[01] YUGOSLAVIA, MACEDONIA TO DRAFT AGREEMENT ON SOCIAL SECURITYTanjug, 1998-07-13The competent Yugoslav and Macedonian organs will hold talks in Skop je on July 14-17 to determine the text of an agreement on social security, the Yugoslav Labour, Health and Social Policy Ministry said on Monday. The Yugoslav de legation to the talks will be headed by Yugoslav Assistant Labour, Health and Soc ial Policy Minister Maksim Korac. Aiming at the best possible protection of beneficiaries in keeping with the latest European standards in this field , the agreement will regulate the pension, disablement and health insurance as well as the insurance in case of unemployment and family allowances. In view of t he long-term existence of the single market and legal system of the former Yugoslavia and the movement of workers, the agreement will regulate soci al security issues and will apply to all beneficiaries and their families regardless of the Yugoslav and Macedonian citizenships. The agreement wi ll also secure the protection of all social security rights which were realised b efore the agreement took force. Working versions of an administrative agreement on the implementation of the agreement on social security will be exchanged at t he Skopje meeting, in order to ensure its implementation right after it take s effect, the statement said. [02] SERBIAN POLICE REGAIN CONTROL OVER BELACEVAC COAL MINETanjug, 1998-07-13Serbian police on Monday regained control over the Belacevac opencas t coal mine, Serbia's southern Province of Kosovo and Metohija. Gangs of ethnic Albanian terrorists that had been attacking the mine's workers from the villages of Belacevac and Grabovac over the past few days, dispersed early on Mon day as soon as they saw the police arrive in the area, the Pristina- based Media Centre said. The police controls all points vital for securing coal exploitatio n in the mine. The terrorists made no attempt to thwart the police action, local authorities in Obilic, near Pristina, told the Media Centre. The Serbian Power Industry enterprise said conditions had been created in this way for nor mal supply with coal of thermal power plants in Kosovo and Metohija and, consequently, normal electricity production in the Province. [03] ETHNIC ALBANIAN TERRORISTS ATTACK POLICE STATION IN STARI TRGTanjug, 1998-07-13Armed ethnic Albanian gangs attacked the police station in Stari Trg near Kosovska Mitrovica at about 11 p.m. (2100 GMT) on Sunday. The terrorists fired from automatic weapons from several directions. Police responded to the attack and after several hours of shooting, the terrorists withdrew towards Mt. Salja. Tanjug has learnt that none of the policemen were hurt and that there was no material damage. [04] WASHINGTON ISSUES WARNING TO ETHNIC ALBANIANSTanjug, 1998-06-13State Department Spokesman James Ruben warned on Monday ethnic Alban ians in Serbia's southern Province of Kosovo-Metohija that they must understan d that the international community and the US did not endorse independence of th e Province and that they could not resolve problems through violence. Rube n addressed the warning to the extremists among ethnic Albanians and said that they must bear their share of responsibility for the developments in the Province. The US believes that ethnic Albanians must understand that the ir goal of independence will not be achieved, Ruben said at a regular press brief ing. The international community will not support Kosovo- Metohija's independence o r greater Albania, he added. Ethnic Albanians in Kosovo-Metohija cannot re solve their problems regarding autonomy, human and minority rights on the batt lefield, Ruben said. If they believe that they can resolve such problems and get independence through extremist violence, they are making a fundamental m istake, he said. [05] ODALOVIC: TERRORISTS ARE UNDER SOMEBODY'S CONTROLTanjug, 1998-07-13Head of the Kosovo district Veljko Odalovic has said that he is conv inced that ethnic Albanian terrorists in Kosovo and Metohija are under somebody 's full control and that all strings are being pulled from one centre, but that m any groups and gangs have gone out of control. Speaking in an interview to t he latest issue of the "Pristina Magazin", Odalovic said that the aims of te rrorist attacks were the best proof of this. When the attacks are directed agains t the army and police, they have a clear political background and when they att ack civilians, Serbs, Montenegrins and their compatriots who disagree with separatism, it shows that "many gangs who went out of control" are on the ground, he said. Commenting on the objections of foreign delegations who arrive in K osovo and Metohija to the effect that the use of force against terrorists is no proportional, Odalovic said that this state had the right to decide on it s own on an adequate response to terrorism. Anybody who accuses us of an unprop ortional use of force without warning those who provoke conflicts, directly stimul ates terrorism in Kosovo and Metohija. According to Odalovic, Serbia has the legitimate right to respond to the terrorists' violence and "regardless o f condemnation, one must know that the obligation to protect peace and secu rity of all citizens will go on, in keeping with the Constitution and the law." Odalovic said that it was good that in choosing between the legal and illegal in Kosovo and Metohija, the international community had sided with the Constitution al order, historical right and the right defined under the most important U. N. documents. He voiced hope that Ibrahim Rugova would succeed in turning th e developments towards talks, in which it would be reviewed what somebody in this country has and ethnic Albanians don't and "what civil and human rights d o not apply to them." [06] SERBIAN ORTHODOX CHURCH HOLY SYNOD MEETS WITH FOREIGN DIPLOMATSTanjug, 1998-07-13A meeting of the Holy Synod of the Serbian Orthodox Church and Belgrade- based embassy officials was held in Belgrade on Monday. The mee ting, to which U.S., Russian, British, German, Greek, Italian, Austrian and Ukr ainain embassy officials were invited by Patriarch Pavle of the Serbian Orthodox Church and the Holy Synod, dealt with the situation in Serbia's southern Provinc e of Kosovo and Metohija, the Serb people's Jerusalem and a major seat of Chri stian culture and civilisation in Europe, said a statement issued by the Holy S ynod. The meeting also discussed ways of how to settle the tragic conflict in K osovo and Metohija and find a lasting solution to the issue, the statement said 2E The Holy Synod urged the six- nation Contact Group, governments of other state s and other international factors to do all they can to help end immediately cl ashes in the province and then in peace and through dialogue find a solution in the interest of all, the statement said. The diplomats praised the Church's positive role in resolving the issue, voicing their views on the developments in the Province, the statement said. The Holy Synod informed the diplomats tha t ethnic Serbs and other members of Yugoslav minority in Albania had been denied basic human rights for more than fifty years, demanding that the issue be rais ed and solved in the context of securing ethnic Albanian rights in Kosovo and Me tohija, the statement said. [07] SPS OFFICIAL PEROSEVIC IN BUCHARESTTanjug, 1998-07-13Problems in Kosovo and Metohija can be resolved solely through the resumption of an unconditional and open dialogue between a state delegati on and representatives of ethnic-Albanian political parties, based on respect fo r all international standards relating to national minorities, it was concluded Monday in the talks Socialist Party of Serbia (SPS) official Bosko Perosevic had with top representatives of Romanian left parties and Foreign Ministry officia ls. Perosevic met also with Social Democracy Party leader and former R omanian President Ion Iliescu. The SPS official and his partners in talks empha sized the importance of the latest Contact Group meeting, which unequivocally cond emned ethnic-Albanian separatism and terrorism. They also underscored the gr eat contribution made to the resolution of the crisis in Kosovo an Metohija b y the Moscow Declaration of Presidents Slobodan Milosevic of Yugoslavia and Bor is Yeltsin of Russia. The leaders of Romanian left parties and ranking Forei gn Ministry officials set out that the territorial integrity of the FR of Yugoslavia must not be put in question, a statement released by the Voivo dina Information Secretariat said.
