    INTRO: The leaders of sixteen nations in central and southeastern Europe have been meeting in Prague, and the main subject they discussed was the post-war reconstruction of the Balkan region. Alena Kenclova has the details.

    TEXT: The prime ministers of the group of countries known as the Central European Initiative - or C-E-I - issued a communique saying they want to play a role in the Stability Pact for the Balkans region. They will identify their own projects to help the economic recovery within the framework of the plan initiated by the European Union. Members of the Central European Initiative are fourteen post-communist countries and two E-U members Italy and Austria. Their communique urged the former Yugoslavia to become fully democratic in order to be able to participate in the Stability Pact. The host of the conference, Czech Prime Minister Milos Zeman, said reforms in Yugoslavia are vital for the whole region.

    We agreed that the necessary condition for economic recovery is the full democratization of this area, which is conditioned by free, really free, elections.

    The group urged the international community to maintain contacts with democratic-oriented opposition forces in the former Yugoslavia. The C-E-I called on Belgrade to restore navigation on the Danube River, which is blocked by bridges damaged during NATO bombings. The communique says some C-E-I member states have been suffering grave economic losses because of the blocked waterway. They say the removal of wrecked bridges is a humanitarian action that should be urgently undertaken to avoid winter flooding.

    Some delegates, including those from Macedonia, complained that little progress has been made on the Stability Pact. Ljubco Georgievski, head of the Macedonia delegation, told the final press conference that several months after the war, the region has yet to see any real Stability Pact project started. /// End Opt /// Romanian Prime Minister Radu Vasile says creating conditions for free navigation on the Danube is the first priority for Romania.
