TEXT: JUST THREE WEEKS AGO, THE NORMALLY RESTRAINED FRENCH SENATE THREATENED TO BLOCK THE PROCESS OF WHAT THE FRENCH CALL "PARITY" TO GUARANTEE WOMEN AN EQUAL PLACE ALONGSIDE MEN IN ELECTIONS. THE LARGELY CONSERVATIVE UPPER HOUSE OF THE FRENCH PARLIAMENT REJECTED A BILL THAT HAD NOT ONLY BEEN UNANIMOUSLY APPROVED BY THE LOWER NATIONAL ASSEMBLY BUT HAD ALSO BEEN CO-SPONSORED BY FRANCE'S SOCIALIST PRIME MINISTER AND CONSERVATIVE PRESIDENT. IRONICALLY, ALTHOUGH PARITY WAS PROPOSED BY THE LEFT, THE CONSERVATIVES IN THE FRENCH SENATE WERE ENCOURAGED TO OPPOSE THE LAW BY ARGUMENTS AMONG LEADING SOCIALISTS . CHIEF AMONG THE OPPONENTS WERE THE SOCIALIST SENATOR ROBERT BADINTER AND HIS WIFE, ELISABETH BADINTER, A WELL-KNOWN FEMINIST WRITER. MR. BADINTER, A FORMER JUSTICE MINISTER AND CONSTITUTIONAL EXPERT WHO LED THE SUCCESSFUL CAMPAIGN TO ABOLISH CAPITAL PUNISHMENT IN FRANCE 20 YEARS AGO, SAID IT IS IMPOSSIBLE TO ENFORCE PARITY IN A COUNTRY WHERE THE CONSTITUTION GUARANTEES TOTAL FREEDOM TO POLITICAL PARTIES. HIS WIFE SAID FORMAL MEASURES ARE MORE LIKELY TO ENCOURAGE DISCRIMINATION THAN ELIMINATE IT. LAST WEEK, AS THE SENATE STILL THREATENED TO BLOCK THE LAW, PRIME MINISTER LIONEL JOSPIN BEGAN HINTING AT THE NEED TO REFORM THE UPPER HOUSE IN A WAY THAT COULD NOT ONLY CHANGE THE MEN-WOMEN RATIO BUT ALSO, IN ALL LIKELIHOOD, END ITS TRADITIONAL DOMINANCE BY THE RIGHT. THIS WEEK, THE SENATE, USING A TECHNICALITY, SAID IT HAD FOUND A FORMULA TO MAKE THE PARITY LAW ACCEPTABLE. WHEN IT WAS PUT TO THE VOTE A SECOND TIME BY A SHOW OF HANDS, ONLY ONE SENATOR, A CONSERVATIVE, VOTED AGAINST. MANY OTHERS WERE ABSENT; SOME HAD ALREADY SAID THEY WOULD BOYCOTT THE SESSION. THE VOTE MEANS THAT, AFTER ANOTHER PASSAGE THROUGH THE LOWER HOUSE, POLITICAL PARITY WILL BECOME LAW. WHAT IS REALLY AT ISSUE IS WHAT PRESIDENT JACQUES CHIRAC CALLS THE "MODERNIZATION" OF FRENCH POLITICAL LIFE, SOMETHING HE HAS MADE A PRIORITY. WHEN MR. JOSPIN CAME UP WITH THE PARITY LAW, MR.
