Austrian political forces had totally supported the democratic forces but it also aimed at reflecting again through facts and documents the reality of elections, their correctness in one hand and the deliberate efforts of the Albanian opposition in the other hand, which tried to denigrate the image of democracy in cooperation with certain political forces abroad and communist individuals who had collaborated with the communist regime of the dictator Enver Hoxha through perfidious and shameful actions. ak/sh/

[04] TODAY STARTS LEGAL PROCESS AGAINST PROTAGONISTS OF MILITARY PUTSCH

TIRANA, JUNE 24 (ATA) - The Tirana Military Court will start a legal process Monday against the protagonists of the military putsch of February 22, 1991 in the Tirana Military Academy.

Former defence minister Kico Mustaqi, former commander of academy Arseni Stroka and its former commissar Ksenofon Coni will be tried with charge of abuse of office and of arming the students.

The panel will try the case in defendants' absentia but their attorneys' presence. Mustaqi, Stroka and Coni have left Albania and Interpol is hunting them down.

Tirana's prosecution office has investigated many former students, professors, citizens and even former president Ramiz Alia to prove the above charge.

Investigations finished on June 12 and the prosecution office sent the file to the court to be tried.

Kico Mustaqi, Arseni Stroka and Ksenofon Coni a day after the fall of a monument of dictator Enver Hoxha in Tirana's centre on February 21 gave an order to arm the students and have incited them to oppose Tirana's citizens.

Two civilians as well as a policeman on duty were killed and 37 other people were wounded because of irresponsible shooting. kled/fh/
