BOSNIAN SERB LEADERS ACCEPT DAYTON ACCORD

B e l g r a d e, Nov. 23 (Tanjug) - The leadership of the Republika Srpska accepted on Thursday the peace accord reached at Dayton, on Tuesday, and pledged to implement it in full. In a meeting in Belgrade, the Yugoslav state leadership and the Republika Srpska leaders agreed that the Dayton accord was a historic document in the interest of peace. On the Yugoslav side, the meeting was attended by Yugoslav President Zoran Lilic and presidents of the Yugoslav Republics of Serbia and Montenegro, Slobodan Milosevic and Momir Bulatovic, respectively. Also present were Federal Prime Minister Radoje Kontic and Foreign Minister Milan Milutinovic. The Republika Srpska delegation comprised President Radovan Karadzic, Parliament Speaker Momcilo Krajisnik, vice presidents Biljana Plavsic and Nikola Koljevic, outgoing Prime Minister Dusan Kozic and Premier-designate Rajko Kasagic. Also present on the Republika Srpska side were Foreign Minister Aleksa Buha, Interior Minister Tomo Kovac and Assistant Commander of the Republika Srpska Army Maj.-Gen. Zdravko Tolimir.

DAYTON PEACE AGREEMENT

F.R.Y. GOVERNMENT ACCEPTS RESULTS OF PEACE TALKS

B e l g r a d e, Nov. 23 (Tanjug) - The Government of the Federal Republic of Yugoslavia Thursday fully accepted the results of the peace talks held in Dayton, noting that Yugoslav delegation had achieved the goals set out in the platform for the talks, the Federal Information Secretariat said in a statement. Among these goals, peace and the suspension of international community sanctions against the F.R.Y. have a special significance, the statement says. The achieved peace agreement has a historic significance and represents a guarantee for peace, stability and cooperation in the region and Europe, the statement says. The F.R.Y. Government notes that it is essential - besides international community guarantees - that Republika Srpska and the Muslim-Croat federation in Bosnia-Herzegovina implement the peace agreement duly, effectively and fully. All Yugoslavia's endeavors must now focus on economic recovery and development, normalization of relations with former Yugoslav republics and other neighbours, and reintegration in international community, the statement points out. F.R.Y. must build an economic system adapted to European standards and restructure its economy, and work for the normalization of its relations with international financial and trade organizations and for the promotion of bilateral and multilateral cooperation, the statement says. The realization of these goals has been made possible by the latest Security Council Resolution on the suspension of all sanctions, which represents a recognition of Yugoslavia's peace policy and of the contribution of its delegation to the peace agreement reached in Dayton, the statement concludes.

YUGOSLAVIA - SANCTIONS

SUSPENSION OF SANCTIONS FIRST RESULT OF PEACE ACCORDS

B e l g r a d e, Nov. 23 (Tanjug) - Yugoslav Prime Minister Radoje Kontic said late Thursday that the suspension of the sanctions against Yugoslavia was the first result of the Dayton peace accords. The initialling of the accords is absolutely a historic moment, Kontic told Tanjug and Serbian Radio-Television. 'This is a result of years of Yugoslavia's policy of peace and the direct contribution of the Yugoslav delegation to the Dayton peace talks,' Kontic said. The Yugoslav Prime Minister pointed out that there was no reason to fear that the sanctions might be reinstated. 'The sanctions can be reimposed if Yugoslavia, for instance, fails to sign the peace accords, (an act) which is planned for early December in Paris, or if Yugoslavia fails duly to carry out its obligations stemming from the peace accords,' Kontic said, and pointed out that there was no room for such doubts. 'If we had not intended to fulfil our peace obligations, we would not have undertaken them,' he said. Resolution 1022 is 'immediate and took effect without any time limits,' Kontic said, adding that the United Nations with this act eliminated all forms of restrictions and limitations in Yugoslav foreign trade relations. Kontic said this practically meant that the Yugoslav economy was returning to the situation from before the sanctions, that Yugoslav firms 'can freely establish all business and cooperative relations with the international market.' Kontic listed as the priority tasks of the home economy imports and exports, renewal of international financial transactions, establishment of traffic communications, voyages by ships of the two domestic maritime companies, and the opening of the Adriatic port of Bar.

