A U-S OFFICIAL SAYS THE BEST SOLUTION TO THE HUMANITARIAN PROBLEM WOULD BE IF THE SERB ACTION COULD BE ENDED SO THAT DISPLACED CIVILIANS WOULD FEEL SAFE ENOUGH TO RETURN TO THEIR HOMES, THOUGH MANY OF THE HOMES HAVE BEEN DESTROYED DURING THE OFFENSIVE. BELGRADE EFFECTIVELY ENDED KOSOVO'S AUTONOMOUS STATUS NINE YEARS AGO. NOW MOST KOSOVAR ALBANIANS DEMAND INDEPENDENCE WHICH THE INTERNATIONAL COMMUNITY DOES NOT SUPPORT. THE UNITED STATES HAS PROPOSED A THREE-YEAR TRANSITION PERIOD BEFORE KOSOVO'S FINAL STATUS -- ENHANCED AUTONOMY, A REPUBLIC WITHIN YUGOSLAVIA OR SOME OTHER CATEGORY -- IS DECIDED. THE MASSACRE FOLLOWED A SERBIAN REPORT OF THE KILLING OF SEVERAL POLICEMEN BY SEPARATIST GUERRILLAS. SINCE THE FIGHTING BROKE OUT IN FEBRUARY, THE TOWNS OF SOUTHWESTERN AND CENTRAL KOSOVO HAVE BEEN DESTROYED BY SERBIAN FORCES AND DESERTED BY THEIR ETHNIC ALBANIAN RESIDENTS. SERBIAN FORCES HAVE BEEN IDENTIFIED AS BEING RESPONSIBLE FOR KILLING HUNDREDS AND DISPLACING MORE THAN TEN PERCENT OF THE PROVINCE'S TWO-MILLION PEOPLE. ACCORDING TO DIPLOMATS, ABOUT TWO-HUNDRED VILLAGES HAVE BEEN OBLITERATED OR HEAVILY DAMAGED, SOME LEVELED BY BULLDOZERS.
