STEFAN BOS IN BUDAPEST REPORTS AN ESTIMATED 25-THOUSAND SERBS AND OTHER YUGOSLAV CITIZENS HAVE FLED TO HUNGARY, THE ONLY NATO COUNTRY BORDERING YUGOSLAVIA. TEXT: HUNDREDS OF SERB AND OTHER YUGOSLAV REFUGEES LINE UP EACH DAY AT THE AUSTRIAN EMBASSY IN BUDAPEST -- HOPING FOR VISAS THAT WILL PERMIT THEM TO GET TO AUSTRIA AND LEAVE THEIR WAR-TORN COUNTRY BEHIND. WORRIED LOOKING MEN, WOMEN, AND SMALL CHILDREN STAND IN LINE BEHIND IRON FENCES, WAITING HOURS AND SOMETIMES DAYS IN THE SUMMER HEAT. THIS DAILY RITUAL IN DOWNTOWN BUDAPEST BEGAN TWO MONTHS AGO, AFTER THE AUSTRIAN EMBASSY IN BELGRADE CLOSED, AND NATO BEGAN ITS AIR RAIDS AGAINST YUGOSLAVIA. REFUGEES AND HUNGARIAN OFFICIALS SAY SOME OF THE FLEEING YUGOSLAV CITIZENS, INCLUDING SERBS, WERE FORCED TO PAY UP TO 15-HUNDRED DOLLARS TO OFFICIALS AND BORDER GUARDS, BEFORE THEY COULD LEAVE YUGOSLAVIA. SOME OF THEM ARE YOUNG MEN WHO WERE TRYING TO AVOID THE DRAFT OR WHO DESERTED THE YUGOSLAV ARMY AND SOMEHOW MANAGED TO ESCAPE. MANY MORE SAY THEY WERE FLEEING NATO BOMBING WHICH THEY SAY DEVASTATED MUCH OF SERBIA, INCLUDING HOSPITALS, BRIDGES, AND HOMES. THE HEAD OF THE HUNGARIAN OFFICE FOR REFUGEE AND MIGRATION AFFAIRS, ISTVAN DOBO, SAYS IT IS CLEAR THAT NOT EVERYONE WILL BE ABLE TO ENTER WESTERN EUROPE. AND MANY OF THE REFUGEES -- ESPECIALLY DISSIDENTS AND ARMY DESERTERS -- ARE NOT SURE WHEN -- OR EVEN IF -- THEY SHOULD RETURN HOME TO YUGOSLAVIA. MR.