YUGOSLAV PRESIDENT RECEIVES GADDAFI'S ENVOY

B e l g r a d e, Nov. 23 (Tanjug) - Yugoslav President Zoran Lilic has received dr. Abdel Alia El Obedi, Special Envoy of Libyan Leader Colonel Moammar Gaddafi. Obeidi conveyed a message from Col.Gaddafi, the Yugoslav President's General Secretariat said on Thursday.

ICRC: NO EVIDENCE OF MASSIVE SERB CRIMES AGAINST MUSLIMS

B e l g r a d e, Nov. 23 (Tanjug) - The ICRC has so far obtained neither information nor evidence of massive Serb crimes against Muslim soldiers allegedly committed when the Bosnian Serbs took control of Srebrenica and Zepa in Eastern Bosnia, the ICRC said in its latest report released in Geneva. After receiving a permit from Bosnian Serb authorities, ICRC delegates visited prisons in the Banjaluka region in Northwestern Bosnia and in Eastern Bosnia where Bosnian Serbs keep members of the Muslim humanitarian organization Merhamet arrested last March, 164 Muslims from Srebrenica and 44 Muslims from Zepa, the report said. The ICRC had earlier visited about 800 Muslims who sought refuge in the territory of the F.R. of Yugoslavia after Srebrenica came under Serb control, the report said. The ICRC has so far received no information about the whereabouts of 3,000 Muslims who, according to testimonies, either remained in Srebrenica or were arrested by Bosnian Serb authorities in the fighting, the report said. Following reports about a large number of imprisoned men in the area of the Western Bosnian town of Prijedor, ICRC delegates established that all camps where Muslims were allegedly kept were empty, the report said. Muslim authorities have still not allowed ICRC officials to visit Bosnian Serb soldiers captured by Muslims during the Muslim offensive in Western Bosnia in the past few months, the report said. It said that the Bosnian Croat side had allowed ICRC to regularly visit about 150 prisoners.

DIARIO 16: LIES AS A POLITICAL WEAPON AGAINST SERBS

M a d r i d, Nov. 23 (Tanjug) - Spanish publicist and Balkans expert Josep Palau said Thursday in the daily Diario 16 that lies were being used as a political weapon against Serbs. Palau said 'this is not the first time false and biased humanity is being used as a political weapon in the cruel Balkans war.' He gave as an example that U.S. media began a campaign against Bosnian Serbs for alleged cruelty in the town of Srebrenica in Eastern Bosnia in parallel with the peace talks in Dayton. Meanwhile, 'systematic ethnic cleansing operations by Croats and the Muslim-Croat federation against Serbs in Krajina and Western Bosnia were not mentioned or were covered up,' the Spanish publicist said. He said tens of thousands of Serb refugees were still unsettled because humanitarian aid reached them rarely, and that Serb denials of Srebrenica were not made public. Palau said the Red Cross was disassociating itself from the Serb refugees, while the European Union and United Nations were discretely passing them by, just as if they were 'bad children or old people not deserving of compassion.' Palau pointed out that former U.S. Secretary of State Robert Mcnamara had only recently disclosed that the Vietnam war had begun through a big lie - the U.S. vessel in Tongking bay which the Vietnamese had allegedly attacked provoking Washington's anger had never existed. It was all a propaganda trick which was necessary as an excuse for a previously conceived war plan, Diario 16 said. There are no guarantees, said Palau, that some current U.S. diplomat will not write in his memoirs one day that 'a good part of the campaigns against Serbs (when crimes of others were not mentioned) was blown up or invented in order to justify an intervention to pursue geopolitical interests.' 'The international interests which have joined against Serbs are huge,' said Palau and urged that the motives be revealed, and if 'they cannot be admitted openly...let there at least be no manipulation with the conscience of others.'
