  • [01] TWO GERMAN MILITARY DELEGATIONS END VISIT IN ALBANIA

    TIRANA, JUNE 3 (ATA) - General major Armand Vincani deputy Chief of the Albanian General Staff received two military delegations of the German General Staff at the end of their visit to Albania.

    The meeting confirmed that Bundeswer is offering a concrete, efficacious and intensive help to the Albanian army.

    In this context the planing team of the joint Albanian-German training "Mati" approved the training programme, concertized its ideas, realised the recognition and decided the training area.

    During their stay in Albania the delegations closely followed the training of our peace keeping troops expressing a high opinion on the work done. Bundeswer experts collaborated with the Albanian specialists in preliminary preparation of the peace keeping company.

    Albanian peace keeping company will recently continue the necessary training in Germany enabling the realisation of the Albanian initiative for an active role in NATO peace keeping operations as a real factor of security and stability in the region. ake/kled/fh/

    [03] PRESS REVIEW

    TIRANA, JUNE 4 (ATA)-Today's Rilindja Demokratike says that the Albanian electorate with its massive vote said "NO" to the red front". The paper also carries the editorial "Communism alone is a loser". The paper also carries the article "The June 2 second round ballot - confirmation of the sweeping victory of May 26".

    Under the title: "Dokle uncovers 'the truth' of the elections on a foreign radio", the paper stresses that in the same interview Dokle at first declares that the SP had the majority of votes until it withdrew and, then, that the SP could not know it had lost when it withdrew.

    Zeri i Popullit under the headline: "Hunger strike in the SPA is going on", carries the article "All together to defend democracy". The paper reports on the hunger strike under the title: "The socialist candidates for deputies determined to continue the hunger strike".

    "Nothing confirmed about the fate of the elections outcome", says the newspaper Republika. The paper carries Monday's news conference of the democratic leader Shehu under the title:"Only the Constitutional Court can make invalid the elections result",.

    Under the headline "Ceka and Gjinushi unfold the Brussel's platform", the newspaper Poli i Qendres carries the article "This is what we will ask in the European parliament!". Under the headline "The hunger strike of the Central Pole is over", the paper says that "This is only the beginning of our fight".

    Balli i Kombit carries a statement which calls on the people to show self-control at these historic moments and not fall a prey to the dangerous 'game' of the former communists who intend destabilisation of the situation at home.

    Lajmi i Dites reports on the news conference of democratic leader Shehu under the title:"DP victory and large participation in the second round". The paper also carries the chronicle of the government meeting on Monday.

    Under the headline "Paradoxes of the left", "Tribuna Demokratike" carries the article :"The socialists cannot hold the congress". The paper also carries the article :"The West confirms full support for the DP victory".

    Albania, under the headline "The communists preparing for a second April 2 in Tirana", carries the article "Musa Ulqini: Let's provoke bloodshed... only in this way can Europe take interest in us". Under the headline "The Second round of poll reconfirmed the first round results", the paper carries the article "The Opposition should respect the failure".

    Rilindja reports on the meetings of President Rugova with chairmen of the DLK Branches under the title :"Kosova among the most serious problems in the Balkans". Under the headline:"Over 10 000 Albanians protested in front of the UN headquarters in Geneva", the paper says that "Unless the Kosova issue is resolved there will be no peace in the Balkans".

    "The opposition again on the square", the newspaper "Dita Informacion" says.

    Under the headline "The hunger strike of the SP candidates for deputies has entered its fifth day", Koha Jone says:"The life of the strikers at stake". The paper reports on the news conference of the Central Pole under the title:"Social peace and new elections".

    "The second round, the right wing assumes strength", Gazeta Shqiptare says regarding the June 2 second round of poll. The paper entitles its fifth page :"Specials after the vote". kled/lm/sh/

    [04] CHAIRMAN OF GRUEMIRE COMMUNE DISCHARGED IN KOPLIK

    KOPLIK, JUNE 4 (ATA)-By Myfit Malja, The Prefect of Shkodra, Iljaz Vrioni, declared on Monday the President's decree 1 480 for the dismissal from work of the socialist chairman of the Gruemire commune, Malesi e Madhe district, Northern Albania.

    According to the decree which was made known to the councilors of the Gruemire commune, Sytki Ndreca is accused of gravely violating the law, by changing Albanian names into Serb-Montenegrin ones.

    Vrioni also announced the decision of the Council of Ministers to appoint Agim Cule as the acting chairman of the commune. a.ke/lm/sh/

    [05] CHIEF OF POLICE COMMISSARIAT TWO RETORTS TO LEFT PRESS ACCUSATION

    TIRANA, JUNE 4 (ATA) - Muhamet Rrumbullaku chief of Police Commissariat Two retorted today to the accusations of the left wing press regarding the prevention by police of an illegal meeting of the left opposition last week in the main square of Tirana.

    Rrumbullaku said that his declaration came as a result of the announcements of the left press on June 2,1996 regarding the charges against him by the Socialist Party leaders. The denouncing material has been sent near the Prosecutor's Office in Tirana to open a penal case under the accusation "For crimes against humanity" included in Article 74 of the Penal Code of the Republic of Albania.

    "Considering the very grave denouncing material which runs against my moral principles and function as chief of the commissariat, I declare to the prosecution office that it is free to start legal prosecution procedure against me personally and the actions of police forces of the commissariat lead by me", the declaration said. pas/fh/k/

    [06] THE POLE OF THE CENTER WILL NOT ACCEPT ANY COMPROMISE WITH THE EUROPEAN PARLIAMENT

    TIRANA, June 4/ATA/-The Pole of the Center (Democratic Alliance Party and the Socialdemocratic Party) will not accept any compromise with the European Parliament about a partial re-run of parliamentarian elections that were organised in Albania on May 26, and June 2, 1996, leaders of the Pole of the center said in a press briefing, according to the newspaper "Poli i Qendres (Pole of the Center)".

