THE FUEL IS PURCHASED ON THE ROMANIAN SIDE IN LOCAL CURRENCY AT THE EQUIVALENT OF ONE GERMAN MARK A LITER. IT IS SOLD IN SERBIA AT A 50 PERCENT MARK UP, PAYABLE IN GERMAN MARKS. THE PROFIT PER VEHICLE TRIP IS ABOUT 11 DOLLARS, A DECENT RETURN IN A REGION WHERE INCOMES AVERAGE 100 DOLLARS A MONTH. RESIDENTS ON THE ROMANIAN SIDE SAY THE TRANSIT BUSINESS HAS BEEN FLOURISHING FOR ABOUT TWO WEEKS. MANY ROMANIANS BELIEVE THE TRADE IS LEGAL SINCE THE TRAVELERS CROSS THROUGH AN OFFICIAL BORDER POST AND FUEL IN THE CAR'S TANK IS NOT CONSIDERED CONTRABAND. ON THURSDAY AFTERNOON, ABOUT 70 DACIA CARS WERE WAITING TO CROSS INTO SERBIA. AT TEN O'CLOCK THAT NIGHT, EVEN MORE CARS WERE WAITING, WITH THE LINE BACKING UP ONTO THE ROAD WAY. THE DJERDAP POWER PLANT, JOINTLY OWNED BY YUGOSLAVIA AND ROMANIA, WAS COMPLETED IN 1972. THERE ARE POWER PLANTS ON EACH SIDE OF THE RIVER, EACH PRODUCING ONE-THOUSAND MEGAWATTS OF POWER.
