THE ALBANIANS FEAR THE PEACE PLAN'S DISARMAMENT CLAUSES WOULD LEAVE THEM UNABLE TO CARRY ON THEIR AVOWED INDEPENDENCE STRUGGLE. THE ALBANIAN MEETING WAS SHROUDED IN SECRECY AND ITS OUTCOME UNCERTAIN.
