    INTRO: FRANCE HAS FAILED TO WIN CONCRETE ASSURANCES A FRENCHMAN WILL TAKE OVER AT THE HELM OF THE NEW EUROPEAN CENTRAL BANK IN FOUR-YEARS TIME. THE RECENTLY NAMED CENTRAL BANK PRESIDENT -- DUTCHMAN WIM DUISENBERG -- TOLD A SPECIAL HEARING OF THE EUROPEAN PARLIAMENT (THURSDAY) HE WILL LEAVE WHEN HE WANTS -- NOT WHEN PARIS TELLS HIM TO. JOHN FRASER REPORTS FROM BRUSSELS.

    TEXT: THE ISSUE OF WHEN MR. DUISENBERG WILL LEAVE HIS POST, AND WHO WILL SUCCEED HIM, OVERSHADOWED THE WEEKEND E-U SUMMIT IN BRUSSELS AND HAS CONTINUED TO DOMINATE POLITICAL DEBATE IN EUROPE.

    UNABLE TO HIDE HIS FRUSTRATION AT THE WAY IN WHICH HIS APPOINTMENT WAS HANDLED AS SUCH A HOT POLITICAL ISSUE, MR DUISENBERG DESCRIBED AS SLIGHTLY ABSURD THE SUMMIT ACCORD THAT HIS SUCCESSOR WILL DEFINITELY BE FRENCH.
