WITH NEWS REPORTS FROM KOSOVO PROVINCE SHOWING DEAD WOMEN AND CHILDREN, THE ALLEGED VICTIMS OF SERBIAN "ETHNIC CLEANSING," AS WELL AS TENS OF THOUSANDS OF REFUGEES LIVING IN THE WOODS AFTER SERBIAN MILITARY SWEEPS, THERE IS NO DOUBT ABOUT THE EXTENT OF THE PROBLEM. IN THE UNITED NATIONS SECURITY COUNCIL, RUSSIA AND CHINA ARE ADAMANTLY OPPOSED TO USING MILITARY ACTION, AND THEY HAVE THE POTENTIAL ABILITY TO BLOCK A VOTE CALLING FOR ACTION AGAINST SERBIA. SO FAR, ATTACKS ON MR. MILOSEVIC HAVE CONSISTED MAINLY OF ANGRY WORDS FROM MANY WESTERN LEADERS, INCLUDING PRESIDENT CLINTON, BUT SO FAR NO ACTION.