    The chairman of the Social Democratic Party, SDP, Skender Gjinushi, the president of the Democratic Alliance Party, DAP, Neritan Ceka, the vice chairman of the Socialist Party, SP, Servet Pellumbi and the chairman of the Right Wing Democratic Party, RDP, Petrit Kalakula are invited to the European Parliament in Brussels.

    "We are ready to give all the documents on violations, but Europe should made it clearer where should they be addressed to, because we can not present these violations to a Commission that is completely influenced by the party in power, which has the main responsibility for these violations", the leaders of the Pole said.

    Meanwhile, according to the documentation presented at the Constitutional Court, the SP, SDP, ADP, RDP, as well as the Agrarian party, PA, and the Party of National Unity, NUP,has presented in this court claims on disapproval by the Central Election Commission of candidates on the base of different reasons, mainly for the fact that the deadline in presenting the documentation has expired and not for reasons related with the procedure of the way the elections were hold.

    SP, SDP, ADP, AP, NUP and RDP boycotted the first round of elections, on May, 26, three hours ahead of the deadline when 80 per cent of electors has voted. These parties did not took part in the second round of elections, under the pretext that elections were manipulated by the party in power, the Democratic Party, which won the majority in these elections.

    According to leaders of the Pole of the Center, they will make the following proposals to the European Parliament: re-run of elections in a near future, continuation of the work of the actual parliament for the period up to the new elections and creation of a technical pluralistic government with representatives from some parties.

    "We have not protested for details of manipulations in certain zones, but we have protested against the way of creation of the electoral commissions, dominated by DP, against the involvement of National Information Service, NIS, against lack of process verbauts", its leaders say.

    The meetings that the leaders of the Pole has organised with diplomats of the American and the French embassies and the one they are going to have with the German Embassy in Albania, were considered in yesterday's press conference as " courtesy meetings". kei/ La/k

    [07] INTERIOR MINISTRY PRESS RELEASE

    TIRANA, JUNE 3 (ATA)-An Interior Ministry press release, issued on Monday, says:

    "The Socialist Party, through the official document 192, dated June 2, 1996, and the Democratic Party, through the official document 401, dated June 2, 1996, ask to hold rallies in the "Skenderbej" square.

    The Interior Ministry reports that the "Skenderbej" square is a public place, which is not approved for mass activities like rallies, gatherings and manifestations for any of the political subjects due to heavy traffic of vehicles and people as well as to the disorders its blocking brings about.

    The Interior Ministry reports that it is ready to take measures for the development of these activities in the following places:

    1.The Sports ground "Ali Demi"

    2.Two of Tirana's stadiums

    3.The pupils campus sports ground

    4.The "Asllan Rusi" Sports hall

    The Ministry asks the political subjects, the Democratic Party, the Socialist Party and others to respect the laws in force on the development of gatherings and manifestations. It wants them to take all the necessary measures to maintain and not violate law and order during the activity to be carried out in one of the aforesaid places and not to create conditions leading to disorders", the announcement concludes. kled/lm/sh/

    [08] HUNGER STRIKE AND RALLY OF PROTEST OF SP END

    TIRANA, JUNE 4 (ATA)- By R Floqi, A Sakja: SP candidates for deputy today completed a hunger strike they had started five days ago, which also marked the end of the rally of protest called for today but which was not supported.

    "Our strike had a political character of protest to sensitize Albanian and international political opinion for a review and annulment of rigged elections of May 26," says a SP statement on this occasion.

    The SP rally, held in its headquarters in Tirana was attended by 200 members and sympathizers continued under normal conditions. Demonstrators chanted "We want our votes," "Down with Berisha regime" and other calls and songs of World War Second.

    They manifested in the SP compound and from a loudspeaker candidates for deputy called on the people to join their protest.

    50 sympathizers of this party who were gathered in Kavaja Street and 70 people, mainly aged who had gathered in the street near Telecom office, wanted to gead for the Scanderbeg Square. A calm and convincing intervention of police made citizens disperse without excess.

    Socialists and some other opposition parties today called on their electorate to attend "some peaceful rallies of protest" due to be held in Tirana and some other cities of Albania.

    After police did not allow the Scanderbeg Square for SP and DP rallies and said such rallies should be held in stadiums and sport palaces, SP presidency decided to stage its manifestation in its headquarters.

    A news conference was held in the Sp headquarters where 96 deputy- hunger strikers were present. But Agim Fagu, Sp deputy, did not allow the RTV and ATA reporters to attend.

    "In this tense situation in which freedom and rights are brutally threatened, where an anti-people regime is being sought to be installed in the country, SP, conscious of the fates of the Albanian people, urges to establish as soon as possible the bridges of dialogue for a repetition of elections under OSCE and EU observation," said a SP statement which ATA could take indirectly.

    The statement considered the hunger strike as an expression of protest of "SP candidates in defence of the right of the people to cast their free ballot for their representatives."

    Through an unprecedented act, SP withdrew its members in election commission to boycott the May 26 elections only three hours before elections were over. The elections ended with a DP victory while SP refused to take part in the second re-run of poll.

    The end of the hunger strike, according to the statement, coincided with the leaving of a delegation of four opposition parties for the European Parliament.
