[OPT] THE INITIAL EFFORT ON THE PART OF THE YUGOSLAV REGIME TO INITIATE THE NEGOTIATIONS REALLY DID NOT SIT WELL WITH THE ALBANIANS. WHAT THE YUGOSLAVS DID WAS ANNOUNCE THAT THEY WERE SENDING A MISSION TO PRISTINA TO MEET WITH THE ALBANIAN DELEGATION. THERE WAS NO FORMAL APPROACH TO THE ALBANIAN SHADOW GOVERNMENT OF DR. RUGOVA. AND THEN, THE MISSION WAS HEADED BY AN INDIVIDUAL WHO WAS KNOWN TO BE STRONGLY BIASED AGAINST THE ALBANIANS. AND THAT CERTAINLY WAS NOT THE WAY TO BEGIN THE VERY IMPORTANT NEGOTIATIONS."
