WHAT DOES THIS MEAN, AND WHAT SHOULD OR EVEN CAN BE DONE ABOUT IT? JAPANESE OFFICIALDOM SEEMS ESPECIALLY CLUELESS [DEVOID OF ANY ANSWERS]. ..... WHAT THIS KIND OF ECONOMY NEEDS IS A DOSE OF WHAT [FAMED ENGLISH ECONOMIST JOHN MAYNARD] KEYNES CALLED 'ANIMAL SPIRITS.' THE PRIMARY POLICY TOOL IS INCREASING THE INCENTIVES IN THE ECONOMY, THROUGH **PERMANENT** [ITALICS FOR EMPHASIS] REDUCTIONS IN THE ** MARGINAL** RATE OF TAXATION.
