    IN A NATIONALLY-TELEVISED ADDRESS TO A GOVERNMENT-EMPLOYEES' UNION, MR. CLINTON LEVELED HEAVY CRITICISM AT YUGOSLAV PRESIDENT SLOBODAN MILOSEVIC -- SAYING HE HAD REFUSED TO EVEN DISCUSS WITH MR. HOLBROOKE KEY ELEMENTS OF THE WESTERN-BROKERED PEACE PLAN ON KOSOVO.

    THE MEETING PRODUCED A BIPARTISAN SHOW OF UNITY, WITH EVEN SOME OF THE PRESIDENT'S MOST PROMINENT CRITICS ON BALKANS POLICY SAYING THAT SOLIDARITY ON THE USE OF FORCE IS ESSENTIAL. REPUBLICAN SENATOR KAY BAILEY HUTCHISON TOLD REPORTERS PARTISANSHIP MUST GIVE WAY WHEN MILITARY ACTION IS PENDING:

    THERE WERE SIMILAR COMMENTS FROM DEMOCRATS INCLUDING SENATOR JOSPEH LIEBERMAN. HE SAID HE CAME AWAY FROM THE MEETING BELIEVING THAT NATO STRIKES AGAINST SERB FORCES WOULD BE HEAVY, EFFECTIVE AND NOT LONG IN COMING:

    BUT THE UNITY DID NOT SPAN THE ENTIRE DIPLOMATIC FRONT. RUSSIAN PRIME MINISTER YEVGENY PRIMAKOV ABRUPTLY CANCELLED A VISIT TO WASHINGTON AND ORDERED HIS PLANE TO TURN BACK OVER THE MID-ATLANTIC AFTER BEING TOLD BY VICE PRESIDENT AL GORE THAT AIRSTRIKES COULD NOT BE RULED OUT.

    WHITE HOUSE SPOKESMAN JOE LOCKHART SAID THE TWO POWERS AGREE ON POLITICAL BUT NOT MILITARY PRESSURE ON THE YUGOSLAV LEADER:

NOW, THE 83-YEAR OLD GENERAL CAN ONLY WATCH AS RETIRMENT PLANS DISSOVLE AS HIS OPPONENTS CONSTRUCT A LEGAL NOOSE WHICH HAS EFFECTIVELY CONVERTED MR.
